The World Rowing Federation (FISA) chose the French Rowing Federation (FFA) to organize the World Indoor Rowing Championships. Accompanied by its partners MAIF, Ile de France Region, City of Paris, Incept and Concept 2, the FFA offers a unique international event over 2 days. The event will also host the MAIF Aviron Indoor - championnats de France 2020. SCHEDULE INFORMATION Racing will take place on February 7 and 8, 2020. A complete racing schedule will be available following the close of entries. A provisional schedule is published on www.wrichparis2020.com: • 500m sprints Friday 07 Feb 2019 from 18:00 hrs onwards • 2000m races Saturday 08 Feb 2019 from 09:00 to 19:00hrs • Relays right after the last 2000m race (approx. 18:00hrs onwards) All racing is a Finals-only format, regardless of the number of entries in each event. If there is more than one heat for a particular event, the fastest overall time will determine the winner. Races will be seeded by projected time within an event. Victory ceremonies will be held as described in the Medals section of this event bulletin. 3

REGISTRATION INFORMATION RANKINGS AND NATIONALITIES INTERNATIONAL COMPETITORS • Competitors who are not French can participate in all the WRICH and World Open events (all events except 14-16, 17-18 and relays races which are MAIF Aviron Indoor - French Championships only) FRENCH COMPETITORS All French competitors wil be ranked in both French and World Rowing Indoor Championships. Except: • PR1,2,3 rowers who only have a French Classification and not an international classification (FISA). • 2 relays (Men’s 4 and Women’s 4) of French Rowing Indoor Championships FISA ROWERS COMMITMENT FORM All participants must agree to the FISA Rower’s Commitment Form during online registration. PROCEDURE No paper entries will be accepted for this event. All entries must be made online at www.wrichparis2020.com. Early bird registration will be available from 21 October to 31 December 2019. Regular registration will be open from 1 - 20 January 2020. No refunds will be given, under any circumstances. All entry fees must be paid in full by 20 January 2020. After this date, unpaid entries will be considered late entries and subject to the additional fees associated with such designation. Any entry fees not paid in full by 30 January 2020 will be withdrawn from the competition. MEDICAL CERTIFICATE Each participant taking part in the 2020 World Rowing Indoor Championships is required to give a medical certificate signed by a doctor, which attests that he is medically fit to compete in indoor rowing. A template to be filled and signed by a doctor is available during registration process (it can either be sent by email or submitted as a hard copy on competition day at athlete check-in). Race cards will not be issued if the medical certificate has not been sent by email or submitted. Depending on availability, entries may be accepted onsite for relay events. Incomplete registrations will not be accepted. 7
CAPS A high number of entries are expected at this event. In order to run the event operations smoothly within the given time frame, the following caps have been put into place for the World Rowing Indoor Championships events. • 500m events > maximum of 960 participants • 2000m events > maximum of 2400 participants • Relay events > maximum of 192 teams Special attention will be given to reserve a proportion of international entries until 31 December 2019, at which point all remaining places will be open to entries from any country. WITHDRAWALS Withdrawals must be declared as soon as possible and at any time of the entry period at wrichparis2020@ffaviron.fr Please note that withdrawing from a race will open up that spot for another competitor. 8
COMPETITION INFORMATION ON RACE DAY ATHLETE CHECK-IN Race Cards will be issued to competitors on 7 and 8 February 2020, at the Athlete Registration Desk at Coubertin Stadium (Provisional opening hours: Friday 7 – 10:00 to 20:00 / Saturday 8 – 7:00 to 19:00). Race Cards will be available for pick up by last name. Race cards must be picked up no later than one hour prior to race time. Competitors will be required to show their Race Card in order to weigh-in, enter the Warm up room and the Competition Floor. Lightweight competitors must pick up their Race Cards before weighing in. RACE START The times in the schedule are the actual start times of the races. Competitors should be ready to enter the competition floor 10min prior. EVENT AGE CLASSIFICATIONS FOR INDIVIDUAL EVENTS ENTRIES • 14-16 (French Championships only): A competitor may compete in the 14-16 category if he’s 14, 15 or 16 years old on the race day. • 17-18 (French Championships only): A competitor may compete in the 17-18 category if he’s 17 or 18 years old on the race day. • Under 19: A competitor may compete in the U19 category if he/she shall not have attained the age of 19 by race day. • Under 23: A competitor may compete in the U23 category if he/she shall not have attained the age of 23 by race day. • Open: Open events are open to competitors of any age. • Masters: A master athlete is a competitor who has attained, or will attain, the age of 30 on race day. A competitor’s age is determined on the day of the race. Masters competitors are required to race within the event designated for their age category but they can choose to race in open category if they want to. • Masters Age Categories: 30-39, 40-49, 50-54, 55-59, 60-64, 65-69, 70-74, 75-79, 80-84, 85-89, 90-94, 95- 99, 100 and over. Rowers will be automatically placed in their age category event at the registration, unless they decide to enter in Open category. PARA-ROWING EVENT CLASSIFICATIONS/ELIGIBILITY FOR PARA ATHLETES FISA Classification is required for the World Rowing Indoor Championships PR1, PR2, and PR3 events. To view the list of athletes who have been internationally classified, please view the Master Athlete Classification List on the Para Rowing Information page of the FISA Website. For PR3 ID, an INAS classification is required to enter in the PR3 ID World Open events. For instruction on how to become classified by INAS, please visit their eligibility and classification page. To view the INAS classification master list, please visit https://inas.org/about-us/athlete-eligibility/eligibility-master-list. Internationally classified French athletes will automatically be nationally classified (France only). Athletes with a national (non-French) classification only will not be eligible to participate. Special note for PR3 VI (visually impaired): At the time of publication, the visual impairment classification is to be confirmed. If a classification is not available, eligible athletes will be given a temporary classification for the WRICH 2020 only. As such, VI athletes without a valid international classification shoud still complete all medical documentation by the stated deadlines (24 December). 9
Athletes taking part in these events who have not yet been internationally classified may request to be classified the day prior to competition (7 February 2020). Both physical and visual impairment classification will be available. In order to request a classification appointment, athletes must submit medical documentation to FISA (links below). These documents must be submitted via the athlete’s National Federations using the FISA Classification portal 45 days prior to classification, i.e. no later than 24 December 2019. Please send these documents to your National Federation well in advance of this date. Athletes and their National Federations that submit documentation after this deadline will not be guaranteed a classification opportunity. If you have competed in on-water rowing at the international level, then you would likely have been FISA classified. If you have been internationally classified, please ensure that you have a confirmed status, or that your review date has not passed. Each team member takes turns rowing 250 metres twice each in the same order. The athletes who are not rowing must stand behind the line 5m away from the machine. World Rowing Indoor Championships only • Mixed 4: Teams of 4 rowers with minimum 1 male and 1 female members required. No other age or nationality restrictions. French Rowing Indoor Championships only • Mixed 4 (also ranked in the WRICH Mixed 4): Teams of 4 rowers with minimum 1 male and 1 female members required, affiliated with the same FFA club. • Men’s 4: Teams of 4 male members, affiliated with the same FFA club. • Women’s 4: Teams of 4 female members, affiliated with the same FFA club. 10
RELAY 4 x 500m 4 rowers per team share 1 machine. Each team member rows 500 meters one after the other. The athletes who are not rowing must stand behind the line 5m away from the machine. World Open & French Open Mixed 4 PR3 ID : Teams of 4 rowers with minimum 1 male and 1 female members required, all of them INAS classified. Avirose Relay Women's 4 : Teams of 4 female members with at least 2 of them operated on breast cancer. Avirose is a post-breast cancer rehabilitation program. Indoor rowing is indicated after surgery and medical treatment of breast cancer to progressively remuscle, strengthen the muscles of the arms and shoulders and reclaim her body after breast reconstruction. For more information: yvonig.foucaud@ffaviron.fr - 06 19 99 65 36 FOUR COMBINED 4 rowers across 4 machines, one for each. Team performance = average of all individual performances. World Open 500m / Inclusion Relay: 4 rowers with minimum 1 male and 1 female members and among them 1 classified para-rower. The start procedure will adapted according to the PR classification of the rower. RULES FISA Rules of Racing, Appendix 24, Indoor Rowing Competition Regulations (“the Regulations”) will be used to govern this event. The Regulations shall apply to all events except as shown below, where the FISA Executive Committee has exercised its authority under FISA Statutes Article 52 to allow exceptions to the Regulations. The exceptions are: • Any member of the medical staff has the authority to pull an athlete for medical reasons at any time. • Athletes who registered as a lightweight and fail to weigh in for any reason may row at their originally assigned time and machine. Results will be recorded in the corresponding open weight event, in the same age and gender category. • Rowers will take the start command from the PM5 monitor on the Concept2 Erg. The visual commands will be “Sit ready,” “Attention,” “ROW.” The clock starts with the “ROW” command and not after the handle is pulled. There may be no audible start command. • Rowers who make more than one false start in a single event may be disqualified at the discretion of regatta officials. • If the rower’s erg becomes disconnected from the Racing System, the rower must not stop rowing. All data is retained on the PM5. If any other mechanical problem develops early during an event, a regatta official should be alerted immediately. The rower may be moved to an unoccupied erg or their race rescheduled following an appropriate rest period. Special Note: Objections, Protests, Appeals shall be subject to the Regulations (pages 406 – 408, FISA Rules of Racing - Appendix 24, Indoor Rowing Competition Regulations) 11
LIGHTWEIGHT WEIGH-IN FISA’s Rules of Racing - Indoor Rowing Competition Regulations will be used to govern this event. For an indoor rowing event, no individual lightweight male rower may weigh more than 75 kg and no individual female rower may weigh more than 61.5 kg. Lightweight rowers shall be weighed wearing only their racing uniform on tested scales not less than 1 hour and not more than 2 hours before their first race of each lightweight event in which they are competing, each day of the competition. ANTI-DOPING The authority of FISA regarding anti-doping is set out in FISA’s Statutes, Rules and Bye-Laws and the World Anti-Doping Code and Regulations and includes the ability to implement in- and out-of-competition drug testing and the biological passport. All participants must sign the FISA Rower’s Commitment Form during online registration, which includes a clause on Anti-Doping, and may be subject to anti-doping testing at this year’s event. EQUIPMENT All equipment used in competition will be provided by the organisers. Modifications will not be allowed by competitors except as approved by the Jury for the PR1, PR2, and PR3 events. No external software will be permitted. OUTSIDE ASSISTANCE Crews are reminded that they are not to receive outside assistance during a race except from the unaided voice and only from the public stand. No coaches are allowed on the race floor. Classified visually impaired rowers and PR3 ID may receive verbal status only from one coach who can stay behind them. PRACTICE INFORMATION Warm-up ergometers will be available just off the competition floor with absolute priority given to competitors for the next race taking place on the race floor. Cool down will be permitted on bikes, stretching mats and a limited number of indoor rowing machines in a restricted area of this room. Bulletin approved on 01/10/2019 12
MEDALS AND AWARDS FISA will present world championship medals (gold, silver and bronze) to the top three finishers in all events designated as World Rowing Indoor Championships events. FFAviron will present national championship medals (gold, silver, and bronze) to the top three French finishers in all events designated as French Indoor Rowing Championship events. The official institution to award the World Open event is still to be confirmed. Victory ceremonies for both the World Rowing Indoor Championships and French Indoor Rowing Championships in the PR1, PR2, and PR3, Under 19 (17-18 for French Championships), Under 23, and Senior (Open) events will be held on the competition floor. All other medal ceremonies will be held off floor. VENUE INFORMATION The competition will be held at the Coubertin Stadium, a world-class athletic facility. This venue is regularly used for handball (PSG) volleyball, tennis, martial arts, fencing, badminton and similar events. Coubertin Stadium - Avenue du Stade Pierre de Coubertin, Paris. 13
