The Role POSITION TITLE General Manager People & Culture Multicultural Community Services Geelong Inc (MCSG) DATE 26 July 2021 REPORTS TO This role is a direct report to the Chief Executive Officer EXECUTIVE TEAM This role is a member of the MCSG Executive Team TENURE This is an ongoing position TIME FRACTION This is a full-time position MCSG will also consider applicants who prefer an 8 or 9 day fortnight EMPLOYMENT The employment contract will provide more favourable CONTRACT overall terms and conditions than the Social, Community, Home Care and Disability Services Award Current employees of Diversitat or MACS who transfer employment to MCSG will maintain continuity of service and their leave entitlements will transfer from Diversitat or MACS to MCSG. REMUNERATION The position will receive a Total Remuneration Package comprised of a base salary plus 10% superannuation. The CEO & Executive Team CHIEF EXECUTIVE In 2021, the MCSG Board conducted a process to select and OFFICER (CEO) appoint the Chief Executive Officer. Joy Leggo was appointed CEO and commenced on Monday 3 May 2021. Joy commenced with MACS as the inaugural CEO in 1994. Joy holds a Master of Business Administration, is an Australian Institute of Company Directors member, and has a Bachelor of Health Administration. Community involvement includes Aged Care Services Australia Divisional Councillor, and a previous Sirovilla Retirement Village Board Chair. EXECUTIVE TEAM MCSG is currently undertaking an organisational change process STRUCTURE to establish its first Executive Team. The new team will take effect from Monday 9 August 2021. MULTICULTURAL COMMUNITY SERVICES GEELONG INC. The Organisation MULTICULTURAL MCSG was incorporated in the State of Victoria on 10 December COMMUNITY 2020, as a result of a merger between the Geelong Ethnic SERVICES Communities Council Inc (trading as Diversitat), and Multicultural GEELONG INC Aged Care Services Geelong Inc (MACS). Both Boards approved the decision to merge in November 2020, viewing the change as a combination of two equal organisations and emphasising positivity, cohesion and collaboration. The decision followed formal approval from a Special General Meeting of Diversitat affiliated communities. The merger is designed to leverage the history, expertise and resources of Diversitat and MACS as two of the Geelong region’s largest and longest serving multicultural organisations. MCSG will maintain and expand services and provide a stronger voice for multicultural communities in Greater Geelong, combining 70 years of knowledge and experience from the two organisations. In January 2021, the Board commenced discussions on the development of the initial MCSG Strategic Plan. DIVERSITAT Diversitat, also known as Geelong Ethnic Communities Council, is a registered charity and a not-for-profit community service organisation. Established in 1976, Diversitat has a core set of services and business operations that support the multicultural communities in the region, with an emphasis on building social justice. First known as the Geelong Migrant Resource Centre and later the Geelong Ethnic Communities Council, the change in name to Diversitat occurred in 2005. This reflects the broader diversity of services offered across a wider geographical area. Diversitat offers services in settlement, community development, youth services, aged support, training and education, as well as arts and events. MULTICULTURAL COMMUNITY SERVICES GEELONG INC. MACS MACS was established in 1994, with the support of Geelong Ethnic Communities Council (GECC). The dream of providing respectful care services to the aging culturally and linguistically diverse community took its first step with the opening of the Geelong Multicultural Hostel. The hostel operated successfully for 10 years before Mary Costa House - a high care facility - was constructed on the same site. With the goal of creating a model of care termed ‘Invisible Walls’ that accommodates the aging transition with minimal stress and disruption to residents, MACS opened Bella Chara in 2009, adding a 60-bed supported residential facility to its services. MACS also added independent living units, palliative care, dementia specific care, respite care, privately funded home services and home care. LEGAL STRUCTURE The Diversitat and MACS governing bodies decided that MCSG should be established as a new and separate entity. The decision to appoint an initial independent Chair who was not a governance member from either Diversitat or MACS reflects a good faith commitment from both organisations to approach the merger as two equal organisations. To enable commencement of planning for MCSG, Spiro Fatouros was appointed as Interim Chair, and Linda Sydor-Petkovic as Interim Secretary. Both Spiro and Linda will step down from these MCSG Board leadership roles once the new Chair and Secretary are appointed. MCSG was established as an incorporated association in Victoria. It has Australian Securities and Investments Commission (ASIC) and Consumer Affairs Victoria (CAV) registrations and is registered with the Australian Charities and Not-for-profits Commission (ACNC). Both Diversitat and MACS are progressively rolling their operations into the newly established incorporated entity, which will hold new registrations and transferring registrations (where possible) to undertake the activities of Diversitat and MACS. STRATEGIC Major influences on the strategic direction and priorities for CONTEXT MCSG include: • changes in the nature of work and community service delivery, as a result of the emerging impacts of COVID-19 within Australia and globally • trends in Australia related to social cohesion, income security, and government and community support • recommendations from the Royal Commission into Aged Care Quality and Safety • growing competition in the community services and aged care sectors, including from for-profit o ganisations • growing demand for community services and aged care, including high quality, culturally appropriate services in the Geelong region • increasing trend for people ageing in their own home, with access to on-demand in-home support services, and residential care for shorter stays with more complex clinical needs • the significant impact that the humanity of carers, quality of leadership and contemporary management systems have on the sustainability of community service organisations and aged care providers • impacts of the shift towards consumer centred care and choice, rather than block funding contracts with governments 2021 STRATEGIC The MCSG Board has identified the main strategic priorities PRIORITIES for 2021,which are centred on: • building community engagement and enhanced social impact • developing leadership, culture and capability • designing agile, effective and efficient business processes and systems • growing the financial sustainability of the organisation.
