    development plans, publish public-interest messages (snow removal, emerald ash borer, etc.) and announce changes made to

THINGS ARE HOPPING THIS FALL IN VILLE-MARIE
Downtown Montréal is experiencing strong growth, and that’s good news, but it brings its share of challenges. That’s why we
introduced a program to enhance the city’s core, a Downtown Strategy, in June. Taking a long-term view, this strategy will give
Montréal the tools to carve out a place for itself as one of the world’s great cities. Public consultations on this initiative will be
held this fall by the OCPM, and I invite you to attend. We want your input as we create tomorrow’s Downtown.

Although the end of summer spells back-to-school and back-to-work time, it doesn’t mean you have to stop having fun!
Ville-Marie has countless activities on offer this fall.

There are cultural events galore, too. See the new Frontenac Maison de la culture program and check out the cultural agenda,
with shows for all tastes, from theatre to dance, music, film and exhibitions. Your libraries, too, continue to come up with all kinds
of things to do and see. It’s a great way to expand your horizons, and it’s free!

And finally, fall is a time for the family, with all sorts of celebrations in borough parks. Take this opportunity to get to know your
neighbours and enjoy the beautiful autumn colours.

VILLE-MARIE IN SHORT

DOWNTOWN STRATEGY: A PLAN FOR BUILDING ON MOMENTUM
On June 8, the city announced an ambitious program to enhance the city core, a Downtown Strategy. As it is implemented over
the next 15 years, the strategy will give downtown Montréal the tools to carve itself out an enviable place for itself as one of the
world’s great cities.

Downtown Montréal is experiencing strong population growth, as is clearly shown by the many residential projects currently
underway. The city is hoping to take advantage of this momentum to create a vision for the future and steer downtown
development.

The plan’s initiatives include:
• Making public transit the preferred mode of transportation for getting to, from and around in downtown. By integrating the
  planned metropolitan electric transportation network (REM) announced by the Caisse de dépôt et placement du Québec, the city
  is looking to improve mobility in Montréal.
• Opening up Downtown to the St. Lawrence, by redeveloping vast waterfront areas over a stretch of about 20 km between the
  Jacques Cartier Bridge and the new Champlain Bridge.
• Repurposing a number of large sites (hospitals, the Radio-Canada building, municipal buildings), some of them heritage
  treasures, to adapt them to new and different uses.
• Creating complete, inclusive neighbourhoods downtown by designing family-friendly residential projects, with nearby stores
  and services and proper development of public spaces.

The area in question covers the Ville-Marie Borough and some adjacent sectors in the Sud-Ouest, Plateau-Mont-Royal
and Mercier–Hochelaga-Maisonneuve boroughs.

In fall 2016, the Office de consultation publique de Montréal (OCPM) will be holding consultations to hear from residents,
merchants, workers and others concerned by the development of the city core. The report produced by the OCPM will be used to
draw up an action plan in winter 2017.

SUSTAINABLE MONTRÉAL 2016–2020 – A GREENER CITY
In June, the city administration released its third sustainable development plan. The goal of the four-year plan is to improve
practices and continue efforts to make Quebec’s largest city more sustainable, in its different neighbourhoods and downtown.

How? By reducing greenhouse gas emissions and our reliance on fossil fuels; greening, enhancing biodiversity and ensuring the
sustainability of resources; and encouraging access to healthy neighbourhoods on a human scale by moving toward a green,
circular and responsible economy.

From words to actions
Aside from the participation of public corporations and the municipal administration, sustainable Montréal will be achieved thanks
to the contribution of residents, non-profit organizations, businesses and other organizations – all of us, in short. Over the next four
years, all these players will be called on to reach a number of objectives.

Montréal businesses are specifically invited to become partners and to commit themselves to taking 20 concrete actions by 2020.
For example, a business may decide to encourage its employees to use active transportation and public transit; then it may decide
to build or renovate existing buildings with sustainable principles in mind, and to create sustainable parking areas. Since this is a
partnership, the city is also committing itself to taking 20 actions.

Together as a society, we are working to apply sustainability principles as we build:
• a greener city,
• a city known for its good sustainable development practices, its dynamic approach and its innovation,

• a competitive, prosperous, caring and democratic city,
• a healthy city.

A NEW APPROACH TO MANAGING ROAD BLOCKAGES
With a view to minimizing the combined impact of the many work sites in the Borough, a team dedicated to managing
obstructions on public property has been put together in Ville-Marie. The team follows up daily with the different contractors and
other players so as to identify and co-ordinate ways of keeping traffic moving throughout the Borough.

GREEN WASTE AND LEAF PICK-UP
Green waste is organic waste from your garden or yard, like garden waste, grass clippings and fallen leaves. It is collected separately
from other “waste,” since it has value in that it can be turned into compost.

Pick-up
Green waste must be left in the same place as you leave your household garbage, at the curb, between 5 and 8 a.m. on the mornıng
of the pick-up.

Warning! All tree and shrub branches, as well as stumps and trunks, of any species, must be separated from other green waste so as
not to spread emerald ash borer. When this kind of waste is ready for pick-up, call 311 to have a chipper come and dispose of it.

long and garbage cans holding less than 150 litres, with handles and closed with a lid, are also acceptable.

MONTRÉAL, A RESILIENT CITY
The 100 Resilient Cities program was launched in 2013 to mark the 100th anniversary of the Rockefeller Foundation, with the goal
of encouraging improvements in the living conditions of people all over the world. Montréal was the first Canadian city selected for
the group, which also includes metropolises like New York, Melbourne and Bangkok. The group of 100 resilient cities is a network
focusing on improving practices, exchanging expertise and promoting excellence in risk management.

The Resilience Office is working on preventing risks (natural disasters and other shocks, attacks), reducing vulnerability (aging
population, wear and tear on infrastructure, poverty) and adapting to socio-economic and environmental challenges. The idea is to
improve living conditions by being prepared for the worst. An excellent idea!

SELF-SERVE ELECTRIC VEHICLES
Fifty new sites have been set aside in four major parts of the Borough (business district, Sainte-Marie, Peter McGill and Old
Montréal) for the exclusive use of self-serve electric vehicles. This is a first for Montréal, with the goal of encouraging the expansion
of green car-sharing services.

THE MARCHÉ SOLIDAIRE FRONTENAC GETS A FACELIFT
The mission of the Marché solidaire Frontenac, the “fruit” of a citizen initiative, is to make local, affordable produce more accessible
in areas where residents have trouble finding healthy food at a good price. Some major changes have been made to the market,
located outside the Frontenac metro station, to improve this access. A new, custom-built structure now means that the market can
operate four months longer every year and offer a wider variety of items. Local residents are sure to be delighted to find that they
can now do all their shopping there from May to December.

EMERALD ASH BORER: IT’S UP TO RESIDENTS, TOO
In 2015 the city adopted a by-law to halt the spread of emerald ash borer. But along with the city, property owners also have a large
role to play. To check whether you are affected, the city has created a search engine on its website where you can see whether you
live in a high-risk area. If so, you must treat your tree or have it cut down, depending on how badly it is infested.

Treating or felling your tree
• If less than 30% of the branches on your ash are dead and it is located in a high-risk area, you are required to treat it, between
  June 1 and August 31.
• If your ash is dead or 30% or more of its branches are dead, you must have it felled. First you must obtain a permit from the
  Borough. The tree must be felled by December 31 of the year in which the infestation was detected.

Managing ash waste
April 15 to September 15
• Ash wood may not be transported, to avoid propagating emerald ash borer.
• You must have ash wood waste transformed on site before moving it.
• You may store the wood on the site where the tree was felled until September 15 and then have it sent to a transformation site.

September 15 to April 15
• You have 21 days to have the ash wood transformed or send it to a transformation site.
• You will be given a form along with the felling permit, and you may give this to your contractor so that your ash wood waste can
  be disposed of at a city transformation site.

TEMPORARY GREEN SPACE
Create a friendly, relaxing green space in a vacant lot and everybody wins. That’s why the Ville-Marie Borough, in association with
the Old Montréal commercial development corporation (SDC), has given new life to a vacant property at the corner of Saint-Jean
and Notre-Dame Ouest. The temporary green space is one of a list of initiatives intended to encourage more pedestrian traffic and
enhance the quality of life for residents and visitors.

PUBLIC ART MAKES VILLE-MARIE EVEN MORE BEAUTIFUL
Unattractive spaces can be given new life by reinventing them. Public art, including murals, is often used for this purpose, since
it can change people’s perceptions and help transform the ways spaces are used. The Ville-Marie Borough already has over 60
murals brightening up its public spaces. The latest was inaugurated on August 4, and is part of a series of four murals created
at Habitations Jeanne-Mance. Entitled The Four Elements, the series is the work of Philip Adams, a renowned mural artist from
Philadelphia.

THE WALLS HAVE VOICES
Get a whole new take on the murals in the Quartier latin. Download “Portrait Sonore,” a free mobile app, for a podcast entitled
“Quartier latin – 30 murales.” The two-hour tour contains 30 sound clips divided into three routes: avenue Savoie, on the theme of
literature; rue Saint-Denis, on the theme of cultural creation; and Habitations Jeanne-Mance, on the theme of nature in the heart of
the city. The concept was developed to offer you a fun and educational experience for your senses, and is a real work of art in itself.

    PLACE DU CANADA
    Place du Canada has been restored and has recovered all its former glory, with new landscaping, street furniture, lighting of
    the public art collection, and lots of new trees.

    DOWNTOWN ALLEYS
    Ten alleys downtown were turned into temporary installations last week, to sound out users on their ideas for transforming
    them. Three to five of these alleys will be selected and developed as public spaces in 2017.
