BOLTON BULLETIN January 13, 2023 NEWS FROM THE TAX COLLECTOR’S OFFICE – 1-10-23 TAX BILL LOOKUP AND PAYMENT LINK 860-649-8066 x6101 Email us at taxcollector@boltonct.org Please see below for frequently asked questions and the best ways to pay your tax bill. Supplemental Motor Vehicle Tax Bills Supplemental tax bills were mailed out on 12-27-22 and must be paid by February 1, 2023 to avoid interest. These bills are for all newly registered motor vehicles registered between October 1, 2021 and September 1, 2022 or for vehicles when the registration had lapsed and renewed after October 1, 2021. This tax bill covers the period of time from when the vehicle was registered until September 30, 2022. These bills need to be paid or postmarked by February 1, 2023 to avoid interest. Interest accrues at 1.5 % per month starting from the due date January 1, 2022. Please check the link above if you believe you may have a bill or call our office. Failure to receive a tax bill does not relieve the responsibility of owed taxes and interest. Point and Pay Services The Town of Bolton is using a new vendor Point and Pay, LLC for payments made online and we are NOW able take credit card/debit card payments in the office. The non-refundable fee for this service either online or in the office are the same. This fee will show up as a separate transaction in your account and is charged by our vendor Point and Pay Credit Cards: 2.50% (with $2.00 minimum) Debit Cards: $3.95 flat fee Electronic Checks (ACH): $0.95 flat fee Delinquent Motor Vehicle bills have been reported to the DMV and it will be necessary to have all accounts paid to be able to register a vehicle. Please make sure you pay your taxes at least 2 weeks before you need to register your vehicle to make sure you have no compliance issues. You can check DMV’s online services under compliance issues to ensure you are clear before you go to DMV. If you need clearance before the 2 week period of time then you will need to make your payment online with a credit card or at the office with cash or money order as well as let me know that clearance is needed. Check DMV’s online services for registration status and compliance issues here: DMV ONLINE SERVICES Paying online is not immediate and will take 3-5 days to process and post to your account. Payment Options: Option 1: Online- Save time and pay from home and receive your receipt of payment directly to your email.

A nominal fee will be charged by our vendor, Point and Pay and is non-refundable 2.50% for credit cards. Flat fee of $3.95 for debit cards & $0.95 for an electronic check using your routing and account #’s. Online payments will take 3-5 business days to process. The account will not show as paid online until after this processing time. Please make sure you receive a confirmation to your email that shows your payment is starting to process. Please make sure you enter the correct account number and routing number so that the transaction does not get returned. Additional fees will be added to any payment that is returned unpaid. Relay Connecticut is a 24-hour service that enables individuals who are deaf, hard of hearing, Deaf/Blind or have difficulty speaking to communicate freely with friends, family and businesses. For people who have difficulty hearing or speaking, the simple act of using a telephone can be a challenging and frustrating experience. Whether it’s conducting business, speaking to doctors, making appointments or just keeping in touch with family and friends, an inability to communicate over the phone can affect almost every aspect of a person’s day to-day life. UR Community Cares is hosting an ice cream social for us on Thursday, January 26 at 1 p.m. Come have a lot of laughs and enjoy a sundae. The Town of Bolton has a partnership with UR Community Cares, a local non-profit that links residents 70+ or adults with disabilities with local volunteers to help with tasks such as housework, yardwork, transportation and companion. Michelle Puzzo shared, “Bolton Seniors can be volunteers to help other older adults in town. URCommunityCares.org is a platform where those who drive and want to deliver goods can connect with people who need groceries, need to run errands or go to appointments. In Bolton you can use the website to request a ride, if you don’t drive - when a volunteer accepts your request, the website notifies you of the volunteer heading to help you. Upcoming Dates: Tuesday, January 17 and 31, 2023 Tuesday, February 14 and 28, 2023 ______________________________________________________________________________________________ WINTER TRAILS DAY 2023 January 21st, 10:30 a.m. to 12:00 p.m. Join the Bolton Conservation Commission Saturday, January 21st, 2023, at Freja Park from 10:30-Noon for WINTER TRAILS DAY. Meet at the Freja Park kiosk behind the Bolton Park and Ride Lot at 10:30 AM. Hike on the green-blazed Kempf Trail to the Railroad Brook Restoration Project on the Hop River State Park Trail, then follow the Blue-blazed Shenipsit Trail back over the Notch Pond overlook where observers may see the unexplained circles on the ice, to the benches and back to kiosk and Park and Ride Lot. Conservation Commission members will be on hand to identify trees and wildlife tracks along the trail. Freja Park is a picturesque and wild 21-acre park located northwest of Notch Pond. Participants should dress for the weather and snow conditions, expect to move slowly on the trail over the moderately rugged landscape. The total hike distance is one mile. Trail conditions will determine trail routing. No dogs, please. Rain cancels the event. Grant Recipients: Bolton Heritage Farm Commission, Potable Water Project : $6,000 to support the addition of potable water at the farm. Restoration of the existing wells must be completed for the preservation and public utilization of the farm (hiking, outdoor yoga, weddings, special town-wide celebration events, historic events such as Revolutionary War Reenactments,
BOLTON BULLETIN January 13, 2023 visitations by history enthusiasts, visiting the Washington Rochambeau site, etc.). Potable water required for various events and usage of the farm will include connecting the electric supply for the well and installing the pressure switch and tank with a low point drain. Bentley Memorial Library/Friends of Bentley Memorial Library, Outdoor Patio : $10,000 The grant funds will be used to add a new 30x30 concrete slab patio that will be wheelchair accessible, in front of the library. The patio will be used and available to all for outdoor library programs and the community may use the space to gather, sit, read, relax, and for other activities. The space will be available during and outside of library hours. Bolton Volunteer Fire Department : $6,778 grant to construct a pitched roof top prop for firefighter training as well as practice, and to obtain firefighter Class II ladder safety equipment (harnesses). Department instructors would use the roof top structure to teach ladder hoisting, placement, and safe operations. It would also afford the opportunity to teach and practice ventilation procedures that assist in the preservation of property, allowing for faster entry into a structure on fire, increasing the chances for quick rescue and extinguishment. Community Child Guidance Clinic : $1,000 to support updating and enhancing the quality of therapeutic toys and materials at the agency. CCGC’s Outpatient Department would benefit from updated toys and resources that are ethnically diverse, including racially diverse pose- able dolls for dollhouse play and realistic role play, gender-neutral play materials, and racially diverse social skills cards. It is important to have materials that encourage visibility and belonging for minorities in all communities served to help reduce racial disparity in pediatric mental health services. Hartford Interval House: $5,000.00 grant to continue supporting the “Victim to Survivor” program that ensures that Bolton clients assess their strengths and challenges, that leads to making a plan to get affairs in order and establish independence. Specific activities with which the program helps are safety planning/counseling, court/legal advocacy, transportation to job interviews and work, pursuing education, childcare, gift cards for household necessities, help with planning a household budget, opening a bank account, and ultimately finding affordable housing and setting up a home. Bolton Scholarship Fund, Community Service Scholarship: $1000 grant to provide a scholarship to a student who goes above and beyond in support of the Bolton community to help that student to pursue higher educational goals. The ideal candidate will be someone who displays a genuine interest in making the community better for everyone. The scholarship will be sent to the recipient's school for the 2022-2023 school year. Bolton High School Project Graduation: $3,500.00 grant to support a drug and alcohol-free overnight celebration on graduation night to keep graduates safe. Students will be bussed from the high school to the venue for a fun night enjoying food and games, spending one last night together, and making amazing memories. At the end of the party, the graduates will be bussed back to the high school. This event will be organized and supervised by the parents of graduates. Bolton Center School PTA, Fostering Friendship and Improving Grounds : $5,000 grant to assist with the purchase of items to improve the playground, school grounds and that will encourage/foster social skills and friendships among students. For example, "buddy benches" for the playground area and picnic tables for students to use for special friendship lunches, etc. All BCS students will benefit, as well as town residents who utilize the playground area. The equipment that will be purchased will be permanent. Residents, staff and students will be able to enjoy the benches and the picnic tables and more for a long time to come.
BOLTON BULLETIN January 13, 2023 Bike Walk Bolton : $1,100 grant to purchase (and have installed by DEEP) a bench on the Hop River Trail at the intersections of the Rose and Clarke Trails. The benches along the Hop River Trail get a lot of use. People use them to rest before continuing their activity. The bench may encourage people, who might otherwise turn around, an option to walk/run a bit farther. Trail users also use the benches to simply sit and enjoy the sights and sounds of nature and are also used as the snack stop. Friends of Bolton Lakes, Cyanobacteria Monitoring : $4,282 grant funding to assist in purchasing water monitoring technology equipment that will be used to predict the level of toxicity due to harmful algae within several minutes, presently it takes several days and significant expense to analyze water samples for the presence of algae. The equipment will be used by trained volunteers who will forward the results to the Town, the Health District and the professional lake managers. Prompt dissemination of this information will improve the health and safety of all users of Lower Bolton Lake. Community Voice Channel : $2,514 grant to purchase a Lighting Kit for volunteers that benefits anyone who makes a show or movie that requires filming outside of the building. Community Voice Channel teaches people how to use professional A/V equipment with industry standards and best practices. The main goal is to get people engaged in expressing themselves and take advantage of creating a TV show, movie, PSA, etc. Training is free of charge and access to equipment that is very expensive is shared with all who want to learn. CVC strives to include everyone and not let anyone feel left out. Formal Awards Ceremony The Bolton Greater Together Community Fund Committee will hold an awards presentation/ceremony and reception on Wednesday, February 8 th at 6:00 p.m. in the Bentley Memorial Library , 206 Bolton Center Road, Bolton, CT 06043. The community and the Hartford Foundation for Public Giving members and staff are welcome. Refreshments will be served.
