Who is AMMROC? • AMMROC, or Advanced Military Maintenance Repair and Overhaul Center, was launched in 2010 • Formerly a subsidiary of • Joint Venture Company owned by Emirates Defense Industries Corporation, P.J.S.C. (EDIC) 60%; Lockheed Martin Corporation 20%; Sikorsky Aircraft Corporation (A Lockheed Martin Company) 20% • AMMROC performs MRO (Maintenance, Repair and Overhaul), logistics, supply chain services for UAE Military aircraft, rotary wing platforms, aviation ground equipment • AMMROC’s key customers include the GHQ of the UAE Armed Forces • Approximately 4,000 employees at multiple locations 2
AMMROC Compliance Challenges The Situation • AMMROC was no longer under the Mubadala Compliance program • AMMROC stood up a Compliance Program from scratch • No access to the Mubadala Annual Code of Conduct (COC) CBT • Annual COC training is a Compliance Dept. Key Performance Indicator (KPI) • Various alternatives proposed including conducting live training • LM code of conduct/ethics training was considered • Obtaining budget (18 Oct. funding secured) • Required sole source justification “AMMROC Annual Code of Conduct Refresher Training and Certification” • Work Began Q4 2016 • Requirement for CBT was 6-8 modules @ about 40-60 minutes total time • Product to include AMMROC branding and customization • 4,000 user licenses • To be hosted on branded SkillPort site for launching and tracking the solution • Dependencies: Finance, IT, Learning & Development 3
Skillsoft: Annual Code of Conduct Training The Product A computer-based training product MDC uses (and AMMROC formerly had access to) is the Global Code of Conduct course offered by Skillsoft. The product license consists of 21 modules, with most corporate clients selecting 6-8 modules to constitute their annual COC training. 6-8 modules can be completed in 30 – 40 minutes. The balance of the 21 modules not selected for the core Code of Conduct course will be hidden, but can be viewed if desired. Competitive tender Waiver justification to select Skillsoft (Xpert Learning) AMMROC has an enterprise KPI to complete annual Code of Conduct training in Q4; AMMROC lost its annual code of conduct refresher training when MDC sold AMMROC, and does not currently have any online training capability; The Global COC by Skillsoft is the same annual Code of Conduct training MDC uses, and would allow AMMROC to replicate the training provided in 2015 to all employees; Using the Global COC by Skillsoft, rather than competitively tendering the requirement, is the only practical way the company will achieve the Q4 enterprise-wide KPI. You will be completing 8 fast-paced modules, each requiring 5-7 minutes to complete. The courses, accessed through the AMMROC Blue Portal or any web-capable computer, are brief in duration, and filled with important information. As you complete the course, you will also be required to answer four important Annual Certification questions. 2.
