1 Project Overview In the grain industry, grain handlers deal with an extremely diverse variety of truck combinations, mass limits and access permits, which makes it is difficult to quickly and accurately identify truck legal mass limits. Difficulties understanding truck configurations and mass limits leads to underloading when grain handlers are too conservative with the applicable mass limit. Underloading causes inefficiency through more truck movements and higher freight rates. Overloading is also possible when grain handlers do not understand the permits, which potentially damages road infrastructure and creates other potential road safety risks. To improve grain industry knowledge of mass limits, in 2018 the Grain Transport Safety Network (GTSN) implemented a truck chart with the top 15 codes. The chart is freely downloadable at www.gtsn.com.au. Following the implementation of the chart, GTSN has been working to develop a Truck Book with the following key sections: • Procedural Guidelines • Technical Information • Detailed Truck Code information with all bulk grain truck combinations and applicable state mass limits with references to specific notices. To finalise and distribute the truck book, GTSN seeks funding from the Heavy Vehicle Safety Initiative for $119,727. With this funding, GTSN plan to: • Engage a technical writer to finalise the development of the truck book content • Deliver free training sessions on how to use the Truck Chart and Truck Book in key grain growing areas in regional Australia – printed copies of the book will be provided at the training sessions • Engage a web developer to implement an online truck lookup tool to allow quick and easy identification of truck permits, with easy ongoing maintenance as new truck codes and permits are implemented. As with the truck chart, GTSN plan to publish the truck book in a freely downloadable format on www.gtsn.com.au. The document will be continuously updated by GTSN to reflect new permits and truck combinations when they occur. www.gtsn.com.au 3
2 Project Deliverables 2.1 Finalise the development of the truck book content Since October 2018, the GTSN has run several sessions to build the GTSN truck book framework and updated with known combinations and mass limits. Funding and time for the development of the book has been done via the GTSN’s engagement of consultant (Sean Minto) and time from GTSN members. Following the development of the book, GTSN members have checked the content for accuracy with the following road regulators: • TMR • Transport for NSW (formerly RMS) • VicRoads • NHVR (South Australia). Following the regulator feedback, further work is required to finalise the content in a print friendly format for the training sessions. It is proposed the GTSN will engage a technical writer to finalise the development of the truck book content. Due to his background with the development of the content, the GTSN recommend that Sean Minto complete this work. www.gtsn.com.au 4
2.2 Deliver training sessions on how to use the Truck Chart and Truck Book Due to the complexity in the mass limits and the large quantity of information, the GTSN will hold training sessions to explain how mass limits work and how to use the GTSN Truck Book. The training will be delivered free of charge in key grain growing areas in regional Australia – see below for proposed locations. 2.2.1 Trainer The principal trainer for these sessions will be Sean Minto, Director and Principal Consultant, Supply Chain Safety Excellence (SCSE). See Appendix 6 for Sean Minto’s CV. Members of the GTSN will attend the training sessions and act as panellists during the question and answer session to share their practical experience and in-depth industry knowledge. 2.2.2 Training Sessions Each session will run for 3 hours and cover the following areas: • How to use the truck chart and truck book • Commonly used combinations • High risk combinations to be careful with • How to use the online web-based tool • Questions and feedback about the content • Question and answer session about difficult combinations. The number of participants will be limited to 20 people per session. An electronic registration process will be used for attendees to nominate which training session (date, time and location) they will attend. 2.2.3 Training materials SCSE will develop a training package in consultation with the GTSN. The training package will include: • Learning objectives and training session outcomes • Practical exercises to demonstrate learning objectives • Visual aids and case studies to reinforce learning outcomes www.gtsn.com.au 5
• Be structured in a Microsoft PowerPoint format including speakers notes (for future reference and application) • Be written in plain English. Printed copies of the truck book will be provided at the training sessions to all attendees free of charge. 2.2.4 Locations State Town Qld • Toowoomba NSW • Moree • Tamworth • Wagga Victoria • Bendigo • Geelong • Horsham South Australia • Adelaide • Port Lincoln Training attendance registers will be maintained for all training sessions delivered to provide a record of the number of people trained. www.gtsn.com.au 6
2.3 Implement an online truck lookup tool to allow quick and easy identification of truck permits During the development of the truck book, it has been identified that some users will find the content easier to navigate using an online version. The GTSN will engage a web developer to implement an online truck lookup tool to allow quick and easy identification of truck permits. A link to the online version will be made available on the GTSN website, so it can be linked to directly from the systems. The Web Lookup tool flow chart appendix includes the screen design flow for the tool. Key required functionality: • Mobile software platform readily accessible on any device – anywhere, anytime • Viewable on personal electronic devices such as mobile phones and tablets, and computer web browsers • Easy ongoing maintenance as new truck codes, permits and other technical information are implemented 2.4 Develop and Implement a Stakeholder Management Plan In addition to the training sessions, the implementation of the truck book will include a stakeholder engagement plan that will inform and encourage the following stakeholder groups to further communicate the training sessions and ability to access the content including: • Bulk Handlers • Government – NHVR, RMS, TMR, VicRoads • Grower Groups – AgForce, NSW Farmers, Victoria Farmers Federation, Grain Producers South Australia • Transport Groups – LBRCA, ATA • Local Government Groups – councils and council groups – identify ‘champion’ to engage groups in key grain growing areas 300 copies of the Truck Book will be required for training sessions plus another 1,700 copies will be required for distribution to stakeholders in the above groups.
