New development project in Noblessner (Tallinn) Construction & Field: Timeline: 2021 - 2023 Development starts from 3,520 Developer: Kodusadam OÜ Value: euros per square meter Kodusadam OÜ, a joint venture of AS BLRT Grupp and AS Merko Ehitus Eesti, has decided to launch a new real estate development project in Noblessner seafront estate, which comprises in total of five residential buildings with 161 apartments and 14 commercial premises. The buildings have been designed by KOKO architects and the interior by KAOS Architects. Noblessner won in Best Urban Regeneration category at the Baltic Real Estate Awards 2020 for the first development phase of district in 2014-2019. New beach building at Stroomi, Tallinn Field: Construction & Timeline: 2022 Development Tallinn City Developer: Government The competition for the best architectural solution for the new Stroomi beach building was won by the work "Rannahoov" (Beach Yard), a joint work by two Estonian architectural offices. The vision of the architects is airy, transparent and multifunctional. The aim of the competition was to ensure a more functional public building at the most popular beach in the north of Tallinn. The current beach building, built in 1996, will be replaced by the new set of buildings. The start of the construction is envisaged for 2021 and it should be ready by 2022. Porto Franco – scandalous yet great investment opportunity Developer: Porto Franco OÜ Value: EUR 20o million Porto Franco is the largest development project in Estonia ever, with a total area of 150 000 m2. Porto Franco is a unique real estate development that opens Tallinn’s city center to the sea, being the only business and leisure area situated at close vicinity to the sea in the Estonian capital. Decisions by the Estonian government in 2020 to give subventions to the project during the COVID-19-crisis were widely criticized and led to criminal proceedings due to alleged corruption, and subsequent resignation of the state government. Therefore, financing decisions were revised by creditors and a need for new capital is expected to arise. The total cost of the development of Porto Franco is close to EUR 200 million. Private island for sale An uninhabited picturesque islet, situated on the eastern coast of the Estonian island Hiiumaa, is for sale again by its sole owner. With a size of 24 hectare and a 2-kilometre distance from the coast of Hiiumaa, it offers fantastic opportunities for solitude, retreat and self-isolation. The island’s coast area is covered with junipers, the central part with pines, birches and rowan trees. Remains of an old farmstead at the highest point of the island and an old well with groundwater safe to drink allow fo r planning new houses. Daugavpils to revitalize famous shopping mall “Ditton nams” Construction, trade, Start of the works in Field: Timeline: retail 2023 Developer: SIA “Ditton nams” The city of Daugavpils gave green light to support the idea to reconstruct the downtown shopping centre “Ditton nams” as well as to revitalize the “green market”. The already existing shopping centre under the same name requires modernization, in order to match current technological standards and to become more attractive. The new shopping and trade facilities will encompass a whole district with more than 25 000 m², parking space, green areas, a hotel and a 12-storey building. City of Daugavpils finalizes its Northern Industrial Zone project Economic zone, Field: Value: EUR 8 million infrastructure Developer: City of Daugavpils In order to attract investors, the City of Daugavpils adds the last touch to roads, production facilities and other infrastructure in its Northern Industrial Zone (Ziemeļu industriālā zona). The zone with a size of 117.4 ha hosts producers of various product groups such as the production of chemicals, electric cables, textiles, metal towers as well as construction industry. The development of the zone is one of the biggest projects in the region with EU co-financing. Latvia and Estonia plan to attract EU funds for windpark research Infrastructure, Field: Timeline: until 2030 renewable energy Latvian Ministry for Developer: Value: EUR 8 million Economic Affairs Until the year 2030 Latvia and Estonia plan to project a wind park in the Gulf of Riga, in order to diversify the energy supply of both countries. The park’s planned capacity shall be between 700 and 1 000 megawatts. Not only for research, but also for the development of the infrastructure attraction of European funds, both countries have signed a corresponding memorandum of understanding. Business and innovation park to be developed near Riga Field: Infrastructure Value: EUR 6 million Business and Developer: innovation park “Mežgarciems“ In Carnikava, a municipality close to Riga, a business park of 15 ha has been unveiled. EU funds of more than EUR 6 million have been invested in infrastructure and communication facilities. The project comprises 6.4 km of asphalted roads and sidewalks, nearly 8 km of water pipes and sewage as well as 7.2 km lights. Four first movers (“SMW Group“, “Sistēmu inovācijas”, “Titāns” and “AAB Group”) have already acquired industrial plots in “Mežgarciems“, each investing more than EUR 500 000 and having undertaken to create no less than 15 new workplaces. Management of Kaunas Sports Hall and S. Darius and S. Girėnas Stadium Educational 15 years (about 6 Field: Infrastructure, Timeline: months - installation Culture, Sports and works, over 14 years - Leisure provision of services) Kaunas City Developer: Municipality Value: EUR 12.6 million Administration The PPP project aims to grant the right to a private entity (concessionaire) to install the Kaunas Sports Hall and S. Darius and S. Girėnas Stadium reconstructed at the expense of Kaunas City Municipality and to provide non - formal education, sports and leisure, cultural services and commercial activities. It is planned that the private entity (concessionaire) will be able to provide non-formal education services to up to 900 students per week, 480 sports per week will be able to attend various sports. Development of Car Parking Spaces in Karklė 15 years (2 years - Field: Road, parking Timeline: design, construction, 13 years - provision of services) Klaipeda district Developer: municipality Value: EUR 1 million administration The Concession tender aims to equip an area of 2 700 m² with 100 parking spaces and the infrastructure of hygiene premises (public toilet). The public entity will outsource the design, construction, maintenance, operation, waste management, cleaning of premises and parking services to a private entity, for which the private entity will collect the tolls. New road tunnel for Vilnius Field: Construction Timeline: Start early 2021 Lithuanian Road Developer: Administration (LAKD) A new road tunnel route is being planned in Vilnius. The tunnel will be located in the Tarandė area of the city. The aim of the project is to reduce heavy traffic jams in the area, which forms around a junction with the Ukmergė highway at peak times. Modernization of street infrastructure in Tauragė City 18 years (3 years for Field: Road construction Timeline: design), (15 years for services) Tauragė district Developer: municipality Value: EUR 10.5 million administration The project aims to solve this year's intensively used, poorly maintained 24 streets / sections of Tauragė city, to renovate them (gravel cover), improve pedestrian communication infrastructure in streets / sections of streets, install street lighting and operate and maintain the created infrastructure during the project implementation. The project will include design, construction (modernization of streets, sidewalks), maintenance, repair, maintenance of lighting poles, lamp replacement. Raudonė castle management, use and maintenance Field: Construction Timeline: 15 years Jurbarkas district Developer: Value: EUR 10 million municipality The project aims to renovate the interior of the Red Residence Castle, which would house a 3-star hotel with 30 accommodation places (rooms), the restaurant could host festive celebrations, conferences, educational events, concerts and additional tourism services. The project aims to renovate the interior of the Red Residence Castle, which occupies 2768, 31 sq.m. area. The project is a PPP under a negotiated procedure with publication of a contract notice. The project is currently in the project preparatory phase. The targeted private investment volume is EUR 2.15 million.
