4> Steel Authority of India Limited Bokaro Steel Plant CIRCULAR NO.16/2021 Ref.No. DGM q`A-L&EV 2021 -04 Date: 01/04/2021 Scheme for Licensing of E/ F/ EF type of houses in any of the Sectors and Camp-2 at Bokaro Steel City, for Exngmployees of BSI/BPSCL/Sister Units at BS City (Separated from company's rolls on or before 31.032021 for the allotment on license basis of tlie quarter still under their occuDation. Fresh applications through SB Collect are invited from exremployees/spouses of ex-employees/ dependents/ other legal heirs of deceased employees of BS1/BPSCL/Sister Units (located at BS City) who have separated from company's service on or before 31/03#021 for the allotment on license basis of the quarter under their occupation in any of the sectors and camp-2 in the industrial township on `As Its Where Is Basis' (applicable for plinth area/interior of House only) for residential purpose only, on the following terms and conditions subject to eligibility: A) Eliaibilitv 1. Ex-employees of BSI,/BPSCL/Sister Units at BS cfty (including spouses/ dependentst other legal heirs of deceased employees) who separated from company rolls on or before 31/03#021 only are eligifole to apply for the quarter currently under their occupation (either authorized retention or beyond retention of the quarter). 2. Applicants may only opt for the E/FffiF type quarter, officially allotted by Town Services Department to them, during their period of service in Bokaro Steel Limited/BPSCL/Sister Units. 3. Quarters in Sectors -1, 2, 3,4,5,6,8,9,11,12 and camp-2 at Boharo Steel City only are included in the sclieme. 4. Under the following circumstances, such ex-employees of BSI/BPSCL/Sister Units and their spouses/ dependents/ other legal heirs will not be eligible for availing this scheme: > Those who have taken a company quarter earlier on license or lease basis and quarter is stin under their occupation. And also those who have been previously allotted a quarter on lease or license basis and have vacated the same after occupation. > Those who had vacated the quarter after allotmeut of quarter on license or lease basis. > Those who have a plot Qesidential/ Commercial) in their name within the township of Bokaro Steel City. > Those whose spouse is availing a Company's residential accommodation or has Company's leased House or has a Residential/ Commercial plot in the Township of Bokaro Steel City in the spoue's name. > Those employees v/ho have been terminated/dismissed from the service of the organization. > Exremployees of Sister Units shall not be eligible for license of quarters in the event of their having been allotted any quarter either on lease or license basis in the township of respective sister units. > Spouse/dependants got the employment on compassionate grounds and allotted Company's quarter. Terms and Conditions I. The quarters will be allotted on `As Is Where Is Basis' (applicable for plinth area/interior of House only) for residential purpose only. 2. Allotment shall be done initially for a period of 33 (Thirty three) months. 3. Only one quarterthouse shall be allotted to eligible applicant. 4. Ex-employees of BSLrepscL/Sister Units (Including spouses/ dependents/ other legal heirs of deceased employees) who are occupying more than one quarter will not be considered for allotment of quarter on license. 5. Ex-employees, who have taken quarters earlier on lease or license basis and quarter is still under their occupation, will not be eligible to apply against this scheme. Also those ex-employees who have been previously allotted a quarter on lease or license basis and have vacated the same after occupation will also not be considered for allotment of quarter on license. 6. Ex-employees, who have been made unauthorised construction in occupied quarters and has been also subletting will not be considered for allotment of quarter on license. 7. Date of Allotment of the quarter on license basis will be deemed as the date of occupation of the quarter on license basis. 8. No requests for change of quarter shall be entertained. 9. Allotment of quarter on license is subject to the payment of following charges I Processing Fee: Rs.1000/-(Rupees one thousand only). Non-refundable Processing fees will not be adjusted against any existing deposit, including Earnest Money Deposit from previous schemes. Earnest Money Deposit deposited during previous licensing schemes, if currently available with the company will be refunded, as and when the depositor applies in the requisite format for refund of the same. - Security Deposit: Rs.1,50,000/- Qupees One Lakh and fifty thousand only) for general category & Rs.75,000/- a`upees Seventy Five Thousand only) for displaced category. [Security Deposit will not accrue any interest and shall be refunded after adjustment of outstanding estate dues and loss/damage of company's property, if any, on surrendering the house.] I Otlier Charges: Rs.47,190/- (Rupees Forty Seven thousands, one hundred ninety only). Other charges include monthly license fee, service and water charges for 33 months. Electricity charges will be levied as per actual consumption and billed as per JSERC guide lines. Monthly license fee, electricity, service and water charges are subject to revision by the Company and the licensees shall pay the same as fixed from time to time by the Company. Rates at which these will be charged at present are as follows: i. License fee- @ Rs 1300/-permonth. ii. Water charges -@ Rs 50/-per month. iii. Service charge-@ Rs 50/-permonth. iv. Solid waste Management charges-@Rs.30/-per month. v. Electricity charges -As per actual consumption and applicable rates. In case of malfunction of Energy meter/ No meter, licensee shall immediately intimate the electrical section of the Town Services department for rectification and during such period, standard units as decided by BSL shall be charged. 10. Houses allotted under this scheme will not be maintained by BSL. Licensee will be responsible for maintenance of house. No fans will be provided. Page 2 of 4 iL
11. The houses licensed under the scheme will not be transferable. In case the licensee expires during the license period, a fresh Allotment Order on license basis may be considered on written request in favor of the spouse/ dependent/ other legal heirs only with the approval of Head of Tour Services. 12. Allotment shall be for residential purpose only. Additional construction, commercial use or subletting or utilizing the premises for the activities in violation of law shall render the license liable for cancellation and inflicting penal action including that of eviction of the house. In such cases the security deposit will be forfeited. 13. For renewal of the License, licensee shall have to apply one month prior to the expiry of the license. An amount as per the advice of SAILresL will be required to be deposited for renewal. If the licensee is not interested in renewal of license, the licensee will be required to vacate the licensed house on, or before the expiry of license period. Failure to do so shall render the house to be under unauthorized occupation and result in eviction and as well as levy of damage /penal charges as per company rules at prevailing rates. Processing fee Rs. 500/- shall be charged against renewal of license quarters. 14. In case the occupant wishes to leave the premises prematurely before expiry of license period, the occupant shall inform in writing three months in advance to the Head of Town Services. Then security deposit shall be released after vacation of quarter and after adjustment estate dues. 15. Willful misuse of company premises allotted on license basis under the scheme, indulgence in unlawful activities in the licensed premises and/or violation of Terms & Conditions of Allotment-order by the licensee may result in Cancellation of License/ Allotment-order. 16. Management of SAILresL shall reserve the right to withhold/ amend/ supersede/ cancel/ withdraw this circular without assigning any reason thereof with/ without issue of further notice to this effect. 17. Unauthorized construction in occupied quarters and sublet cases shall not be considered for allotment on license. 18. Ex-employees shall not be allotted quarters on license, if they fail to deposit tlie shortfall estate dues and also case to be filed under the appropriate section of PP Act 1971 before Estate Court. 19. Management of SAILresL shall reserve the right to Cancellation of License/ Allotment-order without assigning any reason thereof with/ without issue of further notice if company needs quarters. 20. In case of any dispute, the decision of Head of Town Services shall be fmal and binding on the Licensee. s for A I. Eligible and interested candidates may apply through SB Collect /ww;w;.o#/j#esbicom) on payment of Rs. 1000/- processing fee and submit the copy of receipt after putting in their signature, affixing a latest passport size photograph, correspondence address ancl attaching a copy of ID proof already mentioned in the drop-box available near Main Gate of the Town Administration Department(Nagar Seva B hawan). 2. Candidates have to specify the quarter details which is under their occupation in the application form (available on SB collect) for allotment under the scheme. 3. Only one application (ij3. the copy of SB Collect receipt) duly signed with photo and ID proof shall be submitted by the applicant in the drop-box available near Main Gate of the Town Administration Department (Nagar Seva Bhawan). 4. Non-submission of printed receipt of sB collects (Application) or application incomplete in any respect shall be liable for rejection. 5. Copy of only that ID proof has to be submitted which has already been entered on SB collect failing which application shall be liable for rejection. Page 3 of 4 7L
6. List of allottees, and the details of the quarter allotted to them shall be displayed on the notice board of the Town Services Department, BS City. 7. The allotment orders shall also be dispatched by registered post to the allottees, at the correspondence address given. by the applicant in the application form. 8. Applicants should submit the estate dues clearance certificate from the Revenue Section of TA department. 9. Security Deposit for Allotment of Quarter on License is Rs 1,50,000/- q`upees One Lakh & Fifty Thousand only) for General category & Rs. 75,000/- (Rupees Seventy Thousand only) for Displaced category and Licensing Charges is Rs 47,190/-(Forty Seven Thousand one Hundred and Ninety only) which will be deducted from the Security Deposit (Security money deposited or retained against Retention of Quarter). Shortfall if any will be communicated to the applicant for payment by him within 30 days of issue of the notice. In case of non-payment of the SD and other charges within 30 days after issuance of the notice, they shall not be allotted quarter on license basis as they may be treated not interested. 10. The allottee on receiving the allotment order will submit two copies of the licensing agreement at Room No I of Town Services Department. The license agreement will have to be made on a non-judicial stamp paper of Rs. 100/-denomination. Sample license agreement will be made available from the counter near the Main Gate of Town Services Deptt, BS City. 11. After submitting the License Agreement, the applicant shall fill the occupation report, for occupation of quarter on license basis, at the Field Services section of the Town Services Department. Failure to fill the occupation report will render the allotment liable for cancellation. 12. In case of non-payment of the SD and other charges within 30 days after issue of the notice, they shall not be allotted quarter on license basis. 13. Applicants will also be required to furnish an undertaking that he/she or histher spouse does not have any residentialfousiness/any type of premises in BS City. ortant Dates: I. • Starting date of submission of application forms : 05.04.2021 • Application formatavailable on sB Collect online : 05.04.2021 -26.04.2021 • Last date of submission of application forms online : 26.04.2021 • Last date of submission of printed application receipt duly signed by the applicant in the drop- : 27.04.2021 box available in Nagar Sewa Bhawan (Near Main Gate) 2. Foms will be received in the drop box available near Main Gate Counter of Nagar Seva Bhavan / Town Services Department from 10 AM to 12:30 PM. 3. The scheme shall be in operation for a period from 05.04.2021 -26.04.2021 and further, no requests for allotment of quarter under this scheme shall be entertained.
