A total of 819 cases were opened in the 2nd 10 Quarter. NEWS In this past quarter the Code Compliance Department had the opportunity to give a presentation in one of the City's brand new programs: My Mansfield Muni-Versity! My Mansfield Muni-Versity is the city's new citizen's academy that is focused on all things related to local government and what it takes to provide residents with the world class quality services they've come to expect. There's no better way to understand how your 83 community supports each other without rolling up one's sleeves and Garage Sale reaping the rewards of their work. We're excited that the class had Permits Issued an opportunity to get out and volunteer in a service project. All Muni-Versity classes moving forward will have their own service project. Code Compliance Activity The Code Enforcement Department refers to illegal signs as “bandit” signs. The following table details the number of illegal signs they collected each month. Bandit signs numbers are remaining consistent, up from 1209 last quarter to 1337 this quarter. Illegal Signs (Bandit Signs) Picked Up Month Quantity January 476 February 445 March 416 Quarterly Total 1337 The garage sale ordinance gives the Deputy City Manager in charge of Development Services the authority to approve a request for a variance, provided that the individual making the request is able to provide evidence that supports the need to have a third garage sale / estate sale. Garage Sale Permits / Requests for Variance Dates Garage Sale Permit Requests Jan. 1, 2021 – Mar. 31, 2021 83 • There were zero requests for variances in this quarter. • Of the 83 permits, 81 permits were issued for the first garage sale at the address. Code Compliance activity is not limited to the violations listed above. The Utility Division is responsible for enforcing a number of ordinances. We continually monitor violations of the Water Conservation Plan. David Brister, Operations Supervisor of Water Utilities, has provided a table detailing his department’s enforcement activity. Short-Term Goals / Department News • Code Compliance staff, along with Priscilla Sanchez and Bernie McCranie, hosted the MVP/Code Compliance Muni-versity class on Saturday, March 6th. After the Muni-versity classroom portion was completed, the class participated in an MVP Project at 205 S 2nd Avenue, where we stained a fence that had been replaced through the MVP Program. Completed • Code Compliance staff has performed 4 tobacco shop inspections to confirm whether or not they meet the zoning requirements concerning non-tobacco related products. 3 of the 4 shops we inspected are in compliance and we are working with the 4th one to bring them into compliance. Ongoing 5
• Code Compliance staff has recently opened approximately 40 Commercial Landscaping cases in an effort to gain compliance throughout the city. This will be an ongoing effort, working with Stevon Smith, Landscape Administrator for the Planning Department. Ongoing • In March, Code Compliance staff performed early morning inspections of all business signage in an effort to ensure all business signage (lighting) is maintained and in proper working order. We found 20 different violations and are nearing 100% compliance within the next couple of weeks. Ongoing • On Thursday, March 4, 2021, the members of the Code Compliance staff were recognized by City Manager Joe Smolinski with letters of recognition as Top Performers. • Code Compliance Manager Cliff Griffin and Code Compliance Supervisor Narada Lee presented PowerPoint presentations to the City Council concerning the possible implementation of a Health Inspection and Rental Inspection program.
