uction Introd As we look back over the year as an organisation our nation and the world we live in is fighting to contain Coronavirus. We are acutely aware that the associated illness Covid-19 is taking so many lives and all of us have our own part to play in supporting our governments to respond to this crisis. Never have we seen such pressures put on our health and social care systems. The experience of many disabled people during this crisis necessitates fresh thinking about the provision of care, support and rights for disabled people. 2
uction Introd During this year our model of social care and support, which strives to put disabled people at the heart of defining their own needs and how these needs will be met, has never been more important. ILF Scotland exists to support independent living for disabled people in Scotland and Northern Ireland. Independent living means, “Disabled people have the same freedom, choice, dignity and control as other people at home, at work, and in the community. It does not mean living by yourself or looking after yourself on your own. It means the person has rights to practical assistance and support to participate in society and live an ordinary life.” (Independent Living in Scotland project, 2008). Throughout 2020, we have worked hard to fulfil the aspirations of those we support regardless of the challenges faced by everyone. We hope the following summary provides a snapshot of our work and achievements through this most difficult of years. 3
25 days of istmas ILF Scotland Chr On the first day of ILF Christmas we stayed open throughout 2020 supporting over 4,000 disabled people across Scotland and Northern Ireland to have choice, control and dignity. On the second day of ILF Scotland’s Christmas, we have completely redesigned the way we operated in order to provide 3,500 in depth wellbeing recipient checks in 7 months across Scotland and Northern Ireland, which would normally take over 2 years. This resulted in over 96% of recipients maintaining or increasing their pre-COVID support (support was only reduced for the 4% by their specific instruction and never by ILF Scotland). On the third day of ILF Scotland’s Christmas we successfully moved (almost overnight) to full remote and agile working during COVID as a reflection of our digital strategy. We have kept providing high quality services to recipients in Scotland and Northern Ireland throughout the pandemic, with minimal disruption to provision. 4
On the fourth day of ILF Scotland’s Christmas we received around 2,000 Transition Fund applications paying out £2.5 million to help young people, between the ages of 16 and 25 living with disabilities, with the transition after leaving school or children’s services to be more independent and to continue spending time with other people – our record year despite COVID! On the fifth day of ILF Scotland’s Christmas we made around 33,000 independent living payments to 2015 Fund recipients totalling just under £50 million on time with no errors. Added to previous years, this we passed £¼ Billion mark in June since July 2015 on time with no errors. On the sixth day of ILF Christmas we carried out over 1,000 person led reviews over and above the wellbeing calls enabling independent living outcomes for disabled people. On the seventh day of ILF Scotland’s Christmas we digitised all our internal finance processes during the pandemic to operate more efficiently. 5
On the eighth day of ILF Christmas we co- produced and launched our person-led strategy. On the ninth day of ILF Scotland’s Christmas we gained Cyber Essentials Plus accreditation for the 3rd year in a row, protecting the organisation from cyber-crime. On the tenth day of ILF Scotland’s Christmas we carried out extensive work for the potential re-opening ILF to new applications in Northern Ireland. This included: comprehensive research showing for every £ invested in ILF it provides £10.89 in social return on investment; a detailed public consultation; and the set-up of a working group in conjunction with the Northern Ireland Government. 6
On the eleventh day of ILF Scotland’s Christmas we successfully replaced 5 servers with no disruption to services which was a first for ILF Scotland. On the twelfth day of ILF Scotland’s Christmas we introduced our approach to the Equalities Duty including Gaelic language preparations. On the thirteenth day of ILF Scotland’s Christmas we carried out over 120 improvements to systems, processes and services making us more efficient, easier to access and better at what we do. On the fourteenth day of ILF Scotland’s Christmas we introduced the fast track technology grant applications process to enable quicker delivery of life enhancing IT to young disabled individuals. On the fifteenth day of ILF Scotland’s Christmas we contributed to two national infrastructure projects – the Payments Platform and Digital Identity Scotland. 7
On the sixteenth day of ILF Scotland’s Christmas we consulted, developed and implemented our COVID Response and Recovery plan to play our part in the economic and societal recovery from the pandemic. On the seventeenth day of ILF Scotland’s Christmas we achieved the highest possible result from our Data Protection audit and kept forward momentum in launching our new electronic records plan ready for 2021. On the eighteenth day of ILF Scotland’s Christmas we completed and implemented a full organisational structural review to support the new strategy with an underpinning workforce plan. 8
On the nineteenth day of ILF Scotland’s Christmas we were recognised for employer excellence through the awards of: A finalist in the Health and Wellbeing category at the 2020 Family Friendly Working Scotland Awards. The Best Small Employer Award in the UK from Working Families in May. Presented as a Top 10 Employer in the UK in the annual Working Families benchmark in September. Shortlisted in the Best for Mental Health, the Best for Employee Engagement and the Best for Family Support category in the 2021 Working Mums Awards. 9
On the twentieth day of ILF Scotland’s Christmas we produced two external newsletters sending over 5,000 copies to provide key information to all recipients through the pandemic. On the twenty-first day of ILF Scotland’s Christmas we delivered approximately 1,316 days of personal development through internal and external workshops/seminars/courses to colleagues supporting the delivery of excellent outcomes with disabled people. 10
On the twenty-second day of ILF Scotland’s Christmas we have undertaken 4 very successful campaigns this year including: The Northern Ireland consultation survey and the campaign to encourage as many people as possible to fill out the survey to inform the reopening of the fund to new applications. Our 5th birthday campaign celebration in July to celebrate disabled people achieving independent living outcomes. The Transition Fund to help young disabled individuals apply through the pandemic. Each campaign was very effective in its own way, with the some of the outcomes achieved such as: Northern Ireland encouraged a substantial number of returns to the survey The Transition Fund campaign contributed to record numbers of applications. The Independent Day of People with Disabilities campaign increased our Facebook video views by a staggering 3,867%! Attained 7 pieces of national coverage and 2 pieces of local coverage about the positive impact independent living has for disabled people. Total number of new users to the website between April 2020 (i.e. start of the new financial year) and now is over 10,000. Significant increases in all social media platform engagement. 12
On the twenty-third day of ILF Scotland’s Christmas, we successfully recruited and inducted three new members of staff to support the delivery of the strategy. On the twenty-fourth day of ILF Scotland’s Christmas we gained a clean external annual account with no qualifications for the fifth year in a row. On the twenty-fifth and final day of ILF Scotland’s Christmas we commit to working even harder in 2021 to achieve our vision that all disabled people, and those with a long-term health condition, can access what they need to lead an independent life. 13

We are very grateful to them. Next a big thanks to our colleagues in the Scottish and Northern Ireland Governments, who have worked tirelessly to help ILF Scotland support thousands of disabled people throughout the year. Moving on, we would like to thank our committed, professional, hard-working and incredible staff and Board who have risen to every challenge thrown at them through the year. They have worked tirelessly to make sure ILF Scotland fulfils our ambition to better enable independent living with disabled people - without a doubt they are incredible!!
