T he days are getting longer, and the weather is getting a little nicer, but at this time of year, you never know, we may still see You can get to the forms by clicking: https://parks.ny.gov/ some snow. For the second year in a row, we are not able to bring the Forum to life and I will say that I truly do miss seeing all the club members. Two years seems like an eternity, but we are all looking forward to being able to bring the event back for 2022 in Syracuse. In the meantime, NYSSA has been doing educational webinars each month to try to assist the clubs. On Tuesday, April 13 th, we held the latest one lead by staff members at OPRHP, which focused on how clubs can apply for an RTP grant. Although there has been no date set to open the grant, the state is expecting that it will begin in the next couple of months. Check out their page below to see what is eligible to be funded using RTP funds. NYSSA Online Magazine From the Desk of the Executive Director By Dominic Jacangelo, Executive Director dominic@nysnowmobiler.com 888-624-3849 x104 W ith the snow gone and all the trails closed, I have a tough time not letting the brown ground totally depress me. While this past winter can go into the “not bad” category, there was a total lack of new snow in March, which brought the season to a sudden end. The sleds and trailer have been put away for the summer and for me, it is time to focus on next season. Holiday Hunt As many of you know, DEC adopted a regulation on February 17th implementing an extra week of big game hunting in the Southern Zone for bow, crossbow, and muzzle loader. The special season will start on December 26th and end on January 1st of each year. The regulation has caused a real stir among all those groups that use the outdoors for their recreation during Christmas week. NYSSA found the adoption of this change most disappointing. Many snowmobilers and landowners wrote in opposition to the Holiday Hunt, but the opposition was not universal and those in support still out commented those in opposition. Based on some information that we were able to gather, clubs historically opened their trails in the Southern Zone about half the time during that week. Those for and against the Holiday Hunt seemed to be concentrated in certain areas. In Central NY, opposition to the Holiday Hunt was most spirited, while in the Southern Tier and in and around the Catskills, there was some vocal support for the Holiday Hunt. There appears to be a misperception among snowmobilers that NYSSA has given up on this issue. We have not. Personally, I have attended several meetings with DEC since the regulation’s adoption with the hope that they can be convinced that one size does not fit all with this Holiday Hunt. They already have realized that they need to do a job educating those who use the outdoors on what to expect. Our lobbyist and I have been in contact with state legislators regarding the issue and they have expressed support for our position. We will work with those legislators to see if we can craft a solution that avoids alienating our landowners who want to see the Holliday Hunt take place but will protect our season. Trail Funding Over the past decade, the amount of money that clubs receive per mile of trail has not increased. If anything, it has gone down as more miles of trail have been approved by the state and as the average annual number of registrations has diminished. This past year we have also seen a significant increase in the number of nonclub member registrations. NYSSA has endorsed an increase in nonmember resident ($125) and nonresident ($150) registrations. Unfortunately, this is a population of riders that we have no way to communicate with and alert them to upcoming state issues. This is also the group that never volunteers any time at the club. NYSSA believes this is a group that can pay a little more for that behavior or they can join a club. The proposal could generate another $600,000 for the trail fund. The proposal would not touch club member registrations. Hopefully, the legislature will agree, and we will get a bill introduced this session and signed into law. Ultimately, the clubs will receive a more equitable support for their trail maintenance expenses. NYSSA Online Magazine ClubReport Trail Coordinator News by Jim Rolf, NYSSA Trail Coordinator 888-624-3849 x 102 jrolf@nysnowmobiler.com A POSITIVE OUTLOOK ON THIS PAST WINTER…And Going Forward Do you see all things as the “glass in half-full or half-empty”, as the old quote goes? Some look at this past winter as a “bust”, as it started late and ended a bit early. Others look at it from the point of view that once the snow started to fall, the clubs were able to build a solid base on the trails and keep it as there really wasn’t a “winter meltdown” that took the base away until late February/early March. I choose to see it on the positive side as half-full because not losing the base is a great asset to keeping trails groomed and not having to “start over and over…” each time a warm-up melts the trails away. Sure, it wasn’t completely a full glass, but the season was much better across most of the Upstate of NY than it has been over the previous 6 or 7 years. Yup, not as much snow as “the good ole days when the snow was piled up to the telephone wires” no doubt, but again looking at the positive side, it was not too bad for those areas that did have good snow most of the season from mid-January to early-March and/or for riders who decided to truck their sleds to ride anywhere they had to and wanted to in the State. What is positive thinking? In doing some internet research, I found this: “Positive thinking is a mental attitude in which you expect good and favorable results. It doesn’t mean you bury your head in the sand and ignore obvious issues and/or problems. It means approaching potential bad situations in a productive way.” Whether it’s the winter snow; snowmobile sales figures; club membership numbers; fundraising activities: the future outlook of our sport needs to be looked at from all ways…good and bad…but with an emphasis on the positive side so we can see the productiveness of the clubs’ volunteers, the potential for future growth of ridership here in NYS, and the continued success for each of the snowmobile clubs to financially survive, grow, and have enough funds to upgrade their equipment. Snowmobile sales numbers, new and used, were WAY UP this year, mostly attributed to Covid and being cooped up in our homes for so long. The entire RV industry across North America recorded higher-than-recent-average sales #s (ATVs, motorcycles, boats, RVs, etc…). The “spring order programs” that the 4 sled manufacturers are doing really well, with all 4 actually selling out of some 2022 models early! Higher sales of new snowmobiles will only help used sleds retain their values better. It also helps the NYS Parks Snowmobile Trail and Development Fund (Trail Fund, for short) by having those sleds registered and the portion of the DMV fees (minus only $5.00/each) going into the Trail Fund. That Trail Fund is where the clubs receive their partial reimbursement of the expenses and hours they put into trail work, bridges/culverts, grooming, and any other allowed expenditures. Having NYS DMV sled registration numbers up over 10% this year will certainly allow the reimbursement rates to go up as well. That’s certainly a positive! Club membership numbers were also up this year compared to the last several years. That money paid to your chosen club(s) is directly infused into the clubs’ hands, minus the NYSSA/ SLEDNY $6.00/primary membership fee. Secondary membership dues are reduced by that $6.00 amount and all of the dues go to the selected club(s). Secondary memberships are a great way to show one’s appreciation of how well a club other than your chosen primary club has done on their trails…grooming, signage, fundraising events, and so on. This year, many clubs had a significant increase in secondary memberships, which is a positive in my view as riders are seeing that option available to them and taking it to show that appreciation financially. Joining club(s) where you live and/or ride the most is a positive thing! Some positive trail news…From the Tri-Lakes area, the work that was performed on the new rail-trail between Tupper Lake and Lake Clear Junction this past fall and into winter on the Remsen-Lake Placid Travel Corridor (R-LPTC) made for a very successful season once the DOT and their project vendor cleared the tracks for safe snowmobile use in mid-February. Yes, the project went well past the timeline that the DOT and DEC has stated, and also less work did get done…BUT in all reality, there was only about a week of the season missed up there as there wasn’t enough snow to cover the rails on the rest of the corridor anyhow. NYSSA Online Magazine Continued from page 4 Businesses in Tupper Lake were full to capacity at times, from pictures posted on social media and shared all around. The clubs stepped up their grooming operations and showcased what that rail-trail will be like once all the rails and ties are removed (as a matter of fact, the project vendor is removing the rails and ties as of the writing of my article and are expected to be done well before winter season 2021-22 begins). All in all, the work done on the new rail-trail was positive and will only get better when the complete multi-use, 4-season trail is finished in 2023. After a long haul of commenting on this proposal, we finally got the rail-trail approved! Most of us see the rail rehab project from Big Moose Station to Tupper Lake as a negative. We lost that years’ long battle, but on the positive side, the rail project will fix many of the corridor deterioration issues and washouts along the way on that section. Plans are also in place to correct curves so that the degree isn’t so sharp that clubs have issues with their drags sliding off the rails. Having the project vendor know about the clubs’ issues will only benefit from the work and show a negative situation of rehabbing that center section into a positive with a better trail once the rails are filled in with enough snow to start grooming and riding the corridor. Businesses in Hamilton, Herkimer, Franklin, Essex, Northern Oneida and St. Lawrence County will all benefit from an improved trail-on-the-rail on this corridor. More positive trail news: Out of the Saratoga and Warren Counties, Photo from Tupper Lake Snowmobile Club news that the clubs are attempting to reconnect a trail to provide a Feb 22, 2021 community connector trail in both counties. That would be very positive for the businesses near the trail as well as for riders who want to travel to that area. More to come as the clubs report their positive efforts! The next round of the Recreational Trails Program (RTP) grants will be this spring. NYSSA held a very informative webinar this past week regarding the RTP requirements and discussed issues within the program right now. We have a section within our website dedicated to the information for any snowmobile club interested in applying for this federal grant opportunity. The link is: https://nysnowmobiler.com/rtp-grant-information/ The actual 2021 RTP grant information is not out yet, but when it is, the entire application will be found at the Parks website at this link: https:// parks.ny.gov/grants/recreational-trails/default.aspx Everything a club will need is found there. The RTP grant is only held every other year here in NYS, so for those clubs who can qualify and are in need of grant dollars for trail acquisition or new trail grooming equipment should take this positive opportunity to read up on it right away in advance of the actual application release since the deadline for submittal is normally at the end of July. Almost every snowmobile club has trail issues that they will need to contend with before next season, and obvious trail work of trimming trees and most likely, bridge repair work. I suggest each person reading this article that is not already involved with a club or two as an active volunteer take the positive step to reach out to see what the club is doing and what type of help they may need. It might just be just fundraising help at an event or entering the required data in the paperwork the clubs must file with NYS Parks at different times of the year (all throughout the year). The club needs positive volunteers to help them continue to perform the trails that riders want. And they will certainly appreciate it! Join a club, wherever you ride! SLOW DOWN! NYSSA Online Magazine Congratulations to Brynne Backus, Recipient of the 2021 Joan and Digger Vriessen Scholarship Joan and Digger were active in the Wyoming County Snowmobile Association. They were also early member of the Pendleton Snowmobile Club in Niagara County Digger was District Director for Wyoming Co. and he and Joan as well as Jim Stevenson (from the Marilla Sno- Mob) were instrumental in getting the inactive Genesee County Snowmobile Association reorganized, located a county government sponsor, and helped old and new clubs getting reestablished. Genesee was merged with Wyoming and Digger was the first District Director for the combined counties and attended many club meetings in Genesee Co. Joan became NYSSA secretary shortly after that. Western New York and NYSSA as a whole, owe Joan and Digger much for their dedication and service to organized snowmobiling. We recognize Joan and Digger annually with the award of this scholarship to a deserving individual. The NYS Snowmobile Association is asking me what snowmobiling means to me; I think that it means three different things. Having respect, helping out one another, and having fun. Before I explain to you what snowmobiling means to me, let me explain to you a little about myself. I'm Brynne Backus, I belong to the Hamden Hill Ridge Riders Snowmobile Club and the Maywood Snow Riders Snowmobile Club, which are located in Delaware County, New York. The reason why I am a part of both clubs is because my parents are divorced and they both belong to separate clubs. I do a lot of work for both clubs, I help out at fundraisers, breakfast/dinner benefits, trail work, grooming the trails, putting up signs, fences and annual snowmobile races. What it means to have respect is to, respect landowner's property, respect state land, respect other snowmobilers, and respect the rules that are put in place or advised by your local club and town/community. Most importantly, respect the environment in which our wildlife and natural surroundings should not be harmed. When helping out one another it means, if someone gets stuck on the trails or goes off the trails and is by themselves, it's courteous of someone to pull over and check with the lone snowmobiler and see if they need help. Also, to help each other out means, club members coming together to work as a team to get trails ready by trimming or clear away down trees, repairing/replacing bridges, putting up trail signs and general maintenance to the trails. When it means to have fun, it means having fun. Enjoy the view you come across, make it a fun family outing, go to a restaurant; there are plenty of restaurants here in Upstate New York you can ride up to and enjoy a nice warm meal. This also will help the local economy, which some of our local restaurants and gas stations really depend on the extra volume of snowmobilers riding in during the winter months. Being a member of two snowmobile clubs keeps me very busy throughout the whole year, along with my schoolwork, sports, 4-H and FFA activities. I look forward to the winter and lots of snow. This year has been an excellent year for riding, whether it is up north or here in Delaware County and surrounding counties. NYSSA Online Magazine Congratulations to Taylor VanDeWark, Recipient of the 2021 Mary and Norris Brusoe Scholarship Norris Brusoe chaired and/or served on various NYSSA Committees, including the Nominating Committee, Public Relations and various Ad Hoc committees, and the Ways and Means (Budget and Finance) Committee. He served NYSSA as delegate to the Northeast Chapter of the International Snowmobile Council for ten years and was a member of its Nominating committee for three years. He served as NYSSA’s delegate to the International Snowmobile Congress for ten years. Mary Brusoe served as NYSSA’s Office Manager for many, many years, although back then, the position was officially called Director of Communications. This was back in the days before computers and fax machines. She wrote everything on a typewriter and correspondence was done mainly by mail and phone calls. Norris and Mary were honored by the prestigious International Snowmobile Industry Association with receipt of its Snowmobile Family of the Year award in 1990. It is our honor to memorialize these pioneers of our sport by naming this scholarships after them. I love snowmobiling. It is one of my biggest passions and I love spending my free time out riding. Snowmobiling has been a part of my life for as long as I can remember; from riding on the snowmobile with my father to when I got my first snowmobile. The first snowmobile that I ever had was a Kitty Kat that my younger brother and I received for Christmas when I was 6 years old. We rode that thing for miles around the house until we eventually started to out grow it and then moved onto a 1986 Yamaha Phazer that we could take on the trails. We still have both sleds to this day and still ride the Phazer. After a few years, I eventually bought my first sled for myself, a 1999 Polaris xc sp 600. I rode that for a couple of years before upgrading to a 2001 Polaris Edge xcsp 600. With my father’s guidance, I put a 136 inch track on it and changed out the hood and belly pan. I have had a blast riding it this year. The impact of snowmobiling has been immeasurable in my life allowing quality time with my family and friends. I’ve spent countless hours with my father in the garage learning about maintaining sleds as well as helping our local snowmobile club with trail maintenance and bridge building. I have started to also spend more time helping friends getting into snowmobiling and helping others work on and fix their sleds. I personally think the trails in the Honeoye, New York area are some of the best trails you can ride. Riding around the area with my friends and finding long snowmobile rides is the best. Last year we went for our longest ride yet in the area, going to Arkport and then back to Honeoye. We also had an epic day of long riding on a snow day from school. We were the first riders to break the trails from Honeoye to Naples then doubled back, that night we rode the opposite direction all the way to Bloomfield and back. My future plans are to attend Clarkson University to achieve a 4 year degree in engineering. My goal and dream is to one day be able to work for Polaris Snowmobiles where I can develop a career working and designing new snowmobiles to help advance the sport and be a bigger part of the sport. The sport of snowmobiling will always be a key part of my life.
