General Overview • Purpose of MUTCD – Establish national criteria to meet the needs and expectancy of road users. • Bring the MUTCD up to date Last major rewrite in 1971 WHY Last amended in 2009 • Form foundation for more frequent revisions NCUTCD’s has been working on these changes for 11 years

MUTCD 11th Edition – Less Flexibility General Request for an expedited reframing of the Concerns… MUTCD as a proactive safety regulation. NCUTCD and MUTCD contributors are encouraged to improve inclusion & equity by establishing a Task Force on racial equity. MUTCD relies on outdated practices, prioritizes operational efficiency for motor vehicles over safety!
MUTCD 11th Edition – Less Flexibility General Less flexibility to communities that have committed to Concerns… addressing climate change and achieving Vision Zero. Not consistent with design innovation, investment in Vision Zero, livability, economic development, equity, and sustainability at the forefront of our streets. Better alignment with equity, safety and sustainability goals of cities.
MUTCD 11th Edition – Less Flexibility General MUTCD hasn’t been re-written since 1971, which is too focused on motor vehicle efficiency, Concerns… operations and perpetuates the status quo Must be revised to prioritize the safety of vulnerable users (people walking, riding or taking transit) of our streets. Must be revised to reflect context sensitivity (land use, density, vulnerable users, etc), especially in urban environments.
MUTCD 11th Edition – Less Flexibility General Concerns… Back to basics – instead of recommending how speed limits or how bike signals are used, the MUTCD would state how speed limits signs look. New language – Victim Blaming – gives permission to ignore needs of users who are not a “reasonable and prudent individual” who is “alert and attentive” and is “demonstrating due care” omitting the needs of children, elderly, and disabled road users.
MUTCD 11th Edition – Less Flexibility General New language – stipulates street right of way to be dedicated to exclusive “highway related” Concerns… functions, undermining placemaking efforts proven to improve safety, contrary to data from across the country. (prohibits colorful art). Over prioritizes emerging AV at the expense of other modes and exacerbates cost burdens for cities. Language changed from “should” to “shall” adopt todays AV sensing capabilities instead of ensuring vehicle technology is road worthy.
