                          RETURN TO LEARN PLAN
To achieve continued success with a return to in-person instruction, school districts must continue
practices of transparency with stakeholders around: (1) mitigation efforts to prevent the spread of
COVID-19, and (2) strategies to ensure students have access to needed services for academic success. As
outlined in the American Rescue Plan Act Elementary & Secondary School Emergency Relief Fund (ARP
ESSER) and accompanying interim final rules, these strategies must be publicly re-evaluated at a
minimum of every six months through September 2023.
The education of our students, as well as their physical and emotional health, are our priorities. This
reopening plan is the Lake Preston School District’s approach to starting school on August 19, 2021.
Simply stated, our approach is to resume school operations as close to normal as possible with
implementation of significant health and safety precautions for students and staff.

General Information
   ➢ Lake Preston School District will provide in-person instruction throughout the entire 2021-2022
     school year.
         ➢ If the educational setting is changed from in-person to remote and/or hybrid, students will
              be supplied with proper technology to use at home. Teachers will use an online learning
              platform to instruct, assess, and provide feedback to students. Meals will be provided by
              the school food service program. The school counselor will be in communication with staff
              and families to provide support to any students struggling with mental health.
   ➢ Lake Preston School will adjust this plan based on scientific information, guidance from the South
     Dakota Department of Health and CDC, virus spread in our community and surrounding areas, all
     in the best interest of our students and staff.
         ➢ The Lake Preston School District will continue to monitor the needs of students and staff
              members throughout the school year regarding physical, emotional, and mental health and
              provide education and resources for the upcoming school year.
   ➢ Masks worn by students, staff, parents, and visitors are optional. Masks may be worn at the
     discretion of parents or students.
   ➢ Parents should monitor their child’s symptoms and keep them home if they are not feeling well.
   ➢ The Lake Preston School American Rescue Plan will address the needs of the district facilities,
     staff, and students regarding social, emotional, mental health, and academic needs. This plan has
     been developed and board approved with feedback from all district stakeholders.
   ➢ Lake Preston School will strive to provide a healthy and safe learning environment. If a positive
     case has been verified by the Department of Health, a general notification letter will be sent via
     email to our parent list servs.
Transportation
  ➢ Parents should monitor their child’s symptoms and keep them home if they are not feeling well.
  ➢ Encourage and practice proper hygiene daily – wash hands or use hand sanitizer prior to entering
    and leaving bus.
  ➢ Handheld ionized sanitizer is available for buses daily.
  ➢ Masks are optional.

Facilities, Classrooms, & Offices
  ➢ Certain areas of the school facility have HVAC systems. Those areas will be monitored by
      custodial staff on the changing of filters, thermostats, providing fresh air, opening of windows, etc.
  ➢   Air purifiers have been purchased and placed in all classrooms, offices, and gyms.
  ➢   Hand sanitizer stands and touchless dispensers have been placed throughout the entire facility.
  ➢   Each classroom and/or office will have hand sanitizer available for student and staff usage.
  ➢   Custodial staff has purchased and integrated cleaning routines, supplies, and equipment to better
      clean, disinfect, and maintain our school facilities.

Food Service/Cafeteria
  ➢ Tables will be cleaned and sanitized between lunch periods.
  ➢ Administrative secretary will enter student’s lunch number or scan bar code. Touchless point-of-
      sale.

Building Practices for Staff/Students
  ➢ Parents should monitor their child(ren) for symptoms and keep them home if they are not feeling
      well.
  ➢   Staff should implement the screening checklist into their daily routine prior to coming to school.
  ➢   Promote social distancing and healthy hygiene practices.
  ➢   Educate students on hand washing, hygiene, and allow hand washing as needed.
  ➢   Bottle filling stations have been placed throughout the entire school. Students should use a water
      bottle and keep this with them during the day.

Communication
  ➢ Ensure that all parent and student contact information is updated within the enrollment cards and
    throughout Infinite Campus – if any changes occur, please contact the office immediately.
  ➢ Utilize the school Facebook page, daily announcements, school website, and parent list serv for
    district emails.
  ➢ The plan requires full investment of all Lake Preston School District stakeholders (students,
    parents, staff members, administration, and school board).
Isolation/Quarantine
  ➢ The Lake Preston School District will continue to work with the Dept. of Health on a case-by-case
    basis.
  ➢ Following the Department of Health guidance on protocols in reaction to positive diagnosis of
    COVID-19 among staff and students
  ➢ A student or staff member tests positive for COVID-19
        ➢ The positive COVID patient will be placed into isolation for 10 days by DOH and given
            isolation recommendations
        ➢ When DOH has informed the school that a student/staff member has tested positive, the
            school district may consider sending a General Notification Letter as drafted by DOH
            notifying families in accordance with internal procedures while protecting student/staff
            privacy (Appendix A)
        ➢ Student/staff member may return to school and end isolation once the following are met:
            10 days out from the start of the symptoms, AND fever free for 24 hours without fever
            reducing medication, AND symptoms have improved
  ➢ A student or staff member (recognized as critical infrastructure employee) is named as a close
    contact
        ➢ The DOH will provide quarantine guidelines for close contacts
        ➢ Symptom-free close contacts may attend school with the recommendation to wear a
            protective mask during quarantine period
        ➢ Student/staff member named as a close contact will self-monitor for symptoms during the
            quarantine period
        ➢ Upon showing symptoms, the close contact will not attend school for the remaining
            quarantine period unless they can show proof of a negative COVID test
  ➢ A student or staff member is not named as a close contact, but feels they were potentially exposed
        ➢ Will attend school with the option to wear a protective mask
        ➢ May self-monitor for symptoms

SDHSAA – Protocol Approved at the August 12th Board of Directors Meeting
  1. All NFHS rules modifications used in 2020-21 are discontinued.
  2. The new guidance revolves solely around protocol for positive COVID-19 cases in your students.
  3. All confirmed cases still need to self-isolate per SDDOH guidelines (currently 10 days from
     symptom start or test date and 24 hours without fever).
  4. The guidance regarding what to do in terms of return to play is now stratified based upon
     symptom presentation:
         1. Those who are asymptomatic or who have mild illness must check in with their clinician.
            This can be done via phone call, e-mail, or health portal system. They must be honest
            regarding their symptoms and follow the advice of their clinician. If the clinician, based
            upon symptoms, does not need to see them, they can begin progression of exercise per
            clinician recommendations based upon symptoms once they have completed the SDDOH
            protocol for isolation. The clinician should provide permission to return to activities in
            writing following the isolation time period and check-in. The SDHSAA Return to Play
            form is not required to be filled out by a physician prior to a return to activities for students
            who are asymptomatic or who have mild symptoms (defined in the document).
2. Those who have moderate symptoms or who have initial cardiopulmonary symptoms
              (defined within the document) must receive a medical evaluation and get the updated
              (attached) SDHSAA Return to Play form filled out by their physician prior to returning to
              play. If cleared, the physician should prescribe a progression plan based upon symptoms.
          3. Those with severe illness and those who were hospitalized must undergo a comprehensive
              medical evaluation, with a recommended cardiology consultation, prior to returning to
              activity. Progression back to activity should be prescribed by the physician team based
              upon evaluations.
          4. Any student who has cardiopulmonary symptoms with a return to exercise must schedule a
              medical evaluation and must get the updated Return to Play form filled out by their
              physician prior to returning to activity.
          5. SDHSAA Return to Play Form Required?
                  1. Asymptomatic/Mild Illness- NO (simple clearance from clinician)
                  2. Mild Illness, Cardiopulmonary Symptoms- YES
                  3. Severe Illness/Hospitalized- NO (comprehensive individualized return to play plan
                      with medical team involved in treatment)
                  4. Cardiopulmonary Symptoms with a Return to Exercise- YES
          6. ALL STUDENTS WHO TEST POSITIVE MUST ISOLATE PER SDDOH
              GUIDELINES (Currently 10 days from onset or test date)
   5. STUDENTS WHO HAD A POSITIVE TEST 90 DAYS OR MORE IN THE PAST AND HAVE
      RETURNED TO FULL EXERCISE WITH NO SYMPTOMS do not need any additional
      screening (or RTP form) unless indicated by their physician.
   6. STUDENTS WHO HAD A POSITIVE TEST 10-89 DAYS IN THE PAST AND WHO HAVE
      UNDERGONE AN ANNUAL PREPARTICIPATION PHYSICAL EXAM (PPE) AND WHO
      INDICATED ON THE PREPARTICIPATION HISTORY FORM THAT THEY TESTED
      POSITIVE FOR COVID-19 do not need additional screening (or RTP form) unless indicated by
      their physician during the PPE.
   7. We are no longer asking you to report case numbers via our website.

Timelines
   ➢ Return to Learn Plan discussion was held during the July 12th board meeting. Surveys were sent
     out to parents and staff to gauge feedback of the upcoming school year and plans to be set.
   ➢ Parent and staff surveys were sent out on July 28, 2021 and asked to be completed by August 4th,
     2021.
   ➢ Parent and staff surveys were reviewed at the August 9th school board meeting. It was determined
     that the ARP Plan and Return to Learn will be reviewed and approved at the August 17th school
     board meeting.
   ➢ The 2021-2022 Lake Preston Return to Learn was board approved on _________________, 2021.
Tentative Dates of Plan Review – may be reviewed upon need of the school district.

                                   GENERAL NOTIFICATION LETTER
Date

Dear Parent or Guardian,

We have been informed that a {student/staff} in {school} has been diagnosed with COVID-19. We are alerting
parents to be watchful for children with symptoms suggestive of COVID-19 illness during the next 14 days. The
Department of Health will investigate the situation, and you will be notified if your child is identified as a close
contact to the COVID-19 case.

Symptoms to watch for include:

    -   Fever or chills                   - Headache
    -   Cough                             - Loss of taste or smell
    -   Shortness of breath               - Sore throat
    -   Fatigue                           - Congestion or runny nose
    -   Muscle or body aches              - Nausea, vomiting or diarrhea

The COVID-19 virus is spread from person-to-person, mainly through respiratory droplets produced when an
infected person coughs or sneezes. Spread is more likely to occur when people are in close contact with one another
(within 6 feet for at least 15 minutes).

If your child develops symptoms of any contagious disease, including COVID-19, do not send him/her to school.
If a healthcare provider is contacted, follow all directions on care and testing.

If you take your child to a healthcare provider for COVID-19 evaluation, please bring this letter with you. For more
