PEIMS UPDATES The TSDS PEIMS 2020-2021 Extended Year 1st Submission is now closed. Thank you to all LEAs and ESCs for your hard work and diligence in completing the Extended Year Submission. The 2020-2021 PEIMS Extended Year Resubmission is due September 16, 2021. Reminder: Please be sure to update the Unique ID application with correct student information. Unique ID is the system of record, and the data is used for TEA's main database. The student demographics submitted through the PEIMS submission and Unique ID should be the same.
CENSUS BLOCK UPDATES The census bureau has re-mapped its geocoding for the 2020 census. However, the data TEA used to assign disadvantage tiers for the 2022 school year uses the 2019 American Community Survey (ACS) which used the 2010 geocoding. Therefore, TEA’s Census Block Group Map, Calculator, and API will only be providing mappings of addresses to 2010 census geocodes for the PEIMS Fall submission for the 2021-2022 school year. The 2020 census geocodes will be applied beginning with the 2022-2023 school year.
CENSUS BLOCK UPDATES ISSUE: The Census Block Group tools currently in Production are utilizing geocodes from the 2020 census. LEAs need to use the 2010 census geocodes so that their PEIMS Fall snapshot submission correctly maps to the geocodes used in the tier mapping. SOLUTION: The Census Block Group calculator, map, API, and instructions will be updated on the Census Block Group Tools website to utilize 2010 geocodes during the TSDS deployment scheduled for September 10th. Any geocode data that was pulled from August 16, 2021, to September 10, 2021, should be verified and/or reextracted prior to loading to TSDS.
CHARTER SCHOOL WAITLIST REMINDERS The Charter School Waitlist (CSW) data submission will open for LEAs to promote data on September 13, 2021: Snapshot date for CSW: September 24, 2021. Ready for users to complete: September 24, 2021. Submission due date for LEAs: October 29, 2021. Students on the waitlist who do not currently have a Unique ID should be assigned a UID. Every effort should be made to determine if the student has an existing UID. If the Ethnicity and Ethnicity/Race codes are not known for a waitlist student, the Charter campus personnel will need to use the ‘TEA Use Only’ value field in the Unique ID system when obtaining a Unique ID.
CLASS ROSTER REMINDERS The Class Roster (CR) Fall data submission will open for LEAs to promote data on September 13, 2021: Fall snapshot date for CR: September 24, 2021. Ready for users to complete: September 24, 2021. Submission due date for LEAs: October 21, 2021. TSDSKB-587 CR: General FAQs for Class Roster Collection
CHILD FIND UPDATES The Child Find data submission will open for LEAs to promote data on September 13, 2021. Users will be able to promote and validate their Child Find data. The four reports will be released later in an upcoming software deployment. More information and an official deployment date will be provided in the upcoming FCN newsletters and webinars.
SELA UPDATES The SELA data submission will open for LEAs to promote data on September 13, 2021. The promotions have been updated to include the new data element E1723 ELIGIBILITY-DATE and remove E1632 EFFECTIVE-DATE. SEL0-100-001 ‘Special Education Language Acquisition Roster' report has not yet been updated to include E1723 ELIGIBILITY-DATE. The column ‘Elig Effv Date’ will be blank for all disabilities until the report can be updated. The fix for this issue is tentatively scheduled for the November 5, 2021, software release.
SPPI-14 UPDATES The SPPI-14 data submission will open for LEAs to promote data on September 13, 2021. The promotions have been updated to capture Special Education students with an ADA-ELIGIBILITY-CODE = ‘0’ in the prior year PEIMS Fall submission. Special Education students that are not ADA 0 will still have their data promoted from the prior year PEIMS Summer submission. New report SPP0-000-002 ‘TSDS SPPI-14 Expected Student Counts Report’ will be released later this Fall/Winter before the SPPI-14 submission due date.
UNIQUE ID UPDATES TEA sent the following TAA letter on September 2, 2021: SY 2021-2022 Enrollment Tracking Reporting Guidance In order to inform policy makers and provide 2021-2022 enrollment numbers to the Department of State Health Services (DSHS), Local Educational Agencies (LEAs) will need to ensure Enrollment Tracking data is submitted by the September 10, 2021, deadline and that updates continue to be submitted throughout the school year. *SUBMISSION TIMELINE UPDATED to September 10, 2021 This year, in addition to using Enrollment Tracking data for leaver recovery purposes, the data will be used to inform stakeholders of current enrollment numbers for each LEA and statewide.
UNIQUE ID REMINDERS Enrollment event files should be submitted each week an LEA is in session based on the local instructional calendar when there is any enrollment or withdrawal activity. At the beginning of each school year, a cumulative enrollment event file will be loaded for all students and not just newly enrolled students. This file must be submitted by September 10, 2021, and contain all students enrolled as of the first day of school. After the initial cumulative file is loaded, LEAs should continue to submit a file each week that includes the enrollment and withdrawal events with event dates since the last enrollment event file was successfully loaded and processed into the Unique ID system.
Additional Days School Year (ADSY) Question: Which campus ID should be reported for CAMPUS-ID-OF-ENROLLMENT (E0782) for a student when the campus they attended on the last day of the school year is different from the campus they attended for the ADSY days? Answer: Per the ADSY FAQ, the LEA would report the CAMPUS-ID-ENROLLMENT (E0782) of the campus where the student attended the ADSY. During the PEIMS Extended Year submission, ADSY attendance data is reported for the REPORTING-PERIOD-INDICATOR-CODE (E0934) using reporting period 9. Example: A student attended campus A during the regular school year but attends campus B for the ADSY days. The CAMPUS-ID-ENROLLMENT (E0782) reported for REPORTING-PERIOD-INDICATOR-CODE (E0934) “9” will be the campus where the student attended ADSY.

HB 2607 – Child Care Provider Participation Data Element HB 2607 requires childcare providers to participate in the Texas Rising Star program through the Texas Workforce Commission. One of the criteria that TWC uses to evaluate 3-star and 4-star childcare providers is based on their partnerships with public school districts and public charter schools. The bill requires TEA to provide information to TWC on which childcare facilities have partnerships with public and charter schools. 87th Legislature Bill Information
HB 2607 – Child Care Provider Participation Data Element New TEDS unbounded Sub-Complex TX-ChildCarePartnership is added to the Early Childhood Data System (ECDS) Collection PK Submission. The new data element CHILD-CARE-OPERATION- NUMBER (E1726) is added to the new unbounded sub-complex.

SB 1697 – Parent Request Retention Indicator SB 1697 allows a parent or guardian to elect for a student to: 1. Repeat prekindergarten; 2. Enroll in prekindergarten if the child was eligible to enroll in prekindergarten in the previous school year, under TEC, §29.153(b), and has not yet enrolled in kindergarten; 3. Repeat kindergarten 4. Enroll in kindergarten if the child would have been enrolled in kindergarten in the previous school year and has not yet enrolled in first grade; and 5. For grades one through three, repeat the grade the student was enrolled in the previous school year. For the 2021-2022 school year only, parents or guardians have the right to elect for their student to: 1. For grades four through eight, repeat the grade the student was enrolled in during the 2020-2021 school year; and 2. For courses taken for high school credit, repeat any course in which the student was enrolled during the 2020- 2021 school year. The bill also requires the commissioner to conduct a study to determine if students retained at the parent's request should be included in the definition of at-risk. 87th Legislature Bill Information
SB 1697 – Parent Request Retention Indicator Data Element New TEDS Data Element – PARENT-REQUEST-RETENTION- INDICATOR (E1729) added to the Student Extension as “optional” in the PEIMS Fall submission. TEA is currently reviewing this data element to determine if it will be included in TREx at a later date.

HB 725 – Foster Care Updates Data Element Currently, TEC §29.153 requires a school district to offer a free prekindergarten program for four-year-old children if the district identifies 15 or more children who are at least four years of age and meet eligibility criteria. HB 725, passed during the 87th legislative session, amends TEC, §29.153(b) to add prekindergarten eligibility for Texas children who are currently or were previously in foster care in another state or territory, if the child resides in this state (Texas). 87th Legislature Bill Information

HB 1525 – FUND-CODE (C145) HB 1525 adds TEC §29.930. This section authorizes a portion of the state’s discretionary ESSER III funding to provide additional resources to pay for unreimbursed costs due to the coronavirus pandemic and intensive educational supports for students not performing satisfactorily for each of the 2021-2022 and 2022-2023 school years. 87th Legislature Bill Information

HB 1525 – ROLE-ID HB 1525 amends §48.104, Education Code to allow a local education agency to use State Compensatory Education Allotment funds to pay for services provided by an instructional coach to raise student achievement at a campus in which educationally disadvantaged students are enrolled. Non-Legislative Changes
GENERAL-EDUCATION-HOMEBOUND-INDICATOR (E17XX) The General Education Homebound (GEH) program provides instructional services to eligible students at home or in a hospital setting. Students served through GEH have a medical condition or extended illness that prevents attendance in school for at least four weeks, as documented by a physician licensed to practice in the United States.
GENERAL-EDUCATION-HOMEBOUND-INDICATOR (E17XX) Addition New TEDS Data Element added to the StudentExtension complex type mandatory in the PEIMS Summer submission – GENERAL- EDUCATION-HOMEBOUND-INDICATOR (E1730).

ADA-ELIGIBLITY-CODE (C059) Code Addition Per information released by the Texas Education Agency (TEA) on August 5, 2021, a local education agency (LEA) has the authority to provide full-time remote instruction to a student. The student would not be eligible for funding under Average Daily Attendance (ADA) but may be eligible for certain Foundation School Program (FSP) allotment funding.

STUDENT-CENSUS-BLOCK-GROUP (E1648) For the 2021-2022 school year TEA will include in the State Compensatory Education (SCE) Allotment students enrolled, not in membership due to virtual learning (ADA 9). For the SCE allotment the STUDENT-CENSUS- BLOCK-GROUP (E1648) should be reported.

NSLP-TYPE-CODE (C212) Code Definition Update According to the Texas Department of Agriculture (TDA) and per a United States Department of Agriculture (USDA) nationwide waiver, for the 2021-2022 school year schools may elect to operate the Seamless Summer Option (SSO). SSO is an extension of the NSLP.

Reporting Students Enrolled, Not in Membership in RF Tracker Rules Please Note: rules 40100-0182, 40100-0183, 40100-0184, and 40100-0196 are checks for attendance data for students in T-STEM, ECHS, P-TECH, and New Tech. TEA determined it would be very rare (if not impossible) for these students (T-STEM etc.) to not be in membership, so TEA will NOT revise these rules to look for residential facility students at this time.
