Updates from the 85th Texas Legislature HB 3593 - Instruction in technology applications, cybersecurity, and computer coding • The SBOE must approve courses in cybersecurity for credit for high school graduation. • Cybersecurity and computer coding are added to the description of the STEM endorsement. • The SBOE must adopt or select five technology applications on cybersecurity to be included in a cybersecurity pathway for the STEM endorsement. 5 Copyright © Texas Education Agency, 2018. Updates from the 85th Texas Legislature HB 3593 (cont’d) • A district may offer a course in cybersecurity that is approved by the board of trustees for credit without obtaining SBOE approval if the district partners with a public or private institution of higher education that offers an undergraduate degree program in cybersecurity to develop and provide the course. • A district must annually report to the agency the names of the cybersecurity courses and institutions of higher education in which the district’s students have enrolled. • A school district entitled to an allotment under this section may use funds from the district’s allotment to renovate an existing instructional facility to serve as a dedicated cybersecurity computer laboratory. 6 Copyright © Texas Education Agency, 2018. Updates from the 85th Texas Legislature SB 30 – Designated the Community Safety Education Act; Inclusion of instruction regarding interaction with peace officers in the required curriculum for certain public school students Applies beginning with the 2018-2019 school year. • The SBOE and the Texas Commission on Law Enforcement (TCOLE) must enter into a memorandum of understanding that establishes each agency’s responsibilities in developing the following: o Instruction, including curriculum and instructional modules, on proper interaction with peace officers during traffic stops and other in-person encounters o A training program, including training and testing materials, on proper interaction with civilians during traffic stops and other in-person encounters 7 Copyright © Texas Education Agency, 2018. Updates from the 85th Texas Legislature SB 30 (cont’d) • The instruction and the training program must include information regarding proper interaction with peace officers. • The SBOE must adopt rules to include the instruction in one or more courses in the required curriculum for students in grade levels 9-12. • Subject to rules adopted by the SBOE, a school district or open- enrollment charter school may tailor instruction as appropriate for the district’s or school’s community. In tailoring the instruction, the district or school must solicit input from local law enforcement agencies, driver training schools, and the community. 8 Copyright © Texas Education Agency, 2018. Updates from the 85th Texas Legislature SB 463 - Use of individual graduation committees to satisfy certain public high school graduation requirements • Extends the expiration date for individual graduation committees, which allow eligible students who have met curriculum requirements for graduation but who have not yet performed satisfactorily on no more than two of the required state end-of-course assessments to be considered by an individual graduation committee for graduation under certain circumstances. • The option now expires September 1, 2019. 9 Copyright © Texas Education Agency, 2018. Updates from the 85th Texas Legislature SB 463 (cont’d) • The commissioner must, by rule, establish a procedure to determine whether a student who entered the ninth grade before the 2011-2012 school year may qualify to graduate and receive a high school diploma. • This option applies only to an individual who successfully completed curriculum requirements for high school graduation, but who had not performed satisfactorily on an assessment instrument or part of an assessment instrument required for graduation, and who has been administered the assessment instrument or part of the assessment instrument at least three times, including an alternate assessment instrument 10 Copyright © Texas Education Agency, 2018. Updates from the 85th Texas Legislature SB 826 - Sequencing of required English language arts courses and mathematics courses in schools Applies beginning with the 2017-2018 school year • Previously, state law required a student on the Foundation High School Program to successfully complete English I, II, and III prior to enrolling in an advanced English course and successfully complete Algebra I and Geometry prior to enrolling in an advanced mathematics course. • This legislation removes the sequencing requirements for enrollment in the advanced English and advanced mathematics courses required for graduation. 11 Copyright © Texas Education Agency, 2018. Updates from the 85th Texas Legislature SB 1005 - Use of SAT or ACT as a secondary exit-level assessment instrument to allow certain public school students to receive a high school diploma • Specifies that a student who entered ninth grade prior to 2011-2012 may not receive a high school diploma unless they perform satisfactorily on the SAT, the ACT, the Texas Success Initiative (TSI) diagnostic assessment, or each subject of the exit-level TAKS assessment. • The commissioner must establish satisfactory performance levels for the ACT and SAT that are equivalent in rigor to the performance level required to be met on the exit-level TAKS assessment. • The commissioner is not required to maintain and administer exit-level TAKS assessment instruments after September 1, 2017. • See administrative rules in 19 TAC §§101.3024 and 101.4003. 12 Copyright © Texas Education Agency, 2018. SBOE: Science TEKS Science TEKS Streamlining • The streamlined science TEKS will be available on the TEA website until their scheduled effective date, August 27, 2018. • SBOE Adopted, Not Yet Effective webpage o Listed under 19 TAC Chapter 112, TEKS for Science • Science TEKS Streamlining webpage • Once effective, the TEKS will be incorporated in the Texas Administrative Code with “Adopted 2017” in their title 15 Copyright © Texas Education Agency, 2018. SBOE: Science TEKS Overview of changes: • Student expectations (SEs) deleted or content reduced • Eliminated unnecessary duplication • Some changes in language in order to clarify the intent of the SE and reduce the scope of content • Changes based on estimate of amount of time necessary for students to develop mastery of the content • No new content or movement of content from one grade to another 16 Copyright © Texas Education Agency, 2018. SBOE: TEKS Review & Revision TEKS Review and Revision Changes • In June 2017, the SBOE revised the TEKS review/streamlining schedule and instructional materials adoption cycle. • The SBOE also adopted a new process for revising/streamlining the TEKS. One key feature of the new process is additional opportunities for public participation and input. SBOE: Graduation Requirements Foundation High School Program The SBOE postponed second reading and final adoption of proposed changes to the Foundation High School Program graduation requirements until the April 2018 SBOE meeting. If approved, the changes would become effective beginning with the 2018-2019 school year. SBOE: Graduation Requirements Foundation High School Program Proposed changes include: • Eliminating sequencing requirements for English I-IV • Clarifying language regarding AP and IB courses that may satisfy specific graduation requirements • Allowing students who successfully complete AP Computer Science A or IB Computer Science Higher Level to satisfy both a mathematics credit and a languages other than English (LOTE) credit for high school graduation • Adding computer science courses that may satisfy a LOTE credit 20 Copyright © Texas Education Agency, 2018. SBOE: Graduation Requirements Foundation High School Program Proposed changes include: • Adding criteria to allow a student who successfully completed a dual language program in elementary to satisfy one LOTE credit for high school graduation • Clarifying courses that may satisfy requirements for the arts and humanities endorsement and the multidisciplinary studies endorsement • Updating SAT scores and ACT Aspire benchmarks required to earn a performance acknowledgement 22 Copyright © Texas Education Agency, 2018. SBOE: Prerequisites ▪ Prerequisites for all courses can be found in the TEKS for each course under Subsection (A), General Requirements. ▪ The words prerequisites or required prerequisites are used to indicate when a student must meet the prerequisite in order to enroll in the course. ▪ The words recommended prerequisites are used to indicate when the prerequisite is suggested, but not required. ▪ The SBOE has rules that address prerequisites in 19 TAC Chapter 74.11(j) and Chapter 74.71(k). 23 Copyright © Texas Education Agency, 2018. Program Updates
TEKS Guides In support of TEA’s Strategic Priority 2 – Build a Foundation of Reading and Math, TEKS Guides are being developed to do the following: • Explain each student expectation (SE) for mathematics and reading in kindergarten through high school • Provide annotated examples of how SEs are assessed • Show vertical and horizontal alignment for each SE • Define key terms 27 Copyright © Texas Education Agency, 2018. Interim Assessment Pilot • TEA is making available at no cost to districts and charter schools optional STAAR Interim Assessments. • This TEA-provided tool is designed to help educators tailor instructional practices to address student needs. • Interim assessments will launch this spring on a pilot basis for districts/schools that wish to participate. • Feedback from the pilot will be used to inform the full launch of STAAR Interim Assessments in the 2018-2019 school year. • Contact the Student Assessment Division at studentassessment@tea.texas.gov to participate. 29 Copyright © Texas Education Agency, 2018. Texas Virtual School Network Recent Changes • TXVSN operations and technical infrastructure moved to TEA this winter because of legislative changes. • Migration of TXVSN technical systems to the TEA was successfully completed December 1st. • The TXVSN catalog continues to offer online high school, Advanced Placement®, and dual credit courses to schools and students across the state. 32 Copyright © Texas Education Agency, 2018. Texas Virtual School Network • Districts are eligible to earn state funding for courses taken through the TXVSN, regardless of where the student is located during instruction—at home or on campus. • District participation and TXVSN catalog enrollments continue to increase, with 2016-2017 enrollments at 3,590 for the spring semester and 7,379 for the current school year, to date. The National Science Foundation, under the direction of the White House, approves the Texas candidates as finalists for the national Presidential Awards for Excellence in Math and Science Teaching (PAEMST) award. If chosen as a national winner, the state finalists will receive $10,000 and an all-expense-paid trip for two to Washington, D.C. for ceremonies that include recognition from the President of the United States.
