Summary The City of Hiawatha, Iowa (pop. 7,024) is the perfect community with a small town feel that allows residents to commute easily to work within the Cedar Rapids metro area. While several neighboring metropolitan cities were creating external pressures, and population continued to grow by eight percent from 2000 to 2010, the community’s vision of future growth and annexation was diminishing. In 2015, the City issued a Request for Proposal for planning services; MSA Professional Services (MSA) was selected to assist the City with their comprehensive plan update which hadn’t been updated since 2009. Throughout the planning process, MSA updated demographics and community stats, revised goals, created an implementation strategy, readdressed future land use and growth areas, and assisted Hiawatha to define their community character and create a town center to thrive as the heart of their growing community. The comprehensive plan process emphasized 10 priority areas in which the community sought to focus future efforts, including: transportation, housing, community character, economic development, public infrastructure and utilities, agriculture and natural resources, community facilities, hazards, intergovernmental collaboration and quality of life. This project began March 2016 and was energetically adopted by the City Council December 2016. MSA Professional Services, Inc. | 5
How this project satisfies the award criteria 1 ORIGINALITY AND INNOVATION The Hiawatha Comprehensive Planning project demonstrates how an inspired City and its’ residents can come together with consultants to create a detailed plan to better the community in which to live, work and play —even after previous attempts fell short. The City’s previous comprehensive plan wasn’t tailored to the community, and lacked specific steps to follow to ensure the plan would stay relevant or provide noticeable improvements. Shawn O’Shea, AICP, MSA’s community planner and project manager, led a team of planners and engineers from MSA to incorporate those disappointments to provide an amendable comprehensive plan, yet keep the community focused on a set of smaller consistent goals. During this cooperative effort, O’Shea decided that the best way to provide an effective comprehensive plan was through innovative strategies to gain feedback from the community. In March of 2016, O’Shea utilized the guiding Iowa Smart Growth principles to generate a public outreach plan needed to support the development of the comprehensive plan. During public outreach, O’Shea continued to design surveys, postcards, and social activities to encourage resident participation at numerous public meetings. The City Staff took ownership of the project and worked with O’Shea to provide a considerable amount of feedback. 6 | MSA Professional Services, Inc.
2 ENGAGEMENT Community Planner Shawn O’Shea utilized several methods of gathering public input—after all, it’s the most important data when creating a useful and effective comprehensive plan. A survey was promoted through flyers and on the City’s public website, however only 21 people of a 7,000 person population responded. O’Shea tried another approach. He mailed flyers and postcards to the community inviting them to attend two public meetings that attracted more than 50 residents! O’Shea also utilized a method known as Crowd Source Mapping, a digital, icon-based survey that was user-friendly. Within the survey, residents were able to drag and drop icons to indicate which areas need improvements or preserving, topics ranged from property and housing to transportation and pedestrian improvements. From this, O’Shea and City staff were pleasantly overwhelmed that 300 people took the time to provide their feedback. Others sources of public engagement included: progress updates on the City’s public website, public/committee meetings to welcome input, a SWOT analysis to create goals and public open houses to refine feedback for the final comprehensive plan. 3 ROLE OF PLANNERS The City of Hiawatha knew that an update was needed, but that also meant that the comprehensive plan needed to change with the City. It also needed to have smaller and more frequent action items to keep the City and its officials on target with the projected goals. The challenge was to judiciously use the expertise of Shawn O’Shea, MSA’s community planner, to help them achieve the desired plan. O’Shea engaged with the public on numerous occasions, but ultimately gave the City goals, strategies and options to pursue those. O’Shea recognized the community’s growth and like all great planning and successful planning projects, the Hiawatha comprehensive plan needed to have amendment procedures to allow for justified diversions. Within the comprehensive plan, O’Shea outlined fresh ideas for a revitalization of the community, including housing option opportunities, streetscape revitalization, sidewalk accessibility, subdivision zoning and community events planning. As the population was growing, the priority fell on building more young professional housing options within the $150,000 budget. However the City was worried that $150,000 would be too expensive to duplicate, so O’Shea recommended building homes on a slab (without basements)—grading would save the community roughly $50,000. 4 IMPLEMENTATION The City of Hiawatha demonstrates a willingness to rely on its comprehensive plan. At every council meeting, the comprehensive plan is consulted. In an April 13, 2016, KCRG-TV article, (http://www.kcrg.com/content/news/Hiawatha-requests-resident-input-for-downtown- plan-375607731.html), Hiawatha Community Development Director, Patrick Parsley said the City is sending out a request for proposals for more community development amenities, including restaurants, shopping and entertainment options. The City is also pursuing the creation of a brand new downtown, which Parsley said would make the City “prosper”. 5 EFFECTIVENESS The cozy community of Hiawatha, located within the metro area of Cedar Rapids is projected to experience another and more significant population increase to 10,461 people by 2035. That’s a 44% growth since 2010, the last time a comprehensive plan was created. The benefit of this comprehensive plan, developed by Shawn O’Shea, AICP, and planners and engineers at MSA is to provide the City with 5-10 options for 10 goal categories, so that the community can continue to grow and be prepared to welcome the expansion. The comprehensive plan not only outlined clear and simple action items for the community, it also was an excellent opportunity for community outreach, and a testimony of the commitment residents have to their community. More than 50 residents volunteered their time at public meetings, 300 people submitted feedback through the crowd source mapping survey and 21 residents completed an online survey on the City’s website. While all the data may have been time consuming to put together, Shawn O’Shea and MSA’s team of experienced planners developed a breathable comprehensive plan rich in data taken right from the residents, but also in support and hope for the City of Hiawatha’s future. 8 | MSA Professional Services, Inc.

Our City grew by 43.9% since 2010. Due to this high rate of growth, our community has seen an extraordinary demand on housing infrastructure, public amenities, and transportation networks. Because of this fast-changing environment, we needed to update our comprehensive plan, which was surpassed in 2010. We asked MSA Professional Services (MSA) to work collaboratively with our City staff to provide recommendations and directions for our City’s longevity. MSA’s Shawn O’Shea focused on gathering our community residents’ opinions and expectations to provide the most considerate direction for our City. The City of Hiawatha’s staff took ownership of the project and did as much work as possible on the plan. We approved of the plan in December, and now continually consult it as we reflect on our City’s short and long-term priorities. This community has a history of using its comprehensive plan to guide our decisions so our elected officials and staff alike appreciate the updated plan that reflects our community’s vision. Without a doubt, our community is now better off because of the thoughtful comprehensive plan that MSA organized for us to guide our decision making. We were looking for direction at a critical time and this manageable plan will provide the framework we need to help us achieve our vision for a prosperous community. I experienced firsthand the passion and diligent work that MSA and Shawn O’Shea were able to continually provide to create a plan that will serve as a blueprint for how the City will grow and prosper throughout the next twenty years.
