MESSAGE FROM THE MAYOR This year’s budget is focused on laying solid foundations for our future, while delivering the services, programs and infrastructure that are important to our community. The real winner of this year’s budget is our city centre. As we begin to shape our new story as a city of vibrancy and aspiration, we recognise the importance of ensuring a positive experience in our city centre for locals and visitors alike. We’ve allocated significant resources in this year’s budget towards working with the community and local businesses to begin an activation of our city centre that will form the start of a ten year vision for complete revitalisation. As a community, we want our city centre to be a place we can be proud of and somewhere visitors can enjoy. We’ve also budgeted new funds dedicated to reconnecting our neighbourhoods and to reinvigorating the community. This budget lays the foundations for our aspirational vision for Mandurah, and I’m really proud of the fact that by achieving efficiencies across the board and reallocating our resources, we have been able to produce a budget that not only lays these important foundations but does so with minimal burden to our rate payers. To this end, we’ve also established Mandurah’s first budget review committee which seeks to find ongoing cost efficiencies and minimise wasted spending. There is so much potential for our city. We’re on the cusp of something really exciting and I’d like to take a moment to acknowledge the contribution you make, not only through your rates but through your active citizenship, in ensuring we’re growing a stronger community and ensuring that Mandurah’s best days are ahead of us. KEY BUDGET FOCUSES CITY CENTRE ACTIVATION A key focus area is the reactivation of our city centre. We’ve allocated an unprecedented level of investment to events and programs to help make our city a place for locals and visitors to enjoy. We will be working closely with the community and local businesses to help shape our foreshores and public spaces. We want to ensure that this is a place we’re all proud to call home. JOB CREATION AND ECONOMIC GROWTH We’re working hard to diversify our local economy. We’re supporting new initiatives in tourism, water science, entrepreneurship and innovation. We will continue to support important initiatives such as Make Place and the entrepreneur programs. STRONGER NEIGHBOURHOODS This year we’re piloting a new program that will ensure our communities are safe, connected and enjoyable places to live. We will continue to support residents associations and encourage local champions to drive community building initiatives. 10
TOURISM AND EVENTS Following our recent Top Tourism Town award and dual gold tourism awards for Mandurah Crab Fest, we will continue working to increase visitation to the region. Community events and activations in the city centre will be at the heart of this strategy. We want Mandurah to be a place of aspiration and opportunity. MANDJAR SQUARE As the cultural heart of Mandurah, this year we seek to finish the great work that went into redeveloping this space during 2017/18. LAKELANDS OPEN SPACE Lakelands in one of our fastest growing suburbs and this project will provide important infrastructure for our northern suburbs. The project will provide a great resource for the community. 11
OBJECTS AND REASONS FOR DIFFERENTIAL RATES 2018/19 Increase in rates for 2018/19 The City proposes to impose differential general rates to all gross rental values in its district according to one or a combination of: 1. The purpose for which land is zoned 2. Whether or not the land is vacant land Rates by category The following rate categories have been assigned to properties. Improved Land Residential improved – rate in the dollar $ 0.0825 This rate is regarded as the base rate as it represents the most number of properties in the City. This rate aims to ensure that the proportion of rates raised from this category is between 70% and 75% of total rates. Business improved – rate in the dollar $ 0.0879 This rate is set at a higher level to recognise that certain expenditures in the budget are specifically directed towards the economic development of the City. Examples of this are: The Economic Development function which is largely directed towards the encouragement of business to locate in the City and to support business organisations. The promotion of tourism. Vacant Land Business vacant – rate in the dollar $ 0.1438 This rate is set at a higher level as the City wishes to promote the development of all properties to their full potential. This will act to stimulate economic growth and development in the community. Urban development – rate in the dollar $ 0.1039 This rate relates to land held for future development. As with other vacant land rates, this rate is set at a higher level as the City wishes to promote the development of all properties to their full potential. Residential vacant – rate in the dollar $ 0.1438 This rate is set at a higher level as the City wishes to promote the development of all properties to their full potential. This will act to stimulate economic growth and development in the community.
CITY FACILITIES & SERVICES Youth Development We run a number of programs and activities across the city. These programs are designed specifically for young people aged 11 - 25 years. Health services We aim to protect the health of the community through mosquito management, noise monitoring, food safety, wastewater management, asbestos handling, derelict properties and more. Community safety We work with the State and Federal governments, local police, businesses, community groups and residents, to build a more connected, safe and vibrant community. Economic development Revitalised community spaces, long-term job creation, tourism and community empowerment are key for our future. The ESL is not a Council charge but is collected by Local Governments on behalf of the State Government. HOW TO PAY There are many ways to make paying your rates easier BPAY Pay your rates by BPAY via internet or phone banking. Refer to your rates notice for your BPAY reference number. Internet You can pay your rates online at mandurah.wa.gov. au/rates Australia Post Payment is accepted at all Australia Post offices in the state. Payment must be made by the due date and the notice presented intact at time of payment. Telephone | Australia Post Bill Pay Payment can be made by credit card by phoning 13 18 16, 24 hours a day, every day. Mail Cheques or money orders should be made payable to City Of Mandurah and posted to City of Mandurah, PO Box 210, Mandurah WA 6210. When paying by mail please ensure you detach the ‘ways to pay your account’ slip and include it in the envelope. Pay in person Payments can be made by credit card, cheque or cash. The rates notice should be presented intact when making a payment. Rates Smoothing (formerly equal instalments) The City of Mandurah offers an alternative way to pay your rates. Rates Smoothing is paid by direct debit on a weekly, fortnightly or monthly basis. This is a pre-paid method that commences in April. There are no additional fees incurred when paying by Rates Smoothing. Lets aim for 4% We are already leaders in recycling but with the recent changes to the global recycling industry it’s now more important than ever to recycle. Not only is it great for our environment, it also helps reduce processing costs. We currently achieve about 6.5% contamination. Lets aim to reduce it to 4%. Payment of rates may also be deferred by eligible concession card holders, however services (ie rubbish) must be paid in full. All other charges are to be paid in full.
