  On Thursday, September 7, the City honored several community heroes at
                                                                             September 14, 2017
  Claremont Day at the L.A. County Fair. One of the honorees was Amy Fass,
  who has been involved with many organizations in Claremont and has
  worked tirelessly to make Claremont a better community. Two years ago,
  Amy became the Executive Director for Shoes that Fit, a nonprofit
  organization that provides shoes for children. Under her leadership, the            Calendar
  organization was named California “Non-Profit of the Year” by Assembly
  Member Chris Holden.                                                          All Commission agendas may be

CITY MANAGER’S MESSAGE
Last week, the City met with staff from the City of South Pasadena and a local environmental non-profit
group, South Pasadena Beautiful. The group wanted to learn more about Claremont’s ongoing urban forest
management and maintenance efforts. Topics discussed included tree watering and developing successful
partnerships with the community for the benefit of the urban forest. They toured many City sights focusing on
City beautification projects, tree planting, community events, and efforts to save drought stressed trees.

This week, the City hosted a community meeting on the Foothill Gold Line station in Claremont to discuss the
details of the Claremont grade separation, station design, and parking structure. The 12.3-mile, six-station

Foothill Gold Line light rail extension from Glendora to Montclair is breaking ground in December 2017, with
substantial completion anticipated in early-2026. Six new stations will be added to the Metro Gold Line
system, including one in Claremont.

Next week, join us for an open house at the Claremont Police Station on Saturday, September 23 at 9:00 a.m.
Staff will be presenting a design of a possible future police station and discussing possible funding for the new
station. Read more in the Public Safety Section.

CITY NEWS
City Council Meeting Summary – September 12
Following is a summary of City Council action from its regular meeting held on September 12, 2017:

CONSENT CALENDAR

1.     Unanimously voted to adopt resolutions allowing certain claims and demands and specifying the funds
       out of which the same are to be paid, dated July 27, August 10, August 24, and September 7, 2017.

2.     Unanimously voted to approve and file the regular City Council meeting minutes of July 25, 2017, and
       the special City Council meeting minutes of August 2, 2017.

3.     Unanimously voted to authorize the City Manager to execute a three-year contract, with two optional
       one-year extensions, in the amount of $76,900 per year with Burrtec Waste Industries, Inc. for
       processing and recycling of construction and demolition debris.

4.     Unanimously voted to adopt a resolution approving the Los Angeles County Sanitation District’s
       request for a negotiated exchange of property tax revenues associated with Annexation No. 754 to
       County Sanitation District No. 21, consisting of off-site disposal of sewage for an existing single-family
       home located at 3450 Padua Avenue; and authorizing the execution of a joint resolution with all
       affected agencies.

5.     Unanimously voted to adopt a resolution rescinding Resolution No. 92-146, and delegating authority to
       the City Manager to make and certify determinations of disability to the California Employees’
       Retirement System.

ORDINANCE

6.     Unanimously voted to:
       A. Introduce an ordinance adding Chapter 15.54 to the Claremont Municipal Code providing an
          expedited, streamlined permitting process for electric vehicle charging systems; and
       B. Adopt an eligibility checklist for expedited permit processing for electric vehicle charging systems.

ADMINISTRATIVE ITEMS

7.     Voted to approve the design, plant palette, and specifications for the landscape design for the Indian
       Hill Boulevard medians between San Jose Avenue and Arrow Highway, and directed the Public Art
       Committee to look at potential art designs, art types, and funding sources for art to be placed in the
       medians on Indian Hill Boulevard between San Jose Avenue and Arrow Highway (Councilmember
       Pedroza recused himself from voting on this item and left the dais).

8.     Unanimously voted to approve the Public Art Committee Policies and Procedures; delete the action to
       review the parking structure restroom proposals in the 2017 Work Plan; and approve the amended
       Public Art Committee’s 2017 Work Plan.

Community Heroes Honored at L.A. County Fair
On Thursday, September 7, the City honored several community heroes at Claremont Day at the L.A. County
Fair. Those honored included Maya Aguilar, Sophia Jung, Amy Fass, Health
Bridges, and Pomona College.

Condit Elementary School third grader Maya Aguilar created the Cozy
Collection, a program that helps keep the homeless warm during the winter
months. What has made this program so successful is Maya’s dedication to
bringing awareness with school announcements, marketing with flyers, and her
commitment to delivering donated items to local shelters. Maya is a true
advocate for social justice, as she remains educated and vocal on ongoing
issues. Most recently, she attended a march at LAX to voice her opinion on
inclusion.

                                              Claremont High Senior Sophia Jung is a highly active community
                                              member who is dedicated to caring for those around
                                              her. Sophia has volunteered time with her local church, has
                                              served as the Key Club Vice President, volunteered with the
                                              CLASP program at CUSD, founded “Say Yes to the Dress,” and
                                              recently organized a prom for special needs students. She has
                                              demonstrated leadership in her faith and has helped many
                                              Claremont Students find academic success. Through her efforts,
                                              Sophia has helped many feel included and has helped those
                                              who may have felt marginalized.

Health Bridges is a local non-profit organization with its main
objective to assist non-English speaking community members
with finding proper health care and health care
services. Health Bridges was founded in 2015 by Hong Deng
Gao, Maria Arciniega, and Briton Lee. They met as
undergraduates at Pomona College and sought to transform
the challenges their immigrant families had faced while
navigating the healthcare system into helping others who
faced similar struggles.

                                            Pomona College was honored for their generous donation of 463
                                            acres of wilderness to the City of Claremont. With this donation,
                                            the Evey Canyon and three Padua Hills parcels will be
                                            incorporated into the Claremont Hills Wilderness Park. Evey
                                            Canyon is home to the Herman Garner Biological Preserve, which
                                            has been used by the College’s biology department for research.
                                            The lower portion of the canyon consists of oak/alder riparian
                                            woodland plants, which are becoming rare in Southern
                                            California. This donation has expanded the park to nearly 2,500

acres. Under the City’s care, the land will be preserved in its undeveloped state and remain available to the
members of the public for hiking, biking, horseback riding, and other passive recreational uses.

Foothill Gold Line Community Meeting
The 12.3-mile, six-station Foothill Gold Line light rail extension from Glendora to Montclair is breaking ground
in December 2017, with anticipated completion in 2026. Six new stations will be added to the Metro Gold Line
System, including one in Claremont. Each station will connect to the expanding rail network throughout Los
Angeles County, as well as the Inland Empire. The City of Claremont is holding community meetings to gather
input on the specific details of the Claremont grade separation, station design, and parking structure. The first
meeting was held on Monday, September 11, 2017. The presentation from the September 11 meeting is

Additional public meetings on the project will be held:

      Thursday, September 28 at 7:00 p.m. at the Traffic and
       Transportation Commission Meeting

      Tuesday, October 10 at 6:30 p.m. at the City Council
       Meeting

The Foothill Gold Line is being funded by Los Angeles and San
Bernardino Counties. The portion of the project within L.A. County
(Glendora to Claremont) is being funded by Metro's Measure M half-cent sales tax approved by voters in
November 2016, as well as Measure R. The portion from Claremont to Montclair is being funded by San

Wild Animals
We live in an area filled with many different types of wildlife. Animal control and related matters in Claremont
are handled by the Inland Valley Humane Society (IVHS). IVHS does not advocate trapping, removal,
relocation, or eradication of healthy wildlife. Wildlife experts agree that removing these creatures from the
urban environment creates a hole in the ecosystem for other similar animals to fill. Relocation to other areas is
not recommended because it is generally a death sentence for the animal being introduced, and it may spread
parasites or diseases to the animals already living there. To learn more about living with wildlife, including
how to discourage wildlife from visiting your yard, please review the Humane Society’s wildlife brochure.
Injured, stray, lost, or noisy animals, as well as animal attacks, can be reported directly to the IVHS at (909)
623-9777 during business hours or to the Claremont Police Department at (909) 399-5411 after hours.

PUBLIC SAFETY
Identity Theft Suspects Arrested
Claremont Police have arrested two people suspected of identity theft and burglary. On Saturday, September
9, officers responded to the Knights Inn regarding two people who fraudulently rented a hotel room. During a
search of the room, officers found driver’s license information and credit card information from over 100
victims throughout the United States. Officers arrested Mechele Martinez of Fontana for identity theft and
numerous other fraud and drug charges. Also arrested was her son, Jorge Martinez, for possession of burglary
tools and a parole hold. Both were held at the Claremont City Jail for bail/court.

Police Department Open House – Saturday, September 23
Are you interested in seeing the design of the proposed new police station? Do you want to provide your
feedback on how it is funded? If so, mark your calendar for a community presentation and tour at the current
station. City staff will provide a review of the proposed new design, as well as the possible funding
mechanisms.

Location: 570 W. Bonita Avenue

At the direction of the City Council, City staff has been
working with an architect firm to create a design of a
future police facility. Over the last nine months, staff
worked with the architect firm to design a building that
would allow a future station to be built at the current
police department location. After reviewing the design, the City Council directed staff to proceed with public
outreach to determine the appropriate funding mechanism, with the goal of placing a measure on the June 5,
2018 ballot.

September is National Preparedness Month
September is National Preparedness Month with a theme of “Disasters Don’t Plan Ahead - You Can.” The goal
of National Preparedness Month is to increase the overall number of individuals, families, and communities
that engage in preparedness actions at home, work, business, and school. With the recent natural disasters,
the Claremont Police Department urges everyone to make the effort to prepare. Preparedness information

CODE ENFORCEMENT
Storage of Automated Waste Containers in Public Alleys Prohibited
Residents are reminded that automated waste containers should be placed in a public alley no sooner than
the evening before the scheduled trash service day, and removed and returned to an appropriate storage
location on private property within 12 hours of being emptied. These requirements are designed to help keep
Claremont’s neighborhoods neat and attractive. For more information, please contact the City’s Community

PLANNING
Meadow Park Update - William Lyon Development
Work has resumed on Meadow Park, a 95-unit townhome development located at the southeast corner of
Towne Avenue and Base Line Road. Construction recently restarted on the second phase. The twelve units
that are currently under construction are slated to be occupied by February 2018. The project was delayed for
approximately three months as the developer waited for utility approvals. Eighteen units have already been
completed at the site, with eight of these being used as model homes. The other ten completed units are
either occupied by buyers or available for purchase and occupancy. Once completed, the development will
include a pool, spa, recreation room, park, and BBQ area for residents.

Draft Housing Element Update
The City Council will review the Draft Housing Element Update at its meeting on Tuesday, September 26 at
6:30 p.m. in the City Council Chamber. The Housing Element is one of the seven mandated elements of the
City’s General Plan, which is a comprehensive, long-term guide for the physical development of the City. The
Draft Housing Element Update includes a new analysis of available sites that have the capacity to
accommodate the City’s Regional Housing Needs Allocation (RHNA) target, as well as updated population and
housing data, revised housing needs assessment and strategies for development of affordable housing, review
of past accomplishments of the City’s housing programs, and updated housing programs for the planning
period 2014-2021. For additional information on the Draft Housing Element Update, please contact the

Last Chance to Complete Age-Friendly Survey
L.A. County wants your feedback! Purposeful Aging Los Angeles (PALA) launched a landmark survey to gather
resident feedback that will guide the development of an Age-Friendly Action Plan for 2018-2021 for the Los
Angeles Region. PALA seeks to prepare the Los Angeles region for a rapidly aging population through an
innovative, sustained initiative that unites public and private leadership, resources, and strategies. The older
adult population (65 years and above) in the Los Angeles region will double between 2010 and 2030, from
approximately 1.1 million to more than 2.2 million people.

The confidential PALA survey takes about 20 minutes to complete and can be filled out by anyone 18 years
and older who resides in L.A. County. The survey is available in 10 languages at www.purposefulagingla.com
and will be available until September 15, 2017.

COMMUNITY SERVICES
Pooch Park Construction – Update
The City’s contactor is installing a state-of-the-art Corrugated Metal
Pipe (CMP) Detention and Infiltration System at the Pooch Park. This
large container stores storm water and releases the water slowly,
allowing it to infiltrate into the surrounding soils. This new system
should help the park drain better and help recharge the
underground water table. The Pooch Park is scheduled to re-open in
December 2017. For more information, please contact Community

                        Johnson Pasture Trail Brush Clearance
                        The San Gabriel Valley Conservation Corps (SGVCC) cleared brush and weed along
                        Johnson Pasture Trail from the entrance at Higginbotham Park to the top of the hill.
                        SGVCC is an intensive program that helps disadvantaged youth develop the
                        motivation, self-confidence, work skills, and education necessary to take advantage of
                        an opportunity to succeed in life. Guided by adult leaders, who serve as mentors, role
                        models, technical trainers, and supervisors, SGVCC participants work to rebuild or
                        revitalize blighted areas in their communities. During the week of September 11, a
                        small group of youth from the SGVCC was tasked with removing weed and brush to
                        approximately six feet away from the edge of the trail.

Summer Maintenance Leaders Recognized
On Tuesday, September 12, Youth Maintenance Leaders wrapped up the summer program by presenting their
accomplishments to the City Council. The City's Summer Maintenance Leader Program trains teenagers ages
14-18 in job skills, while providing community repair
and maintenance. Over the summer, eleven youth
from the community worked alongside the
Community Services staff assisting with day to day
tasks, including tree trimming, tree planting, curb
painting, weed abatement, painting and clean-up of
park restrooms and the parking structure.
Additionally, the youth were broken into three groups
to address problem areas in the City, including the
Thompson Creek Trail parking lot, the parking
structure seating area, and the Griffith Park restroom.
Each group was asked to develop a work plan and
budget and implement the plan. Each and every
member of the groups worked hard to see their work plans come to fruition. Following their presentations to
the City Council, they were given certificates of appreciation for their hard work and dedication. We
encourage everyone to visit these locations to see firsthand all that they accomplished!

Fall Planting Events
Over the winter and spring months, volunteers were successful in planting approximately 300 park and street
trees throughout the community. With the weather cooling, the City is gearing up for fall tree planting events.
The first event will be held on Saturday, October 21 at Chaparral Park. Volunteers will assist staff and
Sustainable Claremont with tree planting at the park and neighboring streets around the park. Planting events
are family friendly and are open to everyone.

Independence Day Committee Membership
New members are wanted to participate in the development and implementation of the 70 th Annual Fourth of
July Celebration. Each committee member is encouraged to attend a minimum of three committee meetings
and assist with the operation of events during the day. All meetings are held at the Alexander Hughes
Community Center beginning September 28. Those interested in becoming a committee member should

Art Showcase Reception
On Wednesday, September 13, a reception was held for several local
artists at the Hughes Center. The City is hosting the Third Annual Art
Showcase and the exhibit features works by local artists Opoku
Acheampong, Aurelia Brogan, Aleta Jacobson, Paul Kittlaus, Jackie
Leishman, Rosamar McMillan, Jerry Owens, and Mervyn Seldon. A

                                                  are on display. This
                                                  exhibition,   which
                                                  runs        through
                                                  November 17, is presented by the City of Claremont in
                                                  partnership with the Public Art Committee, the Claremont

IVHS “Dog Leg Classic” Golf Tournament
Clean your clubs and practice your putting, because the stray and homeless animals at the Inland Valley
Humane Society are counting on you to compete in the Annual “Dog Leg Classic” golf tournament. The four-
                                         person scramble fundraiser will be held on Monday, September 25
                                         at the Western Hills Golf & Country Club in Chino Hills.

                                              Money raised at the tournament will benefit the thousands of
                                              lost, abandoned, and injured animals cared for by the Inland
                                              Valley Humane Society (IVHS) each year. In addition, a portion of
                                              the proceeds from this event will help fund IVHS’ Getting to Zero
initiative, finding homes for every healthy and treatable animal of our community. For more information,

RECREATION CLASSES
The City offers a range of classes and activities for children and adults. To view a complete class description or

   Parent & Me Cooking (Ages 3 - 5)
    Make a mess in someone else’s kitchen! This hands-on class for children incorporates age appropriate
      culinary skills, tasty recipes, and nutritional basics. Classes will be held at Claremont Chefs Academy
      (514 W. First Street) on Tuesdays beginning September 26, from 12:30 p.m. to 1:30 p.m. The class fee
      is $80, plus a $20 material fee. The registration deadline is Tuesday, September 19.

   Good Morning Yoga (Ages 18 and older)
    Enjoy your morning with fresh air and beautiful trees to nurture mind, body, and spirit. Class will be
      held at Lewis Park, by the track area, on Saturdays from 8:00 a.m. to 9:00 a.m. Classes are held weekly

through December 9 for a $12 daily drop-in fee. Students must provide a yoga mat and water for each
       class. No class will be held on November 11 and 25.

   Beginning Dog Obedience (Ages 11 and older)
    Teach man’s best friend to heel with automatic sits, come on
      command, and much more! Dogs of any age are welcome. The first
      class will be held at the Alexander Hughes Community Center
      without dogs, and the remaining classes will be held on the Lewis
      Park basketball courts. Classes will be held on Mondays beginning
      September 25, from 6:30 p.m. to 7:30 p.m. The class fee is $140.

YAC & TAC ACTIVITIES
The City offers supervised activities for teens in middle school and high school at the YAC and TAC Activity

   Fruit Key Chains - Monday, September 18
    Keep summer alive by making fun fruit key chains. On Monday, September 18 at 3:30 p.m. at the TAC,
       we will make fruit key chains out of fuse beads. You can create watermelons, pineapples, strawberries,
       and more! When you are done, you can show off your awesome creation by putting it on your
       backpack or keys.

   Around the World Table Tennis - Tuesday, September 19
    Do you think you can defeat up to ten players in a game of Around the World Table Tennis? This game
      is played by as many people as can fit around a ping pong table. The players slowly walk around the
      table, taking turns hitting the ball across the net. When a player is unable to complete a legal play, they
      are eliminated from the game. The game concludes when only one player remains. Our tournament
      will be at the YAC on Tuesday, September 19 at 3:30 p.m.

   Teen Committee Meeting - Wednesday, September 20
    The YAC will be hosting its first monthly Teen Committee Meeting on Wednesday, September 20, from
      3:15 p.m. to 4:15 p.m. Meetings are open to all members of the community.

   Spaghetti Dinner at the YAC - Thursday, September 21
    September's "Dinner at the YAC" will be taking place on Thursday, September 21, from 4:00 p.m. to
      5:30 p.m. Don't miss out on an enjoyable time hanging out with friends, playing games, and eating
      free food! Dinner is available to the first 70 students who attend and have turned in their Emergency
      Waivers and Membership Forms. This month's dinner will consist of spaghetti, salad, garlic bread, and
      root beer floats. Transportation to the YAC will be provided for TAC participants. A signed permission
      slip is needed to participate in this event.

The City offers a variety of activities for older adults. Below are the activities coming up this month. For a full

    Fall Information Fair & Flu Shot Clinic – Save the Date!
     Get healthy with a variety of information booths, services, providers, health screenings, and giveaways.
        Free flu shots will be offered in partnership with the Los Angeles County Department of Public Health.
        This free event will be held at Taylor Hall (1775 N. Indian Hill Boulevard) on Wednesday, October 18
        from 9:00 a.m. to 12:00 p.m.

    Older Authors Creating Fiction – October 13
     New novels by great-grandmother, Judith Favor, and grandfather, Tim Sunderland, explore themes of
       love, loss, health, vocational challenges, social concerns, faith, and doubt. Poet/educator, John
       Brantingham, will interview these two Claremont authors, exploring how Ms. Favor wrote The Beacons
       of Larkin Street and how Mr. Sunderland wrote Rules for Giving. Bring a pen, pad of paper, a sense of
       curiosity, and your questions for the writers. Please call the Joslyn Center at (909) 399-5488 to register
       for this free event.

    Arthritis Foundation Exercise Program
     Developed by the Arthritis Foundation, this program uses movements created by physical therapists
       that address pain and fatigue while increasing strength. The classes are offered on Mondays at 11:00
       a.m. and Tuesdays at 10:00 a.m. at the Joslyn Center, and
       Thursdays at 11:00 a.m. at the Blaisdell Community Center.
