-1- 1. DISTRICT MANAGERS - Only those schools assigned to your District Tournament are to be allowed to compete. Requests for entry by a school that is not on your assignment list must be referred to the MHSAA office before the privilege of competition is granted. 2. INFORMATION PACKETS TO COMPETING SCHOOLS - District Managers shall notify competing schools of the date, time and location of the Draw Meeting. Once the draw has been conducted, each team MUST receive a copy of the results of the draw. In addition, provide each school with information about the District Championship Game: (1) time, (2) map to game site, (3) if teams should come dressed to play, and all other pertinent information. The following information should also be provided: ♦ A school administrator or designee (an employee of the school district, but not a school coach) is required by MHSAA Representative Council action to attend each MHSAA soccer tournament series game, home and away in which their team competes. The start of the game will not be delayed; however, schools not complying will face MHSAA administrative disciplinary action. ♦ For clarification, MHSAA soccer tournament games begin at the 1st Round District level and conclude with a State Finals Tournament. ♦ Tournament Managers shall notify each school competing in their tournament that a designee must be present from each school. Notification may be a part of your welcome letter to each competing school. 3. DISTRICT WINNING TEAM PACKETS - Each REGIONAL Manager MUST prepare a winning team packet for each District Manager to give to the winning team. This packet should include: (a) map with directions to Regional game field, (b) date and starting time of the game, (c) location of dressing and shower facilities, (d) location of restaurants, (e) locations of hotels and motels, (f) host school facility rules, (g) parking arrangements for buses or cars of competing schools. The Tournament Manager shall give the packet to the winning team. 4. REGIONALS - TIME SCHEDULE OF GAMES - Regional tournaments in all four divisions will be four- team tournaments. Complete drawings appear in the Sept/Oct Bulletin and MHSAA Website – mhsaa.com. To determine the times and dates for Regional Tournament game schedules, the following is to be observed by Regional Tournament Managers: Tournament Managers will host all Regional games. Regional Tournament Managers may schedule preliminary games on Tuesday or Wednesday in a doubleheader format and, therefore, schedule the Regional Championship game on Friday or Saturday. If the Regional Tournament Manager schedules one preliminary game on Tuesday and one on Wednesday, the Regional Championship game must be scheduled on Saturday. REGIONAL WINNING TEAM PACKETS - SEMIFINAL and FINAL Tournament Managers MUST prepare a winning team packet for each Regional Manager to give to the winning team. This packet should include: (a) map with directions to Semifinal and/or Final fields(s), (b) starting time of game, (c) location of dressing and shower facilities, (d) location of restaurants, (e) locations of hotels and motels, (f) host school facility rules, (g) parking arrangements for buses or cars of competing schools. Make sure the winning team packet is at the Regional site for the Regional Championship game. The Tournament Manager will give the packet to the winning team. 5. FORWARDING MATERIALS TO NEXT LEVEL MANAGER - FAX Roster And Master Eligibility List of winning team to next level manager immediately upon completion of your tournament game. It is imperative that next level manager be made aware, as soon as possible, what teams have progressed in competition. It is a requirement that each manager has a method of verifying eligibility of each player on all competing teams. Your cooperation in sending this information quickly is essential to conducting competition.
-2- 6. REPORTING TOURNAMENT RESULTS - Managers are required to fax results to the MHSAA immediately after EVERY game (5l7-332-4071). District and Regional Tournament Managers may wish to report results to local TV, radio and newspapers. They should also call the following: DETROIT NEWS: Call 1-800-804-1773 or call collect, 313-222-2260 (local call in Detroit). DETROIT FREE PRESS: Call 1-800-678-6728 or call collect 313-222-6661 (local call in Detroit). FINAL MANAGERS are to report results to the newspapers listed above. REPORTING RESULTS TO NEXT LEVEL MANAGER - Each Manager will report to the next level manager the team that qualified from his/her Tournament. In addition, Roster and Master Eligibility List must be faxed IMMEDIATELY to the next level manager. NOTE: REGIONAL MGRS. - As soon as your tournament program is printed, fax a copy to the appropriate next level manager. This is the most expedient procedure for the manager to obtain a copy of the winning Roster. 7. EXPENSES - Hospitality rooms, lunches at drawings, refreshments for teams, game balls, etc., are not to be included in tournament expenses to the MHSAA. NOTE: MHSAA does not reimburse workers who are hired by the local tournament manager for any activity which produces revenue for the local site. This includes concession workers, sellers of programs or merchandise, and parking attendants. 8. RENTAL FEES - By Representative Council action in 1981, member schools will not be reimbursed for rental or usage fees for your school facilities. As in the past, the MHSAA will pay all expenses incurred in hosting an event, but not an additional rental fee. 9. GAME BALL - The Tournament Manager is requested to inform competing teams of the brand and style of soccer ball that will be used at your tournament site. The distinction between a molded or a hand- stitched ball is significant to competing teams. The MHSAA will not reimburse host schools for the cost of a game ball. The game ball at the Finals will be provided by Brine. 10. TICKETS - The ticket price listed is in the General Information Bulletin. District and Regional Tournament Managers will use their own stock tickets. Final Tournament Managers will receive a supply of tickets from the MHSAA. 11. REPRESENTATIVE COUNCIL PASSES - Please be informed that there are MHSAA Representative Council member passes valid for all MHSAA sponsored tournaments. The identification cards for these members are billfold size copper plates with name engraved. There are a total of 19 Representative Council members with such cards. 12. SALE OF MERCHANDISE - Raffles, lotteries or drawings or giving away the game ball are not allowed. Exhibitions are not permitted at halftime of tournament games. Food collection and other similar activities are not permissible. The sale of merchandise such as t-shirts, hats, etc. is not permitted at MHSAA sponsored events except when coordinated with the MHSAA staff. 13. SOUVENIR PROGRAMS - District, Regional and Semifinal Managers shall provide a souvenir program containing rosters of competing teams and the bracket of games resulting from the tournament draw. It is also appropriate to provide information leading to the Finals competition in the form of a bracket with dates and times. The MHSAA will print and deliver souvenir programs to the Final Tournament Manager. Contact John Johnson at the MHSAA office (517 332-5046) if you have any questions.
-3- 14. FINAL PROGRAM SALES - The MHSAA will print and deliver the magazine style program to your site. Programs are to be sold for $3. The host school will share in profits based on total programs sold at the site. It is to the advantage of the host to "sell out" all programs. The Tournament Manager should appoint one person as the director of program sales, responsible for organizing the sales force, assigning locations and justifying the money and programs. Sales Techniques Designated person at the point(s) of entry with the sole responsibility to sell programs to spectators. Sellers should be your most outgoing personnel. Seller should carry up to 25 programs in his/her arms. MHSAA recommends each seller wear an apron with pockets for change. In the event a large crowd is anticipated, a second or third person should be assigned to the main point of entry. Seller should hold high above his/her shoulder, a copy of the program being sold. Seller should "hawk"..."Programs, Tournament Programs" or other appropriate banter. Concessions A small supply of programs should be made available at each concession stand. Do not place them on counter where control is limited. A sign or program display can alert spectators to availability. Seating Area From a time 20-30 minutes before game time, sellers should be in the bleachers selling programs. The MHSAA recommends one person for each seating area although each site has arrangements which may require more sellers. A second or third person originally assigned to a point of entry may be reassigned to the bleachers for this time period. Public Address Prior to the start of the game, the PA announcer should promote the availability of programs and other premium items and the locations of sale. 15. HOSTING COURTESIES - It is paramount that game fields and the surrounding areas are playable and have minimal risk. There must be designated team areas, anchored goal nets, a correctly marked and mowed game field, and restrooms. Any drain areas or track pits should be covered or protected if it comes into play on or off the field. Enforce 10 foot distance from touchline for spectators. It is recommended that a rope, fence or other means is used to keep spectators the required distance away from the touchline. Tournament management may request that spectator sections not stand during play if standing will block the view of other spectators. If possible, policies which prohibit spectator sections from standing during play should be communicated to participating teams in advance of their arrival at the tournament site. 16. MEDIA ACCOMMODATIONS - Working members of the media shall be provided space to perform their duties. Please attempt to accommodate all forms of media equally. Media passes should be honored by your gate attendants, but it is common courtesy for the media to notify you in advance of their intent to cover a particular contest. If a member of the media needs a telephone after a game and one is not readily available in your press area, attempt to accommodate by taking the reporter to a phone in an office in your school building. 17. TEAM BENCH AREAS - Both teams shall be in designated team bench areas on one side of field of play. 18. OFFICIALS AREA - There must be an officials area designated between the team areas. Scorer, Timer and Announcer - At Districts, Regionals, Semifinals and Finals, each Tournament Manager shall secure his/her own personnel for these positions.
-4- OFFICIAL SCOREKEEPER - No MHSAA soccer game shall start without a scorekeeper who will record goals, substitutions, cautions issued and disqualifications of players and coaches. These are minimal requirements of the scorekeeper. The scorekeeper shall receive official rosters from each team which should be available at the score table in the officials’ area for review by the officials. It is encouraged to provide a sounding device (air horn, whistle or bell) to assist in notifying the referee of a substitution request. Placing the scorekeeper in the officials’ area greatly improves the communication and working relationship between the scorekeeper and the officials. 19. TROPHIES AND MEDALS - Trophies and medals are being sent to all District and Regional Managers and are to be awarded to the winning team in each division. Medals and trophies should be examined immediately upon receipt by Tournament Managers to make certain that engraving is correct and that there is no shortage or breakage. All trophies will be supplied by A-1 TROPHIES of Indianapolis, Indiana (800-444-9569). The MHSAA (not Tournament Managers) will make payment for trophies directly to the above company. Medals will be awarded to twenty-five individual members of the winning team in each division at each District and Regional as well as Final championship and runner-up teams. All medals will be supplied by Erffmeyer & Sons (ESCO) of Milwaukee, Wisconsin (800-852-4266). The MHSAA (not Tournament Managers) will make payment for medals to the manufacturer. Trophies and medals should be received not later than Oct 14, 2005. IF TROPHIES AND/OR MEDALS ARE NOT RECEIVED BY THE DUE DATE OR ARE BROKEN, THE TOURNAMENT MANAGER IS TO CONTACT THE SUPPLIER DIRECTLY AT THE PHONE NUMBER LISTED. Make sure the engraving is correct on the trophies and medals delivered. NOTE: KNOW AHEAD OF TIME WHERE UPS IS DELIVERED IN YOUR BUILDING! 20. AWARDS CEREMONY - Tournament Managers are encouraged to have a short trophy and medal presentation immediately following the Championship Games. Persons making the presentations should be limited to faculty members of the host school, the Tournament Managers, members of the Representative Council, or members of the MHSAA staff. Only MHSAA approved awards are to be presented to student athletes at MHSAA meets and tournaments. 21. PUBLIC ADDRESS ANNOUNCEMENTS - Only public address announcements relevant to the tournament and the MHSAA should be made during your games. Scripts for your announcer to use are enclosed in this mailing. Additional scripts may be provided to the finals announcer on the day of the event by the MHSAA. 22. ALCOHOLIC BEVERAGES - Managers are urged to place signs, on non-school facilities, at Fentrances prohibiting alcoholic beverages at the tournaments. 23. TEAM ROSTERS - Each team must provide a complete line-up (first and last name, number, and position of each player and substitutes) and names of all other bench personnel. The line-up must be submitted to the scorer at least 5 minutes prior to game time. 24. PRACTICE ON TOURNAMENT GAME FIELDS - During the week of District, Regional and Championship games, teams may not practice on the respective game fields (except the host school on their home field). 25. TURF GAME FIELD – Artificial turf surfaces may be used for all levels of MHSAA tournament games if approved by MHSAA staff in charge of soccer. (May 2003) 26. ASSIGNMENT OF REFEREES AND ASSISTANT REFEREES - The Three Whistle system of officiating may be used only at the District Tournament Level and only if the District Manager and both competing teams all agree.
- 5- Managers of district championship games must select officials from the list of those who attended a current year’s rules meetings and who were recommended by competing schools, (back side of Roster). Schools hosting 1st Round Districts are encouraged to select individuals who attended a Soccer Rules Meeting and were recommended by competing school coaches. Try to contract three (3) officials to work a diagonal system. If three cannot be contracted, then use the dual system. ALL TOURNAMENT MANAGERS ARE RESPONSIBLE FOR PAYING THEIR GAME OFFICIALS. Only the District Final will have officials’ expenses reimbursed by the MHSAA. Use the tournament financial form located at the end of this file. Managers must also notify each official of the time and place of their game. 27. VISIBLE SCOREBOARD CLOCK - The host site’s scoreboard (stadium) clock is the official time. As soon as the officials become aware of any timing error, they shall correct the time shown on the visual clock. Do not turn off the visible clock! When time expires on the visible clock, the game is over. If there is no visible clock, the timing of the game will be done by the Referee on the field. 28. GAME STARTING TIME - If a Pre-District, District, Pre-Regional or Regional game is played on an unlighted field it must be scheduled early enough to allow for overtime without incurring darkness. Please help convey this concern to Pre-District Managers. Teams are encouraged to arrive one hour before game time. Failure to be ready for play by thirty minutes after scheduled starting time will result in forfeiture. (In emergency situations and when a delay has been reported, the manager may delay the start time.) 29. GAME POSTPONEMENT (BEFORE START OF GAME) - When MHSAA tournament soccer games must be postponed due to severe weather conditions or hazardous field conditions that may be Injurious to players or severely damage the field if played on, the Tournament Manager has the authority to postpone the game and schedule it on the next playable day, excluding Sunday. 30. GAME SUSPENSION - Rule 7-1-3 (page 21 of the Soccer Rule Book) is to be followed at all regular season games and all MHSAA tournament games. Referee shall declare it a completed game if one complete half or more of game has been played. MHSAA tournament games suspended before first half is completed will be continued from the point of suspension on next playable day, excluding Sunday. SUSPENSION GUIDELINES I. On threatening days, management should consult officials about steps to follow if conditions worsen. II. When suspending an outdoor contest, officials and game management shall follow these guidelines. A. Lightning necessitates that contests be suspended. The occurrence of lightning is not subject to interpretation or discussion -- lightning is lightning. B. Severe weather in the form of rain or snow may make field unplayable creating a concern. III. When contest is suspended, host administration shall attempt for security of all participants. A. Contestants and personnel shall be moved to appropriate cover, indoor facilities, or buses. B. When lightning is observed or thunder is heard and the contest is suspended, play may resume when lightning has been absent from the sky and thunder has not been heard for 30 minutes. C. Advise spectators of action being taken to seek shelter.
-6- IV. In considering resumption of competition, the following steps shall be followed: A. Suspension for contests scheduled for 10 a.m. to 3 p.m. must not exceed three hours. Delays for contests scheduled for 3:01 p.m. to 6:59 p.m. policies not exceed one and one half hour. Delays for contests scheduled for 7 p.m. or later must not exceed one hour. A postponed contest shall be rescheduled on a date/time as soon as possible, excluding Sunday. B. Decision to resume within time frame must be made by officials who shall consult with home team administration. C. Host school is responsible for game field and will be given priority consideration in final decision. D. The final decision shall consider liability and conditions of the field. Note: More restrictive local policies and MHSAA tournament policies would supersede these policies. Otherwise, and to the extent allowed by the playing rules code, the official(s) shall make a final decision regarding game suspension once the game begins 31. DURATION OF GAME - All regular season varsity and MHSAA tournament competition shall be played in two equal halves of 40 minutes. 32. COMPLETED GAME - The game shall end when, after the first half has been completed, a team is behind 8 goals or more. This rule is in effect for all levels of MHSAA tournament competition, 33. TIED GAME - See following procedure: TOURNAMENT PROGRESSION When the score is tied at the end of regulation time, the referee will instruct both teams to return to their respective team areas. There will be five minutes during which both teams may confer with their coaches and the referee will instruct both teams as to proper procedure. 1. There shall be two 15-minute sudden victory overtime periods. a) A coin toss shall be held as in Rule 5-2-2(e). b) If a tie still exists at the end of the first 15-minute overtime period, teams shall change ends after a 2- minute interval. 2. If the score still remains tied, all coaches, officials and team captains shall assemble at the halfway line to review the procedure as outlined below: a) The referee shall choose the goal at which all shots from the penalty mark shall be taken. b) Each coach will select any five players, including the goalkeeper, on or off the field (except those who may have been disqualified) to take the shots. c) A coin toss shall be held. The team winning the toss shall have the choice of kicking first or second. d) Teams will alternate kickers. There is no follow-up on the kick. e) The defending team may change the goal keeper prior to each/any penalty kick. f) Following five kicks for each team, the team scoring on the greatest number of these kicks shall be declared the winner. g) Add one goal to the winning team score and credit the team with a victory. An asterisk (*) may be placed by the team advancing to indicate the advancement was the result of a tie breaker system.

If the score remains tied after each team has had five shots from the penalty mark: a) Each coach will select five different players than the first five who already have kicked to take the shots in a sudden victory situation, wherein if one team scores and the other team does not score, the game is ended without more kicks being taken. b) If the score remains tied, continue the sudden victory kicks with the coach selecting any five players (except disqualified players) to take the next set of alternating kicks. If a tie still remains, repeat 3-a. OFFICIALS ACCOMMODATIONS GUIDELINES Whenever we visit, it is comforting to know that when we arrive we are both welcome and expected. An official visiting a school to officiate a game has the same needs, to be expected and to be welcome. Tournament managers can develop a routine which can provide officials with a few comforts that will make their arrival and stay pleasant. Regardless of your school size, someone can be waiting for the official to arrive so he/she can be escorted to their dressing room. The room set aside for the official should be private, clean and contain a place to secure his/her belongings. The coach's office is often used, but it may not allow for privacy nor does it always offer a space for the official to store his/her clothing or equipment. Check your building, locate the best room and set up an officials’ room. It may be an unused storage area or office. If you are privileged to have a locker room which is not used on game night, it may be the spot. The official would prefer to avoid being in the same area, especially within sight or sound of the teams. Providing a private place for officials will permit the opportunity to concentrate on their duty to officiate the game. The public areas (coaches' offices) to which officials are often assigned may suffer from interruption or the fish bowl effect. All too often the official becomes involved in conversation with the residents of the office and little time is available for pre-game discussion. Schools hosting MHSAA tournament events in every sport have a responsibility to prepare a place for the officials assigned to their site. The MHSAA has created a list of guidelines to aid tournament managers in this preparation. Adherence to the essential elements is the expected minimum for tournament hosts. ESSENTIAL - The tournament manager is expected to provide the following for all tournament contests hosted. 1. HOST - An identifiable person who will meet official, escort to the dressing area, and assist official as necessary. 2. SECURITY - A person or persons identified to the officials who will assist in passage from the contest site to the dressing area. The security person will be able to unlock and lock the dressing area when necessary. A security person can be assigned to the dressing area to assure that officials are not interrupted by the media, the fans, the players or the coaches. 3. OFFICIALS ROOM - The room for officials should be private and separate from dressing area of any contestants and provide security for valuables belonging to officials. An adjacent office within a locker room is not desirable. The area should be absent of distractions to enable a proper pre-game meeting. Separate facilities are expected for male and female officials. At no time is it reasonable to expect an official to use an area accessible to the public. 4. SHOWERS/RESTROOMS - Showers and restroom facilities should be available to officials for private use. It is unacceptable to place officials in a position which requires them to share public facilities. In the event facilities must be shared with contestants, it is best that that use be separate and uninterrupted. The area must allow that valuables will be secure. GRATUITOUS - The tournament manager may desire to provide the following for all tournament contests hosted. 1. SUPERVISED PARKING - Near an exit, out of the main traffic pattern. 2. GAME PROGRAM - Something extra. 3. REFRESHMENTS OR SNACKS - A nice touch. Perhaps a choice can be provided. 4. TOWELS AND SOAP - A touch of class. 5. KEY TO THE AREA - Unlimited access. Convenience and trust.

TAUNTING - HANDBOOK INTERPRETATIONS FOR 2003-04- SPORTSMANSHIP - REGULATION V, SECTION 3 (D) Interpretation #248 - Taunting includes any actions or comments by coaches, players or spectators which are intended to bait, anger, embarrass, ridicule or demean others, whether or not the deeds or words are vulgar or racist. Included is conduct that berates, needles, intimidates or threatens based on race, gender, ethnic origin or background, and conduct that attacks religious beliefs, size, economic status, speech, family, special needs or personal matters. Penalties In all sports, officials are to consider taunting a flagrant unsportsmanlike foul that disqualifies the offending bench personnel or contestant from the contest/day of competition (and the next contest/day of competition). A warning may be given but is not required before ejection. At all MHSAA tournament venues, tournament management may give spectators one warning for taunting. Thereafter, spectators who taunt others are to be ejected by security. COMPLETE REGIONAL, SEMIFINAL AND FINAL CHAMPIONSHIP BRACKETS ARE IN THE SEPT/OCT BULLETIN and MHSAA Web site – mhsaa.com. PROCEDURES FOR SUSPENSIONS/DISQUALIFICATIONS AT MHSAA TOURNAMENTS A. COACH 1. General - Unless a school or the MHSAA applies additional conditions, suspension from coaching requires at least that the coach not be at or near the team bench before, during or after the contest, not be in or near the locker room before, during or after the contest, and not give instructions directly or indirectly to coaches or players from any position in or near the gymnasium or field of play. If a school fails to enforce a suspension which is required by the MHSAA, tournament management shall require the coach to comply with the terms of suspension and shall report the school to the MHSAA for further action. If the coach fails to comply with the terms of suspension, tournament management shall report the school and coach to the MHSAA, which shall prohibit the school from the remainder of the current tournament and impose additional penalties as circumstances warrant. Note: Suspensions are required for violations of Regulation I, Section 10 and Regulation II, Section 13(A) and 15 and may be imposed under Regulation V in all other circumstances. 2. Unsportsmanlike Conduct in Previous Contest - A coach who is ejected during a contest for unsportsmanlike conduct shall be prohibited by his/her school from coaching at or attending at least the next day of competition for that team. This is true even if the coach is a parent of a player. If a school fails to enforce the subsequent disqualification with respect to its coach or the coach fails to comply, the tournament manager or any registered official or representative of a member school who becomes aware of the violation shall report it to the MHSAA, which shall prohibit the school from the remainder of the current tournament. Note: Reference Regulation V, Section 3(D).
-9- B. PLAYER 1. General - Unless a school or the MHSAA applies additional conditions, a suspended player is treated as an ineligible player, which means that student shall not participate. It is permissible, but is not recommended, that the player may sit with the team, even in uniform. The minimum requirement is that the suspended student shall not enter the contest as a participant. If a school fails to enforce a suspension with respect to one of its students, which is required under MHSAA regulations, tournament management or any representative of a member school who becomes aware of the violation shall report it to the MHSAA for further action, which shall include (but not be limited to) forfeiture of the contest and thus elimination from the remainder of the tournament. Note: Suspensions are required for violations under Regulation I, Sections 10, 11, 12 and 13 and Regulation II, Section 15 may be imposed under Regulation V in all other circumstances. 2. Unsportsmanlike Conduct in Previous Contest - A player who is ejected during a contest for sportsmanlike conduct shall be withheld by his/her school for at least the next day of competition for that team. If a school fails to enforce the subsequent disqualification with respect to one of its students, the tournament managers or any registered official or representative of a member school who becomes aware of the violation shall report it to the MHSAA, which shall prohibit the school from the remainder of the current tournament. Note: Reference Regulation V, Section 3(D). C. COACH AND PLAYER Any coach who is disqualified for unsportsmanlike conduct two or more times during a season, any player who is disqualified for unsportsmanlike conduct three or more times during a season, and any coach or player who is ejected for spitting at, hitting, slapping, kicking, pushing or intentionally and aggressively physically contacting an official at any time during that season, is not eligible to participate in the MHSAA tournament for that sport that season. If the tournament disqualifying ejection for that individual occurs during the MHSAA tournament, that player or coach is ineligible for the remainder of that tournament. The school of the disqualified coach or player must prohibit that person from being present on the property of the tournament venue for the remainder of the tournament series. If that school fails to enforce this, the tournament manager, any registered official or representative of a member school who becomes aware of the violation shall report it to the MHSAA, which shall prohibit the school from the remainder of the current tournament. VIDEOTAPING/FILMING RADIO AND TV COVERAGE AT MHSAA SPONSORED MEETS/TOURNAMENTS All outlets requesting to broadcast live or tape-delayed must obtain permission from MHSAA office before game time. Fees will coincide with those assessed for other sport tournaments. The following videotaping/ filming procedures have been set for all MHSAA sponsored (District, Regional and Final) Tournaments: Competing Schools - The Representative Council at its May, 1996, meeting voted to eliminate MHSAA Handbook Regulation II, Section 14(A) that prohibits schools from videotaping or filming contests in which they are not participating without permission of competing teams. Previous council action in 1995 had eliminated the Regulation for football only, but in 1997 the Regulation is eliminated in all sports. Leagues and conferences may continue to enforce third party (scouting) limitations for league games and league teams, however, non-conference opponents will not be subject to such prohibitions and will be allowed to videotape events without advance permission. It is to be understood that videotape scouting does not include press box or preferred seating status without prior consent of host school.
- 10 – Media Taping/Filming - The filming/taping of MHSAA events must be cleared through the Michigan High School Athletic Association. Members of the media may, without paying a fee, arrange with the local Tournament Manager to take clips of MHSAA events for public showing. Under no conditions may an MHSAA event be filmed or taped for showing in its entirety without advance clearance through the MHSAA. Spectator Videotaping/Filming - Spectators must receive permission from Tournament Manager for any live action taken of athletic events other than snapshots. If permission is granted for spectators to film entire event or take clips, it is to be with understanding the tape/film may not be sold, leased, borrowed, rented for commercial purposes, or shown on television. Tournament Manager should not permit spectators to interfere with view of other spectators or news media personnel covering the activity; is not required to provide electrical hook-ups or tripod space; may require spectator videotaping from a designated location(s) and if there is any question as to purposes of filming or taping, request should be denied by local management. Live Television Coverage - Radio Coverage - No radio, television or cable origination is permitted at any site until application has been made through MHSAA, fee paid and authorization given by MHSAA through Manager. Delayed Television - Arrangements for taped delayed broadcasts must be made through MHSAA office and only one origination will be allowed at a tournament center. A fee is required for each game at each site. Tape delayed telecasts of events for which live television is contracted will not be permitted. MHSAA Finals in all sports are not available on a delayed television basis. TORNADO POLICY FOR MHSAA EVENTS (Adopted May 1981) I. IF THERE IS A WATCH OR WARNING AT A TOURNAMENT SITE - A. Watch or warning issued at least three hours prior to the event: 1. If local district policy closes tournament facility, all participating teams must be called and informed of postponement with information pertaining to next playing date and time. 2. If host district policy does not close facility, all participating schools who have not called host must be called to be sure all who are scheduled to play will be present. (Participating school local policy must prevail). a. If one team of a dual type competition (i.e. Baseball Tournament) cannot be present by their policy, no contest will be held. Competition for that day/night must be rescheduled on next possible day, not including Sunday. b. If competition is multiple team type (i.e. Track, Tennis), meet will be conducted as long as a reasonable number of teams (60%) can be present. B. Watch or warning less than three hours before event: 1. If competing teams are enroute, no decision can be made until both teams in a bracket have arrived or contact has been made, unless local policy forbids use of facility once watch or warning has been issued. 2. If competing teams arrive, are on premises, and local policy permits, play contest when and if time permits. 3. If it is not possible that date, reschedule for next playable date, not including Sunday. 4. Local policy will always prevail.
- 11 - C. Watch or warning during contest: 1. Suspend play. 2. Take necessary steps and precautions as directed by local policy. 3. Resume play at point of suspension as soon as permitted. If not that day/night, then reschedule for next possible date, not including Sunday. II. IF THE WATCH OR WARNING IS IN AN AREA OF ONE OR MORE COMPETING SCHOOLS AND NOT AT A TOURNAMENT SITE: A. It shall be the responsibility of competing school to inform manager of tournament immediately. B. Decision as to play or not to play will be made by Tournament Manager, based on information presented and type of sport event involved. 1. If one or more local policies do not permit travel or competition, game/games/ tournament will be postponed. 2. If scheduled competition is of a multiple team nature (i.e. Track and Field), the competition may take place even though all teams are not able to be present. (60% is suggested guideline). 3. The rationale for No. 1 and No. 2 hinges on the fact that in No. 1, both teams of a dual type competition must be present if contest is to take place. Number 2 permits competition, even though all teams cannot be present. C. If one or more schools are on the road to the tournament site at the time of watch or warning, no decision shall be made until contact has been made with all concerned. (An authorized person from the assigned schools). D. If one school arrives on site and opponent cannot travel due to local policy, game shall be postponed and rescheduled on next possible date, not including Sunday. GENERAL GUIDELINE: Local Tournament Manager has full jurisdiction over policies of tournament site. - 14 - TOURNAMENT MANAGERS Officials Checklist 9 Officials for your Regional, Semifinal and Finals tournaments have been assigned by an MHSAA committee and are listed on the "Tournament Invitation" form enclosed. Officials receive a personalized "Tournament Invitation" which contains the same information provided to the Tournament Manager. Officials are to sign and return the white copy of the form to the tournament manager. 9 Seven (7) days after receiving the Manager's Copy of the "Tournament Invitation" form the manager is asked to call each official who has not returned a "Tournament Invitation" to learn their status and request the form to be signed and returned to the manager. 9 Carefully check each "Tournament Invitation" returned by the officials to determine if the official accepted or declined the invitation. 9 After the tournament manager has contact with all officials assigned, notify Tom Minter at the MHSAA by FAX (517) 332-4071 (copy form on the back of this sheet) of the individuals who DECLINED the invitation and check “Replace”. The form may also be emailed if needed (tminter@mhsaa.com). If the official has a conflict of interest and should be assigned to another tournament, check “Move”. 9 The MHSAA will find a replacement and notify you by mail, email or FAX usually within seven (7)) days. (Calls to officials are generally as soon as posssible.
