Boys’ Basketball Handbook 2018 – 2019 President’s Message Another high school basketball season is set to begin. The high school boys in British Columbia and privileged and fortunate to have so many of you supporting their growth and development with countless hours and steadfast perseverance. While our players have experiences that will shape their lives for years to come, you the coaches provide the backbone of our association. Our BCHSBBA executive appreciate your work and look forward to hearing and seeing your successes on and off the court. Our past season concluded with another premier championship event at the Langley Event Center. I would like to thank all of the Tournament Committee Members, volunteers, coaches, players and Langley Event Center staff for running a memorable tournament to be proud of. We congratulate all of our champions from last season; 4A Champions – Burnaby South, 3A Champions – South Kamloops, 2A Champions - Brentwood College, and 1A Champions - Heritage Christian. The executive and the Langley Events Center continue to pursue sponsorship opportunities for our future tournaments. We remain grateful to BADEN as our official ball supplier until 2022. Please take the time to read this Handbook and use the online registration procedures available on the Association website. Please remember that all teams MUST register with our association in addition to registering with BCSS. All teams must also submit a team photo. Make sure you check the handbook as fines will be applied to teams not meeting submission deadlines. A reminder of the motion that we passed at last year’s AGM regarding whether or not teams will be considered for berthing calculations. The minutes from the meeting can be found on our website. Feel free to contact me or other members of the Executive with questions or clarifications. In addition, this book also contains contact information for all Zone Reps and Committee members. Ted Cusick and Tom Tagami are once again our website managers. The time, effort and dedication they give to our association is incredible. We are privileged to have such a well-run website. Please take advantage of it: www.bcboysbasketball.com We also have a discussion board for our coaches: http://bchsbba.proboards.com/ and I encourage all coaches to make an account. Our AGM for 2018-2019 will be held on Saturday March 9th, 2019 at 10:00am at the Langley Events Centre Banquet Room with a coaches’ breakfast starting at 9:30am. We will also be having a Zone Rep meeting which will start prior to the coaches meeting at 9:00am. Our association needs your input and to improve communication we need you and your fellow coaches to join us at our AGM. Any of you who may be interested in joining the executive please contact me. We have a history of exceptional people volunteering for our association and need you to consider putting your name forward so we can carry on our great traditions. Thanks again to Kerry Taylor, who has moved on from his role as Past President but agreed to stay involved on our committee. Thank you, one final time to Paul Eberhardt for his four and half years as our president. We are thankful to have his advice still as past president. (Bus) Phillips Ted Cusick Stan Piper Ken Winslade Hugh Marshall Stan Markowski The Ken Wright Memorial Coaching Award Ken Wright was one of the original founders of the BCHSBBA in 1946 and played a key role in the development of our Association and Provincial Tournament until his passing in 1996. From the outset, he enthusiastically supported and aided in the development of high school basketball and coaching programs in our province. Of great interest to him was the development of sportsmanship along with the pursuit of excellence by the coaches and players associated with the game. The Wright Family Trust, presents this award with assistance from our Association, in the hope that every school will seek to achieve the high ideals and dreams that Ken wished to see developed in high school basketball. The award will be in the amount of $500.00 and will be awarded to a coach, in our Association, in the name of the high school, who has improved and developed in the school’s basketball program to be competitive at the local, regional, and provincial level. The award must be used to encourage the continued development of the school’s basketball program. An individual plaque will be presented to the coach in recognition of his/her commitment to and development of basketball in their school. Nomination Process A committee made up of members from the Executive of the BCHSBBA will determine the selection of this award. Coaches and Executive members of the BCHSBBA may make nominations. Nominations must be submitted by February 15th of the year in which the award is given and be accompanied by a written statement, describing the improvement and success of the school’s program. In the event that the Awards Committee does not receive a nomination, it will be the responsibility of the members of the Executive to seek a school program worthy of this award. 8
Boys’ Basketball Handbook 2018 – 2019 Criteria for Selection Guidelines to consider when making a nomination should include: • Quality of the basketball program in the school. • The philosophy of the coach and his/her impact on basketball in the school • The improved quality of team play and competitiveness of the school at the local, regional, and provincial level. • The impact of the basketball program on the school and the community. • Level of sportsmanship is displayed. Boys’ Basketball Handbook 2018 – 2019 Variation to the Tournament Berthing The Berthing Committee will meet January 27, 2019 to determine the berths for our zones for all provincial tournaments. This berthing is done according to our constitution (Rules section—Part 9). As a result of the motion passed at the March 2013 AGM, section 9.01 exemptions are no longer accepted. Zone Allocations The number of teams from each Zone for Provincial Championship will be based on the number of “active” schools registered online with the BCHSBBA by December 14, 2018. An “active” school is one that has submitted its Player Registration Form to BC School Sports by December 19, 2018 and is playing games with the goal of advancing to playoffs. 13
Boys’ Basketball Handbook 2018 – 2019 Playoff Games for Provincial Tournaments Should the Executive and Tournament Committee determine that playoff games are required and determine that the game(s) be at a neutral site, that site should be agreed to by the Zone Representative involved. Should the Zone Reps not be able to agree on a site, the President shall make the final decision. Role of the Zone Representative The Zone Representative acts as the representative of the Executive in his/her particular Zone. He/she exercises advisory powers to teams in matters that arise with the Zone. • Contacts schools in his/her Zone, usually by letter, in September outlining such things as registration procedures, zone tournament information and other matters relating to the Zone. • See that all photos, required from teams by December 15th, 2017 are sent to the BC Boys’ website. Zone Representatives should contact coaches to remind them of this photo requirement. • Sees that all arrangements are made for the Zone Tournament and that all registered teams have had the opportunity to qualify for the Zone Tournament. • Informs the Executive Assistant of their representative from their Zone to the Provincial finals the day following the Zone Tournament. • Provides for the annual meeting a full report of the Zone activities for the year, as well as Zone Tournament results and a financial statement (requirement to receive Baden grant). • Provides information to teams regarding scholarship application procedures. • Attends, where possible, Executive meetings of the BCHSBBA. Classification for 2019-2021 (*2-year cycle of reclassification) All schools are required to declare their tier for the upcoming two year cycle beginning with the 2019/2020 season of play. Refer to the BCSS Website or the BCSS STARS system to view your current tier. More information regarding tiering will be forwarded to schools in January. Please direct all inquiries to Sean Juteau, President BCHSBBA **tiers are established for a 2-year period Rules for Classification • Classification must be declared to Sean Juteau (juteau_s@surreyschools.ca) by Feb. 15, 2019. a. After teams have declared their tier, adjustments will be made to balance tiers and teams will have a second opportunity to move tiers this deadline is Feb. 27, 2019. • All full-time male students under the age of 19 as of December 31, of the previous school year, in Grades 11 & 12 are to be counted whether or not physically or actively able to participate. • Full-time student as defined by BC School Sports 14

Member school fees should be sent directly to BC School Sports. Team and Player Registration (BC School Sports) • Done through BC School Sports online registration (STARS) at www.bcschoolsports.ca. • Winter team registration must be completed by Dec. 19, 2018 • Winter rosters must be completed online with BCSS by Jan. 23, 2019 • BCSS will make Player Registration Forms available to the Commissioner. Registration for Zone and Provincial Playoffs (BCHSBBA) To register and qualify for Zone and Provincial playoffs, a roster must be submitted to the BC Boys website by December 14, 2018 and a copy of a team photo must be sent to the BC Boys’ website by December 14, 2018 15
Boys’ Basketball Handbook 2018 – 2019 Photo Instructions • Minimum 5” x 7”, including Coach and Manager (may be colour or black and white) • Numbers should be clearly visible. • Players should face the front with numbers visible. • Proportion players by height to give a balanced appearance. • Background should be light with no markings showing. *You may list more than 15 players but only 15 players are allowed on a score sheet for a game. Berthing Registration This year all teams must add their roster to the BC Boys’ website in order to be counted as a competing team. New timelines for 2018–2019 • Rosters and schedules are to be in by December 14, 2018 • Pictures are to be in by December 14, 2018 Registration for BC Boys’ Basketball • Go to www.bcboysbasketball.com • In the upper right-hand corner, click on “Login”. If you don’t have a user name and password, send an email to bballadmin@telus.net requesting them. We will send them to you. You choose what you want and if it isn’t taken, it’s yours. • After logging in, you should see your league and team names in the left-hand corner. Team Roster • Click on “Edit Roster”. • Click to add players. • The fields with red asterisks are mandatory. • Players own contact information is optional and is not shown on the public side as are the primary and secondary contacts (mother, father). • Once you have the player’s information entered, click on “add this player” at the bottom. • The next screen shows the players on your list so far. If you made a mistake or want to add a profile or individual picture, click on the appropriate section and follow the instructions. • To save erasing a whole season of stats by accident, you must contact tedcusick@telus.net to delete a player from your team. Team Picture To make things easier, in the upcoming season, email your picture to tedcusick@telus.net and we will enter it for you. If you wish to do it yourself, please use the following instructions. • Take a team picture or have it taken and save it as a .jpeg on your computer. Remember the file folder and file name that you saved it as. • To add your team picture, click on “Team Name”. • Click on “Edit”. • Click on “Add a photo for this tem”. • Click “Browse” and find the file name of your saved team picture. • Select the proper file. 16

All tournament passes will be distributed from the WILL CALL window at the Langley Events Centre during 17

All passes will be scanned at the door upon entrance • Tickets will be listed under the name of the head coach who is listed on the Association website. If you want the tickets to be listed under any other name you must e-mail Sean Juteau no later than March 4th, 2019 • The Senior Boys’ coach of teams outside of the Lower Mainland, Fraser Valley and Howe Sound may receive 2 Tournament passes for the Tournaments. Please send requests for passes by March 4, 2019 to Jinder Sarowa (Jinder_Sarowa@sd34.bc.ca) These passes can be picked up at the LEC Will Call. • For the teams competing in the tournament, the coaches will receive sixteen passes. These passes are for players, managers and coaches. If you have cheerleaders who are going to be present, additional daily passes will be available. Boys’ Basketball Handbook 2018 – 2019 2019 BCHSBBA Basketball Scholarship Application 1. Various scholarships are provided by the British Columbia High School Boys’ Basketball Association (BCHSBBA) to each successful applicant of a team who is a member of the Association. 2. Scholarships shall be awarded to students proceeding from Grade 12 to any university or other post- secondary institution. 3. Candidates must complete the application in full and provide all required information, documents, and letters in order for their application to be considered. 4. A successful candidate can receive only one scholarship from the BCHSBBA or a Zone member (a high school within your district). 5. A candidate must have proficiency in basketball, a minimum “B” average in his marks or the capability of being accepted by the university or post-secondary school of his choice, and demonstrate good citizenship, character, and leadership. 6. The following must accompany the application (do not send original letters of reference as they will not be returned): a. The signature of the Principal certifying the candidate’s scholarship, character, and school citizenship. b. A letter from the Coach indicating the candidate’s character, leadership, and, in particular, the candidate’s basketball ability. c. A letter from a member of the community writing on behalf of the candidate in regards to his leadership qualities, community activities, and character. d. A transcript of the candidate’s marks or a photocopy of the Permanent Record Card. If neither is available, a typed copy of the Permanent Record Card, certified by the Principal’s signature, will be accepted. Current term grades must be attached. All of the above will be evaluated by the judges in their discretion. The decision of the judges is final. It is the responsibility of the applicant to see that the application is complete and that all required information, documents, and letters are enclosed with the application. Applications must be received by 4:00 PM on February 15, 2019. • Late applications will not be considered. • Faxed applications will not be accepted. • Incomplete applications will not be accepted. • All application material will be destroyed and no information will be returned. Boys’ Basketball Handbook 2018 – 2019 Code of Ethics Exemplifying high moral character and displaying the highest standards of honesty, integrity, and leadership. All members of the BC High School Boys’ Basketball Association shall treat all persons with dignity and respect. In particular, each member of the Association shall 1. Respect the integrity, judgement, and interpretation of the Directors and Governors. 2. Avoid actions that might result in conflict between the Association and the Coach. 3. Ensure that all personal behaviour is consistent both with the rules and regulations of the Association, and with the educational purposes of the school. 4. Respect fellow coaches and promote ethical relationships among coaches by: • Refraining from making unsubstantiated accusations about fellow coaches. • Exercising caution in making statements to the new media, specifically avoiding critical media comments about any member of the Association and/or its Executive. 5. Advise all athletes of the rules and regulations under which they are participating, particularly those regulations relating to eligibility and recruiting. 6. Observe both the letter and intent of the rules of the game, and insist that athletes under his/her direction do the same. 7. Model values of fair play and sportsmanship by: • Respecting the interpretation, integrity, and judgement of game officials. • Displaying modesty in victory and graciousness in defeat. • Refraining from profanity. • Encouraging a respect for all athletes and their values. 8. Promote desirable personal and social traits in athletes by: • Encouraging all athletes to strive toward high standards of personal conduct and scholastic achievement. • Striving to develop, in each athlete, qualities of leadership, initiative, and good judgement. • Disciplining athletes who display unsportsmanlike behaviour. • Promoting good health practices among athletes, taking an active role in the prevention of drug, alcohol, and tobacco abuse. Boys’ Basketball Handbook 2018 – 2019 Code of Ethics: Recruiting A primary goal of the BC High School Boys’ Basketball Association is to provide equal opportunities for all participants and all schools. Members of the Association are, therefore, opposed to student recruitment. Schools should not—either directly or indirectly—attempt to coerce or pressure a student to play for a particular school. More specifically, schools should not attempt to influence a student who demonstrates special skills and talent in basketball to enrol in a public or private school outside of his designated school boundary. Indicators of Recruiting 1. A coach or any other school representative initiating contact with a non-enrolled* student in order to suggest, explain, or encourage a student transfer. 2. A coach or any other school representative encouraging any other person—including present or past players—to contact a non-enrolled student to encourage a student transfer. 3. A coach or other school representative encouraging the non-enrolled student to attend a particular school by providing special inducements such as preferential accommodation, reduced fees, or employment. 4. A former coach influencing a student to transfer to a school where that coach is presently employed. 5. A coach permitting a non-enrolled student to participate in team activities, including: • Team practices. • Scheduled team activities, including team meetings. • Pre and post-season practices, including open gym, and spring and summer leagues. 6. A coach permitting a non-enrolled student to accompany his/her team to school functions, and/or providing a non-enrolled student with complimentary admittance to a school function or to any other activity in which the school is participating. 7. A coach providing a non-enrolled student with team practice, game, or other plans. 8. A coach providing transportation, and/or providing financial payment (including reducing or waiving fees) in order to facilitate the participation of a non-enrolled student in out-of-season contests, leagues, camps, or related programs. 9. A coach using the evaluation process in an out-of-season program or camp to suggest that a player would improve if he played in a better program or stronger league. * An enrolled student is a student who is attending a Grades 8 to 12 school. Where the school has only Grades 11 and 12, students enrolled in the senior school’s “feeder” junior secondary school would be considered enrolled in the senior secondary school. 25

This committee will present a report with recommendations to the 2019 AGM.” Motion #3 Moved: Ed Somers, Seconded Chris Ball (Motion Carried – will be forwarded to BCSS) *motion was amended on the floor and the amendment was passed (see amended wording below) “Be it resolved that International and/or boarding students must be full fee-paying students at the institution they attend in order to be eligible to play. Any students who receive any financial aid in bursaries, grants, scholarships, or 3rd party funding toward their tuition or food and housing would be deemed to be ineligible.” - Debate surrounding the issue of players receiving funding in order to attend a member school - General feeling is that this impacts both large and small schools - The motion, if passed, would need to be then taken to the BCSS AGM - The opinion was expressed that we have tried this many times without success 17.
