2019-20 Handbook 2019 Passed Amendments: • 4.2.0 Establishes hard line number of high school classifications. • 4.3.0 Adjusts high school enrollment figures based upon percentage of free and reduced lunch data. • 4.3.0 Schools may opt up for all sports activities; 1A, 2A, 3A and 4A schools may petition down for football only. • 4.11.0 WIAA Executive Board may modify classification policies and procedures. • 8.12.13 WIAA Executive Board may waive and modify the constitution. • 17.12.4 Up to five practices from one sport may be transferred to another sport, except football, in the same season. • 17.12.10 Implements a sliding scale to count practices after a practice interruption. • 30.3.0 1B or 2B varsity basketball teams may play two games in a day under certain conditions. • 35.5.4 Subvarsity football teams may play in a fifth quarter. • 43.7.0 Establishes standardized warm-up times for regular season volleyball. 2019-20 FALL WORKSHOP
2019-20 Volleyball Regulations • The official warm-up time will be 20 minutes, with 8 minutes of shared court time, followed by 6 minutes for the home team, followed by 6 minutes for the visiting team. Hitting or serving the ball into the opponent’s court is not allowed during the shared court time. • Leagues have the opportunity to add warm-up time prior to the start of the official warm-up time. 2019-20 FALL WORKSHOP
Executive Board Action AUGUST 2018: • Waived 17.12.7 which allowed high school teams, contingent upon local school board approval, to hold practice seven (7) days of the week during the first two (2) weeks of the 2018 fall season for each sport. SEPTEMBER 2018: • DENIED the request to allow all district events to be played through the Tuesday prior to the state event. • APPROVED $6,700 to cover the district D&O coverage. • SUPPORTED the request of four Washington schools to be released from the WIAA in order to join the OSAA effective with the 2019-20 school year. • DEVELOPED a proposed suspension carry-over. • APPROVED the recommendations of the Football Seeding Committee. 2019-20 FALL WORKSHOP
Executive Board Action NOVEMBER 2018: • APPROVED that the start date for volleyball will be the same for all classifications. • APPROVED Airnow.gov as the state-wide site for checking air quality standards. • APPROVED to enforce WIAA suspension rules and allow other governing sport bodies to determine policies for their respective organizations. • APPROVED the proposed fee increases in music, golf, tennis, and the WIAA Coaches School which were reflected in the 2019-20 budget. • APPROVED the experiment to allow sixth graders to run with seventh and eighth graders in both cross country and track during the 2018-19 school year. JANUARY 2019: • APPROVED Mat Classic schedule and format changes. 2019-20 FALL WORKSHOP
Executive Board Action March 2019: • APPROVED to add the ambulatory exhibition division to the State Cross Country Meet, beginning in 2019. • APPROVED the 1B/2B boys and girls soccer quarter brackets be adjusted in order to prevent the same teams from playing each other in the semifinals. • APPROVED a special committee to review the state basketball tournament format. • ACCEPTED the contract for Mick Hoffman as the new WIAA Executive Director with the beginning date of July 1, 2019. JUNE 2019: • APPROVED a six-year rotation of the 2A, 3A and 4A State Volleyball Championships between Saint Martin’s University and the Yakima Valley SunDome beginning with the 2020-21 school year (rotation attached). • APPROVED points for Cheer and Dance/Drill to be included in the Scholastic Cup. • APPROVED the 2019-23 WIAA/WOA Statewide Agreement. 2019-20 FALL WORKSHOP
18.23.4: Non School Participation 18.23.0 NON-SCHOOL PARTICIPATION - Students may participate on a non-school team or teams or in a non- school instruction program while also participating on a school team. 18.23.4 Penalties: A. If a school gives students special treatment or privileges, the school must report the violation to its league to determine appropriate penalties. B. Penalties assessed to the student for violating this rule are determined by the local school district. 2019-20 FALL WORKSHOP

Ejections – Violent Conduct 1. Violent conduct is defined as the commission of a violent act against an opponent, official, spectator, teammate or other individual(s) when in or out of play. A player or coach is guilty of violent conduct if he/she uses excessive force or brutality against an opponent when not in the play. He/she is also guilty of violent conduct if he/she uses excessive force or brutality against a teammate, spectator, official or any other person. Violent conduct may occur either on the field of play or outside its boundaries, whether the person is in play or not. 2. Abusive language is defined as harsh or insulting language or profanity directed towards another individual. 2019-20 FALL WORKSHOP
Ejection Appeal Process • WIAA staff interpret the playing rules in all sports. If a school is considering an appeal of an ejection or a protest of a rule, the WIAA staff overseeing that sport must be contacted, NOT the local assignor for that sport. The role of the assignor is simply to assign officials to contests. • Who should be contacted: – WIAA staff who oversees that sport – Administrator of opposing school 2019-20 FALL WORKSHOP
Ejection Appeal Process 19.13.2 Ejections resulting from a judgment call that resulted in an ejection, may be appealed. School approved video evidence, submitted by the principal or designee, may be used to determine whether an ejection was due to incorrect judgment on the part of the ejecting contest official. A. For regular season events, the principal/designee of the ejected person must contact the WIAA administrative staff within one (1) school business day after the conclusion of the contest in which the ejection occurred to verify an incorrect judgment call that resulted in the ejection. Providing the WIAA administrative staff finds an incorrect judgment call backed by video evidence, the principal/designee may appeal only the suspension to the school’s league. If the school is not a member of a league, the appeal will be filed directly with the WIAA District Board. 2019-20 FALL WORKSHOP
Ejection Appeal Process 1. The video must be submitted within one (1) school business day after the conclusion of the contest during which the ejection occurred. 2. The video submitted must clearly document the situation/play in which the ejection occurred. 3. The WIAA administrative staff will have a minimum of two (2) school business days in order to make a decision regarding the appeal. 4. The decision of the WIAA administrative staff regarding the ejection is final. 5. If the next contest in which the ejected person will be suspended is less than two (2) school business days from the conclusion of the contest during which the ejection occurred, the appeal must be heard by a Games Committee (refer to 19.13.3). 2019-20 FALL WORKSHOP
Ejection Appeal Process B. Provided the steps in 19.13.2 have been met, the principal or designee may stay the suspension, but may not vacate the ejection, and will report his/her decision and rationale to the school’s league. 1. If WIAA administrative staff review cannot be completed prior to the next regular season contest or a Games Committee (refer to 19.13.3) is not available, the suspension must be fulfilled. 2. If the suspension is fulfilled, an appeal can still be processed, with the potential to remove the ejection from the individual’s record and the school ejection count. 2019-20 FALL WORKSHOP
Ejection Appeal Process C. The hearing procedures, as outlined in 27.0.0, shall be followed. The league shall review and either affirm the decision of the principal/designee with the understanding that the one (1) contest suspension shall not be assessed or overrule the decision of the principal/designee, whereby the ejected person shall be required to serve the one (1) contest suspension. Any league action shall be in writing and specify the reasons for the league decision. Failure of a school for any reason to enforce the regulation and/or decision of the league will be considered a school violation. D. For postseason qualifying contests and/or state contests, any appeal will be heard by the Games Committee (refer to 19.13.3), providing the appeal was approved by the school principal/designee. A decision will be given no later than two (2) hours before the next event in which the ejected person might participate. 2019-20 FALL WORKSHOP

Games Committee Each Event Manager shall appoint and name a Games Committee for all postseason contests. The Games Committee will be on site or readily accessible by phone for all postseason qualifying and/or state contests. Participating coaches will be informed of the process and makeup of the Games Committee prior to each postseason event. 2019-20 FALL WORKSHOP
Games Committee A. The Games Committee may be composed of no fewer than three, nor more than five, members. Games committee members may include 1) the event manager or designee; 2) the head official; 3) a coach, athletic director or school administrator not involved in the appeal; and may include 4) the official scorekeeper or 5) another event staff member. B. The Games Committee members may not have a conflict of interest with the teams/individuals involved with the appeal. C. The Games Committee may assist the event manager as needed and be immediately available to him/her at all times during the event. 2019-20 FALL WORKSHOP
Games Committee D. The Games Committee will act as an arbitration board to review an appeal of an ejection due to incorrect judgment. E. Providing the Games Committee overturns a judgment call that led to an ejection, the suspension may be vacated. F. The decision of the Games Committee is final. 2019-20 FALL WORKSHOP
Video of Non-Ejection • The staff and Board are committed to consistent and fair rulings when faced with unique circumstances. • The WIAA Executive Board is considering an amendment that, after watching a video submitted by a school to appeal a suspension, would give the WIAA staff the ability to suspend a participant or coach if their behavior warranted ejection but was unseen by the officials working the contest or to increase the suspension based upon behavior following the ejection. 2019-20 FALL WORKSHOP
Track and Field DQ vs. Ejection • Unacceptable Conduct – Athlete is disqualified from the current event and able to compete in the remainder of the meet. o A judgement call may not be appealed by video. o Using profanity not directed at someone or any action which could bring discredit to the individual or his/her school. • Unsporting Conduct – Athlete is disqualified from that event and cannot compete in the remainder of the meet. o If video evidence is available, appeal can be filed with the head official and a Games Committee will hear the appeal. o Examples: Disrespectfully addressing an official, flagrant behavior or use of profanity, directed toward someone. 2019-20 FALL WORKSHOP
Air Quality & Heat Index • School Closures and Participation are the decision of the individual school district, usually in consultation with the local health department. • www.doh.wa.gov/localhealth if you have questions about air pollution and health. • The WA Smoke Blog has updated information about smoke for public use: http://wasmoke.blogspot.com • The WIAA Executive Board has approved AirNow (https://airnow.gov/) as the site for current air quality data. Classification Information Classification Amendments Approved by Rep Assembly Classification Enrollment Parameters: 4.2.0 HIGH SCHOOL CLASSIFICATIONS - High schools shall be classified as “4A”, “3A”, “2A”, “1A”, “2B” and "1B". Every four (4) years. The enrollment parameters for each classification shall be: 4A 1300+ 3A 900 – 1299 2A 450 – 899 1A 225 – 449 2B 105 – 224 1B 1 - 104 2019-20 FALL WORKSHOP
Classification Information Equitable Entry into Post Season (Executive Board Action as per 8.12.6): 1. The size of the number of entries into the state tournament would be determined by the number of schools in that classification 2. An approximate ratio of 4:1 (schools in the classification to number of entries into the state tournament) would be used to determine the size of the state tournament. 3. Number of Schools Number of State Tournament Entries 84+ 24 69-83 20 53-68 16 37-52 12 20-36 8 19 or less Combined with the smallest classification above or below 2019-20 FALL WORKSHOP
Classification Information 4.2.4 A schools adjusted enrollment will be used to determine that schools classification. 4.3.0 ADJUSTED ENROLLMENT 4.3.1 A 1A, 2A, 3A or 4A school’s free and reduced lunch data as reported to the Office of State Superintendent of Public Instruction for the month of November of the reclassification year will be used to determine that school’s adjusted enrollment. 1A, 2A, 3A or 4A schools with a free and reduced lunch count greater than the state wide average will have their Average Monthly Enrollment reduced. 4.3.2 Schools with a Free or Reduced lunch count greater than the state wide average will be adjusted as follows: A. The reduction will match the percentage greater than the state wide average up to 40 percent (%) maximum. B. A school could be moved down no more than one classification due to its adjusted enrollment. 2019-20 FALL WORKSHOP

Classification Information TIMELINE FOR THE 2019-20 SCHOOL CLASSIFICATION PROCESS: • November 4, 2019: Notify WIAA of intent to Opt-Up to a higher classification (FORM #1) Private School enrollment count (FORM #2). • November 18, 2019: Private School enrollment count DEADLINE. • November 25, 2019: 2019-2020 Adjusted enrollment counts available to schools. • January 10, 2020: Final Deadline to declare opt-up, or re-submit Form #1, schools may change their original declaration to opt-up. • Deadline for written notification to WIAA of intent to appeal classification for all sports or for football only, appeals to be held at the January 26, 2020 WIAA Executive Board meeting. • January 26, 2020: Executive Board approval of 2020-2024 classifications. 2019-20 FALL WORKSHOP
Allocation Process • Fall: September/October • Winter: December • Spring: March – Pre-Approval of 1A, 2A, 3A & 4A Team Sports – Three Week window – Fall (Five Week window for Cross Country) – Two Week window – Winter and Spring – Fall Golf and Tennis: Allocations finalized in SPRING WHAT IS THE TWO, THREE OR FIVE WEEK WINDOW? At the start of the two-year allocation cycle, adjustments are made to allocations during the first Two, Three or Five weeks of each sports season. (Fall: 3 or 5, Winter and Spring 2) Schools can add or delete a sport 2019-20 FALL WORKSHOP
Allocation Process WHAT IS THE TEAM DEFINITION FOR INDIVIDUAL SPORTS? The individual sports have a minimum number of participants required in order for the school to be included in the total school count for allocation purposes in its classification. The minimum count is taken any time during the first three weeks of the sports season for that sport during the first year of the allocation cycle. The WIAA District Directors are responsible for gathering information from the member schools. • Bowling 5 • Cross Country 5 • Golf 5 • Gymnastics 5 • Swimming & Diving 4 • Tennis 3 • Track & Field 5 • Wrestling (Boys & Girls) 8 2019-20 FALL WORKSHOP
Supervision at State Events Supervision • 17.31.0 SUPERVISION OF TEAM/CONTEST - During the sport season, all team/contestant activity (designated practice, turnouts, games, meets, playoffs) shall be under the supervision of a school district staff member. • 17.32.0 CROWD CONTROL RESPONSIBILITY - Member schools are obligated to maintain proper crowd control at all interscholastic activities. The WIAA Executive Board shall have full authority to penalize any member school whose representatives or spectators may be adjudged, upon evidence presented, to have violated these obligations. The Association shall have no responsibility for crowd control or for the actions of school representatives. 2019-20 FALL WORKSHOP
Ambulatory Cross Country • Exhibition division included for 2019 championships. • Schools must submit wheelchair and para-athlete form to WIAA office by October 11, 2019. Form can be found on WIAA Cross Country site. • It is imperative that each school sending a competitor take the time to make sure that each athlete is eligible under both WIAA and school rules. • An ambulatory athlete shall have a permanent orthopedic, neuromuscular or other physical disability. The ambulatory division will include Visual Impairment, Cerebral Palsy, Dwarfism, Amputees and similar physical disabilities. • Permanent orthopedic impairment shall be verified by a licensed physician and maintained on permanent file at the school. 2019-20 FALL WORKSHOP
Football & Soccer 1st & 2nd Round Field Selection Process WIAA HOME DISTRICT will pre-select 3-5 sites for each classification and submit to WIAA Office by October 1. • Field must meet NFHS field specifications. • Sites will be determined based on suitability of the facility : – Condition of playing field – Ability to control admission for ticket sales – Adequate seating for crowd, both home and visitor – Availability of locker rooms / meeting rooms / restrooms for both teams and spectators – Equal access to press box facilities for both teams – Adequate parking for anticipated crowd – Availability of emergency medical treatment Final determination of site may require a field inspection by District Director in the week(s) prior to the event happening. 2019-20 FALL WORKSHOP

Wrestling Weight Assessment • Assessments may begin Monday, November 4. • Wrestlers may have three re-assessments. • IMPORTANT – 1st Re-assessment may not be until after 3-weeks of the initial Assessment. 2nd and 3rd re- assessments may take place 7-days after each prior re-assessment. • Coaches must enter all wrestlers’ actual recorded weight into the OPC website within 48 hours of the jamboree, match or tournament, whether they wrestle or not. 2019-20 FALL WORKSHOP

Basketball Post Season Seeding Adjustments will be considered only for the #9 through #16 ranked teams, since those games are loser-out games. The losers of the #1 through #8 are not out, and wind up on opposite sides of the bracket at the final site. Staff will be working with District Directors to determine league makeup (teams that play one another in regular season play and those games count toward league standings in determining postseason play access.) 2019-20 FALL WORKSHOP

WIAA Online What do Coaches need to do? After creating an account to accurately manage important WIAA initiatives, coaches are required to update their scores on MaxPreps after each game and are directed to enter their stats after each game throughout the season. Once inside your coach admin, you will see a checklist to update your Schedule, Roster and Scores throughout the season. What do Athletic Directors need to do? Because each WIAA member school is required to keep their scores accurate on MaxPreps, the AD needs to ensure each team coaching staff has access to enter scores or enter the scores themselves.
