Winter 2022 5v5 Basketball League Rules ARTICLE I - PROGRAM OBJECTIVE The mission of the Boys & Girls Club of Cooke County (the “Club”) is to enable all young people, especially those who need us the most, to reach their full potential as productive, caring, responsible citizens. Youth sports play a key role in that with an emphasis on inclusiveness, teamwork, leadership, character and, of course, physical fitness and activity. Club sports exist to provide Cooke County youth with an opportunity to participate and develop within different sports. Development – not winning – is the priority in our sports programs. The volunteer coaches in this program should actively promote this focus, and emphasize skill development and participation in both practices and games. Any questions or concerns shall be directed to the Club Athletic Director, Dylan Schneider dschneider@bgccooke.com 940-665- 6527. “Club leadership” in this document refers to the Club’s Chief Executive Officer, Director of Operations or Athletic Director. Scores and schedules will be posted on https://www.quickscores.com/bgccookecounty . ARTICLE II - ELIGIBILITY PLAYERS Section 1 - All players must be registered for the league, and be members in good standing with the Boys & Girls Club of Cooke County. All players must have accounts paid up before uniform(s) can be issued, and no outstanding behavior issues. Section 2 – During the registration process, players must submit their accurate grade and age. The league reserves the right to request a copy of a player’s birth certificate in the event age verification is required or in question. Section 3 – In the event a player is suspended from the Boys & Girls Club of Cooke County afterschool program and or league, the player is ineligible to play until completion of the suspension and/or behavioral issues have been addressed and corrected.
COACHES Section 1 – All coaches must be committed to the Club’s mission (Article I) and will complete a background check and child abuse training. No coach may participate in any team meetings, workouts, practices or games until they are officially registered with the Club (including completion of background check and abuse training). Section 2 - An individual may be denied coaching privileges for any reason by Club leadership. ARTICLE III - TEAM FORMATION Section 1 – Grade Divisions Club leadership reserves the right to consolidate or split teams and leagues as deemed necessary for the benefit of our athletic program(s). The current league outlay is as follows: • Grade 1/2/3 – Boys • Grade 1/2/3 – Girls • Grade 4/5 – Boys • Grade 4/5 – Girls • Grade 6 – Boys • Grade 6 – Girls The grade 1/2/3 leagues are introductory/beginner leagues. The grade 4/5 are intermediate leagues, while the grade 6 leagues are the most competitive and are designed to prepare our players for Jr High competition. Section 2 - Roster Size and Team Formation PLAYERS • Players will be assigned to teams at the discretion of Club leadership. Parent and coach preferences will be carefully considered, but may not be accommodated. • A minimum of 7 players and a maximum of 12 players are required on each team’s roster. • Players may play up or down depending on their experience and skill level, with league approval. Players may be moved up or down once the league begins if their playing level is not appropriate for that league level. (e.g. Highly skilled/athletic grade 3s should be in the grade 4/5 league, highly skilled/athletic grade 4s and 5s should be in the grade 6 league.) • Teams may begin games with 4 players. Any fewer and the team will forfeit (score entered as 10-0 loss). Start times will not be delayed due to lack of players.
COACHES • Each team will have at least 1 and no more than 2 coaches on the bench during a game. • All coaches are required to wear coaching IDs provided by Club leadership during games. Coaches without Club IDs will not be permitted in the bench area. • For each game, coaches are required to provide 1 volunteer (at least high school age) to support game operations (HOME – scorekeeper, AWAY - clock keeper). • No scorekeepers, statisticians or spectators will be allowed on team benches or in the bench area. • Each team’s coach must provide their line up (name & number) in writing to the scorekeeper at least 5 minutes prior to tip off. • Coaches shall not communicate directly with either the scorekeeper or the clock keeper. Any scoring or timing concerns should be raised with a referee. ARTICLE VI – CODE OF CONDUCT 1. Coaches, volunteers and spectators participating in the basketball program must abide by and support the rules of the league, strive to teach good sportsmanship, good health habits, good citizenship, and exercise the type of personal behavior which will set a good example for youth. Every safety precaution must be taken. 2. Coaches are not permitted to speak to referees except for rule clarifications or inaccuracies with the clock or game score. Ref judgment calls (fouls, violations, etc) may not be questioned, commented on, or criticized and doing so will result in a technical foul. Coaches are role models who should be focused on the development of their players and encourage a commitment to self-improvement, not blaming others for adversity. Any significant concerns about officiating should be directed to Club leadership in accordance with the 24-hour rule (see below). 3. Abuse, embarrassment or intimidation of any player, team or referee will not be tolerated. Penalty for failing to abide by these standards will result in disciplinary action by Club leadership potentially including but not limited to ejection, suspension or a permanent ban from Club events. 4. No outside food or drinks in the gyms. The only exception is that players are permitted to have a water bottle (only water permitted). 5. Each coach is responsible for knowing and following the rules of the league. The responsibility falls on the coach to inform his/her player’s parents and supporters, as appropriate. 6. Coaches are sponsible for ensuring that their bench area is clear and clean at the conclusion of the game. 7. The “24 hour rule” applies to all complaints or concerns. Coaches should submit any complaints or concerns a minimum of 24 hours after the conclusion of a game in
writing to the Club’s Athletic Director Dylan Schneider dschneider@bgccooke.com . This will help avoid heat of the moment statements or complaints. ARTICLE VI - LEAGUE RULES Any rule that is not specifically described in this document will be determined by Club leadership as needed. UNIFORM AND EQUIPMENT • All players must wear the Boys & Girls Clubs of Cooke County uniform provided to them. The uniform shall not be altered or covered in any fashion, unless approved by Club leadership. • Protective mouth guards are recommended for all players. • Players may wear undergarments (undershirts, sleeves, leggings), wrist/elbow bands, and headbands. • Players may not wear any hard equipment (plastic, metal, etc) without both physician and league approval (eg. Ankle or knee brace). League approval will not be granted if the item or device poses a risk to other participants. The Grade 1-3 league will play on the smaller cross-court gyms (Court 1 is North side of Main Gym, Court 2 is South side of Main Gym, closest to the entrance). The other leagues will play on the full courts (Main Gym or Aux Gym). 2. All leagues will play two twenty (20) minute, running time halves. Substitutions may be made with referee approval at any stoppage in play. There will be at least a 5 minute warmup period prior to the game’s scheduled start time. Halftime will be 3 minutes in duration.
3. During the regular season, there is no Overtime (games may end in a tie). For the playoffs, there will be a 5 minute running time OT period (and if still tied, as many as required to resolve the game). 4. Stalling, or intentionally delaying play in order to run the clock, is not permitted at any league level. Referees shall issue one warning, and then begin awarding technical fouls for violations of this rule. We do not use shot clocks, and stalling is a deliberate attempt to exchange player development for a better chance to win (in other words, incompatible with the mission of our sports leagues). 5. All trips to the FT line shall have a single FT shot. That single FT shot shall be worth 1 or 2 points depending on the context. For example, a shooting foul on a missed shot shall result in 1 FT worth 2 points. A shooting foul on a made basket (an “and 1”) shall result in 1 FT worth 1 point. Referees shall clearly announce prior to each FT attempt how many points it is worth both verbally and via hand signal to the score keeper. GRADE 1-3 AND GRADE 4-5 LEAGUES 1. Coaches shall make a good-faith effort to ensure that all players receive equal playing time over the course of the game. 2. Initial possession for Grade 1-3 and Grade 4-5 leagues shall be determined by a coin flip prior to the game. 3. Only man-to-man defense is allowed for the Grade 1-3 and 4-5 leagues. Double teaming is not permitted in either of those leagues. Help is certainly permitted if the initial defender is beaten / out of the play but a double team shall not be maintained if that defender recovers to their matchup. 4. Full court defenses are not allowed for the Grade 1-3 and 4-5 leagues. Following a basket or change of possession, the offensive team shall retreat behind the half court line. (The only exception for these age groups is that grade 4-5 league are permitted to pick up their matchups full court in the 4th quarter - full court zone presses are not permitted, full court man defense is.) 5. There are no 3PT baskets for Grade 1-3 and Grade 4-5 leagues. All made field goals shall be worth 2 points regardless of shooting location. This will encourage players to shoot from within a developmentally-appropriate range. 6. The Grade 1-3 and Grade 4-5 leagues will shoot FTs from a 14 foot FT line. This helps develop proper shooting form and permit young players to enjoy increased success. 7. On-ball stealing is not permitted for the Grade 1-3 league. If the defender steals the ball from their matchup, the ref will whistle a violation and the offensive team will regain possession and inbound the ball. If there is impermissible contact during the steal attempt, a foul will be whistled. This rule does not impact intercepting passes or forcing turnovers, which are both permitted. The focus here is permitting young players to develop dribbling skills and confidence with the basketball.
8. There is no 10-second backcourt violation for the Grade 1-3 league. This both permits increased dribbling experience for a wider range of developing players and also permits the coach a better opportunity to communicate with younger players. 9. There is no 5-second closely guarded violation for the Grade 1-3 league. GRADE 6 LEAGUE 1. Coaches shall make a good faith effort to ensure players receive equal playing time in the first 30 minutes of the game. During the final 10 minutes of the 2nd half, playing time shall be entirely at the coach’s discretion. 2. Games will begin with a jump ball, and subsequent jump ball situations will be resolved via alternating possession. 3. Double-teaming/trapping, stealing, full-court pressing, and both man and zone defenses are permitted. The sole exception is that teams may not press if they are up by 20 or more points. 4. The Grade 6 league will use the normal (15’) FT line, and they are able to make 3PT baskets on shots taken behind the 3PT line marked on the court. VIOLATIONS The referee will give the ball to the other team as a penalty for these violations: • Double dribble: Dribbling with both hands at the same time, or starting to dribble again after stopping. • Traveling: Moving with the ball but without dribbling. • Striking the ball: A player may not punch the ball with their fist or kick the ball. • Backcourt: Dribbling or passing the ball into the backcourt after crossing the midcourt line into the frontcourt. • 3 seconds: An offensive player must not stay too long in the area under the basket. • 5 seconds (inbounding): A team has 5 seconds to throw in the basketball on any inbounds play. • 5 seconds (closely guarded): An offensive player has 5 seconds to pass the basketball or initiate a drive to the basket if they are closely guarded by a defensive player. FOULS AND FREE THROWS • Penalty for fouls depends on the situation. • A personal foul is illegal physical contact with an opposing player. Illegal contact includes holding, hitting, slapping, tripping, and going over a player’s back to try for a rebound. If the foul happens during a shot attempt, the referee will award a FT to the shooter as described above under league rules. • An offensive foul is illegal physical contact by a player on offense. For example, the referee will call charging if a dribbler runs into a defender who is not moving. The referee will give possession of the ball to the other team as a penalty.
• A flagrant foul is illegal and excessive or violent physical contact by any player. Any flagrant foul will result in the ejection (from the game and venue) of the player committing it, a 2-point FT attempt by the other team, and possession will be awarded to the other team following that FT. Club leadership will determine further discipline as appropriate, up to and including expulsion from the league. • A technical foul can be assessed to coaches or players for unsportsmanlike conduct. A technical foul counts as both a team foul and a personal foul, and results in a 2-point FT attempt by the other team and possession of the basketball following that FT. Following a 2nd technical foul in a game, that coach or player is ejected from the game (and venue). Club leadership will determine further discipline as appropriate, up to and including expulsion from the league. If a team is left without a coach who is registered with the Club, that team forfeits the game (score will be entered as 10-0). • FT attempts may have up to 3 offensive and defensive players on the lane (including the FT shooter) with all other players outside the 3PT line until the FT shooter releases the ball. Lane violations will be called if any player steps inside the lane area prior to the FT shooter releasing the ball. Offensive lane violations shall result no FT attempt (or points) and the defensive team inbounding from their own endline. Defensive lane violations shall be ignored (if made FT) or result in another FT attempt (if missed FT). All FT results shall be clearly communicated both verbally and visually to the score keeper. • A FT attempt following a flagrant or technical foul shall take place with no offensive or defensive players on the lane (all players must be behind the top of the 3PT line). • Each player may commit up to 5 personal fouls in a game. On the 5th, that player is ineligible to play for the remainder of the game and the coach must immediately replace them with a substitute (if available) or play with 4 players (no substitute available). If a team cannot put 4 eligible players on the court, that team forfeits the game (score will be entered as 10-0). If a team continues play with a player on court who has 5 personal fouls, that team will be assessed a technical foul. • Team fouls will not be tracked for Grade 1-3 leagues and Grade 4-5 leagues. For Grade 6 leagues, teams will shoot 1 FT for 2 points on the 7th (and subsequent) team fouls per half. TIME OUTS • Each team is permitted two (2) 30-second time outs per game. • For playoff games that go to Overtime, teams will have one (1) 30-second time out in overtime (time outs do not carry over from regulation). PROTESTS • This is a developmental league. No protests will be recognized. • Allegations of inappropriate or illegal activities will be investigated by the Club leadership. The league will take disciplinary action on anything that jeopardizes the integrity of the league, up to and including a permanent ban from Club programs. ARTICLE VII – OTHER RULES • Practice time shall be no longer than one (1) hour. • Gym times for practice may be reserved with the Athletic Director. Practice slots shall be half courts. Teams may use the whole court only if another team is not using the other half. • The expectation is that teams shall practice at least once per week. • Parents must be informed of all practices at least 24 hours in advance. • If a coach/team is using an off-site location for practice, they need to inform Club leadership. • All games will be played at the Boys & Girls Club of Cooke County, 315 N. Denton St, Gainesville, TX.
