PMSC RETURN TO PLAY PLAN for Fall/Winter 2020-2021 season during BC Soccer’s Phase 2 - Return to Play In order to maximize safety coupled with soccer experience, we have taken direction from our provincial sport and health authorities to form our PMSC return to play protocols. Our Club takes a cautious approach to ensure that BC Soccer’s Return to Play Guidelines are implemented in an organized and safe manner for all involved; and in alignment with all Provincial Health, BC Soccer, ViaSport and Canadian Soccer Association guidelines. We understand that some families may not be comfortable with the risk associated with returning to sport, and so ultimately members will need to assess our program and make their own informed decisions about participating in soccer. Program Offerings during Fall/Winter 2020-2021 1. Team Program Offered September 7, 2020 through March 12, 2021, excluding December 14, 2020 through January 1, 2021. Teams will practice 1-2 times per week for up to 90 minutes per session. Teams will have a weekly game. The following City of Port Moody fields/facilities will be used for practices/games: North Shore Turf Field Heritage Mountain Grass Field North Shore Grass Field Aspenwood Grass Field Trasolini Turf Field Westhill Grass Field Trasolini Field Warm Up Pitch Westhill Community Sports Box Inlet Gravel Field Practices may also be held at indoor school gyms, however this is still being confirmed with School District 43. Sessions will be led by volunteer/parent coaches. PMSC has (paid) Program Directors that will be assigned to various age groups to oversee program offerings and lead/direct our coaches. Training/games will be offered to both youth and adult team programs. Only players registered with PMSC for the fall/winter 2020-2021 season will be permitted to attend sessions, and in accordance with BC Soccer registration/insurance requirements. 2. Academy Program U4/U5 Mini Academy offered September 18, 2020 through March 7, 2021, excluding November 30, 2020 through January 2, 2021. U6-U18 Academy(s) offered November 2, 2020 through February 26, 2021, excluding December 14, 2020 through January 1, 2021. Players will practice once per week for up to 90 minutes per session. Most sessions will be held at Trasolini Turf Field, however Trasolini Field Warm Up Pitch and North Shore Turf Field may be used if/as required. Sessions will be led by paid PMSC technical coaches. PMSC has (paid) Program Directors that will be assigned to various age groups to oversee program offerings and lead/direct our technical coaches. Only players registered with PMSC for the fall/winter 2020-2021 academy will be permitted to attend sessions, and in accordance with BC Soccer registration/insurance requirements. 3. Spring 2021 & Fall/Winter 2021-2022 Player Evaluations Offered February through March 2021. Sessions will be led and managed by paid PMSC technical coaches. Number of sessions and duration will be determined in January 2021. Evaluation sessions will be offered at North Shore Turf Field & Trasolini Turf Field. Only players registered with PMSC to attend evaluations will be permitted to attend the session in accordance with BC Soccer registration/insurance requirements. 4. Spring Break Camp Offered week of March 22-26, 2021. Duration will be up to 2 hours. Program will be offered at Trasolini Turf Field. Sessions will be led and managed by paid PMSC technical coaches. Only players registered with PMSC for the 2021 spring break camp will be permitted to attend sessions, and in accordance with BC Soccer registration/insurance requirements. Attendee Numbers, Scheduling & Field Access/Set-up To remain compliant with all governing restrictions, the following will apply: 1. Practices, Camps, Evaluations & Academy Sessions Full field will be used, and divided into quarterly, thirds or half-field allotments with a specific team assigned to that allotment depending on the number of players on that team/group. PMSC has allowed for a 15-30 minute gap between PMSC training times within our scheduled booking time. Each field will have a designated location to enter and exit the field; and each field will have a designated flow of direction to access their practice location on the field. Players will be advised that they will not be able to access the field until 5 minutes prior to their allotted session time. Players who are late may not be included in the session. Parents will not be permitted to remain on the playing field during the session, unless they are assisting the team in a support capacity. The maximum number of players, team officials, technical coaches and parent/volunteer helpers on field will be kept within the 50 person maximum required by the City of Port Moody. The parents of players U8 and older not directly involved with assisting the team will not be permitted on the field playing service and will be asked to remain at minimum outside the fenced areas of the field, unless their attendance permits us to stay within our maximum 50 person maximum. A parent/guardian/older sibling of a U4-U7 player will be asked to remain either next to or near their child to ensure their child is following required guidelines, and these persons will be included as part of the 50 person maximum if they are on the playing field. Note: Per confirmation with the City of Port Moody, any community persons using the running track or ‘common areas’ of public fields are not considered associated with PMSC and are not included in the 50 person allowances. At the conclusion of the practice/training session team members will gather their personal equipment and immediately leave the field of play within 5 minutes of the conclusion of their session. 2. Games A maximum of 2 games will be played concurrently within any given time span for U8 and older games, and a maximum of 3 games will be played concurrently within any given time span for U6-U7 games. Each field will have a designated location to enter and exit the field; and each field will have a designated flow of direction to access their game location on the field. PMSC has allowed for a 15-30 minute gap between PMSC game times within our scheduled booking time, this will also account for teams needing to warm up prior to games. Any games that may have a delayed start, will need to be shorted to finish within their designated field time. Players will be advised that they will not be able to access the field until 5-10 minutes prior to their allotted session time. At the conclusion of the practice/training session team members will gather their personal equipment and immediately leave the field of play within 5-10 minutes of the conclusion of their game. Team members are in no way allowed to congregate after the conclusion of their game. Only players, team officials, referees and any parents designated as assisting the game (e.g. linesman) may be permitted on the main portion of the playing field. The number of players will not exceed 50 persons at any given time. Team officials, referees and parent helpers may exceed the 50 person allowance providing they are able to maintain a minimum 2-meter distance from each other (in accordance with the current BC Soccer, ViaSport & provincial health authority guidelines). Game spectators must remain off the main portion of the playing field and will be required to maintain a minimum 2 meter separation from other spectators that are outside of their household. Team Member Requirements: (for all program offerings) (Team Members are designated as all players, coaches, team managers, referees & program coordinators.) All players must have signed the Covid-19 waiver prior to being allowed on the field. Team members must provide their own water bottles and not share or swap any items. Communal ‘half-time’ oranges or snacks are not permitted at this time. Team members must sanitize their hands upon arrival to the field and when leaving the field. Each team/player will be responsible for supplying their own hand sanitizer. Each team must have a ‘safety kit’ that includes hand sanitizer, gloves and a mask for the team to use if there is a requirement. This kit will be provided by the team. Team members will access their designated practice or game area using the designated entrance/exit points and following the designated flow of direction at each field. Handshakes, fist bumps or other unnecessary personal contact is not permitted. In accordance with the current Return to Play guidelines spitting or nose clearing onto the field is not permitted and is a punishable offence. Any equipment that may be specifically designated to a player (e.g. pinnies, soccer balls, etc.), should not be shared between players. Players (other than goaltenders) are not permitted to touch equipment with their hands. If they do so, they will need to sanitize their hands prior to continuing. During games, any players not on the field will need to maintain a minimum 2 meters between themselves and other team members. If any team member leaves the game/practice area for any reason, they must re-sanitize their hands upon their return. Players must come to the field fully dressed and ready to play soccer. Team members may select to wear a mask during training or games, however this is not currently required by health authorities. Approved September 7, 2020 Revised September 7, 2020
Any team members attending sessions must review the symptoms check list daily. Any attendees with any COVID-19 symptoms will not be permitted to attend – per the PMSC Illness Policy (see Appendix 3). Training Equipment & Cleaning: Team training equipment will consist of cones, soccer balls, pinnies, soccer ladders, and soccer goals. Each team will be responsible for the cleaning of their own team equipment at the end of each session. Each team will need to determine who on the team will be responsible for equipment cleaning, and ensure equipment has been cleaned prior to the next training session or game. Each youth player will be receiving a pinnie and will be responsible for bringing the pinnie to each game/practice, and washing it between uses. Each U4-U7 player will be provided their own training ball for the season, and will be responsible for bringing and cleaning their own soccer ball to practices. PMSC technical coaches/program directors will oversee equipment cleaning for equipment used at academy, camp and evaluation sessions. Any team member who touches a communally shared item (e.g. nets, locks, etc.) must sanitize their hands immediately afterwards. Youth players should not be handling communally shared items. Players will only handle equipment that has been designated for them to use during the session and provided to them by their coach. During games, goaltenders are not permitted to share gloves, nor goalie jerseys and so coaches should be prepared with a second set of goaltending gear (jersey, pinnie, gloves) to switch goalies and/or be prepared to have one player remain in goal for the duration of the game. Training/Game Considerations: Sessions will not involve any heading of the ball, and keep any upper body contact with the ball to a minimum. 1v1 and scrimmage activities are now permitted under the current Return to Play guidelines but should be kept to a ’limited player contact’ and social distancing as much as possible. Limited contact is defined as players being able to come together and have involuntary contact (i.e. challenging for the ball, etc.). An example of incorporating social distancing will be to have designated practice areas for players, and/or if players are participating in an activity where they line up, they should line up with minimum 2 meters between them. Coaches should use cones to assist with social distancing requirements. Players will need to remain in their designated training areas unless otherwise instructed by their coach or PMSC personnel. Game play and schedules will follow the protocols set out in the current BC Soccer Return to play guidelines, which include, but are not limited to: o All teams will be organized into ‘cohorts’/groupings of 50 players or 4 teams (if player count is over 50) for the purposes of game scheduling: PMSC U6-U7 teams will play in team cohorts with other PMSC teams. PMSC U8-U10 and U11-U12 Div 3 teams will play in cohorts with other PMSC teams until Thanksgiving and then will move to cohorts within the Tri-Cities District after Thanksgiving. PMSC U11-U2 Div 1&2 and all U13-U18 teams will play in cohorts with teams within the BC Coastal League – with consideration by the league to group cohorts geographically. PMSC Adult teams will play in cohorts with teams within their respective adult leagues – once adult leagues confirm a season. o Touching of the ball is not permitted (other than by goaltenders wearing designated gloves) – as such, throw-ins will not be permitted during games. For practices, a list of recommended training activities and session plans will be provided to PMSC coaches by our PMSC Program Directors. To keep to the ‘cohort’ principles, players will not be permitted to play or practice with multiple teams (e.g. not able to use ‘call-up/permit’ players). Only players rostered to a given team are permitted to play and practice with that team. Additionally, coaches should not be ‘scrimmaging’ with players of their team if they are coaching multiple teams. A player changing teams or a team changing cohorts must have a 2 week separate between teams/cohorts, per the current Return to Play protocols. All PMSC coaches will be required to attend any PMSC briefing/update sessions as it related to Return to Play protocols, and if unable to do so, will need to follow-up with their designated PMSC Program Director for any updates. Training considerations and what will be permitted may change as the governing authorities move into subsequent Return to Play phases – see grid below. Facility Notes: Washrooms will remain open and be managed by the City of Port Moody. All change rooms will remain closed and are not available for use by any team members. Players will be encouraged to attend to their washroom needs prior to attending any session, however if a team member needs to use the washroom, they will be required to sanitize their hands when leaving and returning to the field after using the washroom facilities. All nets and any communal items used must be returned to their designated storage areas (e.g. nets, corner flags, etc.) and locked up after use. Emergency/Safety Protocol: If there is an emergency, 9-1-1 is the first avenue of response. Physical contact needs to be kept a minimum and any emergency situation will be deferred to the first responders on-site, or to the lead coach. Each player will be required to bring and use their own hand sanitizer, and each team will be required to have a ‘safety kit’ that includes hand sanitizer, gloves and safety masks for team officials to use in the event of an emergency. This safety kit is to be provided by the team. Each player will be asked to wash their hands prior to arriving at the field, and to wash them again once home. If a team member is symptomatic of COVID-19, then any other team members that this person has been in contact with will be notified of a potential exposure to COVID-19, and be subject to the PMSC Illness Policy. If a team member is symptomatic of COVID-19 while partaking in a PMSC activity, they will be required to immediately leave the field, or ‘quarantined’ off the field until their parent arrives to pick them up. If this is a player, the parents will be notified immediately. Any other team members who may have come into contact with the symptomatic person will also be required to leave the field. All equipment used by this person will be sanitized. Procedures for team members who are symptomatic of COVID-19 or who have come into contact with someone with COVID-19, are subject to the PMSC Illness Policy (see Appendix 3). If a player/parent is not respecting the social distancing, or other, rules around the Return to Play guidelines, and team official is not able to resolve it with that player/parent, the team official will need to bring the concern to club management. Appendix 2 – ViaSport Sport Activity Chart (updated Aug 2020) Per VIA Sport, we are entering into the "transition measures" phase as highlighted in the chart below. As a result, all of our safe soccer, return to play information is based on the specific points listed in the chart. While the club will ensure that we create the safest possible environment as guided by health and sport authorities, it is essential that all participants do their part in following the guidelines. Appendix 3 – PMSC Illness Policy PMSC ILLNESS POLICY In this policy, “team member” refers to and includes team player, coach, assistant coach, team manager, and/or program co-ordinator. A. Inform an individual in a position of authority (coach, team manager, program co-ordinator) immediately if, you feel any symptoms of COVID-19 such as a fever, chills, cough, shortness of breath, sore throat and or painful swallowing, stuffy or runny nose, loss of sense of smell, headache, muscle fatigue and loss of appetite. B. Assessment: 1. Team members must review the self-assessment signage located throughout the training facility before any practices, games and or team activities to attest they are not feeling any of the COVID-19 symptoms. 2. Managers/coaches will visually monitor team members to assess any early warning signs as to the status of their health and to touch base on how they are regarding their personal safety throughout the practice, game, activity. 3. If team members are unsure, please have them use the self-assessment tool https://bc.thrive.health/covid19/en or through the Covid-19 BC Support App self-assessment tool. The parents of any (youth) players would be notified and informed of the situation. C. If a team member is feeling sick with Covid-19 symptoms: 1. They should remain home at home and contact Health Link BC at 8-1-1. 2. If they feel sick and/or are showing symptoms while at a training session and or practice, they should be sent home immediately and have them contact 8-1-1 or a doctor for further guidance. 3. No team member may participate in a practice or game if they are symptomatic. D. If a team member tests positive for COVID-19: 1. The team member will not be permitted to return to any practice, game or team event until that free of the COVID-19 virus. 2. Any team member who practices or plays closely with an infected team member will also be removed from the practice, game or event for at least 14 days to ensure the infection does not spread any further. 3. Close off, clean and disinfect their practice area, equipment and changing room immediately and any surfaces that could have potentially be infected/touched. E. If a team member has been tested and is waiting for the result of a COVID-19 test: 1. As with the confirmed case, the team member must be removed from training sessions and games. 2. The Public Health Agency of Canada advises that any person who has even mild symptoms to stay home and call the public health authority of BC. 3. Other team members who may have been exposed will be informed and removed from the practices, game and team events for at least 14 days or until the diagnosis of the COVID-19 is ruled out by the health authorities. 4. The practice area, changing room and any other location that could have been contaminated with the virus will be closed off, cleaned and disinfected immediately and any other surfaces that could have potentially been infected/touched. F. If a team member has come in to contact with someone who is confirmed to have COVID-19: 1. team member must advise their coach/trainer/manager if they reasonably believe they have been exposed to COVID-19. 2. Once the contact is confirmed, the team member will be removed from the practice, game or team events for at least 14 days or as otherwise directed by public health authorities. Team members who may have come into close contact with the team member will also be removed from practices, games and team events for at least 14 days. 3. The practice area and changing room used, will be closed off, cleaned and disinfected immediately. Along with any other surfaces that could have been potentially infected/touched. G. Quarantine or Self-Isolation: 1. Any team member who has travelled outside of Canada or the province within the last 14 days is not permitted to enter any part of the training and or playing facility and must quarantine and self- isolate. 2. Any team member with any symptoms of COVID-19 is not permitted to enter any part of the training or playing facility and must quarantine and self-isolate. 3. Any team member from a household with someone showing symptoms of COVID-19 is not permitted to enter any part of the training facility or playing field and must quarantine and self-isolate. 4. Any team member who is in quarantine or self-isolating as a result of contact with an infected person or in families who are self-isolating, is not permitted to attend a practice, game or team event.
