February 26, 1981 Dear Mr. President: On January 20, 1981 I tendered my resignation to be effective at your pleasure and upon the appointment an.d qualification of my successor. Although my successor has not been appointed, the designation of senior Treasury officials to handle the international responsibilities of the Treasury Department makes it possible for me to tender rey resignation to be effective at the close of business on March 31, 1981. It has been an honor for me to represent the United States at the World Bank since December 1979 and a personal pleasure for me to have assisted your Administration during this transition. I understand that your Administration will conduct a long-term policy review covering the United States' role in the World Bank which will consider, among other issues, the appropriate rate of growth for the multilateral development banks and the direction of U.S. contri- butions in the future. I hope and trust that as a result of this study, you will agree that it is absolutely crucial for the United States to continue its strong support for the World Bank. The American people must understand that the Bank and development assis- tance directly support the vital long-term economic, foreign policy, and humanitarian interests of the United States. Now is not the time to undermine our influence in the World Bank and global economic development.
