Welcome to Ville d’Estérel A WORD FROM THE MAYOR On behalf of my colleagues, our municipal employees and myself, I welcome you to Ville d’Estérel and congratulate you on purchasing your property. Estérel, nestled between mountains and lakes, is a splendid place to live and one of the most beautiful communities in the Laurentians. The environment is a primary concern for City Council, and a strategy for the conservation of water, shorelines and wetlands is in place. Estérel is both a winter paradise with cross‐country skiing, snowshoeing and snowmobiling and a summer wonderland with golf, tennis, hiking and water sports. Welcome to Ville d’Estérel OUR HISTORY It is the summer of 1958 and Fridolin Simard is flying his seaplane southbound to Montréal. He experiences several thunderstorms in the Lower Laurentians approaching Montréal and he has to turn back. The Dorval control tower directs him to land on a Laurentian lake and since he is near Sainte‐Adèle, he decides to land on Lac Masson near the Sainte‐Marguerite‐du‐lac‐Masson parish. Simard spends the night in the old stables of Baron Louis Empain. This Belgian Baron discovered the beauty of the Laurentians in the ’20s and smitten with the territory around Lac Masson, he imagined converting it into a vast resort. He plans to invite Europeans who love wide open spaces, the wilderness of Canadian forests and the beauty of autumnal foliage. He names the site Domaine Estérel, in honour of his beloved mountains in the South of France. The Baron is a pioneer with extraordinary vision. He builds a complex that includes a Hotel and an art‐deco building housing a cinema, a shopping centre (the first one in Canada) and stables. In one of the bays of the lake, now Lac Dupuis, he sets up a sporting club. The project is completed and everything goes well. The shopping centre is very popular among Montréal’s elite, since it is an upmarket establishment. There is even a Birk’s store, the most important jewellers in Canada. Unfortunately, the Second World War compels the baron to return home. For 20 years, the project is left abandoned. Fridolin Simard is very impressed by the site, and he canoes around the lakes. A map of the area holds his attention, and he discovers that the entire 5,000‐acre land area neighbouring Domaine Estérel is for sale. He discusses this with his brother Thomas‐Louis, who comes down from Abitibi to look at the project. They imagine the creation of a new environmentally friendly domain, subdividing the land into expansive lakefront lots. They acquire the land as a whole and hire Jean‐Claude Lahaye, a renowned urbanist and Roger Dastous, one of the best architects in Québec. The brothers start developing the project and Ville d’Estérel is born. Welcome to Ville d’Estérel OUR HISTORY (cont’d) Initiated in 2009, on the occasion of Ville d’Estérel’s 50th anniversary, two citizens, Dr. Robert Lavigne and Ms. Anna Dupuis Zuckerman began research with the Société d’Histoire de Sainte‐Marguerite—Estérel (SHSME) on the history of Ville d’Estérel. In 2013, L’Estérel, tel un jardin de rêve, the French version and Estérel, in English, are published by Textes et Contextes. Visit us at City Hall and receive a gift, a copy of one of the books, upon presentation of proof of residency. It will be our pleasure to give you a tour of city hall and introduce you to our staff. Welcome to Ville d’Estérel MUNICIPAL SERVICES General Management and Administration The mandate of the General Manager consists in implementing the various decisions of the elected municipal officials. Furthermore, he must ensure that the general guidelines of the Council are respected through the various activities. He also acts as an intermediary between the different municipal areas, namely the Council, the citizens and municipal employees. Since 2007 at Ville d'Estérel, and with the support of a devoted municipal team, his priority is to guarantee that every citizen receives first‐class municipal services and that City Hall is administered efficiently. Nadine Bonneau, Treasurer, ext. 222 (nadine.bonneau@villedesterel.com) Lyne Charron, Taxation Clerk, ext. 221 (info@villedesterel.com) Urban Planning and Environment The Director of Urban Planning, at Ville d’Estérel since 2008, ensures the effective management of the Urban Planning service, including the issuance of permits, doing inspections, addressing claims, managing the Urban Planning Committee, etc. François Taché, Urban Planning Director, ext. 226 (francois.t@villedesterel.com) Protection Service and Nautical Patrol Our agents patrol the territory 24/7 and offer alarm response services. The agents have been trained to administer first aid treatment when necessary. When you register us as first responder at your alarm central, the agent on duty will rapidly go on site and conduct an external survey of your property, ensuring follow‐up with the alarm central. This prevents you from having to pay Sûreté du Québec fees in case of a false alarm. Please inquire for details to the person responsible for protection services. Dedicated to make the practice of boating safe and enjoyable and conscientious of protecting the environment, a nautical patrol is present on our lakes during the summer. 6
Welcome to Ville d’Estérel Our enforcement officers have all powers necessary to implement the regulations under the Shipping Act of Canada and the laws on access to the lakes. Consult the latest nautical code of conduct enclosed. You may contact the Fire Safety service to find out where the closest dry hydrant is located, an information that might help reduce the cost of your home insurance! Firefighters have also been trained to act as first respondents in case of accident or when a 9‐1‐1 call is made, waiting for paramedical services. We now have automated collection services, therefore it is very important to place your bins appropriately on collection day: Lid closed, no Approx. 50 cm (18 in) free object on top of bin space around each bin Wheels and handles 1,5 m (4.5 ft) maximum facing your house distance from the street You will find detailed information and the waste collection schedule among the enclosed documentation. Welcome to Ville d’Estérel Municipal Library Located in Sainte‐Marguerite‐du‐Lac‐Masson, the Sainte‐Marguerite—Estérel Agglomeration Public Library welcomes citizens from both municipalities. Go and have a look! The municipal library is a member of the Inforoute Biblio Laurentides. Welcome to Ville d’Estérel Follow‐up Study on the Quality of Water in Ville d’Estérel Lakes Starting in 2006, Ville d’Estérel has been ordering studies to monitor the quality of water in the various lakes. The results of those studies are available at City Hall for your perusal. Complementary studies are performed from time to time, such as periphyton analysis, a study on the effect of waves or a study on the conditions of tributaries. You will find additional information on the condition of our lakes in the latest bulletin of the Environment Committee, included in your welcoming documentation. Fleurons du Québec In 2008, Ville d’Estérel entered the Fleurons du Québec program, a national horticultural classification program. Estérel was one of the first municipalities to attain 4 Fleurons, and we have succeeded in keeping those in the following years, aiming for 5 Fleurons! We need every citizen’s help to achieve such a goal. For a greener Estérel, focus on planting shrubs, perennial flower beds and trees. Municipalité Amie des Aînés Ville d’Estérel is now part of the group of municipalities called MADA (Municipalité amie des aînés), which means that we have adopted a policy and an action plan intended to improve and maintain the quality of life of our senior citizens. Several actions were carried out within the framework of the policy and several others are on the way. Do not hesitate to visit City Hall and read the various leaflets offered in a display dedicated to senior citizens. If you cannot travel easily, please contact us and we will consider various solutions to facilitate your transportation or inform you of new resources that are adapted to your condition. 9
Welcome to Ville d’Estérel COMMITTEES You will find here a brief description of active committees in Ville d’Estérel. We encourage our new citizens to share their interest in any one of these committees, so that we will know where to turn in case of a vacancy! Urban planning Advisory Committee (CCU) The CCU is a working group composed of council members and residents chosen to guide, steer and support urban planning actions. The committee meets approximately once a month or when needed. Recommendations and views of the CCU allow city council to benefit from the contribution of elected officials and citizens, who have an opportunity to assert their life experience in the municipality and their specific concerns with regard to the development of land. The existence of a CCU is instrumental in bringing citizens closer to urban planning issues. In some cases, the elected officials and citizens may contribute specific expertise or reflect the interests of specific socio‐economic groups concerned by commercial development, environmental protection, heritage conservation, etc. Environment Advisory Committee (CCE) The Environment Committee is composed of city council members and citizens to discuss environment related files and make recommendations to city council. The Estérel Environment Committee publishes a bulletin once a year to inform the population and raise citizens’ awareness on the various topics and issues discussed by the committee. Demolition Advisory Committee (CPD) The CPD is a committee composed of three city council members, who study demolition requests, in order to issue recommendations to city council. Social activities Committee We welcome all citizens to volunteer in planning and executing sporting and cultural events. Boating Committee The Boating Committee, composed of elected officials and citizens advises city council on issues related to boating etiquette and safety. 10
Welcome to Ville d’Estérel MUNICIPAL REGULATIONS Urban Planning Please read the following summary of current regulations in terms of urban planning. Note that if you wonder if you need a permit, it is always better to contact City Hall directly. The entire municipal territory is subject to the Site plan and architectural integration, commonly called P.I.I.A. Every construction or renovation project intended to modify the exterior of a property must be reviewed at by the Urban Planning Advisory Committee (CCU), who will evaluate the visual aspect of the project with respect to regulations and the integration and conformity to the style of the area. Attention : Works intended to modify the interior of your property, even though they are not subject to the P.I.I.A., require a permit nonetheless! You need a permit to cut a tree. To obtain one, you may contact the Protection service; the agent on duty will go on site to evaluate your request, take pictures and submit the file to the Urban Planning service. Permits are free of charge and the authorization to cut is usually issued quite rapidly. Be aware of shoreline protection regulations: no construction is allowed within a 15‐meter strip of land above the high‐water mark, where vegetation maintenance is prohibited as well. Ask the Urban Planning service on what you can and cannot do. You need a permit to replace your dock. Please read about the various rules you must be aware of with regard to docks, without limitation: o Only one dock is allowed per riparian lot, there must be a main building on the lot to allow the construction of a dock; o The maximum area covered by the dock must not exceed forty‐one (41) square meters. That area includes the dock and attached walkway and docking ramp. o The maximum length of a dock, including walkway and docking ramp, is set at fifteen (15) meters; o The maximum width of any dock, including walkway and docking ramp is set at six (6) metres; o The structure of the dock must be located at a minimal distance of three (3) metres of lateral lot lines extending into the body of water. A permit is required for new wharf or to change wharf (dock). You need a permit to build a boat elevator. New boat shelters are no longer permitted. Attention: Noise caused by work is not allowed before 7 AM in the morning, after 5 PM, on public holidays, or on Sundays. Noise is also prohibited Saturdays and Sundays during the Summer period beginning the first weekend in June till and including Thanksgiving weekend. Tempo shelters are not authorized in Ville d’Estérel at any time. You may consult urban planning regulations on our website, in the “Services” section, and under the “Urban Planning” tab. 11
Welcome to Ville d’Estérel Parking, Traffic Parking is prohibited at all times on all roads, avenues and places on the Ville d’Estérel territory. In case of a special occasion, you must contact the Protection service at 450 712‐3232, to ask for a temporary derogation on the street near your property. Miscellaneous A permit is required to make open fires, either for lot cleaning purposes or to enjoy a campfire. Please contact City Hall of Sainte‐Marguerite‐du‐Lac‐Masson (450 228‐2345); the permit is free of charge and can be valid for up to six (6) months. Planning fireworks to celebrate a particular event or to amuse the children? Do not forget to obtain a permit, by contacting the Fire Safety service (450 602‐0710 or 450 228‐2543, ext. 229). There are regulations on animal control, as well. It is specified that every cat or dog must have an ID tag and that no more than four (4) animals are permitted at your address. Dogs must remain on your property at all times, or else be on a leash. Boat permit stickers are available at the City Hall in May of each year. Please bring a proof of residency and the pleasure craft license issued by Transport Canada for each vessel. Cleaning the hulls of boats is mandatory before entering the water. Short term location is prohibited (ex: Airbnb) in residential areas. 12
Welcome to Ville d’Estérel PARKS Parc d’Estérel – Le Refuge 1 Avenue d’Anvers, Estérel Parc d’Estérel is there for you in winter, with rentals and several cross‐country ski and snowshoe trails. There is a chalet to welcome visitors, as well as a waxing room for cross‐country skis. Several small heated cabins are available along the trails, allowing you to rest in comfort whenever you want. During the summer, Parc d’Estérel welcomes you to hiking trails, leading to magnificent vantage points. Trail maps are available on site, at City Hall and on our website; we have also included a copy in your welcoming documents. 13
Welcome to Ville d’Estérel PARKS (cont’d) Parc Thomas‐Louis‐Simard 40 Chemin des Deux‐Lacs, Estérel At the Parc Thomas‐Louis‐Simard, you will find a chalet, an interior ping‐pong table, a children playground (slides, swings), an enclosed basketball ground, tennis courts, badminton, volleyball and soccer courts, and more. You need your citizen card to play tennis and reserve time slots. Ask City Hall, it’s free! 14
