Prior to this role, he served as the Director General of the Presidential Special Commission on Income-led Growth and Deputy Adviser to the President for economic affairs. He also worked in various economic fields, including budget compilation, trade coordination, industry policy, and price policy as a director. He was a visiting scholar at the Chicago Mercantile Exchange and Florida State University. He earned his master’s degree in Industrial Administration from Purdue University. About the Ministry of Ministry of Economy and Finance The Ministry of Economy and Finance is committed to developing a strong economy and building growth engines through the concerted efforts of its offices and bureaus. The Ministry works to ensure macroeconomic and financial stability, effective policy coordination, efficient allocation of national resources, fiscal soundness, rational tax policies, and robust international cooperation. Robert Guild Chief Sector Officer, Sustainable Development and Climate Change Department (SDCC), Asian Development Bank (ADB) Robert Guild is Chief Sector Officer of the Asian Development Bank. He is responsible for ADB-wide technical collaboration, innovation, and knowledge management for sector groups in transport, energy, urban, water, education, health, and finance. He is also responsible for management and resource mobilization for 19 bank- wide trust funds covering all sectors. He has been with the Asian Development Bank since 2003. He is an expert on infrastructure investment for social and economic development. He has advised governments, the private sector, and multilateral institutions in over two dozen countries in Asia, the Pacific, and Latin America on public investments, public-private partnerships, and national and regional development plans. He holds degrees in civil engineering, public administration, urban and regional planning, and international development. Robert began his career as an engineer in the United States and has worked extensively for bilateral and multilateral agencies in international development. He has held faculty appointments at universities in the United States, the Pacific region, and New Zealand.
Republic of Korea-ADB Urban Development Forum: Applications of Smart Technologies 3 ADB Procurement Processes and Systems Lila Mallory Senior Procurement Specialist, ADB Lila Mallory is a Senior Procurement Specialist at the Asian Development Bank and is based in Manila covering the Philippines portfolio. She was admitted as a lawyer in New South Wales, Australia working in corporate law firms before moving to Development Organizations. She worked as a Procurement Specialist at the Inter-American Development Bank (IADB) covering the Caribbean. Prior to this, she was a Legal Specialist in the Procurement Department of the Food and Agriculture Organization of the United Nations (FAO) in Rome, Italy. She also worked as a Procurement Officer for United Nations Office of Project Services (UNOPS) in Jerusalem. Lila has comprehensive knowledge and experience in public procurement procedures and regulations. She also has strong interpersonal skills enhanced through working with government as well as at the grass-roots level with direct beneficiaries. Session 2: Cities Development Initiative for Asia (CDIA) Presentation on CDIA Lara Arjan Urban Development Specialist, ADB Lara Arjan is an Urban Planner with over 20 years of experience in program design, management, monitoring and evaluation. Lara holds two master’s degrees, one in Environmental Sciences and one in Urban and Regional Planning and Development. She has worked with national, multilateral, local governments, the private sector and NGOs. Prior to joining ADB, Lara worked as a Senior Urban Planner for the City of Edmonton, Canada. She has also worked extensively in the Middle East and North Africa regions across a range of projects including urban planning, water resource management, environment, peace building, private public partnerships, health, youth civic engagement, social entrepreneurship, and governance. At the Asian Development Bank, she is an Urban Development Specialist and manages the Cities Development Initiative for Asia (CDIA) Trust Fund. Neil Chadder Program Manager, CDIA Neil Chadder is an Urban Development Specialist with over 40 years of experience in the sector who has undertaken assignments throughout Asia and Africa. He holds overall responsibility for the management of the CDIA team of experts to ensure implementation of the CDIA program and the delivery of Strategy 2018–2022. He takes a key role in the preparation, implementation and linking to financing of selected CDIA project preparatory studies. Neil is the Project Manager for the on-going Additional Financing - Dushanbe Water Supply and Sanitation Project and the Urban Development and Climate Resilience in Bac Kan and Ha Nam Provinces, Viet Nam Project. He has been leading the development of CDIA’s project pipeline in India, Bangladesh, Uzbekistan, and Viet Nam with particular focus on working with the EAKPF. Session 3: Overview of ADB’s Operational Priority on Livable Cities Presentation on OP4 Manoj Sharma Chief of Urban Sector Group, SDCC, ADB Manoj Sharma is leading ADB’s efforts on ‘Making Cities More Livable’ following a cross-sector and cross- thematic approach of providing integrated solutions. Manoj has 28 years of experience working with ADB and the Government of India. He has led multi-sector teams for designing and implementing complex and innovative projects for urban infrastructure and economic corridors development in several countries in Asia. Manoj has also supported the strategic development of the urban, water and industrial sectors at ADB and the countries in Asia. He is also an adjunct professor at the Graduate School of Public Administration, Yonsei University. He earned his PhD degree from the School of Advanced International Studies (SAIS), Johns Hopkins University. About the Ministry of Land, Infrastructure and Transport The Ministry of Land, Infrastructure and Transport (MoLIT) is the Korean government agency in charge of land, infrastructure and transport policy. As the main ministry of urban policy, MoLIT builds smart cities for generating future growth engines. MoLIT also addresses urban issues for better lives by connecting key technologies of the Fourth Industrial Revolution with urban infrastructures for transport, safety, energy, and others. Xiaohong Yang Chief Thematic Officer, SDCC, ADB Xiaohong Yang is the Chief Thematic Officer of ADB’s Sustainable Development and Climate Change Department. Prior to her current assignment, she was the ADB’s Country Director for Pakistan where she led the ADB’s operational, knowledge and partnership efforts to building up key infrastructure, institutions and reforms in the area of energy, transport, water, urban, agriculture, finance, social sector, and public-private partnerships. Xiaohong joined ADB in 1998. Her extensive experience in sustainable development includes two decades leading the ADB’s work in two regional operational departments. Between 2013 and 2016, she was the Director for Transport and Communications Division working for ten Central and West Asia Countries, and from 2002 to 2012 she held increasingly responsible positions including principal transport economist and lead transport specialist in the East Asia Department. Prior to joining ADB, she worked with the World Bank as a financial specialist for five years. A national of the People's Republic of China (PRC), Xiaohong holds a postgraduate master’s degree in Economics from Peking University, and a Bachelor of Arts degree in Finance from the Shanghai University of Finance and Economics, PRC. She is a Certified Public Accountant.
Republic of Korea-ADB Urban Development Forum: Applications of Smart Technologies 5 Panel presentation and virtual roundtable discussion: Context setting: “Challenges Faced by Korean Cities and Solutions: What Worked and What Didn't Work” Yun-seok Jung Senior Manager, Transportation Policy Division, Seoul Metropolitan Government Yun-seok Jung is a senior manager with a background in ICT and transport policy, planning, and development. He has a wealth of experience in supporting local government-wide initiatives and projects in ICT-based urban transportation. Before joining the Seoul Metropolitan Government, he worked at the Institute of Information and Communications Technology Planning and Evaluation, a quasi-government entity affiliated with the Ministry of Science and ICT in the Republic of Korea. Abouth the Seoul Metropolitan Government The Seoul Metropolitan Government (SMG) is the administrative organization of Seoul, the capital city of the Republic of Korea. In just five decades, it has experienced explosive demographic and economic growth accompanied by the rapid expansion of public infrastructure, the advancement of technology and its use in policymaking. SMG has initiatives to promote low-carbon transition such as public transportation reform and green urban regeneration to contribute to its goal of building a greener and more sustainable city. Presentations on solutions: • “Data Hub Platform for Smart Cities” Seung-myeong Jeong Senior Researcher, Autonomous IoT Research Center Korea Electronics Technology Institute Seung-myeong Jeong received his bachelor’s and master’s degrees in Computer Science from the Ajou University in the Republic of Korea in 2009 and 2011, respectively. Before he joined KETI, he worked as a Junior Researcher at Advanced Standard R&D Lab., CTO Division, LG Electronics in Seoul. His research interests are on IoT middleware platforms (e.g., oneM2M) and interworking technologies. He is an active member of oneM2M standardization and now serves as the vice-chairman of oneM2M Architecture WG. He is also involved in R&D projects pertaining to semantic interoperability collaborating EU consortium and cognitive IoT R&D project in the Republic of Korea. About KETI KETI is a leading R&D institute specializing in electronics and ICT under the Korean Ministry of Trade, Industry and Energy. Since its establishment in 1991, KETI has led the growth of small and midsize enterprises in the high-tech industry. • “Integrated Platform Systems of Infrastructure in Smart Cities Based on Digital Twin Solutions” Simon Jeon Manager, Global Business Department, Korea Land and Geospatial InformatiX Corporation Simon Jeon is a manager of Global Business Department of LX. He is in charge of various capacity building projects in the field of land administration and geospatial information and has participated in Digital Twin Project of LX. He earned his bachelor’s degree in Actuarial and Financial Mathematics (2009) and honors degree in Mathematical Statistic (2010) from the University of Pretoria before joining LX in 2016. Abouth LX LX is a quasi-government organization under the oversight authority of the Ministry of Land, Infrastructure and Transport. Its major activities include cadastral surveys and R&D related to cadastral system as well as building a nationwide database system that contains cadastral information. The organization also carries out various spatial information projects, including smart city-digital twin project.

He implemented various projects related to GIS/LIS and smart city ordered from Ministry of Land, Infrastructure and Transport, Korea EXIM Bank, and World Bank, among others. Before he joined Smart City Association, he worked at Geomexsoft.,Ltd., Asia Aero Survey Co., Ltd., and Marketon Venture Partners Consulting Corp. About the Smart City Association The Smart City Association established the Korea U-City Association in 2006, greatly contributing to the development of U-City in Korea and established the Smart City Association as a legal association in 2018 under the approval of the Ministry of Land, Infrastructure and Transport. The Smart City Association aims contribute to balanced national development and improve the quality of life of citizens. Smart City Association is also contributing to the development and invigoration of industries through its smart city integrated platform Infrastructure construction project and establishment of smart city-related core technology standardization and certification system. He worked at Korea Water Forum as an Executive Director and ADB Indonesian Residence Mission as an international consultant. Currently, he works for the Korea-Mekong Water Resources Management Research Center, which promotes and improves the Mekong-Republic of Korea cooperation on sustainable and integrated water resources management. About the Korea Water Resource Corporation K-water (Korea Water Resource Corporation) is a government enterprise, which specializes in water resource management in the Republic of Korea. Since its inception in 1967, K-water has been responsible for developing water resources, constructing and managing water supply facilities, and building industrial complexes and new towns. K-water has played a pivotal role in fulfilling its contemporary mission of developing the Korean economy. He was already engaged in electronic products marketing for 20 years before he joined SDE. Plat Sang-hoon Cha is a smart city expert with a background of IoT platform, digital transformation, and smart energy management of water supply system. He brings experience to support smart water management initiatives and projects in urban development. Before he founded WI.Plat in 2020, he worked in K-water (Korea Water Resource Corporation) for 23 years. About WI.Plat WI.Plat is a water-related startup established through financial support from K-water and the Korean government. Using IoT, artificial intelligence, and cloud technologies, WI.Plat has developed technologies that help non-professionals easily find water leaks. WI.Plat is contributing to the achievement of water leakage reduction in developing and underdeveloped countries suffering from water leakage in water supply system. • “Diagnostic and Rehabilitation of Old Water Pipelines and Water Quality Management” Dong-hoon Cha Director, Water Planning and Development Center, Seoul Water (Arisu) Dong-hoon Cha is responsible for research project management and research water policy such as efficient asset management in water infrastructure and digital transformation for water utilities. Before he joined SWI, he designed water and wastewater treatment facility and researched water resource management and demand side management in private companies. About Seoul Water Seoul Water (Arisu) is Seoul Waterworks Authority of Seoul Metropolitan Government and has a history of over 110 years and has been supplying tap water to 10 million Seoul citizens. She worked on various areas, including information technology, energy, and smart grid. She transferred to the Low-carbon Policy Division in August 2020. She is the representative for facilitating policies for carbon-free island Jeju 2030; installing green mobility infrastructure, establishing hydrogen energy economy; and accelerating shift to renewable energy. About Jeju Province Jeju Province is one of the nine provinces of the Republic of Korea, south off the coast of the Korean Peninsula. The island contains lots of special geographical sites listed by UNESCO on the Biosphere Reserve (2002), World Natural Heritage (2007), and Global Geoparks of Volcanic Island and Lava Tubes (2010). The province aims to become neutral carbon by shifting to new and renewable energy and creating a new integrated model of energy and mobility. He is currently a Senior Researcher at Hyundai Electric and Energy Systems Co., Ltd., Korea. He earned his Ph.D. in Electrical and Computer Engineering from Seoul National University. About Hyundai Electric Hyundai Electric is a Seoul-based electrical equipment manufacturer and energy solution provider. It is currently expanding its ICT-integrated energy solutions business.

Since he joined KOTI in 2005, he has been involved in various studies and research projects related to intelligent transport systems (ITS) and smart mobility in smart city. He worked as a Senior Transport Specialist in Transport and ICT Global Practice at the World Bank from the year 2015 to 2017. He earned his Ph.D. degree in the Department of Civil and Environmental Engineering from the University of Maryland, College Park. About the Korea Transport Institute The Korea Transport Institute (KOTI) is an official research agency for the government of the Republic of Korea. KOTI provides recommendations and alternatives for the nation’s transport policy and to create the optimal transport system through specialized research and technical innovations. Presentations on solutions: • “Mobile Transportation Card System and Advanced Public Transportation System” Sue Hyun-suk Park General Manager, International Cooperation Team, ITS Korea Sue Park works at the international cooperation team in ITS Korea. She joined ITS Korea in 2009 as a member of organizing committee of 17th Busan ITS World Congress co-hosted by ITS Korea, where she was part of the program committee. She has been working to promote Korean Intelligent Transportation Systems (ITS) and to strengthen the international networks with overseas countries by hosting ITS events and knowledge sharing workshops. She obtained a master's degree in Urban and Transportation Engineering from Kongju National University in 2021.

ITS Korea serves as a bridge for private and public sectors and academia and contributes to the development of ITS field through various research, policy consultation, and technology promotion. • “Electric Vehicles and Charging Infrastructure” Hyung-jin Joo CEO, ChargEV Hyung-jin Joo has been in the electronic vehicle (EV) charging business industry for over 10 years. He started the EV charging business in POSCO ICT Corp., a major ICT company in Korea and then spin-off to ChargEV corp. in 2019. His background is IT engineering and Energy Storage System business. Before joining POSCO ICT Corp., he worked at Alcatel-Lucent Corp. About ChargEV ChargEV spun off from POSCO ICT in 2019, and its major shareholders are POSCO ICT and KT. The company has business relationships with several manufacturer such as Hyundai Motors, BMW, Mercedes Benz, Jaguar Landrover, and Nissan. ChargeEV now has11,000 charging points and more than 60,000 subscribers. • “Bus Rapid Transit System” So-young Iris You Principal Researcher, Innovative Transport Policy Division, Korea Railroad Research Institute So-young Iris You is a principal researcher of Innovative Transport Policy Division at Korea Railroad Research Institute (KRRI). Her research interests focus on advanced technology applications in public transportation systems engineering, including Super Bus Rapid Transit (S-BRT), On-demand Mobility Systems, and Planning for a User-friendly Transit Center. She holds a Ph.D. from University of California, Irvine. Prior to that, she was a researcher at the Korean Transportation Institute (KOTI). About KRRI KRRI was established to contribute to the development of state and business industries through continuous R&D in the fields of railroad, public transportation, logistics, and the spreading of its work. Since its establishment in 1996, KRRI has achieved the globalization of railroad traffic technology with 400 specialized researchers and 300 forms of high technology research equipment. • “Latest Smart City Development Demands and KIND’s Support Program” Ryan Kwang-bok Lee Director, Overseas Infrastructure and Economic Research Department, Korea Overseas Infrastructureand Urban Development Corporation (KIND) Ryan Kwangbok Lee is a director in charge of operating K-City Network - Korean government’s smart city development support program for overseas governments. He works at Korea Overseas Infrastructure and Urban Development Corporation (KIND) as director of program management, director of real estate investment, and currently as the head of research. Before he joined KIND, he worked in private sector as East Africa regional director and Energy/ICT/ Infrastructure project manager at Samsung C&T Corporation. About KIND KIND is an organization established in June 2018 by the government of the Republic of Korea in accordance with the Overseas Construction Promotion Act enforced on 25 April 2018 to proactively support global Public-Private Partnership (PPP) business. KIND supports Korean companies for project planning, feasibility studies, project information, and project bankability. KIND aims to contribute to life quality improvement and sustainable growth in the partner countries.
