4 Pilgrim Experience – the Pivot • Vision of Divya Kumbh and Bhavya Kumbh. • State-of-the-art infrastructure and basic amenities. • Blend of traditions and modern technologies. • Setting up of Prayagraj Mela Authority to coordinate with the 28 state departments and 5 central government departments. • The core principle while planning for making the Kumbh Mela has been to ensure enhanced Pilgrim experience. 4
5 Broad framework for Kumbh Mela 2019 Prayagraj Mela Authority • Government of Uttar Pradesh set up the Prayagraj Mela Authority to coordinate with 28 State Government Departments along with 5 Central Government Departments Detailed Work Plans • Detailed plans prepared for each of the components such as Electricity, Water Supply, Drainage, Sanitation, Tentage, Civil Supplies etc. Apex Committee • Apex Committee formed under the Chief Secretary of the State Government for sanctioning works and guiding the Departments and monitoring the work at the highest level Mandal level committee • Committee for coordinating between various Departments of the government engaged in Kumbh Mela works and to conduct weekly reviews of works under all heads and regular inspections 5
6 Broad framework for Kumbh Mela 2019 Online Project Monitoring System • PMIS portal has been designed where PERT & other details of the projects are monitored on real time basis Third Party Inspection Agency • Agency has been contracted by Mela Authority with 36 Resident Engineers deployed to inspect and report on all ongoing projects for quality E-Tendering/ Online Procurement Process • All tenders have been successfully completed using the E-Tendering Portal utilising the transparent processes put in place by the Government of India Innovation Consultants & Interns • Consultants and interns from varied backgrounds have also been engaged. 6
8 Uttar Pradesh State Bridge Corporation • 9 road-overbridges (R.O.B.) constructed in record time of less than 18 months. • Budget allocated – INR 435 Cr. 8
9 Public Works Department • Strengthening and widening of 140 roads done. • Budget allocated - INR 10,61 Cr. 9
10 Prayagraj Development Authority • Strengthening and widening of 34 roads in the city completed. • Redesigning, refurbishing and beautification work is being done at 64 traffic junctions. • Budget allocated – INR 298.3 Cr. 10
11 Uttar Pradesh Power Corporation • Upgradation and Strengthening of existing power infrastructure and electricity system. • Budget allocated - INR 81 Cr. 11
12 Uttar Pradesh Jal Nigam • Augmentation of water supply system and improvement of drainage and sewerage system. • Budget allocated – INR 101.2 Cr. 12
13 Health Department and Medical College • Renovation work at multiple hospitals, development of new wards and purchase/upgradation of medical equipment. • Budget allocated - INR 73 Cr. 13
14 Police Department • Construction, development and renovation work of multiple Police stations and hostels. • Budget allocated – INR 84.8 Cr. 14
15 Tourism & Culture Department • Upgradation of Tourism Department infrastructure and key tourist sites. • Budget allocated- INR 21 Cr. 15

17 Facilities and Attractions at Kumbh • Public Accommodation for 20,000 Pilgrims has been constructed in the Public Accommodation Mela Area with facilities for staying during the night and proper safety measures • One of a kind cultural hall to cater to Pilgrims with a capacity of 10,000 people Ganga Pandal • Various cultural events are being held at the Ganga Pandal with artists coming from all across the country • More than 500 cultural programmes with 5000+ artists are being held in Convention Halls the 6 Convention Halls built in the Mela Area 17
18 Facilities and Attractions at Kumbh • Ultra modern International Media Center has Media Center been constructed to cater to journalists and media personnel from across the globe • More than 902 Stalls of Food, Grocery, Clothing, Vending Utensils etc. have been set up in designated Zones Vending Zones • 3 Amusement zones with a variety of attractive Amusement games, 3D projection theaters and other Zones engaging activities have been set up • More than 20 Lakh sq. ft. of city and Mela area Paint My infrastructure has been painted by various artists, City drawing funds from various Government Projects like Namami Gange, Smart City, Swachha Bharat Mission etc. 18
19 Swach Kumbh Clean and Beautiful Kumbh • More than 1,15,000 toilets installed • ICT-based system deployed to monitor and ensure timely cleaning of toilets • Proper onsite sludge management, cesspool operations and odour management are being deployed. • More than 20,000 dustbins with liner bags deployed for solid waste management • More than 24,000 sanitation workers employed for street sweeping. • 40 Compactors and 120 Tippers used for seamless transportation of waste. Behaviour Change • More than 1500 Swacchagrahis engaged as foot soldiers monitoring of the operations and usage of toilets and dustbins • Dissemination of information on the theme of protection of the biodiversity of Ganga & cleanliness through hoardings, banners, workshops, roadshows 19 etc.
20 Safe Kumbh • 3 Police lines, 40 police stations, 3 female police stations and 58 police out posts have been constructed. • 40 Fire fighting centres, 15 fire out posts and 40 watch towers have been built. • An ultra-modern Integrated Command and Control Centre (ICCC) has been developed for crowd management, security and surveillance. • A robust security and surveillance plan has been prepared in consultation with experts. • A comprehensive and holistic Disaster Management plan has been developed with consultation from experts, SDMA and all departments working on Kumbh Mela 2019. 20

22 Safe Kumbh – Traffic Plan Key Highlights • Separate plans have been prepared for peak days and non-peak days. • Several emergency schemes have been developed for critical situations. • 95 parking lots with a total area of 1253 hectares. • Combined capacity of parking lots is 563,000 vehicles. • Major parking lots are within 1 to 5 km of bathing areas. 22
23 Safe Kumbh – Traffic Plan Key Highlights • Key roads for uni-directionally for optimal traffic management. • Signages and variable message boards across the Mela Area and the parking lots. • Availability of cranes on key roads. • Shuttle bus and CNG/ e-rickshaw. • Holding places. 23

26 Safe Kumbh – UP Dial 100 • 24*7 Service. • 50 four wheeler vehicles. • 200 two wheeler vehicles. • Availability of police, medical and fire services in just 5 to 10 minutes. 26
27 Safe Kumbh – Digital Lost & Found Center • Fully digitised lost and found centres for the first time, supplemented by traditional PA system. • 15 centres have being established across the Mela Area and the city. • All centres are interconnected by a sophisticated server. • Information of lost and found pilgrims are broadcasted with photos on LED Screens at each centre. 27 • Social media platforms are being used to re-unite the Pilgrims.
28 Sanskritik Kumbh Sanskriti • Exhibition on various aspects of Gram Indian history • NCZCC has organized an exhibition on the various arts from Indian states Kala Gram & Kala Kumbh • Sculptures from various states of India and exhibitions have been set up in 13 pavilions and 7 Cultural NMCG Information Department Van and Jeev Vibhag Areas have been developed • Exhibitions have been setup by NMCG, ODOP, SBM, Information Exhibitions Department and other Government Departments Swach Bharat Mission Handicrafts ODOP 28
29 Digital Kumbh • Computerised layout, plot allotment system, Geo-fencing and standardization of all the plots is done. • A robust ICT-based system deployed to monitor and ensure timely cleaning of these toilets and also the monitoring of the manpower engaged in street sweeping. • ICT based system deployed to manage Civil Supplies Distribution in the Mela. • Virtual Reality tours of Kumbh Mela have being captured and are available to Pilgrims and visitors for an immersive Kumbh experience. 29
30 Community Engagement • The Mela Authority has engaged and mobilised volunteers to help in various facets of Mela Organization. • Training and capacity building activities are being done for varied stakeholders, including tour operators, e-rickshaw drivers, boat operators, vendors, stakeholders etc. 30
31 Mela Infrastructure Development Works • Electrification of Pontoon bridges, Parking 46,900 105 Km areas, Panchkoshi Parikrama Marg and 1,180 Km LED Hyper L.T Line Dwadash Madhav done for the first time. Lights Tension Line Electricity Works • M.C.Bs setup in electrical connection of camps 225 64 2,80,000 for safety purposes. High Temporary Camp Masts Sub Stations Connections • 1,71,109 chequered plates being used for the construction of 488 kms roads in the Mela area. Roads & Pontoon • 2,387 Pontoons used for developing 22 Pontoon bridges. 31
