Alfred Street --
                - Road and Streetscape Upgrade
Proposal to create a one-way street and reduced speed limit.

Figure 1: Alfred Street - view from Walkerville Terrace

The Town of Walkerville has developed concepts for a proposed Road and Streetscape
Upgrade for Alfred Street, Walkerville. The proposed changes seek to make Alfred
Street a more inviting streetscape with roadside vegetation, improved vehicle
movements and parking, as well as creating a safer environment for pedestrians. The
recommended changes come in response to community feedback from late 2020 when
Administration consulted with the residents of Alfred Street about the issues they were
experiencing along the road. Key concerns raised from this survey included:

   1. Lack of a footpath/safe access for pedestrians
   2. The condition of the road
   3. Issues with stormwater given the lack of underground drainage

In order to address the concerns raised during consultation, Council is considering a
Road and Streetscape Upgrade as part of the 2021/22 Draft Annual Business Plan &
Budget process, which includes the following elements:

   • Increasing landscaping and tree planting to provide a corridor with surrounding
     streets
   • Upgrading surfaces for stormwater management
   • Making Alfred Street one way (entrance from Walkerville Terrace and exit via
Warwick Street) to assist with parking and vehicle access

Weekly Round Up
Weekly Round Up 16 April 2021 - Walkerville Council
• Creating a shared use promenade link between Walkerville Terrace and
Walkerville Oval to provide safer pedestrian linkages

Concept designs for the upgrade of Alfred Street to support the inclusion of trees and
provide safe access for pedestrians have been developed (please see Figure 1 and
 Figure 2).

In addition, the proposed upgrade would include the realignment of kerbing to support
the planting of trees, the creation of parking along the tennis courts and the use of
permeable surfaces to manage stormwater and provide a passive mechanism for
 watering the trees.

Figure 2: Alfred Street - view from Warwick Street

Prior to moving forward with the next stage of this important community project, we
seek to gauge your interest on the proposal. Please note, the upgrade is subject to
receiving funding in the 2021/22 budget, along with engineering and design standards

To have your say, please complete the online survey here. Hard copies are also
available at the Civic and Community Centre.

For more information, visit Council’s website here.

Consultation commences 9am on Wednesday, 14 April 2021 and concludes at 5pm
 on Tuesday, 4 May 2021.

Did you know?
Walkerville is tied to Schutzenfest and a giant outdoor theatre!

                               Walkerville, 1950 (approx)

As shared on the Adelaide Yesterday and Today Facebook page: “This outdoor theatre
operated between 1929 and 1936 after the silent pictures era. Constructed on his land,
 W. Lester Boyle had the lease for films at the Walkerville Hall from 1910 to the 1940s.
The outdoor theatre was used mainly on warmer nights for the comfort of the patrons
and the added safety of the projectionist who was dealing with arc lamps and volatile
film. In 1936 talking pictures were introduced and the outdoor theatre was sold as a
building lot. The location was in the lane between the theatre and the building in view,
the Walkerville Police Station (now the public library). Patrons sat on planks and the
pianist was located at the base of the screen.”

As published in The Advertiser on the weekend (10 April 2021): “The initial
Schutzenfest was held at Walkerville in 1889.”

Walkerville. This award is only for people aged over 35 years. This award can recognise

someone who is new to volunteering, but who has made an outstanding contribution to
the Township. The nominee does not need to live in the Township, but must
demonstrate a connection to it, through their volunteering activities. Nominations for
individuals who live in the Township but who volunteer outside the Council area will be

Parking Permit Zone
Signage installations have been completed in Medindie and
Gilberton in preparation for the new 3-hour permit zone project.
Conflicting signage will also gradually be taken down to prepare
for the new changes to commence in July.
The restrictions will not be enforced
 until 1 July 2021, however, a Council
 Community Safety Officer will be
providing warnings in the lead up to this
 time.

The parking restrictions will be in place
between 8am and 5pm, Mondays to
Fridays. Residents will be able to apply
 for on-street fixed parking permits
(subject to eligibility), along with the
ability to request one free transferable
 residential parking permit. Vehicles
 displaying these permits are exempt
 from the 3-hour parking restrictions.

 Council engaged GTA Consultants to
 review existing traffic, transport and
 parking conditions in Medindie and
 Gilberton. During consultation, one key
was the need to address non-resident
cars parked on streets for extended
periods of time. In response, Council
endorsed a 3-hour permit zone at its 19
 October 2020 Ordinary Meeting.
