Taken from the Leduc/Wetaskawin “The Country Market” Publication Dedicated health care provider secured for Thorsby and Warburg Submitted by the Primary Care Network The answer to providing health care needs in the under-serviced communities of Thorsby and Warburg has been found. A Nurse Practitioner (NP) has been hired by the Leduc Beaumont Devon Primary Care Network (LBD PCN) to deliver primary care support to those living in Thorsby, Warburg and surrounding areas. Michelle Williams is trained as a family/all ages Nurse Practitioner and has been practicing as a Registered Nurse (RN) for 20 years prior to obtaining her Nurse Practitioner graduate degree. She has spent most of her career in rural healthcare in the community of Whitecourt and surrounding areas working in the emergency department, acute care, labour and deliv- ery, and public health settings. Michelle previously worked at the McLeod River Primary Care Network where she developed a palliative care program. Some of you may have already met Michelle through her most recent experience as a Palliative Nurse Consultant seeing patients in the communities of Warburg, Thorsby, Calmar, Devon, Leduc and Beaumont, as well as in the local rural hospitals. A Nurse Practitioner is a registered nurse with additional graduate education and training in advanced clinical practice. They conduct comprehensive health assessments, diagnose health conditions and treat and manage acute and chronic ill- ness within a holistic model of care. NP’s order and interpret screening and diagnostic tests, perform procedures, and pre- scribe medications (no restrictions) and therapeutic interventions and can refer to specialists. Nurse Practitioners act as primary care providers within their stream of practice. They work independently across the spec- trum of health services, such as acute care, primary care, community health, long-term care, specialty areas of health and emergency care. They work collaboratively with physician’s and other health care professionals to provide high-quality, pa- tient-centered care. Nurse practitioners use a holistic approach to health care, focusing not only on medical issues or prob- lems, but also on patient/family-centered care including the psychosocial and functional aspects of life. In short, a nurse practitioner can provide the same level of care that a family physician can. “The Thorsby/Warburg Doctor Attraction/Retention Committee is very grateful to have partnered with the Leduc Beau- mont Devon Primary Care Network and many other community partners to bring a Nurse Practitioner to our communities,” said Shawna Ofstie, committee Chair and Black Gold School Division Trustee-County West. “Thorsby has been without a phy- sician with January 1971 and Warburg’s last doctor closed his practice in the 1960’s, leaving our communities to travel to nearby towns or cities to receive care. This has left many unattached patients in the area for several reasons including trans- portation issues.” The LBC PCN is working to secure suitable space for the NP to open clinics in both Thorsby and Warburg and anticipates that Michelle will be able to start seeing patients by late February. Miscellaneous support for the two clinics will be funded by the communities while funding for the nurse practitioner posi- tion was secured through a grant provided by the Government of Alberta through the Nurse Practitioner Support Program. “A Nurse Practitioner in Thorsby & Warburg is a long-awaited solution to provide continuity of care to our families who need it most by eliminating barriers,” said Ofstie. “After learning more about the role of “Nurse Practitioners, it is apparent that this is the best solution to serving the healthcare needs and providing the care the residents of our rural communities deserve.” 7

Council Notes March Council Notes: Complete Minutes are available on our Website once approved at the next month’s council meeting. Public Hearing A public hearing was on February 10th at 7:00 p.m. regarding changes to the Village of Warburg Municipal Development Plan and the Land Use Bylaw. Two members of the public attended to hear the presentation by Brian Murray from B & A with respect to the proposal. Auditor Appointed The Village of Warburg appointed Donnelly & Co. LLP as the Village of Warburg auditors for the 2020 year. Municipal Leaders Caucus Mayor Maine and Municipal Administrator Pankewitz were authorized to attend the Mayor’s Leaders Caucus March 25 & 26, 2020. Policy 29/99 Council approved the amendment of Policy 29/99 regarding Advertising Signs & Posters. It now reads “that signs and posters are permitted on municipal property, with permission to do so by the Municipal Administrator or the Village of Warburg Council. Nurse Practitioner-Clinic Council approved the development of a room in the Village Office basement for use as a Nurse Practitioner Clinic. Alberta Infrastructure-Arena Grant Council received notification that the application for an Alberta Infrastructure Grant for Phase 2 & 3 of the arena renovations was not approved. Administration will be looking for other granting opportunities as they become available. Bylaw 172/20 to Adopt the MDP Council carried the 2nd and 3rd readings to adopt Bylaw 172/20 being the Municipal Development Plan. Bylaw 171/20 to Amend the Land Use Bylaw Council carried the 2nd and 3rd readings to amend Bylaw 171/20 being the Land Use Bylaw. Bylaw 168/20 to License and Control Cats Council Carried the 1st and 2nd Readings of Bylaw 168/20 for the Licensing and Control of Cats within the Village of Warburg. This matter will be on the agenda for the March 9, 2020 Regular meeting of Council for discussion and possible approval. Anyone who wished to speak on the matter must have their concerns submitted to the CAO no later than 4:30 p.m. on Monday March 2, 2020 via mail (Box 29, Warburg, AB, T0C 2T0 or email (cao@warburg.ca). If you would like to voice your concerns in person please contact the office by the same date and time to be added to the agenda. 2020 Emergency Management Summit Councillor Mayr was authorized to attend the 2020 Emergency Management Stakeholder Summit 39/20 Alliance Council carried Resolution R7369-02-20 that the Village of Warburg will remain a member of the 39/20 Alliance with Calmar and Breton. ******************************************************************************************************************************************* Mountain Pine Beetle It has been discovered that some trees within the Village have an infestation of pine beetles. It is extremely important to remove and dispose of in- fested trees prior to mid-June, when mature beetles begin to emerge and fly to new trees. Please check the trees on your property for “boring dust”, pitch tube (resin that pine trees produce to repel the beetle) and blue stain fungi. Any infested trees must be removed by May 1, 2020. Infested bark should be chipped, burned or buried to ensure adults and larvae are destroyed. ******************************************************************************************************************************************* Council Meetings- Public is welcome and encouraged to attend! Proposed - Village of Warburg Bylaw 168/20 [Please note that the 1st and 2nd Reding of this Bylaw were carried at the February 10, 2020 Regular meeting of Council. Discussion and 3rd Reading, if applicable, will be on the March 9th, 2020 Regular meeting agenda. If put forward and carried, this Bylaw will come into immediate effect.] Main Points Everyone who is, or becomes, the owner of a cat over the age of six months or takes up residence within the Village and is the owner of a cat which is over the age of six months must license the cat in accordance with the bylaw. Licenses are not transferrable from one cat to another or one owner to another. The license tag shall be securely fastened to a collar or harness that must be worn by the cat at all times. No more than 2 cats shall be harboured in any premises within the Village of Warburg. The owner of a cat that is at large is guilty of an offence in accordance with the bylaw. A female cat in heat shall be confined within the residence of its owner unless, if controlled by a leash, allowed outside for the sole purpose of permitting the cat to defecate or urinate on the premises of the owner. If a cat defecates on any public or private property other than the property of its owner, the owner shall cause the feces to be removed immediately. The residence or ground where any cats are kept shall at all times be maintained in a clean, sanitary and inoffensive condition, to the satisfaction of a Peace Officer. The owner of a cat that howls excessively is guilty of an offence in accordance with the bylaw. No person shall harbour and/or feed feral cats. Cat license fee: unaltered $50.00 Cat license fee; spayed/neutered $20.00 A complete copy of the proposed bylaw may be obtained at the Village Office, 5212-50 Avenue.
