General Information This Candidature Application Guidelines aim to serve as a framework to all National Federations and their partners who are interested in bidding to host the CEV Volleyball European Olympic Qualification 2020 and to guide potential bidders through a number of application steps and subsequently of the final event delivery. Tournament Overview • Name: CEV Volleyball European Olympic Qualification 2020 • Competition format and schedule overview (per gender): Eight (8) teams divided into two (2) pools structured according to the CEV ranking of 01.10.2019. 2 x Preliminary Pools of 4 teams / (3 matches a day) → 4 days Cross over semi-finals (1st vs 2nd / 2nd vs 1st) / (2 matches) → 1 day Final match (1 match) → 1 day • Date: both tournaments to be organized during the week of January 6th to 12th 2020. • Olympic qualification pathway: the winning Men & Women teams will qualify directly to the Tokyo 2020 Olympic Games. Bidding Fee The required bidding fee to host the CEV Volleyball European Olympic Qualification 2020 is: Minimum 1,000,000 Euros (one million Euros) per gender. Bidding Deadline The CEV must receive all original application documents to host the CEV Volleyball European Olympic Qualification 2020 by Friday August 23rd 2019, before 18:00 CET . For the avoidance of doubt and confidentiality purposes, the date of Friday August 23rd 2019 is the actual date where complete applications shall be physically received at the CEV HQ in Luxembourg. Therefore, shipment duration and delivery parameters from your respective country to Luxembourg shall be taken thoroughly into consideration. All applications received after this date will not be accepted by the CEV. Bidding Delivery Interested organizers shall send their complete candidature following the below procedures and method of delivery: • Two (2) colored application copies including signed Letter of Commitment and Bid Checklist (such documents are provided as attachment) in sealed envelope to be sent to the CEV Headquarters in Luxembourg only via registered post to the following address: CEV Volleyball European Olympic Qualification 2020 CEV - Confédération Européenne de Volleyball, 488, route de Longwy, L-1940 Luxembourg • For confidentiality purposes, no electronic copy via email or any other digital communication channels will be accepted by the CEV. Bidding Commitment By submitting a bid, a National Federation confirms that through the entire evaluation and assignment process and, if successful, the organization of the respective tournament will duly accept and adhere to all CEV requirements and regulations. The following criteria will also be considered favorable in the process of evaluation of the applications: 1. Unique and special candidatures that will allow further development of Volleyball in Europe. 2. Long-term commitments to organize Volleyball events. 3. Application’s level of completion and detail will also be one of the evaluating criteria. 4. Added value of your candidature to increase the level of the CEV competition along with concrete plans and actions exceeding the requirements of the CEV National Volleyball Competitions Regulations. Step 1 - Application The CEV invites you to apply for the organization of the next CEV Volleyball European Olympic Qualification 2020. The Application process is based on respect, fairness and honesty. The practice of taking other candidates concepts or ideas will not be tolerated. The appointment of the Organizer is based on a bidding process. Any Application shall be presented and written in English and respect the following procedures: 1. In accordance to the bidding deadline as set in page 6. 2. In accordance to the bidding delivery procedures as set in page 6. 3. All data provided shall always be factual, accurate and precise. The process application requires from any applicants to obtain authorizations and guarantees from third parties providers. Each Applicant shall also appoint one individual representative as main contact for the CEV, during the entire bidding process. Any persons involved in the process shall act in accordance with the principles mentioned in the CEV and FIVB Regulatory Framework. All related textual content, graphics, videos, visual imagery and creations developed by or on behalf of the applying National Federation shall be vested in and remain the full ownership of the CEV. The CEV also reserves the right to use all of the received information and content across its media and digital channels. Step 2 - Evaluation The CEV evaluates the applications based on the documentation provided as well as the experience with previous event organisations in the respective countries. For sake of higher transparency and confidentiality, members of the CEV Legal Commissions will be responsible of officially opening the sealed envelopes containing the applications and legally binding confirm that both the seals have not been broken before and the envelops are only opened in their presence. Step 3 : Award The CEV appoints the Organiser at the end of the evaluation process. Should it be appointed by the CEV, the future Candidate will automatically become the Organizer of the respective CEV competition. Public announcement of the appointed Organisers will be made in collaboration with the CEV at a mutually agreed schedule. Step 4 - Execution The execution step will start with the drafting and signing of a comprehensive Organiser Agreement (Legal document to be provided by the CEV). The Organiser and the CEV work in full collaboration throughout the implementation process in order to deliver a professional event for all involved stakeholders. The CEV competition will be organised and prepared following a number of site visits, meetings and conference calls including timetable of actions to follow and masterplan for the event delivery that will be agreed with the Organiser. Application Requirements The present section aims to support each Candidate to identify key organizing aspects in the staging of the CEV Volleyball European Olympic Qualification 2020. Furthermore, its main objective is to pro- vide the CEV with the necessary information and data to properly evaluate and assess each of the Application. Lastly, the following requirements do not aim to mirror the requirements of the CEV competition, which are mentioned in the CEV Volleyball Competitions Regulations and National Team Guidelines, but rather provide a precise overview to each potential Organiser on how to professionally stage the CEV Volleyball European Olympic Qualification 2020. Chapter 1 The Organiser In this chapter, we would like to know more about you and your partners. Concept Present a clear vision and objectives. Outline the sportive, social and economic impacts related to your Application. Provide a brief explanation about how you intend to use the event to further develop the sport in your country and how it could contribute to the promotion of Volleyball across Europe, more particularly in terms of grassroots development and media coverage. A summary statement including vision, objectives, strengths and weaknesses, challenges and opportunities shall be provided. Support Binding support from the Host city, sponsors, other institutions and partners on national, regional and local level, which are involved in your Application. How will the public authorities, private sector and local communities support the organization of the CEV competition? How do you plan to ensure continuous support from the national authorities in the preparation and delivery of the event? a. Political support, b. Financial support, c. Human resources support, d. Equipment / infrastructural support, Finance Have you considered all the potential expenses and incurred cost related to the organization of the CEV competition? Have you established a profit and loss statement based on previous event experience, mainly of the CEV competitions? Have you foreseen a budget buffer for unforeseen events? A profit and loss statement including key organizational costs, indirect expenses and income (respective templates can be requested directly by the CEV). Management Team & Workforce An experienced, structured and skilful management team is essential for a professional event delivery. Key functions that have to be specified and covered in the Application: • Technical Manager • Event Manager • Sport Presentation Manager • Communication Manager • Marketing & promotion • TV operations • Transportation & Accommodation Manager • Ticketing, Accreditation & Security Manager • Volunteers Manager Do you use the services of external companies and/or providers? If yes, in which specific areas? A recent extract of your Trade register displaying the main information about your entity (in case of private companies). Chapter 2 Staging the Competition In this chapter, we are sharing with you key information on the competition format as well as requirements related to the actual staging of the CEV Volleyball European Olympic Qualification 2020. Host city One (1) Host City with appropriate resources to support the CEV competition. Commitment of the Host City to ensure branding and promotion activities in the most meaningful, tourist and attractive areas of the city. What are the opportunities and challenges of the infrastructures of the Host city? How do you plan to involve the Host City in the overall branding and promotion of the event? How do you plan to involve the local and regional tourism authorities into the promotion of this event? A full description including maps, promotional videos and pictures of the Host city. Venue The main competition hall with a minimum capacity of 7,500 seats. More particularly: a. Minimum height 12.5 meters b. Competition area: 35 x 24.5 meters c. Lighting configuration: 1200 lux Training/warm-up hall shall also be provided to participating teams and be equipped with Volleyball synthetic flooring (lines only for Volleyball). The competition hall must be available to CEV access and use a minimum of 3 days prior to start of the first match. CEV Volleyball European Olympic Qualification 2020, Candidature Guideline 14
The competition hall must be completely clear of all advertising, both inside the competition and on the exterior of the building. Selected venue shall accommodate the CEV match technology and the necessary cabling set-up both under and on top of the synthetic flooring. The CEV match technology includes the challenge system, match statistics and replay lamp system. Detailed information about the Competition venue including but not limited to seating plan and venue blueprints covering competition area, backstage, media zones, VIPs/officials area and broadcast sections. A city map indicating the Competition venue localisation with regard to pre-selected hotels and pictures if venue was used in the past for other sporting or cultural activities. Chapter 3 Event experience & Entertainment In this chapter, we would like to emphasis the importance of delivering an exciting and memorable event to the volleyball fans and spectators. Using certain elements of the sport presentation, side events, branding, and many other entertainment elements shall raise the value of this top event to the next level. High quality concept of entertaining program for the Volleyball fans. Carefully planned and rehearsed Opening program to welcome the fans at the event using innovative solutions and latest technology (e.g. video mapping, LED wristbands, LED balls hung from rooftop, etc.). Attractive players’ introduction & starting team presentation highlighting the players as well as lifting the atmosphere in the hall before the match. Extensive entertainment before & during the match including breaks (time outs and between sets) using fan cams, mascot, air guns with merchandise and other innovative ways to interact with the fans. Fans experiencing volleyball via number of fan activation stands – spike / serve speed, height of their jump, precision volleyball dart, or other interactive games. Organise side events with cultural content before / after the event at the hall close proximity – food festival, concert, etc. What kind of equipment will be used in the hall for the sport presentation? (Sound system, light system, giant screen, LED perimeter, etc.). Which services do you need to outsource? From entertainment elements to technical solutions. Are the main lighting structure in the hall allowing you to switch them off and on immediately during sport presentation activities? What kind of spot lights are you using? Do you have air conditioning system powerful enough to dissolve smoke necessary for the spot lights? CEV Volleyball European Olympic Qualification 2020, Candidature Guideline 16
Is the DJ selected familiar with the Volleyball specific entertainment elements? Have you thought of creating specific animation for the LED and giant screen? (Players profiles with pictures, volleyball sport presentation elements, etc.). Do you plan to involve your partners and sponsors in delivering a show? (Activations or direct involvement as a supplier). What places suitable for branding will be visible by the main cameras in the hall? Main camera, path of the camera following players upon arrival, changing rooms. An outline of the sport presentation concept including all the personnel (DJ, MC, performers). An outline of technology that are planned to be used during the event. Proposal for the side event program and activations for the fans. Chapter 4 Commercial rights consideration In this chapter, we are sharing with you additional information on marketing related activities, sponsors and commercial rights available. This section also includes further details on media rights & sport broadcast production expectations. All commercial and media rights transfer in relation to the CEV competition will be clearly stated in the Organiser agreement. Marketing rights The following commercial rights are granted to the organizer who shall present a successful marketing program in order to attract sponsors and partners, with the detail as follows: The exclusive rights to: • 60% of a total rotating sequence of 360 seconds on the dynamic advertisement system (LED) located around the Playing area, • 60% of backdrop visibility, • Ticketing incomes, except for the predefined contingent of tickets reserved by CEV (100 VIP tickets, 50 Normal tickets), • organise a Host city Fan zone project. The non-exclusive rights to: • Host city dressing and branding, • European promotional campaign, • Social media promotion, • Organise entertainment and side events (in and outside the Competition hall and in the Host city, CEV Volleyball European Olympic Qualification 2020, Candidature Guideline 18
• Print and advertising material, • Organiser’s workforce (staff and volunteers) dress-up. Sponsors and partners can be contracted in any category, except for the following reserved & protected categories by CEV: 1. Airlines 2. Banking 3. Betting and Gambling services 4. Body & Healthcare products 5. Courier services & logistics 6. Sports Equipment - Volleyballs and flooring 7. Sportswear Use and exploit the following naming rights: • National Sponsor, • National Supplier, • National Partner, • Local Sponsor, • Local Supplier, • Local Partner, • Host city, • Host city of the “CEV Volleyball European Olympic Qualification” A strategy regarding the marketing concept and pricing for the CEV competition. A draft marketing plan including targets, strategies, segmentations and financial terms. Who are your potential sponsors and partners? What will be your marketing strategy? What ticketing sales strategies and programs would you implement (points of sales, pricing, time frame)? A description of the marketing structure and deliverables between the different National sponsors, suppliers and partners. CEV Volleyball European Olympic Qualification 2020, Candidature Guideline 19
Media rights & sport broadcast production The Organizer do not hold any television or internet broadcasting rights. All national and international media rights originally belong to the CEV and its appointed Sport Media Agency. The Organizer is granted the exclusive National TV rights (only linear and TV broadcast rights in the domestic market) for 48 (forty-eight) hours after the completion of each match and shall therefore appoint a Host broadcaster capable of providing a professional world feed signal. For the avoidance of doubt, all other media rights not indicated above are retained by the CEV and its appointed CEV Sport Media Agency. Digital media rights are owned by the CEV’s appointed Sport Media Agency. Therefore, the granting of any digital media rights to the Organiser and its appointed host broadcaster (including mobile, internet and any future technology) shall be processed via a negotiation in good faith between the CEV and its appointed Sport Media Agency. The organizer shall guarantee that all the matches of the competition are produced in accordance with the following broadcast requirements including but not limited to (TV production manual is available upon request): • 5 (five) fixed cameras (including slow-motion and EVS replay) • 2 (two) hand-held cameras of which (1 with slow-motion) • 1 (one) crane camera • 1 (one) beauty shot camera • 1 (one) net camera • 1 (one) net microphone • 1 (one) replay lamp The organizer must make sure that the appointed Host Broadcaster is providing the world feed signal to the CEV and its Sport Media Agency, free of charge, according to the following standards: • Continuous world feed signal in HD 16:9 without any national, unilateral elements such as anchorman stand-up positions, interviews, national inserts or logos, etc. • With international sound • With English match graphics (graphic kit is provided by the CEV and its Sport Media Agency). • World feed signal to be made available on an established European satellite (Eutelsat 7B and Eutelsat 10A). Full collaboration with the appointed CEV Sport Media Agency and the domestic rights holder (also called the Host Broadcaster) for the promotion of the event and the sport of Volleyball. Do you have any innovative proposals to enhance the overall TV experience for Volleyball fans worldwide (including but not limited to additional cameras such as a zenithal shot, spider cam or ref cam)? Host broadcaster commitment letter that guarantees the production, delivery and broadcasting of CEV Volleyball European Olympic Qualification 2020, Candidature Guideline 20
CHAPTER 5 Communication In this chapter, we would like to receive further details on how you will promote the organisation of the CEV competition across Europe, within your country, region and finally the Host City. Overall promotion plan An identification of the population interested in the CEV competition and their needs related to the latter. Innovative promotion of the CEV competition as a major international event. How are you planning to use social and digital media? What tools and best practices will you use to engage with people and to attract spectators from all over Europe to visit the event? How do you plan to attract and involve the youth? A comprehensive communication and promotional plan (time line, activities, channels of promotion, media, etc. - actions by customer segments, etc.). Chapter 6 Services In this chapter, we are sharing with you the CEV’s expectations in relation to the services offered to key CEV stakeholders including but not limited to teams, delegation members, officials & VIPs, accredited representatives, media partners and Volleyball fans. Accommodation Accommodation solutions and packages in all price range meeting the requirements in terms of location, hotel quality, room categories and allotment. Dedicated accommodation solutions to CEV VIPs might be requested by the CEV. The same level of accommodation shall be provided to all participating teams starting 2 days prior to the start of the first match. Each team delegation will consist of 21 people (up to 14 players and up to 7 Team officials) to be accommodated in 8 twin rooms and 5 single rooms. Final allotment and room numbers to be confirmed by the CEV at a later stage. Departure of the teams (handbook) In addition to the above, the participating teams can bring a maximum of 5 extra team officials to be accommodated in maximum 3 rooms. The respective participating teams will cover the these supplementary expenses. The same level of accommodation shall be provided for the appointed CEV officials and operational staff starting 3 days prior to the start of the first match (minimum of 21 people). Final allotment and room numbers to be confirmed by the CEV at a later stage. All hotels must provide free high-speed wireless internet access for all CEV stakeholders including but not limited to participating teams, appointed Officials and Referees and CEV representatives on-site. Food & beverages services at selected hotels shall be flexible and in accordance to the competition timetable. Volleyball nutrition complexities and requirements shall also be respected in the development of menus for respective teams. All menus shall respect a variety of meat, pasta/rice, vegetable, salad, fruit and snacks. CEV Volleyball European Olympic Qualification 2020, Candidature Guideline 22
A list of available hotels for teams, CEV officials, CEV VIPs and Media with corresponding details (including but not limited to type of rooms, meeting rooms capacity and contact details.) Transportation & Visa Perfect logistics in the host country in relation to transportation are essential for the smooth running of the competition. State of the art airport for arrivals and departures with frequent international flights for all price categories. Transport arrangements from the airport to hotels and from hotels to the Competition venues for all involved CEV stakeholders (e.g. distances, type of transport to be used, travel times, etc.) If required, guarantee an easy and fast procedure to obtain corresponding visas to all CEV Stakeholders. What low cost airlines fly to the airport to allow arrival of the public? Information about the airport (name, website, location, etc.) and distances from/to venue and pre- selected hotels. A map and information about transportation system (ways to access the above mentioned places, travel times and distance between them, frequency, etc.) for teams, CEV officials, VIP and Media. A public transport concept for Volleyball fans (how to reach venue, etc.). A guarantee letter from national authorities in charge of immigration and visa procedures confirming simplified visa procedures for all CEV Stakeholders. Accreditation & Security Delivery of adequate security measures and assessment of plans for ensuring a safe competition. Application of the CEV Accreditation Plan. Clear security plan and staffing proposal in accordance to the accreditation system in place. A zoning plan considering access control for accredited and not accredited people. Monitored access thorough the venue as well as setting up zones applying the CEV Accreditation Plan. Have you contacted the respective authorities in your country/city to discuss and ensure the necessary security measures? Medical & Anti-doping Provision of all required medical services for the competition, including: • All equipment, • First aid, • Qualified staff • Associated medical services. Describe the anti-doping legislation and governance for doping in your country. Describe the operational services that you will provide (including but not limited to list of hospitals, doctors and medical nurses to be available, chaperons, ambulance attendance plans and first aid technical requirements). Delivery of necessary qualified personnel to deliver the medical services in the selected venue and training areas. Coordinate the alcohol test and health check for the referees, line judges and scorers. Provide a photographic file (max. 4 X A4 pages) that presents all of the proposed medial areas. Access to medical services also off competition hours. The CEV is responsible for coordinating and covering the Anti-doping tests and the Organizer will only need to ensure the necessary facilities and support the specialised personnel on site. Chapter 7 Event impact In this chapter, we would like to know the planned effects of the event in regard of legacy and sustainability but also the way to measure the event impact in local economy. Legacy A long-lasting and creative heritage supporting the development of all forms of Volleyball in the region. How can the staging of the CEV competition help the national and local Volleyball institutions to further develop Volleyball? What kind of direct social benefits can it bring to the Community? Do you have a volunteer program in relation to this event? A development activities plan (time-frame, targeted population, investment, goals, etc.). Sustainability A “green” CEV competition, which helps saving costs and increases the positive perception of the event. What are your plans and potential obligations concerning environmental protection? How do you plan to involve green companies and non-governmental organisation as partners of the event? An organisation environmental plan (initiatives, energy consumption, re-use of materials, waste management, water and paper use reduction, transportation, etc.). Monitoring of success An independent, objective and accurate evaluation system of the fulfilment of the objectives set prior to the Applicant is a crucial success factor towards the event partners Have you considered measuring the effect to the local economy and the effect to the people’s moral and pride? Letter of Commitment Please print the following text on the official letterhead of your organization. The names of all parties and their representatives shall be included at the end of the text. Please return one signed original Letter of Commitment as well as the BID Checklist documentation along with your overall application. Dear Sir or Madam, Hereby, we decide to apply for the organization of the CEV Volleyball European Olympic Qualification 2020, hereinafter “the CEV competition”: Men Women The present letter expresses our serious and clear commitment to host and organize the above mentioned CEV competition. We will deliver our very best to produce and stage a professional event that is seen by Volleyball fans, media and partners as a true international sport event. By submitting this Application, we are fully and unconditionally willing to organize the CEV competition; in accordance with the data mentioned in this Application and the requirements set by the CEV in the Application guidelines. We also confirm that we have duly read, accept and adhere to the CEV Volleyball Competitions Regulations and Organisation Guidelines for National Teams. We also confirm that our Application is complete, accurate, realistic and in accordance with the CEV requests for information. The overall organization budget of the CEV competition as well as the payment of the Organiser fee is already fully guaranteed and secured. We own, have or will obtain all the necessary and appropriate rights, licenses, consents skills, work- force, experience and other resources to comply with the CEV requirements and implement the con- tent of our Application. If the CEV appoints us as Organiser, we acknowledge, agree and warrant that our Application will be considered as a binding agreement.
