Objectives ◉ To engage the community to beautify the harbourfront ◉ To enhance the uniqueness and attractiveness of the harbourfront ◉ To increase community’s sense of belonging for the harbourfront 9
Scope of Competition ◎ To invite proposals for an iconic “Victoria Harbour” Word Art at the East Coast Park Precinct (approximate size of 40m (L) x 3m (H)) ◎ To commission one participant to undertake the design, fabrication, deliver, installation and maintenance of the Artwork 10

Design Theme ◎ As a branding and publicity initiative for the Victoria Harbour ◎ A symbolic and spectacular artwork using the “Victoria Harbour” letters; ◎ Creative, vibrant and interesting with adequate size for photo shooting; ◎ Clear, succinct, powerful and memorable; ◎ Incorporate Augmented Reality (AR); and ◎ Incorporate the “Victoria Harbour Logo”. 14
Commissioning Budget Budget Ceiling: HK$1,000,000 (all inclusive) ◎ include all direct and indirect costs and expenses incurred by the Commissioned Participant in the course of implementing the commissioned Artwork, such as:- ◉ artist’s fee and design fee (not exceeding 10% of the commissioning budget of each Artwork) ◉ Production, transportation and installation fee (including material, support and fabrication fees and Augmented Reality (AR)); ◉ feasibility study report and structural integrity and safety certificate by RSE, and insurance etc. ◉ attend meetings and PR events, etc. ◉ clean up and maintenance during the one-year warranty period ◉ auditor’s report ◉ relocation, dismantling and disposal (if required) 15
Eligibility ◎ Open to all members of different professional institutes, i.e. HKIA, HKILA, HKIP, HKIUD, HKIE and HKIS ◎ Join as individual or in teams ◎ Each team shall nominate a Team Leader, who must be a Hong Kong resident and a member of either HKIA, HKILA, HKIP, HKIUD, HKIE or HKIS 16

Selection Criteria Percentage of Marks a) Technical feasibility in terms of:- 30 scale, material, durability, suitability for display and use; (15) budget and cost effectiveness; (5) production time; (5) public safety and maintenance concerns (5) b) Artistic concept in consideration of the design of the Promenade and the 25 corresponding theme(s), including its ability in promoting the image of the Victoria Harbour in general c) Artistic/ professional merit, creativity and originality, environmentally 20 friendliness and sustainability of the Artwork d) Experience and ability to organise and fabricate public Artwork 15 e) Innovation, uniqueness and artistic merit of the previous public Artwork 5 f) Impact on the promenade and community relationship 5 Total 100 19

Special Points to Note for Participants ◎ Please make reference to the requirements in Annex 1. ◎ Ownership and Intellectual Property Rights – Sections 12, 15 and 16 of the Invitation Brief ◉ Right of use of the “Victoria Harbour Logo” – solely for the purpose of participating in this competition ◎ Material Used and Structural Safety – Section 13 of the Invitation Brief ◉ Shall be designed for display in open public areas with strong framework which can last for more than 5 years. ◉ Durable and withstand adverse weather conditions and frequent contacts by visitors. ◉ Safety (e.g. no sharp edges and corners) 21
Scope of Commission ◎ To engage fully in the documentation, public information, assessment and evaluation of the commission. ◎ To perform all services as described in the agreement and furnish supplies, materials, labour and equipment necessary for the design, execution, fabrication, transportation, delivery, inspection and maintenance, etc. of the commissioned Artwork. 22
