            it improved for recreation. And too much SFR, some of which could be converted

            There are 200+ Horses that are here in the upper ridge area.

   9. Which measures do you think can be taken to improve the Upper Ridge’s
      preparedness for wildfires?
         a. Better forest management, larger lots with more open space around structures,
            open areas for gathering in fire emergencies.
         b. Warning system that isn't dependent on phone or internet; better maintenance
            of the areas forest land; improved or additional escape routes
         c. We are better prepared for wildfire than anyone in California besides the native
            tribes. We know exactly what wildfire is like and what to do and not to do when
            it approaches. Extensive preparatory fuel reduction saved most of the town, and
            that work has continued. Future risk could be greatly reduced by
            undergrounding powerlines or at least replacing bare wire with covered
            conductor, and aggressively abating the small-diameter vegetation that has
            sprung up wherever our shade trees have been removed. And by preserving the
            shade trees that remain while continuing to thin the understory beneath them.
            Controlled burns in the surrounding timberland would also help. In the event of
            a major fire, it would be good to have grid power -- again, that wouldn't be
            preemptively shut off "for safety" if wires were insulated or buried -- as well as
            reliable cell service and broadband so residents could stay informed. And it
            would be good to have additional lanes on Skyway that could be used 365/7, not
            just during evacuations, though the terrain between South Park and Pentz is not
            conducive to road widening. It wouldn't hurt to rehabilitate the old Paradise-
            Stirling Highway routing across the face of Magalia Dam to Pine Needle or
            improve the Bader Mine crossing for bicycles year-round and vehicles in an
            emergency. But the focus shouldn't be on vehicle throughput as much as on
            keeping fires small and keeping residents informed so there's never a rush to
            evacuate.
         d. Property owners MUST clear around their homes. Rosewood area is terrible with
            many small, clustered trees and vegetation. Magalia doesn’t stand a chance
            against a wildfire if not thinned out. Do not allow high density housing or further
            development until the “bridge” is widened. Leave the Nimshew/Humbug area
            “rural” with minimum acreage lots.
         e. Keep a reduced population, underbrush removal.
         f. Keep clearing out BLM/POA land
         g. Green spaces open trails for bikes and horses to transit from Magalia to paradise
            off the road.
         h. More defensive space
         i. Better forestry practices, thinning and managed fire breaks. Also a local green
            waste collection site.
         j. 4 lane escape route over reservoir
         k. Continue to keep brush cleared
         l. Comprehensive remedial fuel reduction on private and public properties.
         m. Chipper programs. Maybe property owners allowing bulldozers on properties
            that back to Butte Creek and Feather River Canyons.

          t. The speed limit is 35 mph the entire way from Upper Magalia to the bottom of
             Paradise. Widening roads, shoulders, increasing lanes, culvert pipe
             ditches/create sidewalks, make the exits to the North and west more accessible
             to all.
          u. Better maintenance of vegetation and fire breaks around the upper ridge.
          v. Vegetation clean up and fire breaks throughout the Upper Ridge
          w. Pave doe mill road. have more roads out of Magalia. the dam needs a bypass in
             case it gets blocked.

   10. Please state the issues and concerns that are most important to you on the Upper
       Ridge.
          a. Forest management, retirement amenities, retail, communication, integrated
              plans for redevelopment after the fire, . . .
          b. Lack of medical facilities; growing number of squatters on vacant properties and
              homeless
          c. Improving quality of life for current residents and making it easier for people
              who want to move (back) up here to do so. Which in turn will bring more
              business and services to improve quality of life. That means making sure the
              CDBG-DR dollars and PG&E settlement dollars are used HERE to mitigate the
              primary impacts of the Camp Fire, making sure the Board of Forestry's new "Fire
              Safe Regulations" don't substantially impede repopulation, that the county's
              "Fire Prevention and Protection" proposal doesn't require expensive and
              detrimental tree removal that would impede repopulation, that PRPD assets are
              developed for the benefit of people who live here rather than for day-trippers,
              etc. Housing and environmental justice, basically.
          d. Internet accessibility, fire preparedness and thinning of trees, no further
              development in the more “rural” areas to maintain open space, widening the
              bridge over the dam.
          e. Fire reduction, squatters
          f. Safety, and keeping it a mountain, not building it up like a city.
          g. Traffic speeds, lack of good shoulders on roads for bikes and horses
          h. Transients/Homeless, abandoned RV’s, illegal camping, dumping trash,
              mattresses etc.
          i. Road maintenance and fire safety.
          j. Recreational park, retail and restaurants
          k. We desperately need emergency alert signal in upper ridge
          l. Fire preparedness, Homelessness and substandard housing remediation, Road
              maintenance
          m. Personal and fire safety
          n. See previous answer & increase housing for lower income folks to help reduce
              the homeless issue

              escape before and food availability after; environmental stability; DO NOT
              OVERCROWD THE RIDGE. Magalia needs a cottage industry plus support for
              those who engage in it.

   11. Name something that you enjoy in other places and wish you could find on the Upper
       Ridge.
          a. Eateries
          b. Transit. Bicycle infrastructure -- even a class III bike route that avoids heavy
              traffic. Healthy food -- not just the cheap sustenance stocked by our only grocery
              store. Libraries. High-speed Internet, which is available further downhill but not
              here. I don't exactly enjoy medical treatment but sure wish I could find it on the
              Upper Ridge. Self-governance. But most of all, rest. Living here has been one
              crisis after another since September 2018 ("Enhanced Vegetation Management")
              and it has been up to a small number of us to keep this ship afloat. I wish I could
              find the same standard of living here that most Americans enjoy and that we
              enjoyed before the fire so I could get back to my leisurely life instead of
              struggling to keep this town from sinking after PG&E and COVID torpedoed it
              and government has largely failed to assist.
          c. Internet! Otherwise... I love our little area...I have owned my home here for 31
              years! I love the rural feel and open areas! Please don’t change our way of life up
              here.

          e. Safe places for kids to play outside. Obstacle course for bicycles, ninja-like course
              for kids and adults.
          f. Trails and green spaces to ride horses, bike or hike

          s. An incorporated town that can make decisions for ourselves, community
              centers, businesses
          t. Some kind for family entertainment. Movies, mini golf, or an arcade.
          u. More places to shop and eat. Parks are needed for kids and teens. A walking
              path that is safe for bicycles too. A horse and dog path to take for walks.
          v. I wish we had a library branch in Magalia. I would like chain fast food places as
              well.

   12. Where do you go to feel connected to fellow community members on the Upper
       Ridge?
          a. Before fire and Covid, church, PPOA, -- neighbors who have left since losing
              everything. We are new and just getting acquainted before the fire and most
              new friends have moved on.
          b. Community meetings; Facebook
          c. During the pandemic, online. Previously, to every single community meeting and
              to yard sales.
          d. I don’t need to go somewhere to feel connected. We have plenty of social media
              outlets that keep us connected up here.
          e. Churches, historic events such as parades etc.
          f. Sav Mor and the disc golf course are the only things we do in the Upper Ridge
              area.
          g. No where

          i. For a walk and meeting others along the way
          j. Don’t feel connected

          l. Party in the Park, Farmers Markets, shared interest group activities
