UWCNEO believes in a community where all people are supported and have access to social programs and supports. Our targeted investments reflect community conditions and are allocated to where they will have the greatest impact. These targeted investments support frontline programs and services in communities throughout the North East District.
Process 1. Complete Statement of Interest 2. If aligned, get assigned username and password to access application due January 15, 2021 3. Will be provided with links to access application 4. Because it is in a survey form, one application only per link – if you will be submitting multiple applications, each application must use a different link
Eligibility Eligible Organizations: UWCNEO considers any one of the following organizations eligible for funding: • A charitable organization or foundation registered with the Canada Revenue Agency • A First Nation, Metis, Inuit or other Indigenous community registered with CRA. • A municipality registered with CRA • A collaboration of two or more organizations, where both organizations meet UWCNEO eligibility criteria, and the lead organization accepts responsibility for the application and grant including financial and reporting accountability.
In addition, an applying organization must: • Have a presence and reputation in Northeast Ontario with a primary purpose of delivering community programs and services to benefit people in Northeast Ontario. • Comply with all applicable legislation • Demonstrate capacity to manage and complete the proposed project • Provide financial information as required by the Applicant Financial Statements Requirements policy
Ineligible Applicants: UWCNEO will not support the following: • Individuals • Not-for-profit organizations without charitable status • For-profit organizations • Organizations with a mandate or history of political or advocacy activities, such as furthering the aims of a political party; promoting a political doctrine; or persuading the public to adopt a particular political view • Any organization whose major activities and/or major resources are used to directly influence the position of political parties or to bring about change in law or government policy, through lobbying of government or political activity • Organizations or agencies established primarily to support/fund otherwise ineligible organizations • Organizations that do not have presence, purpose and reputation for delivering activities with community benefit in Northeast Ontario • Organizations that discriminate, or that seek to limit the legal rights and activities of people.
Ineligible Activities: UWCNEO will not support the following types of funding activities: • Financing of deficits • Purchase, or sale of alcohol or cannabis, related licenses or permits or capital renovations or repairs to facilities or spaces used for the specific purpose of selling alcohol or cannabis • Any political activity (program or project with an established political purpose) including: Support of, or opposition to, a particular party or candidate for office Promotion of a political or socio-economic ideology Intending to bring about or oppose a change in law or governmental policy through court action, lobby of government, or political activity unless it furthers the non-political aims of the organizations and is ancillary to its usual non-political activities Any program that unreasonably advocates for one side of a public or political debate between one or more organizations, and federal, provincial or municipal governments • Religious activities or programs
Ineligible Activities (continued): UWCNEO will not support the following types of funding activities: • Discriminatory Activities, as defined by the Ontario Human Rights Code and OTF Anti- Discrimination Policy • Contributions to general fundraising drives or capital campaigns • Dollar-for-dollar replacement of government funding • Organizational core funding • Project activities, programs or services taking place outside of Northeast Ontario • Project activities completed or costs incurred before the approval of the request to UWCNEO • Flow-through funding (funds that will be reallocated to a third-party organization) • Subsidization of government mandated positions or activities • Loans
Statement of Interest Agencies and their proposals must provide human services and meet the criteria of United Way/Centraide North East Ontario’s focus areas and strategies
Registered charities, as well as registered municipalities and band councils registered as bodies performing a function of government are eligible donees
Focus Area: Poverty to possibility Basic Needs • Clients have increased access to affordable, nutritious and appropriate food • Clients have increased access to infant supplies • Clients have increased access to clothing • Clients have increased access to transportation • Clients have increased access to shelter • Clients have increased access to safe, affordable, permanent housing • Clients have increased knowledge about supports available
Focus Area: Poverty to possibility Income stability • Clients have increased access to skills development and employment • Clients increase knowledge of financial literacy • Clients increase or maintain social benefits/supports to maintain their income
Focus Area: Helping kids be all they can be Success in education • Children enter school better prepared to learn • Children better meet educational and developmental milestones • Youth experience more successful educational transitions
Focus Area: Helping kids be all they can be Community connection and mental, emotional and physical wellbeing • Children and youth have increased confidence and build self esteem • Children and youth have more awareness and understanding of how to make healthy choices • Children and youth have increased healthy relationships/coping skills • Children and youth experience social inclusion • Children and youth develop leadership skills • Clients have increased knowledge about supports available
Focus Area: Building strong communities Social and mental health supports and services • Clients have increased positive mental health and well being • Clients experience increased early identification of mental health challenges and avoid escalation of crisis • Clients improve social supports/reduce loneliness • Clients increase life skills/coping skills • Clients develop more stability in their situation • Clients increase knowledge about protecting their safety • Clients have increased knowledge about supports available
Focus Area: Building strong communities Community engagement • Clients increase volunteer engagement • Clients increase belonging and inclusion
Types of funding Applications are due every year – there are no member agencies 1. Equipment 2. Subsidies – funding all or part of the cost for a client to participate 3. Project – not a routine operation, but a specific set of operations designed to accomplish a singular goal and has a beginning and an end e.g., building community garden 4. Program - ongoing

If you are applying as a municipality or First Nation, you must be registered with CRA

Financial Statement Requirements Based on the organization’s annual revenue for the most recent fiscal year, UWNCEO requires the following type of financial statements: Annual revenue Under $249,999 • Financial statements for the most recent fiscal year end, which must include comparative information for the prior fiscal year. Annual revenue of $250,000 and above • Audited financial statements prepared by a licensed public accountant external to the organization and need to include an Auditor’s Report and accompanying notes.
Timelines Application deadlines: January 15, 2021 Application reviews: February 2021 Your project/program may be selected for a panel interview conducted via zoom Applicant notifications: after March 17, 2021 Monthly allocations made beginning April 1, 2021 (after all contracts are in place) to cover funding period from April 1, 2021 through March 31, 2022 In some cases, allocations will be made in a lump sum for equipment or subsidies
