ELECTION OFFICER POSITION SUMMARY ELECTION INFORMATION The Election Officer plays a key role in supporting and delivering the general election. The City of Red Deer is conducting the 2021 election for: The City of Red Deer; Red Deer Public School Division; and Red Deer Catholic Separate School Division (Area Wards: Highway 11 Ward, QEII Ward and Red Deer Area Ward). The City of Red Deer is expecting to conduct a Senate and Referendum election as part of the October 18, 2021 election. JOB REQUIREMENTS Minimum 18 years of age at start of employment Specific Demands of the Job Available to complete mandatory training Available to work Advance Vote (October 4 – 16, 2021 approximately 9 am – 9 pm every day) and/or Election Day (October 18, 2021 approximately 9 am – 9 pm) Ability to exert moderate/high physical strength in moving and lifting equipment (30 – 50 lbs), and to work in a standing or seated position for long periods of time Have own vehicle and valid driver’s license, or be able to arrange for own transportation, for use as work site(s) may change from time to time Cannot be actively involved in campaigning for any candidate(s) while employed as an Election Officer Competencies In addition to the 9 Core Competencies* identified for all employees of the City of Red Deer, the following are specific to the Election Officer positions: Excellent interpersonal and customer service skills and ability to work with a wide range of demographics Ability to exercise sound judgment, discretion, professionalism and diplomacy in dealing with the public Demonstrated issues management and conflict resolution skills with the ability to handle difficult people or challenging situations on a daily basis Ability to discretely handle sensitive information while maintaining confidentiality Verbal and written communication skills Ability to handle work that is high volume with short timelines Ability to effectively organize and prioritize workload based on the impact/effect on public safety Experience working an election is considered an asset *(Ethics & Values, Service Focus, Thinking, Planning & Organizing, Leadership, Development, Communication & Interaction, Adaptability & Change Management, Understanding the Municipal Political Environment) 1
ELECTION OFFICER POSITION SUMMARY POSITION DESCRIPTION The City of Red Deer reserves the right to assign the role to a successful applicant that it deems fit. When working the election the daily pay rate varies for each position (approximately $200 - $400). All election officers must complete mandatory training in order to work during the Advance Vote and/or Election Day. Mandatory training pay rate varies for each position. The following positions are available for the 2021 election: Presiding Deputy Returning Officer (PDRO) Calls on the Voting Station Supervisor for support and troubleshooting for assigned voting stations Oversees all activities and election officers at assigned voting station Acts as liaison between electors and election officers Ensures compliance with legislative requirements in conducting the election Maintains peace and order within the voting station Completes all necessary administrative work in relation to election Performs any other election related duties as assigned by the Returning Officer Deputy Returning Officer Calls on the Presiding Deputy Returning Officer at assigned voting station for support at any time Ensures election procedures are carried out correctly Verifies identification of electors and administers elector declarations and issues ballots to electors Checks voting booths often throughout the day to ensure cleanliness and that the voting booth has not been tampered with (damaged, written on) in any way Completes all necessary administrative work in relation to election Performs any other election related duties as assigned by the Presiding Deputy Returning Officer Ballot Tabulator Operator (BTO) Calls on the Presiding Deputy Returning Officer at assigned voting station for support at any time Operates the ballot tabulator equipment Troubleshoots ballot tabulator issues Performs any other election related duties as assigned by the Presiding Deputy Returning Officer Information Officer (IO) Call on the Presiding Deputy Returning Officer at assigned voting station for support at any time Directs traffic to run voting station efficiently Helps voters determine if they are in the correct station Answers any voter questions Trained as a back-up Ballot Tabulator Operator 2
ELECTION OFFICER POSITION SUMMARY DATES, HOURS OF WORK & VOTING STATION(S) The City of Red Deer reserves the right to schedule shifts (up to a maximum 12 hours) and cancel any shifts during any of the following dates: Advance Vote Election Day October 4 – 16, 2021 October 18, 2021 Scheduled shifts will be communicated to successful applicants prior to September 27, 2021. Note: Work site(s) may change from time to time. A successful applicant is responsible for their own transportation to travel between voting stations, if required. A successful applicant must be able to work independently and be comfortable driving alone to various locations across the city and if required to Partner Municipalities located in the Red Deer Catholic Separate School Division’s area wards.
