1 Introduction This plan has been prepared to provide a Civil Defence Community Response Plan for the Tutukaka Coast community in the event that the community is required to respond to any civil defence emergency or take action in advance of any civil defence emergency to prevent potentially devastating effects. When an emergency occurs, this plan will be activated by the community in response to the event. Other agencies will respond to the event by activating their own plans and coordinating their activities with other agencies to manage the impact on the community. This plan has been prepared with the aim of providing an effective, planned civil defence emergency response that links the community and the civil defence organisations in Northland. In preparation of surviving a civil defence emergency the community should undertake to be personally prepared with survival kits of water, food, lighting, heating, radios, spare batteries and medical supplies (see back page of the phone book for more detail on survival information or visit www.getthru.govt.nz). 2 Plan purpose The purpose of this plan is to identify hazards that may impact on the Tutukaka Coast community and to provide a plan whereby the community within is able to respond and remain self reliant for at least 3 days without any outside assistance if an emergency occurs. 3 Community overview The Tutukaka Coast is located just 30 minutes drive north of Whangarei city, on the east coast just above the Whangarei Heads. The Tutukaka Coast faces east to the open coast and includes the Ngunguru Sandspit, Whangaumu Bay, Tutukaka Harbour and Matapouri Bay. Woolleys Bay and Sandy Bay are directly facing the ocean swells. See appendix 1 for an aerial map of the civil defence plan area for the Tutukaka Coast. Vulnerable members of the community include; all areas exposed to wave action including the Ngunguru estuary, this is an area where the sea wall has been damaged in past storm events and if a substantial storm surge was also present would result in significant damage. There are areas within the Tutukaka Coast that are often isolated from each other during rain events; these include the Tutukaka Block Road, Tutukaka, Matapouri, Woolleys Bay and Sandy Bay. If these areas are isolated from each other, they, along with Ngunguru, will be isolated from the rest of the Whangarei District. When this happens the area is often without power and phones. Also members of the community with medical conditions that once cut off have limited medical care and those with physical disabilities. Hazards which pose a significant threat to the Tutukaka Coast Community include flooding, landslips, cyclones and storms, forest fires and tsunami. The number of dwellings with permanent occupants in the Ngunguru Tutukaka area is about 75%, this changes in Matapouri to Sandy Bay to 50% or less. The permanent population of the Tutukaka Coast area is approx 5,000 with an increase over the summer period possibly exceeding 10,000. Ngunguru township lies on the east coast with most of the township sheltered by the Ngunguru Sandspit which extends across the Ngunguru Estuary. The township is spread across the waterfront from Te Maika Road to the north, to Tongatu Road to the south. The community is divided into small pockets of housing with separations occurring from the junction of Te Maika Road down to the primary school and from the community hall south. The vulnerable areas for flooding in Ngunguru vary depending on the event but include the water front areas being most at risk, Ewen Street and Snell Point, inland Waiotoi Road and Kakariki Road and Munro Place. All low areas should be considered to be at risk from Tsunami. Located in Ngunguru are a day-care, community hall, library, shop, takeaway, café, hairdressers, real estate agents, garage, fire station, ambulance station, hardware store, doctors surgery, primary school, sports complex, Marae, church and play group. The majority of residents of Ngunguru are permanent with a approx 25% of baches Over the hill north towards Tutukaka, Tutukaka Block Road turns right to Whangaumu Bay headland that extends from the Tutukaka Harbour south including Oturu Bay, Church Bay, Pacific Bay, Dolphin Bay and Whangaumu Bay (Wellingtons Bay) at the end of a no exit road. These areas are vulnerable to isolation due to land slips blocking the roads and flooding. Most residents on this headland are permanent with approx 30% being baches. There are three motels on this headland. Tutukaka Harbour is located North of Ngunguru and has a hotel, shops, store, camping ground / holiday park, restaurants, deep sea anglers club, Marina Office and marina. The Coastguard is also based here. Most residents at Tutukaka Harbour are permanent. The risks to the Tutukaka Harbour area landslips and tsunami, especially in the Marina area, which remains affected hours after a tsunami wave has receded. Over the hill and North of the Tutukaka Harbour is Matapouri Bay, Whale Bay and Woolleys Bay the townships contain a mixture of permanent residents and absentee bach owners and a camping ground ( unofficial summer use only). Matapouri has a Marae, hall, toilets at the beach and a shop. Matapouri Bay is at risk of landslips, flooding, and tsunami and can be cut off if the one lane bridges to the village go down. Further north again is Sandy Bay which faces directly towards the ocean swell and regularly has surf and large swells. Sandy Bay has is at risk from landslips, flooding, storm surge and tsunami. 4 Plan Area For the purposes of this plan, the coverage area will include all of the Tutukaka Coast from the Sandy Bay – Hikurangi Road in the North as far as the intersection between Ngunguru Road and Ngunguru Ford Road to the South. (see appendix 1). The community encompasses the following: Sandy Bay Woolleys Bay Whale Bay Matapouri Bay Tutukaka Harbour and Bays Whangaumu Bay Ngunguru Sandspit and Township Ngunguru Estuary Ngunguru River The boundaries set for this plan are flexible, to include other residents who may associate themselves as part of the Tutukaka Coast Civil Defence Plan area. 5 Significant threats to the Tutukaka Coast Hazards which pose a significant threat to the Tutukaka Coast include: Tsunami Storm surge Cyclones Landslip Flooding Influenza pandemic Industrial threats (i.e. oil spills, chemical leaks, fire) Forest Fires Volcanic Activity, Earthquake A more detailed list of hazards and their effects on the community is contained in appendix 3. Of the risks identified above those which could affect the Tutukaka Coast and would have the greatest impact are flooding, cyclones, storm surges, tsunami and landslip. 6 Alert and Warning Systems The Whāngārei District Council is a member of the Northland Regional Council Civil Defence Emergency Management Group and receives warning of adverse natural events from Central Government, the Meteorological Service, the Institute of Geological and Nuclear Sciences and from other agencies. See appendix 4 for a description of warnings received and disseminated in New Zealand. Warning systems in place for the Tutukaka Coast community are as follows: International warnings The Pacific Tsunami Warning Centre (PTWC) sends notification of tsunami in the Pacific Ocean area to all registered subscribers. When a warning from the PTWC is received in New Zealand it is evaluated by the Ministry of Civil Defence Emergency Management for its relevance to the New Zealand coastline. If considered necessary the ministry will issue National Tsunami Warnings and Advisories and notify regional and local Civil Defence and Emergency Services and pre-planned warnings and evacuations will be put into effect. National warnings These will be received by Councils and Police/Fire/Ambulance Communication Centres and disseminated to regional and local emergency responders. National Warnings come from the Ministry and from different agencies which are contracted by the ministry (see appendix 4-warnings for New Zealand). For example: Metservice issues severe weather warnings and watches for storms, cyclones, snow, thunderstorms and wind. The Institute of Geological and Nuclear Sciences (IGNS) provides earthquake and volcanic bulletins. The Ministry of Health and District Health boards provide public health warnings. MAF disseminates alerts and warnings for animal disease outbreaks. The Ministry of Civil Defence and Emergency Management provides tsunami warnings and advisories. Natural warnings For some natural events there are no pre-warnings, for example an earthquake. But an earthquake can be a natural sign that a tsunami may follow if the sea has been displaced. Local warnings All television and radio networks will provide public information. Public should listen to the radio, refer to the back of the phone book and follow instructions. Community warnings The Whāngārei District Council will ensure, where possible, that all warning information is relayed to the Tutukaka Coast Civil Defence Group by phone. The Tutukaka Coast community encompassed in this plan has in place a phone tree method of contacting members of the community to warn them of an impending event that may have a significant risk to life and property. The telephone tree is made up of permanent residents, some of which are Tutukaka Coast Civil Defence Response Group members (see section 9). These people will make every endeavour to contact the next available person on the telephone tree, activate other pre-existing telephone trees and make face to face contact with neighbours that are not permanent residents. The first calls will be to all at risk areas to initiate evacuation if required. Communities and individuals can evacuate when and if they want to at any time without direction if they so wish to. Other options Signage The Tutukaka Coast community will receive signage which can be appointed to all beach access points during a tsunami threat to advise members of the public about the impending danger. Community sirens The civil defence Tsunami sirens have now been placed within the community. During such a tsunami event, it is dangerous for vessels to attempt entering or leaving the marina. This area of the harbour experiences strong surges even during smaller tsunami events. A tsunami siren and warning light are installed on the breakwater at the entrance to the Tutukaka marina. The siren is a standard tsunami siren as seen along the rest of the coast, while the light will be a yellow flashing light visible day and night. The system will be connected to the civil defence network and will be remotely activated whenever the rest of the coastal tsunami warning system is triggered on. The siren will only be active for 10 minutes every hour, while the light will remain on for as long as the tsunami danger exists. In addition, only the light may be activated manually when dangerous conditions are expected in the marina and the entrance. Mariners are being advised that as long as the warning siren and/or the light are active, they should not attempt to enter or leave the marina. Mariners are also being reminded that the safest position for a vessel during a tsunami is in deep water well clear of the coast. Upon hearing the sirens people are advised to seek further information as to the situation. This can be found on websites: Northland Regional Council http://www.nrc.govt.nz/civildefence/ and Whangarei District Council http://www.wdc.govt.nz/CommunitySafetyandSupport/CivilDefence/Pages/default.aspx or listen to the radio Radio Station Frequency More FM 91.6FM Radio New Zealand / National Radio AM 837, FM 101.1 and 104.3 News talk ZB AM 1026 and 1215 Radio Live FM 90.6 Coast AM 900 Classic Hits FM 96.0 The sirens will only be activated and deactivated by North Power when a request is sent from Civil Defence at the Northland Regional Council. Sirens are activated when a threat is posed to the New Zealand coastline as assessed by the Ministry. Sirens are an alert to the public that there is a threat to the coastline and the public should then seek further information from the civil defence website, radio, news and the Tutukaka Coast civil defence community response group as to what that threat is and what action should be taken. Tsunami Indoor Sirens North Power has indoor tsunami warning sirens available to purchase, that plug directly into the wall socket and are activated at the same time as the larger sirens through the Ripple Control method of activation and deactivation. Contact North Power for more details on price. OPTN network The Northland Regional Council’s OPTN text message service will be promoted through the local community newsletter as a means of receiving warning messages. This will only be useful for those who have cell phones and in areas which receive cell phone coverage. To subscribe to this free service at http://nz.optnmobile.net/signup/civildefence Vehicle Mounted PA System Four portable full power megaphones, fitted with siren and voice function, have been purchased with funds provided locally by the Tutukaka Coast Ratepayers and Residents Association Inc. Car horns Car horns will be used to alert residents that there is a tsunami and an immediate evacuation to higher ground is necessary. If there is a greater lead in time before a tsunami arrives then the Tutukaka Coast Civil Defence Group will distribute the warning message by utilising telephone trees and door knocking. Social Networks Social Network sites such as Facebook and Twitter may also have information; both the Northland Regional Council and the Whangarei District Council use Social Media and have both Facebook and Twitter accounts. The Northland Civil Defence Group also has a Facebook page. 7 Emergency Response Levels Incidents or emergencies are categorised into five levels reflecting the intensity of scope of the event that has occurred. The broad headings of the levels of response are: 1) Local incident declaration not required and emergency is dealt with by the Emergency Services. 2) Local incident declaration not required, but some external support is necessary. 3) Imminent state of local emergency is being considered and whether it is of local significance. 4) Imminent state of local emergency that is regionally significant. 5) Imminent or state of National emergency. 8 Declarations Only the following persons may declare a state of Civil Defence Emergency within the Whāngārei District Council: 1) The Mayor of the Whāngārei District; 2) An elected member of the Whāngārei District Council authorised to act on behalf of the mayor, of if the mayor is absent; or 3) A member of the Northland Civil Defence Emergency Management Group. When a civil defence emergency is declared, the Civil Defence Emergency Management Act 2002 is invoked which gives Emergency Services and Police additional powers over and above their respective acts, however, THE CIVIL DEFENCE CONTROLLER HAS ABSOLUTE AUTHORITY OVER ALL PERSONNEL DURING A DECLARED CIVIL DEFENCE EMERGENCY. The lead agency in the event of any undeclared emergency response is the agency that has the legislative or agreed authority for control of the incident or emergency. Examples are: NZ Fire – control and suppression of fires and other specialist functions. NZ Police – maintain law and order, exercise additional powers as required during the state of emergency. Ministry of Health – control the outbreak of infectious diseases. All instructions given by the Emergency Services and the Police or lead Agency must be followed without exception. 9 The Tutukaka Coast Civil Defence Group The persons listed below form the Tutukaka Coast Civil Defence Group. This group should meet at least annually with the community to discuss and review the plan and liaise with the Whangarei District Council’s Civil Defence Officer to effect any changes. The role of this group is to assist in the initiation of an early response, disseminate warnings within the community covered by this plan, identify and set up a welfare centre or emergency control centre if required, situation reporting, plan review and updating. Any person performing their functions, duties or powers under the CDEM Act is protected from liability for loss or damage caused by their actions or omissions due to a state of emergency. Despite section 110, no person is exempted from liability for an act or omission that constitutes bad faith or gross negligence. Re-imbursement for costs Fair and reasonable costs incurred by the community during the emergency will be reimbursed by Council. Those costs associated with the caring of people evacuated from their homes or adversely affected by the event, or any actions taken to protect life should be collated by the Tutukaka Coast Civil Defence Group and forwarded to the Emergency Management Officer at the Whangarei District Council. 10 Incident Management Team Responsibilities The overall responsibility of the Tutukaka Coast Community Civil Defence Group is to liaise with police and emergency services to initiate and assist in response to a civil defence emergency. The Tutukaka Coast Civil Defence Group responsibilities prior, during and after an emergency are listed below. Prior to an emergency: Inform the community that communication pathways have been established (i.e. telephone trees) to disseminate civil defence warnings Ensure that people are prepared through a community education campaign Test the plan as required and participate in exercises Ensure that the community is informed about the community response plan Create, update and maintain a telephone tree Meet at least annually to review the plan. During an emergency: Activate the Tutukaka Coast Civil Defence Community Response Plan Ensure that warning information is disseminated to the community as quickly and efficiently as possible Liaise with emergency services if at all possible to get an overview of what is happening and what is required Relay information back to civil defence in Whangarei (if at all possible) Provide a situation report for the community and request assistance if required Setup an emergency control centre or a Civil Defence Community Centre if required Provide assistance to the emergency services to help evacuate the affected community. After an emergency has occurred the main avenue for the collection of information will be from local sources and those persons identified in this plan. The early collection of information is very important as it will assist in determining the scale of the response that is required. After an emergency: Carry out damage assessments Work in support of any recovery efforts Hold a de-brief of the groups response to see if there needs to be any improvements or there are things that worked really well that should be continued Arrange to get the plan updated with any improvements or new ideas that have come about as a result of an emergency. There is also the commitment of the Whangarei District Council to provide the following in support of the Tutukaka Coast Civil Defence Group: To maintain and ensure that early response warnings are being received by the Whangarei District Council Ensure that vital information of any threat is forwarded to the Tutukaka Coast Civil Defence Group without delay, where communication is possible Provide advice and guidance to local communities developing and testing their plans Provide opportunities for training and exercising as requested by the Tutukaka Coast Civil Defence Group 11 Agency and other group responsibilities The roles and responsibilities of the emergency services are clearly defined by legislation. In the event of this plan being activated due to an emergency occurring, the roles and responsibilities of the community groups are set out as below. However, it is acknowledged that these roles are intended to be flexible if required. Police Maintain law and order Protect life and property Assist the coroner Co-ordinate movement control Search and rescue Fire Service Fire fighting responsibilities Containment of releases and spillages of hazardous substances Urban search and rescue Limitation of damage Redistribution of water for specific needs St John Ambulance Provision of emergency medical care Coastguard Coordination of marine rescue Provision of alternative communication if required via VHF. 12 Plan Activation This plan may be activated by the following: Incident Controller local emergency services personnel the Tutukaka Coast Community Civil Defence Group chair and/or alternate in consultation with either of the above if contact can be made The Tutukaka Coast Community Civil Defence Group chair in isolation only if contact cannot be made with either the Incident Controller or local emergency personnel. There may be situations when an event has not occurred but the local community is concerned about the impact of a potential threat and this plan can be activated. For example an impending tsunami or cyclone may cause the activation of this plan. This plan is also designed to be activated when there is limited or no contact with the Whangarei District Council and it outlines the process the community will go through to work together to support themselves in an emergency. The community may also be asked to activate the plan as part of a local, regional or national exercise to test its capability. 13 Civil Defence Community Centres An emergency control centre or Civil Defence Community Centre may be established for any event if it is required. An emergency control centre can be set up at the discretion of the Tutukaka Coast Civil Defence Group. The location of the centre will be determined by the impact of the disaster. An emergency control centre may be at the same location as a Civil Defence Community Centre if one is to be set up. If there is enough time the Tutukaka Coast Civil Defence Group will convene at the Ngunguru Sports Complex or try to teleconference to determine the best location to setup an emergency control centre and possibly a Civil Defence Community Centre. The Community Response Group should when possible inform the Whangarei District Council when it is contemplating setting up a Civil Defence Community Centre. In absence of any means to contact the Whangarei District Council the Response Group can set up a Civil Defence Community Centre to receive evacuated persons from within the Tutukaka Coast area. Pacific Rendezvous Motel Sands Motel Whangaumu Bay Tutukaka Holiday Park Oceans Resort Tutukaka Coast Motor Lodge Ngunguru Motel Braeburn Resort Holiday Homes / Sally Kidd 14 Communication Communication is the critical component of this community response plan. People within the community must be alerted to an impending emergency or be contacted after an emergency or an event has occurred. Communication must also be made outside of the community to relay the situation and/or request any assistance back to Whangarei Civil Defence. This plan must also be communicated to the community. Communication within and between communities Communication typically relies on the following communication pathways: Telephone Cell phone Fax E-mail Radio Networks Pagers Radio telephone Face to face (neighbours calling on neighbours) Camp ground information to campers (announcement/signage) During emergencies there are often disruptions to these telecommunications pathways (i.e. with loss of power, cell phone towers and poor satellite coverage) and the following alternatives have been identified if traditional communication pathways have become interrupted to communicate with those outside the community: Coastguard marine channel Fire station channel back to Whangarei Marine VHF radio channels (if all mainstream communication is lost and there is an imminent threat to life Marine VHF radio may be the communities only option for communication) Communication to either to the Whananaki or Pataua civil defence groups to the north and south of the Tutukaka Coast. Communication of this plan to the community This plan needs to be communicated to the wider community if it is to be effective and representative of the entire community. Appendix 5 Plan Activation Process The Tutukaka Coast Civil Defence Group is responsible for the activation of this plan in the lead up to an event that is known to be likely to occur due to advance warning, or as a result of a sudden event. The community may also be asked to activate the plan as part of a local, regional or national exercise to test its capability.
