Lessons learnt from Tropical Cyclone Pam for Tafea Provincial Disaster Committee
The people of Vanuatu are facing frequent natural hazards and a complex and changing environment. Tafea province
comprises five islands and while the largest island is Erromango, the most populated is Tanna. CARE with funding
from the Australian Government led the facilitation of a workshop for the Tafea Provincial Government to undertake
a Lessons Learned of the 2015 Cyclone Pam emergency response in Tafea Province. The Lessons Learned workshop
was held in the Tafea Provincial government offices in Isangel on 11 and 12 June 2015

Key lessons from the agriculture response to Severe Tropical Cyclone Pam
The Risk and Resilience Unit of the Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity (MALFFB)
immediately activated its long-existing Food Security & Agriculture Cluster1 to coordinate the relief and recovery
response. The overall purpose of the workshop was to identify how, based on the wide array of experiences and
lessons from Cyclone Pam, the RRU/FSAC is able to perform better in future disaster contexts. Summarized here are
10 key lessons and recommendations gathered from over thirty participants representing Government of Vanuatu,
local and international NGOs, development partners and the private sector

Tropical Cyclone Pam : lessons learned workshop report. Gender and Protection Cluster
The Gender & Protection Cluster in Vanuatu was formed on 13 March 2014 and is led by the?
Ministry of Justice and Community Services (MoJCS) and co-led by CARE International and Save the Children. The
Gender and Protection cluster was active in the lead up and response to TC Pam. A one-day workshop was convened
on Tuesday 5th May 2015 at the Melanesian Hotel, Vanuatu. The objectives of the workshop were (1) To discuss

how the Gender and Protection cluster worked well and what could have been improved in the preparation and
response to TC Pam focusing on the areas of: Assessment, Coordination and Reporting and (2) To make
recommendations for to the upcoming NDMO Lessons Learned Workshop

Tropical Cyclone Pam Humanitarian Action Plan ; period May 2015 - July 2015
The Humanitarian Action Plan (HAP) builds on, and replaces, the Flash Appeal launched on 24 March, and is based on
the results of the Second Phase Harmonized Needs Assessment. The Government-led Clusters focus their activities
on one primary Strategic Objective: meeting the remaining life-saving and protection needs of 158,000 people in 23
islands over the next three months. The emergency response phase will gradually phase out during the timeframe of
this plan

Vanuatu Tropical Cyclone Pam ; situation report 21. This report covers the period from 13 and 14 April 2015.
Coinciding with the recent rains in Port Vila, we have seen an increase in numbers of individuals approaching the
NDMO directly requesting tarpaulins. Shelter Cluster partners are expediting the distribution of remaining tarpaulin
stocks through the area councils in Port Vila to help meet the outstanding needs. Key shelter messaging has also
been provided through various channels to try and improve information flow to affected communities

Vanuatu : Tropical Cyclone Pam ; situation report no 17 [Vanuatu NDMO]
Vanuatu Tropical Cyclone Pam situation report 17, 5 April 2015. Measles campaign led by the Ministry Of
Health (MOH) with support from UNICEF and WHO is currently underway. VUV 30 million has been spent
by Public Works Department to date on emergency road clearance with early estimates indicating VUV 124
million (one quarter of annual roads budget) needed for rapid response alone. Medium to long term costs
yet to be estimated. The second phase assessments will commence 6 April, with five teams sailing north to
assess Penama, Malampa and southern Torba provinces. An additional six teams deploying on the 7 April.
All of these teams will be debriefed on 9 April. Cluster leads are working on preparation of their
comprehensive harmonized assessment report. All clusters will submit a one-pager on key findings from
first round of assessments by cluster on the 7 April. The harmonised assessment report will be finalised by
the 23 April. The PDNA will also be issued on the 23 April. Government will then formulate the overall
recovery plan

Vanuatu Tropical Cyclone Pam situation report 16, 3 April 2015. The NZ defence forces together with
WASH Cluster partners have supplied tanks & water to communities in Epi, South Nalema, Port Qumi, Sara,
Antuan, Nuvi and Laba, reaching 1,500 people. The Early Warning Surveillance System for health is
currently implemented by the Ministry of Health in the affected areas. Shelter Cluster pooling resources in
order to meet the gaps in assistance in urban and peri-urban areas in Port Vila as well as shelter assistance
gaps in Maewo and Mere Lava islands (Penama Province) and Epi and Efira islands (Shefa Province).
Current estimates based on the most recent damage assessment and distribution information from cluster
agencies and from the Shefa Provincial Government are: 13,409 houses were damaged and in need of
shelter assistance. Shelter distribution has taken place or is underway to 7,671 households in Shefa, Tafea,
Malampa and Penama provinces

Government of the Republic of Vanuatu, National Disaster Management Office (NDMO) situation report 12. This
report covers the period from 26 March 2015. On 26 March, Government food packages were dispatched to
Aneityum utilising four Australian Blackhawk helicopters. The Australian Naval Logistics/Supply Ship HMAS Tobruk is
currently off the coast of Tanna. Once docked, HMAS Tobruk will unload stores and commence operation of its water
purification unit. New Zealand Defence Force Logistic/Supply vessel HMNZS Canterbury was loaded with relief
supplies on 26 March in Port Vila and departed for Epi

Vanuatu NDMO (National Disaster Management Office) situation report 11. Tropical Cyclone Pam. 25 March 2015.
On 24 March the Prime Minister and the Humanitarian Coordinator for Vanuatu Ms Osnat Lubrani launched a
humanitarian response Flash Appeal. The Appeal seeks US$29.9 million for humanitarian operations until 24 June. As
at 25 March, OCHA’s Financial Tracking Service (FTS) recorded US$$16 million in financial contributions from donors.
Of this total, US$2.3 million was contributed to the Flash Appeal. Governments continue to support the cyclone
response, including with military air and sea assets and personnel

Vanuatu Tropical Cyclone Pam situation report no 10, 23 March 2015. Humanitarian partners continue working
closely together under Government leadership via the National Disaster Management Office (NDMO) to enact the
Government’s response plan to Tropical Cyclone Pam. On 23 March approximately 22 metric tonnes of relief items
arrived in Port Vila on HMAS Tobruk. Items included hygiene kits, blankets, sleeping mats, tarps, shelter kits, bed
nets, buckets and aqua tabs

Government of the Republic of Vanuatu, National Disaster Management Office (NDMO) situation report 9. This
report covers the period from 21 March 2015. Humanitarian partners are working closely together under
Government leadership via the National Disaster Management Office (NDMO) to enact the Government’s response
plan to Tropical Cyclone Pam. The plan builds on the assistance provided to communities affected by the cyclone
since 14 March. The NDMO has engaged air and sea assets to deliver life-saving relief items to some of the hardest
hit islands, based on Government-led initial joint rapid assessments conducted from 17 to 20 March

Government of the Republic of Vanuatu, National Disaster Management Office (NDMO) situation report 8. This
report covers the period from 20 March 2015. The Government of Vanuatu has prioritised Shelter, Water, Health
and Food assistance for the initial emergency response. Transport of relief items to provinces is now underway. The
Vanuatu Government purchased food to the value of VTU 96 million. Food assistance program will target 33,365
households (162,000 people) in affected regions. 3,995 people are currently housed in 39 evacuation centres in and
around Port Vila. Polio, Tetanus and Measles campaign led by Ministry of Health (MOH) with support from UNICEF
and WHO are underway. The Vanuatu Mobile Force is providing ongoing support to water trucking on Efate. Clean
drinking water remains a critical need. Sixteen people are now confirmed dead

Government of the Republic of Vanuatu, National Disaster Management Office (NDMO) situation report 7. This
report covers the period from 19 March 2015. The Vanuatu Government is continuing to coordinate the response to
Tropical Cyclone Pam, including overseeing the development of a consolidated National Distribution Plan, to be
finalized on 20 March 2015. The Government authorised the transport of relief supplies required for life-saving
purposes to the provinces. It has also authorized life-saving assistance such as the supply of health items, emergency
food and water. Distribution of other relief supplies will be authorized once the government endorses the National
Distribution Plan

third team will leave tomorrow for Tanna. The information gathered will be used as a baseline to inform further
response decisions. The joint initial rapid assessment flight 18 March to Tanna will also incorporate the medical
evacuation of a young girl with a head injury. Medical staff from Vanuatu and an Australian Medical Assistance Team
(AUSMAT) will provide medical aid in Tanna and transfer the girl to Port Vila hospital where she can receive more
specialised care

Vanuatu NDMO (National Disaster Management Office) situation report 3. Tropical Cyclone Pam. 14 March 2015. On
Thursday 12 March Cyclone Pam entered Vanuatu Territorial Waters, causing wide spread damage and at least 6
confirmed fatalities (death toll likely to increase as reports come in). Many families had to be evacuated before and
during the cyclone, and many people are now displaced and living with host families, as well as in evacuation
centres. The total impact is still largely unknown, as 5 Cyclone Pam has just exited Tafea Province and
communications networks are down across the country

OCHA Tropical Cyclone Pam situation report 16, 3 April 2015. Government-led assessment teams returned to Port
Vila from the cyclone-affected islands in Shefa and Tafea provinces on 2 April. Data processing and analysis has
already begun. Vaccination campaigns continue, with 10,900 children having received vaccinations against measles,
as well as deworming and Vitamin A tablets and soap. More than 15,000 insecticide-treated bed nets were
distributed in Shefa Province. Access to clean water remains one of the most pressing humanitarian concerns, with
an estimated 100,000 people in need of safe drinking water. Military assets have been providing critical logistical
support, but a sustainable solution needs to be found for transportation. Food distributions continue, with more
than 26,000 people having been reached during the current round of distribution

OCHA Tropical Cyclone Pam situation report 12, 26 March 2015. As of 26 March, food was dispatched for more than
160,000 people.Three hospitals in Tafea Province, Sanma Province and Efate Island now have capacity to treat
severely malnourished children. Humanitarian organizations have distributed about 19,000 shelter relief items to
affected islands, mainly to Shefa and Tafea provinces. The distribution of hygiene kits, jerry cans and other water,
sanitation and hygiene (WASH) items is ongoing, currently covering 50-60 per cent of the affected population. More
than one-third of all households on Ambrym Island have received hygiene kits and water purification tablets.
Tropical Cyclone Pam damaged up to 80 per cent of the electricity grid across Vanuatu. As of 26 March, US$18

OCHA Tropical Cyclone Pam situation report 11, 25 March 2015. On 26 March, two boats travelled to Emao, Pele,
and Nguna islands (Shefa Province) to provide phone services for families who have been unable to contact relatives
since the cyclone struck. High-energy biscuits were distributed to 37,000 people in areas with water shortages in
Tafea Province and the outer islands of Shefa Province. ‘Education in Emergency’ supplies, consisting of 570 school
back packs, seven tents, seven recreation and education kits, were sent to Tongoa island (Shefa Province). OCHA
continued distribution tracking to map existing stockpiles, pipelines and gaps in relief supplies. Immediate needs for
30,000 people on Tanna island include fuel and trucks to deliver relief supplies as well as shelter materials to rebuild
damaged houses. As of 25 March, US$18 million has been received from donors. Of this total, $5.1 million was
contributed to the Flash Appeal for Tropical Cyclone Pam

and has now reached approximately 120,000 people. Distribution of shelter kits for approximately 15,000 people is
ongoing in the rural areas of Efate Island and has commenced on the Shepherd Islands. Initial Rapid Needs
Assessments have been completed in all the affected provinces. Root crops, which make up at least 80 per cent of
the local food source for the entire population, have been significantly damaged across all affected islands. Around
166,000 people will require food and assistance in agricultural recovery to sustain their livelihoods. All islands in

supplies have been reaching people on the 22 affected islands, more is still required. Initial food packages have been

arrived in the Shepherd Islands and has started producing 10,000 litres of safe drinking water per day with its on

OCHA Tropical Cyclone Pam situation report 6, 20 March 2015. Around 166,000 people, more than half of Vanuatu's
population, have been affected by Tropical Cyclone Pam on 22 islands. Food stocks and water reserves are being
exhausted and will not last more than a couple of weeks across the affected islands. The Government-led joint Initial
Rapid Needs Assessments concluded on 20 March. Access to affected communities is still hindered in Emae Island
and in the eastern part of Pentecote Island. An estimated 50-90 per cent of local dwellings have been damaged by

unavailable and generators are essential. Around 65,000 people are in need of temporary emergency shelter.

OCHA Tropical Cyclone Pam situation report 5, 19 March 2015.Distribution of emergency aid continues to
communities identified as in need of urgent assistance. The Government-led joint Initial Rapid Needs Assessments
will continue on 20 March. Priority needs emerging from assessments are for WASH, particularly potable water,
food, shelter and health. A consolidated situation analysis of assessments, which are now 80 per cent complete, will
be produced to inform a Government-led response and distribution plan due to be finalized by 20 March.
Widespread damage to crops has prompted the Government to include seed packs for replanting in planned
distributions. A Flash Appeal will be launched shortly to support ongoing response operations

Vanuatu : Tropical Cyclone Pam ; situation report no 4 (as of 18 March 2015) - UNOCHA
OCHA Tropical Cyclone Pam situation report 4, 18 March 2015. The Government-led joint Initial Rapid Needs
Assessments continued today, indicating an urgent need for food, water, medical supplies, hygiene kits, kitchen kits,
tents and bedding. Emerging aerial images confirm total or near-total destruction of homes, buildings and crops. A
total of 34 schools are being used as evacuation centres on Efate Island and the provinces of Torba and Penama,
which prevents children from attending school. Food supplies in affected areas, particularly in Erromango, are
running critically low. Medicines, body bags and power supplies for hospitals are urgently required. An estimated 60
per cent of the population in Shefa and Tafea provinces has no access to drinking water

Vanuatu : Severe Tropical Cyclone Pam ; situation report no 3 (as of 17 March 2015) - UNOCHA
OCHA Tropical Cyclone Pam situation report 3, 17 March 2015. Two teams led by the Government, conducted
assessment missions to two islands in the southern province of Tafea. Aerial assessments continued to find severe
and widespread damage across the bigger islands of Tanna, Erromango and Efate. The re-establishment of
telecommunications remains a priority, together with shelter, water and food. Following significant losses to crops,
farmers require support with replanting. Livestock loss will also need to be compensated. More than 3,370 people
are sheltering in some 48 evacuation centres in Efate. There is an urgent need for shelter kits, including tarpaulins,

with only 1,400 kits in-country and an estimated 12,000 kits and 24,000 tarpaulins needed

Vanuatu : Severe Tropical Cyclone Pam ; situation report no 2 (as of 16 March 2015) - UNOCHA
OCHA Tropical Cyclone Pam situation report 2, 16 March 2015. Aerial assessments have been carried out by military
aircraft from New Caledonia, Australia and New Zealand. Despite reports of severe and widespread damage, Shefa
remains the only province declared an emergency at this stage. There are 24 confirmed fatalities, 11 from Tafea, 8
from Efate and 5 from Tanna. 3,300 people are sheltering in 37 evacuation centres in Torba and Penama Provinces,
and the main island of Efate. Radio and telephone communication with outer islands is yet to be established.
Commercial aircraft have resumed flights to Port Vila despite damage to the airport. The UN Disaster Assessment
and Coordination team arrived in Port Vila today, with three personnel from OCHA’s Regional Office for the Pacific,
to support the coordination of incoming humanitarian assistance

OCHA Tropical Cyclone Pam situation report 1, 15 March 2015. Tropical Cyclone Pam struck Vanuatu, hitting the
capital of Port Vila, as an extremely destructive category 5 cyclone on the evening of 13 March, Winds were
estimated to have reached 250kmph with gusts peaking at around 320kmph, causing serious damage to
infrastructure and leaving debris strewn across the capital, Shefa Province has been declared a state of emergency,
with other areas to be determined following aerial assessments, There are six confirmed fatalities, More than 2,000
people are sheltering in over 25 evacuation centres in Efate, Torba and Penama

OCHA Flash update 2 : Vanuatu severe tropical cyclone Pam, 13 March 2015
The eye of TC Pam has moved westward of the expected track. This has placed several islands of the Vanuatu
archipelago directly in the path of the very destructive eye region of this cyclone. The Pacific Humanitarian Team is
preparing to support the government-led response to the cyclone, and continues to preposition staff and stocks both
in country and within the region

UNICEF working with Vanuatu Government to support national birth registration campaign
20 April 2015. Thousands of children affected by Cyclone Pam in Vanuatu will receive new birth certificates through
a national campaign launched this month by UNICEF and the Government of Vanuatu - via the Ministries of Justice,
Internal Affairs and Youth and Sports. The campaign, which will target 7000 children on 15 islands in six provinces,
will promote birth registration for children whose births have not been registered, and re-issue certificates for
children whose legal documents were destroyed when Cyclone Pam

Cyclone Pam Humanitarian Situation Report 5 : 18 March 2015 - UNICEF
United Nations International Children's Emergency Fund (UNICEF) situation report 5, 18 March 2015. WASH supplies
for 2,000 families handed over to provincial government in Tanna Island by UNICEF, 48 cartons of health supplies
arrived in Port Vila by air, and 5 containers ready for dispatch with WASH, health, education supplies, 3,370 people
are in evacuation centres (Source: National Disaster Management Office) but registration confirmation is still
awaited from all islands, UNICEF supported measles immunisation campaign continues in Port Vila and Efate,
Supplies ready for flight to Tuvalu, where up to 42% of families in northern islands had homes, crops, water sources,
public and private services all damaged, For the country of Solomon Islands, aerial assessment shows damage not
extensive, although situation on ground is not confirmed, UNICEF has committed WASH & other supplies in response
to Solomon Islands NDMO call for assistance for people in Malaita, Temotu, Guadalcanal, Isabel and Makira
