Integrated 20 YEARS National Land Public Transport Master Plan (NLPTMP) 1. Greater Kuala Lumpur/Klang Valley Land Public Transport Master Plan 2. The modal share of public transport within the Greater KL/Klang Valley in 2010, was only at 11%. With concerted effort, in 2015, the modal share had grown to 20%, marking a significant progress. Overall Usage of Public Transport in Greater Kuala Lumpur/Klang Valley (combination of rail & bus) Average Daily Ridership of Rail & Bus in Greater Kuala Lumpur/Klang Valley up by 1,162,717 1,206,111 3.7% 2016 2017 The average daily ridership of rail and bus in Greater Kuala Lumpur/Klang Valley recorded an uptrend in 2017 with an increase of 3.7%. Average Daily Rail Ridership in Greater Kuala Lumpur/Klang Valley up by 645,601 694,057 7.5% 2016 2017 Urban rail recorded a 7.5% increase in average daily ridership year-on-year, contributed mainly by the full opening of the 51km-long MRT Sungai Buloh-Kajang (SBK) line on 17 July. The KTM Komuter service recorded a decline in ridership by 14.5% due to the Klang Valley Double Track (KVDT) rehabilitation, which saw frequency impacted. Monorail hit a downtrend in 2017 with a reduction of 23.5% due to the removal of the 5 four-car monorail train sets. Rail Projects in Planning & Construction in GKL/Klang Valley Key LPT projects listed below are being planned and rapidly constructed to enhance access and integration for commuters: 1. KTM Klang Valley Double Track (KVDT) Project Rehabilitation of 42km of tracks between Rawang and Salak Selatan and Sentul and Simpang Batu. Upgrading of KTM’s 16 stations as well as the signalling and electrification system for the overall network. Overall project progress is 54.1% as of February 2018 Will reduce headway to 7.5 minutes when project completes end-2019 2. Subang Skypark - 8.14km - completion by Quarter 2, 2018 3. LRT3 - 37.2km: 26 stations with 10 planned Park N’ Ride facilities - completion by 2021 4. MRT2 - 52.2km: 35 stations with 17 planned Park N’ Ride facilities - completion by 2022 5. Making Buses More Relevant - GKL/Klang Valley GoKL Free Bus Service This SPAD initiative to provide free rides in Kuala Lumpur saw total ridership increasing by a significant 22%. BRT Sunway The BRT Sunway line made up of 5.4km route covering 7 stations has seen average daily ridership increase by 34.6% from 5,382 to 7,244 in 2017. The KTM ETS is a popular mode of intercity transport and demand has increased significantly by 16.7% in 2017. RM1.1bil allocated to purchase 19 new ETS trains by end-2019. The KTM Intercity service continues to provide critical connectivity for commuters in rural areas. Current Intercity Rail Projects East Coast Rail Link (ECRL) 3-Month long Public Display to gather feedback and suggestions - in 38 high-traffic locations 16,742 feedback received with 95% approval rating 9 August - Ground Breaking Ceremony to mark the start of the project was held in Kota SAS, Pahang 24 November - Conditional approval of the Railways Scheme, Phase 2 (Kota Bharu to Pengkalan Kubor, and Gombak to Port Klang) Kuala Lumpur-Singapore High Speed Rail (HSR) 17 October - Concept designs for seven stations in Malaysia unveiled 19 October - Conditional approval of the Railway Scheme was granted by SPAD 22 November - Project Delivery Partner (‘PDP’) tender for HSR 20 December - A joint international tender for HSR AssetCo was called Rapid Transit System Link (RTS) 16 January 2018 - Governments of Malaysia and Singapore signed the Bilateral Agreement for RTS at the Leaders Retreat. 9 February 2018 - Prasarana and SMRT accepted the offer to form a JV OpCo to operate the RTS link. The 4km RTS Link will have the capacity to carry up to 10,000 passengers per hour per direction. Headway Peak hours: 4 mins (15 trips/hour) Non-peak hours: 6 mins (10 trips/hour) - RTS Link will ease congestion on the Causeway. Co-located Customs, Immigration and Quarantine (CIQ) facilities in both Bukit Chagar and Woodlands North providing seemless travel. Improving Connectivity Outside GKL/Klang Valley Interim Stage Bus Support Fund (ISBSF) Introduced in 2012, to-date, the ISBSF programme has benefitted at least 467 million cummulative daily passengers travelling along 411 routes (until June 2017). The ISBSF fund acts as an interim measure to cover the shortfalls in daily operations of affected stage bus operators, especially on social routes (routes that are less profitable to the operators). RM79.4 million ISBSF fund disbursed in 2017 provided much needed lifeline for 61 Stage Bus Operators. The marked reduction in ridership in 2017 resulted from commuters shifting to the myBAS services introduced in capital cities under SBST cummulative 61 BUS OPERATORS 411 ROUTES 467 MILLION daily passengers 2012 until 2017 This number does not include Sabah & Sarawak Page 4
myBAS Services - Stage Bus Services Transformation (SBST) Programme KANGAR The SBST programme aims to create long-term value for stage bus averaga daily services plying social routes which previously lacked coverage by 786 ridership developing safe, relevant and reliable bus services. 2016 myBAS services implemented in five capital cities as part of a pilot project: Kangar (2015), Seremban (2015), Ipoh (2016), Kuala Terengganu (2018) which will soon be followed by Johor Bahru in Q3, 2018 average daily National roll-out of myBAS in all capital cities expected to be completed 1,135 ridership 2017 by 2020. KANGAR AUGUST 2015 SEREMBAN average daily KOTA SETAR KOTA BHARU 9,331 ridership 2016 PULAU PINANG KUALA TERENGGANU average daily IPOH JUNE 2016 9,212 ridership 2017 Phase 1 Kangar KUANTAN IPOH Ipoh SHAH ALAM average daily 2,098 Seremban Kuala Terengganu Johor Bahru ridership Phase 2 Melaka SEREMBAN 2016 Kota Setar NOVEMBER 2015 Phase 3 MELAKA Kuantan Kota Bharu Shah Alam average daily Pulau Pinang JOHOR BAHRU 5,326 ridership 2017 Kuala Terengganu and Johor Bahru will be the very first cities which will incorporate electric buses to the myBAS fleet - with a target 30% (Kuala Terengganu) and 20% (Johor Bahru) Taxi Industry Transformation Programme (TITP) 27 July - Amendments to the Land Public Transport Act 2010 and the Commercial Vehicles Licensing Board Act 1987 were approved by the Dewan Rakyat, paving the way for SPAD to regulate the e-hailing industry. SPAD is currently awaiting the Road Transport Department to amend the Road Transport Act 1987 (Act 333) so that the Commission could proceed to fully regulate the e-hailing sector, including operators, drivers and vehicles. In 2017, 1,200 eligible taxi drivers received individual taxi permits. A total of 581 eligible drivers received a Government grant of RM5,000 to buy their own new cars, after complying with qualifying conditions. 2017 581 eligible taxi drivers drivers received 1,200 received the individual taxi permits a grant of RM 5,000 to buy new cars Highlights Beginning 16 June, e-hailing operators were asked to add the SOS or distress call button to their apps to enhance passenger safety. Other than this, the companies were required to submit records of their drivers to SPAD for stringent background checks. SPAD with the help of PDRM has successfully completed background screening checks of 74,471 e-hailing drivers to ensure that they are free from criminal activities (there are approximately 300,000 e-hailing drivers in the system). International Recognition International Association of Transportation Regulators (IATR) SPAD was honoured with the first-ever International Best Practices Award for Transportation Innovation, Reform, and Multi-Modal Planning by the International Association of Transportation Regulators (IATR) for its efforts in formulating coherent policies and implementing national reforms from a previously fragmented land public transport landscape. GoKL recognised by TripAdvisor The free GoKL Bus has been awarded the TripAdvisor Certificate of Excellence for the second year in a row. The service is an SPAD initiative to improve public mobility in the Central Business District of Kuala Lumpur. Rakyat and tourists alike enjoy GoKL as it stops at various main attractions and business centres. GoKL is divided into four main lines (red, purple, blue and green) and is operational from 6am until 11pm. International Association of Public Transport (UITP) SPAD received a certificate of recognition from the International Association of Public Transport (UITP) for the MeterOn app at the Montreal Global Public Transport Summit 2017. Customer Satisfaction Index (CSI) More and more commuters think that public transport offers them an efficient and cost-effective way of moving around, without the burden of having a car or finding (and paying for) parking. To ensure that Rapid Rail resolve safety issues surrounding its four-car Monorail coaches so that these could be brought back into service as soon as possible. This includes upgrading of the platform screen doors at the monorail platforms so that they will work seamlessly with both two and four-car trainsets. To open up the intercity market to multi operator to raise service standards and capacity. To improve first and last mile connectivity To implement a safety management system that will be adopted by rail operators by 2019 To drive and instill a culture of safety by ensuring rail and bus operators improve maintenance and inspection procedures, along with service and safety standards. Moving Forward: 2018 Setting Up of National Rail Centre of Excellence (NRCOE) The Government announced during Budget 2018 that it will set up NRCOE to support the development of skilled workforce for the rail industry. To be supervised by SPAD, the centre will train and accredit personnel for skilled jobs in the national rail sector. Express Bus Safety RM45 million was allocated under Budget 2018 for the creation of a biometric control system to enhance safety. The system will enable operators to keep close tabs on the condition of their drivers to ensure no one can operate the bus if they do not observe the mandated minimum rest period. Integrated Common Payment System (ICPS) A system that lets passengers travel on different rail networks and transport modes without having to buy separate tickets for each route and this will also feature mobile payment. A pilot rollout of the mobile payment system will be deployed at selected stations in 2018. Journey Planner The Journey Planner is an app that provides real time information on the location of buses and expected arrival times of trains in Greater Kuala Lumpur/Klang Valley, other than relevant travel information such as service disruption alerts from operators. This app is expected to be unveiled in the first half of 2018. Enhanced Online Response MeterOn The MeterOn app which covers taxi has recently been improved to cover express buses enabling commuters to provide instant feedback and report incidences. Moving forward, MeterOn will implement driver information of express bus drivers in addition to taxi drivers. Putrajaya, Cyberjaya, Kajang & Bangi Tram Services SPAD will initiate a Request For Proposal (RFP) exercise for bids to implement a tram service system in Putrajaya, Cyberjaya, Kajang and Bangi in 2018.
