The initial grant allocations for 2020 from Transport Infrastructure Ireland and the Department of Transport, Tourism and Sport are set out below, the figures for 2019 are shown alongside for comparison purposes. In summary therefore, the 2020 initial Roads Budget is as follows: 2019 Initial Roads Budget Transport Infrastructure Ireland €3,169,755 Department of Transport Tourism & Sport €11,027,499 Offaly County Council (Own Resources) €1,867,130 Total €16,064,384 The Offaly County Council allocation above does not include an allocation of €949,500 for Public Lighting and a central management charge (support services) of €3,022,144. The 2019 initial Roads Budget was €14,628,356. An additional €800,000 was received throughout the year. As in 2019 transfers from the Restoration Improvement Grant to the Discretionary Grant is not allowable as notified in Circular RW1/2018. Offaly County Council allocated an additional €150,000 in 2019 and a further €75,000 in 2020 in own resources to Regional and Local Roads maintenance and improvement. Transport Infrastructure Ireland: Offaly County Council has received an initial roads allocation of €3.15m from TII for maintenance and improvement of the National Road Network in 2020. The allocation includes €500,000 for the N52 Tullamore to Kilbeggan Link road, €800,000 for the N62 Baveen to Drumakeenan Pavement scheme, €475,000 for Roads Safety Improvement schemes and €50,000 to commence the feasibility stage for the N62 Cloghan to Derrinlough minor works project. This compares with an initial allocation of €2.96m in 2019. OCC received additional funding of €750,000 in 2019 and will work with TII to secure further funding as required throughout 2020. The responsibility for the maintenance and upkeep of the Motorway network nationally has been taken over by the TII who in turn has contracted out this work to private contractors. Approximately 15km of the M6 and M7 pass through County Offaly. There is an allocation of €34,617 from TII for Motorway lighting maintenance. 3
Offaly County Council 2020 Road Works Programme Roads Section Offaly County Council has received a capital allocation of €500,000 from TII for the N52 Tullamore to Kilbeggan Link in 2020. Westmeath National Roads Office will continue to perform the role of Project Manager, on behalf of Offaly County Council as the Lead Authority. RPS Consulting Engineers have been appointed for consulting engineer’s services to provide multi‐disciplinary engineering and other specialist services and progress the planning and design Stages. Department of Transport, Tourism & Sport: Offaly County Council received the 2020 Regional and Local Road Grant Allocation of €11,027,499. This is an additional €1.15m on the initial 2019 allocation and includes a specific improvement Grant of €300,000 for Edenderry Inner Relief Road and €100,000 for the Birr Distributor Road. Community Involvement Scheme: Offaly County Council received €735,500 in 2020 to progress the list of schemes across the three MDs submitted to the department in September 2019. The Department has advised in Circular RW1/2020 that local authority can expect the same allocation in 2021 to deliver the Community Involvement Scheme over a 2 year programme. Offaly Greenway: The Department of Housing, Planning and Local Government approved €800,000 under the Urban Regeneration and Development Fund for the Urban Greenway through Tullamore Town. The roads section will work with the planning sections to deliver the scheme in 2020. The Department of Transport, Tourism and Sport as provided funding of €2.35m under the Greenway fund for 12km Digby Bridge to Daingean and 3.5km Pollagh to Tauraun commencing in 2020. Town and Village Renewal: Offaly County Council was successful in obtaining €700,000 in approved funding for 5 no. applications, Birr, Crinkill, Edenderry, Mount Bolus, Shinrone, submitted to the Department of Rural and Community Development under the 2019 Town and Village Renewal Scheme. The three municipal districts are working with Road Design and Planning to plan and design the schemes for implementation in 2020. Pilot Scheme ‐ testing on roads over peat: The Department of Transport, Tourism and Sport agreed to fund a pilot scheme and approved funding of €165,000 in 2019. The pilot scheme will inform Road Design of the extent and depth of peat under the Regional Roads in Offaly and will provide information for proposals and cost estimates for solutions. This information allows OCC to submit informed applications for Specific Improvement Grant Schemes. A further allocation of €10,000 in will allow us to complete the pilot. A final report and detailed drawings will be issued in 2020. Winter Maintenance: A budget of €75,000 has been identified in the 2020 roads programme for winter maintenance on the Regional and Local Road in the County in addition the TII allocation of €190,000. Severe Weather Contingency: Local authorities are advised that the Department is not setting aside contingency monies to address possible severe weather events and that in line with established practice, a contingency provision should be reserved from the overall resources available to each authority for regional and local roads so as to deal with damage caused by severe weather conditions, including flooding. €150,000 has been set aside from own resources to deal with damage to regional and local roads caused by severe weather conditions. Local Improvement Scheme: The Department of Rural and Community Development (DRCD) announced €278,871 in Local Improvement Scheme funding in 2020 for Offaly. 4

Offaly County Council 2020 Road Works Programme Roads Section Categories of Road Maintenance Restoration Improvement (RI): this is the strengthening programme and is hugely important in terms of maintaining the network. It caters for pavement overlay works and for complete road rehabilitation works as well as for drainage works where required. Restoration Maintenance (RM): the purpose of the Restoration Maintenance grant is to protect the structural integrity of the road by way of surface dressing (and necessary basic preparatory works) through the sealing of the road surface and in maintaining adequate skid resistance. A basic Surface Dressing is defined as the uniform application of a bituminous binder sprayed onto a road surface followed by a layer of single sized chippings. Periodic maintenance aims to protect the structural integrity of the Regional and Local road network and is generally addressed using Surface Dressing. Discretionary Grant (DG): Local Authorities have reasonable flexibility in what they can spend the DG on. It can be used for a variety of maintenance and repair works on roads and footways and can also be used for winter maintenance purposes. Routine maintenance would typically include activities such as roadside verge clearing, grass cutting, cleaning of silted ditches and culverts, patching, pothole repair and repair of edge defects. Urgent Maintenance is undertaken for repairs that cannot be foreseen but require immediate attention, such as collapsed culverts or landslides that block a road. Routine and Urgent Maintenance can be charged to the Discretionary Grant programme. The amounts that each Local Authority receives from DTTAS under these three grant programmes Restoration Maintenance (RM), Restoration Improvement (RI) and Discretionary Grant (DG) are based principally on road lengths. The detailed programme to be completed under the allocations in each Municipal District is included in the Appendix. 6

Offaly County Council 2020 Road Works Programme Roads Section HEALTH AND SAFETY Health and Safety objectives were set out at the beginning of the year with the management team after reviewing 2018 both from a local and national level. The key objectives were: 1. To continue to enhance the safe working environment for all employees of Offaly County Council and members of the public; 2. To ensure that communication between all levels of staff within the organisation relating to health and safety are improved; 3. To continue to work closely with external groups such as the Health and Safety Authority and consider any improvements which are suggested; Every day staff in Offaly County Council are reminded of the risks they face and how to eliminate or reduce this risk. Nationally, during 2019, 38 fatalities have occurred as of the 18th of October 2019. This was achieved through monthly safety discussions and through re‐fresher health and safety training. This will continue in 2020. 9
Offaly County Council 2020 Road Works Programme Roads Section All work needs to be treated safely and a suitable Safe system of Work agreed and communicated to all staff prior to commencing the works. Another key focus for 2019 has been a focus on transport safety and vehicle management in light of the number of serious incident across the country in 2018. There was an overall reduction in Offaly County Councils accident ratio in 2019 (as of the 18th of October 2019) when compared to the same period in 2018. Senior management continued to provide leadership in order to raise the profile of safety within Offaly County Council. A key focus in 2018 involved safety discussion with all staff and additional line manager meetings with staff. Guest speakers who have had serious injury in the workplace were invited into give their experience on how workplace injuries have changed their lives and their families. The management team and senior management group carried out a number of inspections during the year, this will remain a key focus for 2020 along with tracking the number of inspections carried out by each department and directors attending key quarterly health and safety meetings in their departments. An external health and safety audit was carried out during the year and the key findings are being closed out by the relevant departments. Offaly County Council are involved in Construction Safety week also during 2019. A health and safety review will be completed in full in early 2020 and this will be used to set out the targets and areas for improvements in 2020. 10
Offaly County Council 2020 Road Works Programme Roads Section ROAD SAFETY A number of Road Safety Initiatives the Road Section progressed in 2019 and will continue in 2020 include: Circulated Hi‐vis vests at Motor Tax Office in the Aras and also made available road safety leaflets and information to the public; Update the website in relation to weather alerts and road safety initiatives and circulated to Councillors and staff and uploaded on Council’s web site, Facebook and Twitter; Junior School Warden Certificates presented to St. Patrick’s National School Portarlington and St. Cynoc’s National School Ferbane in June. Portarlington National School has now moved to a new school on the Laois side of Portarlington and therefore will be liaising with Laois County Council in relation to the JSW service going forward. The Drive for Life day long Programme was carried out in a number of Secondary Schools in the County. This programme is tailored for students and young adults in a school setting and issues such as consequences of speed, alcohol, drugs and driving, mobile phones, seat belts forms part of the content of the programme; Liaised with Municipal Districts concerning road safety matters in the County; Road Safety presentations delivered to a number of national schools in collaboration with the RSA; Road Safety Video/Message installed in various Credit Unions throughout the County; Undertook week long Awareness Campaign on Radio 3 in relation to safety at roadworks sites. This campaign was also on Facebook and Twitter; Collaborated with Aviva in relation to supply of virtual reality headsets so that students can experience the awful effects of a car crash themselves. These headsets will be distributed over the coming months; Collaborated with the Road Safety Authority in relation to their “Check it Fits Service” This Service is quick, it’s easy, it’s free. Experts advise on how to fix any problem with child car seats, demonstrate how to fit the restraint correctly and answer any queries participants might have. 11
