Tire Rack SCCA Match Tour Rules 1. Events The “Tire Rack SCCA Match Tour, is a series of events that are conducted as part of the Tire Rack SCCA Solo National Tour program, with the other component being the Tire Rack Championship Tour events. The Match Tour Shootout events are operated under the SCCA National Solo Rules in their entirety, except as amended by these Rules, the Program Supplemental Rules, and any Event Supplementary Rules posted at each event. As a new and developing program, competitors should expect the rules and procedures to change to some degree through the supplemental rules process to address topics that arise during the season. 2. Program Goals and Objectives • Core Objective: To provide an entertaining introductory National Solo experience to local Regional Solo competitors by blending elements of a traditional National Tour with the ProSolo concept of determining an overall winner of the event, while also providing a challenging alternative event format for experienced National Solo competitors. • Goals: o Serve as a stepping stone program between SCCA Regional and National level Solo events. o Establish a unique event format that allows local level autocrossers to have a taste of what National level events are like, while keeping the procedures as streamlined and simple as possible. o Expand the competition opportunities for National drivers 4/7/2014
o Create opportunities for any participant to have the chance to win cash prizes, as well as products/services. o Serve as one of the qualifiers for a competitor to win a Solo Triad award (win a Match Tour, Champ Tour and National Championship in the same class in one year). 3. Format Overview Match Tour Shootout events have two distinct components all running on the same course: • The Match Tour four run event which determines class winners AND the Top 32 which is run on Saturday. • And The Knockout rounds (which set the brackets for the Ladies and Super Shootouts) and the Pro Shootout, all of which are run on Sunday. 4. Operational Authority, Program Officials and, Rule Interpretation • Final overall authority for the Match Tour Shootout program shall reside with the SCCA National Office as described below. • The SCCA Rally/Solo VP will appoint the Match Tour Operations Manager (MTOM) and the Match Tour Administrative Manager (MTAM); they will serve as the authoritative agents of the SCCA National Office as direct reports to the SCCA R/S VP and as the head of the SCCA Team. This team, along with their assigned event officials, will manage site administration, Region coordination, class competition, Knockout rounds and the Shootouts. The names and titles of the members of the SCCA Team will be indicated in the Event Supplemental Rules for each event. • In the event of doubt or ambiguity as the wording and/or intent of the operating rules for the Match Tour Shootout program, the decisions of the SCCA Team shall prevail and be binding. The SCCA Team reserves the right to revise these rules, to issue supplements to them at any time, and to promulgate special rules in an emergency. 4/7/2014
5. Driver Eligibility • Entry is limited to SCCA members meeting the requirements of Section 4 (Drivers) and/or Appendix H (Junior Driver Program) of the SCCA National Solo Rules. A “Weekend Membership” is allowed at all Match Tour Shootout events. 6. Drivers Conduct • Drivers must present and conduct themselves in a professional manner. All competitors and event officials must be fully clothed. Drivers judged not professional in conduct and appearance may not be allowed to compete. Any entrant who drives in an unsafe manner at or near the event location or displays unsportsmanlike conduct is also subject to exclusion from the event. 7. Vehicle Classes and PAX Index Match Tour Class Competition • All SCCA National and National Supplemental open and ladies Classes, as listed in the SCCA National Solo Rules, are allowed and will be offered for class competition. Vehicle Identification and Event Sponsors • Car numbers and class designation must meet Section 3.7 Vehicle Identification of the SCCA National Solo Rules. Car numbers and class designations must be neat and legible and be approved by the SCCA Team. Incorrect and/or illegible car numbers or class designations, or more than one car number or class designation visible on the car at the start line can result in a DNF for that run. be required to run: • One SCCA Decal (front of vehicle) • Two Tire Rack National Tour decals (One per side) • Tire Rack windshield header decal (no other header decals allowed) • Any Required Sponsor Decals (Locations to be listed in Supplemental Rules at events, and available in tech) 9. Event Operations a) Entry and Registration • Entry fee is $95 per competitor. • Event entries will normally be limited to 250 drivers. This entry cap will be continually evaluated and possibly altered based on time restraints, set issues, etc. • Match Tour Shootout events are open to anyone with an annual SCCA membership or Weekend Membership. Weekend Memberships will be available on site, for $15 per person. • Registration information available at http://www.scca.com/solo/ • Walk up registration at the event will only be permitted on Friday AND if the entry cap has not been reached. b) Event Check-In • Each Competitor MUST Check-In to be eligible for the competition; Friday afternoon and early evening or early Saturday morning. See Event Info at SCCA website for details. • Event Check-In will provide each competitor with a Run/Work order for the weekend’s event. c) Tech • All vehicles are subject to a Safety Inspection at any time. 4/7/2014
• All vehicles must be inspected prior to any runs on the course. This includes any practice runs that may occur on Friday. d) Saturday Event and Run Order • Match Tour class competition on Saturday will be a traditional National Solo autocross event with an expectation of at least 4 runs. • Class competition will run with a two, three, or four Heat system. (depending on total number of competitors) • While the expected run/work order may be posted before the event, the final Heat assignments will be given out at Event Check-In, and will be the run/work order for both the Saturday class competition, as well as the knockout rounds. e) Work Order • All competitors are required to work at least one Heat each day of competition. • All competitors will be given their work assignments at Event Check-In, and will need to check-in with the Assistant Op Steward before heading to their work assignment. Failure to check-in for work may result in a DSQ, and/or loss of winnings for event. Note: If circumstances will prevent the entrant from working at an assigned time, report to the Assistant Op Steward for a possible alternate assignment. • Any changes to a driver’s work assignment must be made with the MTAM f) Grid and Grid Positions • Grid positions will be posted Saturday morning. New grid positions will be posted by Sunday morning for the Knockout rounds. • There will be an A grid and a B grid. • All cars must be to grid no later than 5 minutes before the start of their heat. 4/7/2014
g) Two-Driver Cars The following are rules for a two-driver team sharing the same car in the same class. • Car numbers for the 2nd driver must be 100 plus the 1st driver’s number. (ex. 99 & 199) Lowest numbered driver MUST run first. • All two driver cars will have two (2) tech inspection stickers. This is done to help the grid staff in identifying two-driver teams. • Cars are lined up in grid in by classes (based on the information given by administration.) in numeric order within those classes. The cars will run in numeric order and Grid will come back to retrieve the second driver for their run during the heat and prior to any other cars in class receiving another run. h) Impound • Impound will take place in your Grid Position for each Heat. • All vehicles in each class will be impounded following the completion of their competition runs for Saturday’s Heats. • Cars needing to be weighed will be brought to the scales directly from the finish area after their last run before they return to their grid position. Drivers of Modified and Kart vehicles will need the first driver to go to the scales prior to going back to grid for the second driver to take their final run. Street Modified and Prepared drivers can go to the scales once the car has completed its final run. • Vehicles are not to be released until results have been approved by competitors, and/or Chief of Impound has given their OK. • Drivers should be prepared to show documents of vehicle specifications and to assist the Impound workers in the verification of the vehicles’ compliance with these specifications. 4/7/2014
• Failure to present your car to Impound immediately upon completion of Class runs or leaving Impound prior to being dismissed by an Impound worker will result in disqualification for that portion of the weekend. • Cars will compete in the Pro Shootout on the tires residing on the vehicle during its final class competition runs, regardless of driver unless the event is declared a "Rain Event" (this will be at the discretion of non-competing event organizers). Otherwise, tires may be rotated as to position. Tires of the Top 32 WILL be marked in Impound to insure that drivers/cars are running the Pro Shootout on the tires on which they qualified. Tires of the ladies and super shootout qualifiers WILL be marked in impound to insure that they are running on the tires they qualified on. i) Knockout Rounds • At the conclusion of Class Competition, the Top 32 class qualifiers for the Pro Shootout will be named using the first 32 drivers in the PAX/RTP Index event. • The Top 32 that qualified are not eligible for the Knockout rounds. • The Knockout rounds begin on Sunday morning. Everyone shows up to run and work as they did the previous day. Each competitor will receive one optional unscored practice run. Once the practice runs are complete everyone will be given one scored run. After all scored runs in the first round have been taken, the top 66% in the index will move on to the next Knockout round. There will be 4 Knockout rounds within each heat. The 4th round will decide the final competitors for the Super Shootout. The Super Shootout will consist of 16 competitors. If there are 2 heats then the 4th round will take 6 competitors per heat, 3 heats will take 5 per heat plus the next one closest to the heats top qualifier, 4 heats will take 4 per heat. • The run/work order for the Knockout rounds will be the same as class competition on Sunday. Those that qualified in the Top 32 still need to work during the heat they did on Saturday. 4/7/2014
j) Ladies Shootout Qualifiers. • All ladies are eligible for the Pro Shootout if they qualify in the Top 32. • All ladies that did not qualify in the Top 32 are eligible for the Knockout rounds. • At the conclusion of the Knockout rounds the top ladies that did not qualify in the Pro or the Super shootout will be qualified in the ladies shootout. The number of ladies in the Shootout will be determined by the amount of ladies entries. Number of entries Number in Ladies Challenge 5-10 4 11-20 8 20+ 16 k) Pro Shootout • The Pro Shootout competition is based on a two driver, head to head match up running on the same course as class competition, with a single run for each driver scored using the class winners fastest raw as a dial-in. Everyone in the Top 32 will receive an optional unscored practice run. After the practice runs are complete the Shootout will begin. The competitor with the best delta to their dial-in will be the winner. For example if both competitors are slower than their dial-in the winner will be determined by who is closest to the dial-in. If both competitors are faster than their dial-in then the winner will be determined by who was faster than their dial-in. If one competitor is slower and the other is faster than their dial-in then the winner will be the one who was faster than their dial-in. If the winner is faster than their dial-in they will have a new dial-in for the 4/7/2014
next round. That dial-in will be the time they ran to win their previous round. • Qualifying: The top in index per heat will qualify for the Pro Shootout with the following schedule for each number of heats. 2 Heats: • For the Top 32 shootout, the top 16 drivers in index from each heat. 3 Heats : • For the Top 32 Shootout, the top 10 drivers in index from each heat plus the next 2 drivers (11th on down in each heat) that are closest in pax to the heat winner. Bear in mind both drivers could come from the same heat. 4 Heats: • For the Top 32, the top 8 drivers in index from each heat. • To determine the top qualifier of the Pro Shootout, the heat winners will be sorted by their margin of victory over the 2nd place driver in their heat. The driver with the largest margin will be deemed the Top Qualifier. At the Saturday evening awards banquet the Top seed will draw a name to determine who they will face in the first round. That person will draw a name to determine the start of the next pair. We will do this until all 32 names have been randomly drawn. l) Ladies & Super Shootout • The Ladies and Super Shootout competition is also based on a two driver, head to head match up running on the same course as class competition, with a single run for each driver scored using their fastest raw time of the weekend for their dial-in. • The dial in method of the Ladies and Super Shootout will be just like the Pro Shootout. • Seeding: just like the Pro Shootout the pairings will be determined by random draw. 4/7/2014
m) Shootout Operations, Misc.: o In the event of a tie, the round will be re-run. o Tire pressures and suspension settings may be adjusted in grid. o Refueling of the vehicle is permitted. A fire extinguisher must be in hand while refueling. o If a vehicle breaks during the Shootout, the driver may only jump to another vehicle within the impound that is eligible for their class, and must use the same tires that said vehicle completed the class competition on. Any car change must be approved by the SCCA Team. o All Shootout competitors are required to run on the same tires that were used to qualify for their Shootout during the car’s final run. For the Pro Shootout that means the last run taken on Saturday. For the Super and Ladies Shootout that means their last run in the Knockout round. There are to be no tire changes for any reason other than cording or damage beyond driver’s control. (The SCCA Team will determine if tire change is approved in this case.) o Mechanicals during Super Shootout must be called before the completion of the prior pairings runs. (You CANNOT wait until your pairing to call a mechanical.) o In the event of rain coming during the Shootout, the SCCA Team can determine if a tire change is appropriate for all. o Communication with the driver during a Shootout round is prohibited. n) “Conditional Event” or “Rain Event” for Shootout Operations • A “Conditional Event” may be called by the SCCA Team if they determine that circumstances such as weather, safety factors, breakdowns, course quality, etc. create obviously different competition conditions between Heats. Additionally, the SCCA Team can also call a “Rain Event” for the purpose of allowing tire changes before or during the Shootout. If a conditional event is called by the SCCA team on Saturday then every 4/7/2014
effort will be made to pair those competitors that had the same conditions together in the first round of the Pro Shootout. n) Protests * Protests will be conducted according with the current SCCA National Solo Rules, except as amended by the Match Tour Shootout Rules, and any Supplementary Rules. • Drivers may protest drivers in another class as per these rules. • The protest fee is $100.00. The time limit for submitting a protest against a car is 15 minutes after the conclusion of the knockout rounds. Protests may be accepted later (fee doubled) if the protestor can clearly demonstrate that evidence pertinent to the protest was not available within the time limit. • The MTOM is the chairman of the Protest Committee. The remainder of the committee will be posted as needed. • If a protest cannot be resolved prior to the running of the Shootouts, the car/driver(s) will be allowed to run their Shootout under probation. If the car is subsequently found non- compliant, that car/driver(s) results may be voided depending on the penalty assessed and the results of the Shootout will only be adjusted as is possible. • If a car is protested, found non-compliant, and the decision is appealed, the car/driver(s) will be allowed to compete in their Shootout under probation if the car is brought into compliance. • If a car is protested, found compliant, and the decision is appealed, the car/driver(s) will be allowed to compete in their Shootout under probation. • Under no circumstances will a protest or appeal be allowed to substantially delay the running of the Shootout competitions. • The Protest Committee will be in charge of accepting protests, making inspections, taking measurements, determining legality, and making a penalty determination. • The VP of Rally/Solo may assess further penalties. 4/7/2014
o) Appeals • The decision of the Protest Committee may be appealed to the SCCA Solo Appeals Committee, depending on the nature of the protest and penalty. Written notice of intent to appeal signed by the appellant, specifying the grounds for appeal and including an appeal fee of $200.00, must be received by the SCCA Match Tour Operations Manager or the Head of the Event Board within one (1) hour after the announcement of the Protest Committee decision. The appeal and any supporting evidence must be received by the SCCA Match Tour Operations Manager or Head of the Event Board within seven days. An Appeals Committee will be named by the Event Board or VP of Rally/Solo depending on the nature of the original protest . • The decision of the Appeals Committee will be final. The decision on the appeal shall be in writing and specify the disposition of the appeal fee. If the appeal is not upheld, the appeal fee will be forfeited. If the appeal is upheld, the appeal fee minus $75.00 will be returned. 10. Awards a) Match Tour Class Competition Awards • Trophies will be awarded to the top finishers in each class. b) Shootouts • The top qualifier for the Pro Shootout will receive a cash prize of $100. • The final 4 finishers of the Pro Shootout will receive a prize. 1st will receive a cash prize of $200, 2nd will receive a free entry to the Solo National Championship, 3rd and 4th will receive a free entry to another National Solo event (excluding National Championship). • The final two finishers in the Super Shootout will receive a prize. 1st will receive a free entry to another National Solo event (including National Championship), 2nd will receive a free annual SCCA membership. 4/7/2014
