1. Achieve correctness by maximising the re-user base RE-USERS OF GOVERNMENT DATA HAVE AN EXPECTATION OF CORRECTNESS BECAUSE OF THE RELEVANCE OF RE -USE IN IN SOFTWARE, CORRECTNESS IS GOVERNMENT. 2. Focus effort on relevant and achievable compliance FEWER STICKS, MORE CARROTS: FOCUS SHOULD GO TOWARDS INCENTIVISING STANDARDS MORE ENFORCING STANDARDS IS THAN ENFORCEMENT. Incentives and education developed the necessary awareness to make the most out of data resources re-use. We advise that the same is done with government- issued or funded open- source, and that the EU takes a central role in promoting the opportunity, like it does for data.
