The Office of Management and Budget Maintains Threshold for Metropolitan Statistical Areas The Office of Management and Budget (OMB) announced the 2020 Standards for Delineating Core Based Statistical Areas. The standards will supersede the 2010 standards with modest revisions. The Core-Based Statistical Area standards are intended for statistical purposes only to help ensure Federal agencies that classify statistics, such as unemployment numbers or Gross Domestic Product (GDP) levels, by geographic area do so consistently across government. Every ten years, as part of a long-running process, OMB considers updates to the standards to ensure their continued usefulness and relevance for statistical agencies. Updates to the standards follow a long-running process: A technical advisory committee of experts provides recommendations, OMB solicits public notice and comment on proposed changes, OMB deliberates on the recommendations and public comments, and finally OMB publishes notification of its final decisions. Earlier this year, the OMB proposed to raise the minimum population, by which cities qualify as Metropolitan Statistical Areas (MSA), from 50,000 to 100,000. Although implied as merely a statistical change, the downgrade in status could have potentially damaged federal funding levels that filter into our community through Community Development Block Grant (CDBG), Transportation, Healthcare, and Tourism. Furthermore, the proposed change could have impacted Chemung County’s long-term economic development efforts and hinder recruitment of future companies. It was especially concerning for our regional neighbor, Ithaca, who would have also been downgraded as a result of this change. If enacted, this adjustment could have been wildly detrimental to the entire Southern Tier region for generations to come. In alignment with the Tompkins County Chamber of Commerce, the Chamber advocated to maintain the MSA levels at 50,000 and sent letters to Senators Schumer and Gillibrand and Congressman Reed about the proposed downgrade of status for both Elmira and Ithaca, putting them in jeopardy of losing federal funding resources and other economic development tools. The Chamber notified local officials at the City, County, and State level of this proposal. Following a public comment period, the Committee submitted a revised recommendation to leave the current MSA core population threshold in place. Recognizing the committee’s concern that MSA thresholds have not kept pace with population growth, OMB will work with the standards Review Committee to conduct research and stakeholder outreach to inform the 2030 standards update. ■

MARKTWAINCOUNTRY.COM M ark T wai n C o un t ry Clemens Center Broadway Season to Kick Off The Clemens Center will launch its 2021-22 Broadway season on October 15 & 16 with An Officer and a Gentleman, a breathtaking production based on the Oscar-winning film starring Richard Gere. Other shows announced for the season include: Waitress, Rodgers & Hammerstein’s South Pacific, Roald Dahl’s Charlie and the Chocolate Factory and Cats! Broadway Series subscriptions for the five shows are on sale now and can be purchased at the Clemens Center Box Office or at www.clemenscenter.org. The Clemens Center first opened its doors in 1925 as a 2,500-seat vaudeville and silent film house. Described as “the largest and most magnificent theater between New York and Buffalo,” it was targeted for demolition after suffering extensive damage from the flooding of the Chemung River in both 1946 and 1972. Fortunately, a citizen group raised funds to restore it, and today it remains a premier regional performing arts center, offering an array of entertainment. ■ Chemung River Paddles Continue through Early October Friends of the Chemung River Watershed will continue to partner with Endless Mountain Outfitters of Sugar Run, PA to bring kayak river rentals to the Southern Tier on weekends. Kayak rentals will be available at the Grove Street Boat Launch in Elmira, enabling paddlers to park their cars and get transportation to their launch sites further up-river. Weather permitting, tours will be offered at both 9:00 a.m. and 1:00 p.m. on August 8, September 18 and October 2. Reservations are required. For more information, follow the Friends of the Chemung River Watershed on Facebook, or visit www. chemungriverfriends.org. ■ Glider Rides Regain Popularity at Harris Hill Like many attractions, glider rides at Harris Hill Soaring were greatly reduced in 2020 due to COVID related safety concerns. Although the 2021 season got off to a slow start due to unusually rainy weather and reduced travel, the flight center is increasingly drawing both spectators and riders as tourism rebounds, driving up numbers for the second half of the season. Weather permitting, daily rides will continue through Labor Day, and on weekends through October. ■ Twain Country in the News Media visits have begun to resume again after being cancelled in 2020. M ember N ews Orchestra of the Southern Finger Lakes Principal Harp, Rosanna Moore, to Perform at the Rockwell Museum The Orchestra of the Southern Finger Lakes (OSFL) announces a summer concert performed by Principal Harp, Rosanna Moore, as part of the transition back to the stage. The concert will be held on Thursday, August 5 at 7:30 p.m, at The Rockwell Museum in Corning. The program will take audiences on a mini trip through time with music from 1700 to today. Repertoire will include works for the Israel International Harp Contest, including George Frederic Handel’s Keyboard Suite in D Minor, The Lark by Mikhail Glinka, and Marcel Grandjany’s Rhapsodie. Often described as a quirky and engaging performer, Moore is fully at home on the stage as Rosanna Moore both a harpist and actress. Along with the OSFL, she also performs regularly with the Rochester Philharmonic Orchestra, Binghamton Philharmonic, Cayuga Chamber Orchestra, and Buffalo Philharmonic. Moore is the new Instructor of Harp/Artist in Residence at the University of Oregon, where she teaches collegiate students as well as a community harp division. Additionally, she is the Harp Instructor at Opus Ithaca. Moore has studied at the Royal Northern College of Music, Chetham’s School of Music, and most recently at the Eastman School of Music where she earned her Doctor of Musical Arts degree with a Performer’s Certificate, an Arts Leadership Certificate, and a minor in Theatre. Moore was originally scheduled to perform as part of the Musicians’ Choice Chamber Series in April of 2020 with her harp and percussion duo, Sticks&Strings, which was postponed due to the COVID-19 pandemic. During the shutdown, Moore performed two Facebook LIVE Concerts via the OSFL page, the recordings of which can be found at osfl.org or facebook.com/theOSFL. Following the tradition of the Musicians’ Choice Chamber Series, oral program notes will be given throughout the performance. The short format program (60 to 75 minutes) is presented for an intimate, relaxed setting without intermission. All ages are welcome. M ember N ews The Guthrie Clinic Appoints Edmund Sabanegh, Jr., M.D., M.B.A., as President and Chief Executive Officer The Board of Directors of The Guthrie Clinic announced that they unanimously approved the appointment of Edmund Sabanegh, Jr., M.D., M.B.A., as President and Chief Executive Officer, effective September 13, 2021. Dr. Sabanegh (pronounced sah-BAHN-nie) joins Guthrie from the Cleveland Clinic where, among other roles, he served as President, Cleveland Clinic Main Campus and Regional Hospitals. He brings nearly 30 years of physician executive experience in large practice healthcare and academic systems to Guthrie, with a proven track record of enterprise and physician leadership driving the highest levels of quality care. Dr. Sabanegh will succeed Dr. Joseph Scopelliti, President and CEO since 2012. “It is a privilege to be selected as The Guthrie Clinic’s next President and CEO. He comes to Guthrie after more than a decade of proven leadership at the Cleveland Clinic, where, as President of the health system’s Main Campus and Regional Hospitals, he led a team of more than 12,000 clinical caregivers. Dr. Sabanegh expanded clinical services for patients and achieved the highest caregiver engagement in the organization’s history. His leadership of the system was nationally recognized for value performance and during his tenure Dr. Sabanegh also helped with the successful acquisition and integration of new hospital systems. He worked across the enterprise to improve safety, quality and patient experience to among the highest levels in the nation. A strategic, innovative leader, Dr. Sabanegh’s experience also includes 21 years of service in the United States Air Force where he held several executive roles, including Chief of Medical Staff, chief consultant for the Surgeon General, and Chief Operating Officer at the largest Air Force hospital in the world. The Board of Directors were committed to finding Guthrie’s next CEO and working with Dr. Scopelliti to ensure a smooth, well-planned transition. Through the establishment of a search committee chaired by Johanna Ames, a thorough national search was conducted in partnership with global executive search firm WittKieffer. “From the beginning, our goal was to lead a robust, thorough and transparent process that included broad participation from physician, administrative and community stakeholders throughout Guthrie,” said Ms. Ames. “While the degree of inclusiveness was somewhat untraditional, the insight we gained confirmed our approach. Our recommendation to appoint Dr. Sabanegh to the position of President and CEO is based on his strong leadership, proven track record of performance, strategic vision and unwavering focus on clinical excellence.” ■

Annual Ferrario Elmira Jazz Festival Celebrates 10th Year Located in the heart of the Finger Lakes Region of scenic upstate New York, EOP’s Ferrario Elmira Jazz Festival (FEJF) is the Elmira-Corning area’s premier regional summer jazz festival. Since its inception in 2012, the festival has expanded into a two- day event celebrating both local and international artists, supporting area organizations and businesses, and strengthening the community. Day 1 of the Festival starts on Friday, August 20 from 6:00 p.m. to 9:00 p.m. at the Clemens Center and features guitarist Adam Hawley, festival staple Marcus Johnson, and local favorite band Top Shelf. Day 2 of the Festival moves outdoors to Thorne Street Park in Horseheads, NY, on Saturday, August 21. Beginning at 12:00 p.m. (doors open at 10:30 a.m.), guitarist Paul Brown and flutist Althea Rene take the stage. Saturday’s event features lawn seating with food and beverage provided by the EOP CFJP Bistro. In its 10th year, the FEJF is the main fundraiser for the Economic Opportunity Program Inc. of Chemung and Schuyler Counties (EOP). C hamber N ews NYS Department of Labor Issues HERO Act Guidance On May 5, 2021, NYS Governor Cuomo signed the Health and Essential Rights (HERO) Act into law. Governor Cuomo subsequently signed a bill amending certain provisions of the HERO Act. The HERO Act directed the New York State Department of Labor (NYSDOL), in consultation with the New York State Department of Health (NYSDOH), to develop a model airborne infectious disease standard. The NYSDOL has now published its model standard, which can be accessed here. The NYSDOL has also published a model airborne infectious disease exposure prevention plan, which can be accessed here. The HERO Act requires employers in New York State to adopt one of the model plans or to create their own plan that equals or exceeds the minimum standards published by the NYSDOL by August 5, 2021. Employers are also required to post, distribute, and review the plan with employees. On Thursday, July 22, 2021, the Chamber hosted a webinar on the New York HERO Act presented by Barclay Damon.
