The reinstatement of the long defunct Hanson Reserve Velodrome, coupled with refurbishment of the Edwardstown Velodrome is a massive win for cycling in SA. These facilities are a fantastic asset for local cycling clubs and for community users. As well as providing a ground for existing cyclists to train and race, these public facilities provide quality venues to introduce the experience of track riding for novice riders and children. The unique sport of pedal prix racing also requires very specific conditions and hitherto a lack of training facilities has had a major limitation on training. These facilities will allow teams more training ground options, which will in turn benefit the sport. EDWARDSTOWN OUTDOOR VELODROME At the time of writing, concrete pours are now Edwardstown Plan complete for the new track, but there is still work remaining. The facility is near opening, however as long as it is still a construction site there is no public access. Please check for updates before attending the venue if you are hoping to use it. HANSON RESERVE VELODROME For the first time since 2006, cyclists are about to put tyre to tarmac at Hanson Reserve’s outdoor velodrome. Port Adelaide and Kilkenny cycling clubs have been working with the City of Port Adelaide Enfield and successful tests have been conducted on the new surface. The 400m long banked and lit circuit is expected to be complete by the end of January. The cycling clubs will also have access to clubrooms and other facilities. In July 2018, the ABC reported on an incident where a cyclist in Perth was fined $400 for talking on their mobile phone. There was another incident report in Ade- laide in 2016 when a bike rider was fined $140 for talking on their phone. So are there any laws applicable to the use of mobile phones for bike riders? Under South Australian Law, a bicycle is defined as a vehicle which means that cyclists are subject to the same basic road rules as motorists. Our State Government has adopted the Australian Road Rules which includes laws for the use of mobile phones while driving (or riding). Therefore, it is an offence to use your mobile phone while riding a bicycle. The commentary which surrounded the July 2018 Western Australian offence was provided by a Police Traffic Inspector who confirmed that motorists and cyclists were treated the same when it came to mobile phone usage. He went on to say that it was not illegal to use a phone with headphones while cycling “as long as you are not holding the phone up to your ear or you have got it on the loudspeaker”. Therefore, the position is clear. Bike riders are deemed to be riding a vehicle and the restrictions on using a mobile phone apply both to drivers of cars and cyclists. You can still talk on the phone while riding a bike, as long as you are speaking through headphones or loudspeaker and not holding your phone to your ear. 11

The last time we caught up with Graeme, del la Bonnette, near the Italian Border. This will be Graeme’s 12th European Cycling Tour since 2013 and has ridden all the iconic climbs in France he had just completed a bucket list ascent triple and Italy.
