SAILING INSTRUCTIONS (Updated June 17 2022)

The Texel Dutch Open Championship Long Distance Windsurfing is part of 43rd Sailing
Week Round Texel.
The Organizing Authority (OA) is the Round Texel Foundation, in conjunction with the
“Kustzeilvereniging Westerslag (KZVW)”, under theauspices and with approval of the Royal
Netherlands Watersports Association (RNWA).

The notation [DP] denotes a rule for which the penalty is at the discretion of the Protest
Committee.
The notation ‘[NP]’ in a rule means that a boat may not protest another boat for breaking
that rule. This changes RRS 60.1(a).
The notation [SP] denotes a rule for which a srandard penalty may be applied by the race
committee.

1 RULES
1.1      The Texel Dutch Open Championship Long Distance Windsurfing will be governed by
the rules as defined in The Racing Rules of Sailing (RRS) 2021 - 2024.
1.2      The ‘Rules for (Open) Championships Sailing, Windsurfing and Kiteboarding’
(available at reglement-voor-kampioenschappen-20191101-v5-docx.pdf
(watersportverbond.nl) will apply.
1.3      The following sailing instructions contain changes to the Racing rules: SI 9.2, 11.2,
12.2, 12.3, 13.1, 15.3, 15.4, 16.1, 18.8, 18.9, 18.10, 18.11, 20.5, 23.3, 24.3, 26.1.
1.4      If there is a conflict between languages, the English text will take precedence.
1.5      Every competitor who has his domicile in the Netherlands shall have the appropriate
license.

2 ENTRY, STARTING PERMIT, TRACK & TRACE
2.1     After receiving the starting permit (deposit = € 20 and payment of the entry fee)
from the registration office, boards are entitled to participate in the Round Texel race
(Texel Dutch Open Championship Long Distance Windsurfing)
2.2     Competitors have to sign the starting permit and are responsible for the
correct data on the starting permit.

2.3      Changes in the entry form and starting permit can only be made until Friday
evening June 17th, 2022 at 21:00 hours at the Regatta Office, upon which a new starting
permit will be issued.
2.4      The use of the trackers is for safety purposes and not for scoring.
2.5      The tracking devices will be distributed by the OA near the Regatta Office
immediately after the skippers meeting. When a tracker is issued by the OA to a competitor,
it is required to sign the signout-form acknowledging the receival of the tracker.
2.6      [DP][SP] It is mandatory to sail with a tracker. If a boat is sailing without a tracker that
boat will be disqualified without a hearing by the race committee.
2.7      [DP][SP] The tracker needs to be returned, in working order, within 1 hour after the
competitor has finished (immediately after it’s own finish) also near the Regatta Office. The
return requires acknowledgement via a signin-form. Failing to signin will result in
disqualification without a hearing by the race committee. (The OA needs to ensure the safety
of an event, missing a signature on the signin-form means that the boat is still on the water
and therefore the Rescue will start a search)
2.8      [DP][SP] When a competitor fails to return their tracker, this person will have to
reimburse the costs of a tracker to the organization. Amount to be reimbursed is 145 euros.
2.9      Attaching the tracker to a person: The tracker must be worn on the body, preferably
underneath the wetsuit or vest (not on the board or sail, this will highly increases the risk of
losing the tracker)

3 NOTICES TO COMPETITORS
3.1     Notices will be posted on the official notice board online at the website:

4 CHANGES TO SAILING INSTRUCTIONS
4.1    Any change to the sailing instructions will be posted before Friday June 17, 2022 at
21:00.

5 SIGNALS MADE ASHORE [DP][NP][SP]
5.1     Signals ashore will be displayed at the flagpoles next to the Regatta Office.
5.2     [DP][SP] To alert competitors that they must not go afloat until further notice, flag
AP       will be displayed over flag B with two sounds. To alert boats that they are
allowed to go afloat, flag AP over flag B will be removed with one sound. When AP over
flag B is hoisted and a boat is afloat that boat will be disqualified without a hearing by the
race committee and will be refused at the next edition of this event. This changes RRS
63.1.
5.3     [DP][SP] Flag Y will not be displayed; RRS 40.1 applies always while afloat. This
changes RRS Part 4 preamble and RRS 40.1.

6 SCHEDULE OF RACE
6.1     The skippers briefing will be held on Saturday June 18th at 09:15 hrs on the beach
in front of the Regatta Office. The start of the Round Texel race will be between 10:30 and
12:30. 6.2 For in case the race cannot be sailed on Saturday June 18th, a contingency date
has been scheduled for Sunday June 19th. The start on the contingency date will be
between 11:00 and 13:00.

7 RACING AREA AND THE COURSE [DP][NP][SP]
7.1    Attachment A shows an indication of the course to be sailed around Texel on
Saturday 18 June. The distance from the beach to the starboard end of the starting line is
approximately 200 meters. The course is clockwise around the island Texel and has a

length of approximately 65 NM.
7.2    Boats that do not sail the course as described, will be disqualified without a
hearing by the race committee (this changes RRS 63.1). [DP][SP]
7.3
       Leg 1
       Leg 1 of the course: from the starting line to Gate 1 near the lighthouse.
           ● Boats shall not sail more than approximately 1 NM off the coast for safety
               reasons.
           ● Boats shall watch for a 600-meter long breakwater off Paal 31, near the
               lighthouse. Two large colored cylindrical buoys will be placed at the sea end
               of the breakwater, forming a gate of approximately 200 meters wide. A race
               committee boat will be positioned close to the buoy at the port end of the
               gate. Boats shall pass through this gate in northeasterly direction.
       Leg 2
       Leg 2 of the course: from Gate 1 to Gate 2.
           ● The compass course to the next mark (gate) is approximately 140°.
           ● A sandbank called “Hengst”, northeast of this course is a protected area and
               is not specifically marked. This area shall be kept clear (see also SI 9).
           ● Approximately 1 NM after the lighthouse a gate will be positioned, quite
               close to the shoreline. Two large colored cylindrical buoys will be placed in
               the channel perpendicular to the course, forming Gate 2, approximately 200
               meters wide. Boats shall pass through this gate in a southeasterly direction.
       Leg 3
       Leg 3 of the course: from Gate 2 to the RC vessel near the VC-buoy.
           ● The general compass bearing from Gate 2 to the RC vessel anchored near
               the VC-buoy is approximately 124°, however the leg cannot be sailed in one
               straight line. Initially the compass bearing is approximately 120°, the ‘second
               part’ approximately 135° towards the RC vessel.
           ● The “Vlakte van Kerken”, located southwest of this course, is a protected
               area and is marked with green navigation buoys. The entire line formed by
               the southerly mark of Gate 2, these buoys Rg3 through Wwl11, Wwl13,
               Wwl3 and the RC vessel shall be left to starboard (see also SI 9). The VC-
               buoy shall be left to port. Boats crossing the line will be noticed by the RC
               and will be disqualified without a hearing.
           ● The Race Committee boat, carrying a green flag and stationed a couple
               hundred meters E/SE of the actual VC-buoy, is the mark to round. This
               mark shall be left to starboard.

      Leg 4
      Leg 4 of the course: from the RC vessel near the VC-buoy to Gate 3 near
Oudeschild.
          ● A line of red navigation buoys will approximately mark the direction to the
             “IJzeren Kaap” (a steel construction on the dike before Oudeschild). The
             entire line formed by the RC vessel near the VC-buoy, these buoys Wvk10
             through Vc4 and the IJzeren Kaap shall be left to starboard (see also SI 9).
             Boats crossing the line, noticed by the RC, will be recorded and disqualified
             without a hearing.
          ● The general compass bearing towards the “IJzeren Kaap” is approximately
             216°. The compass bearing directly from the RC vessel near the VC-buoy
             towards Gate 3 is approximately 210°.
          ● Gate 3 will be located off Oudeschild, where a Race Committee boat,
             carrying a green flag, will be anchored approximately 300 meters off the
             harbor entrance. A large colored cylindrical buoy will be attached to the RC

boat. Another large colored cylindrical buoy will be placed approximately
               100 meters off the harbor entrance. The two colored cylindrical buoys will
               form a gate of approximately 200 meters wide. All boats shall pass through
               this gate in a southwesterly direction.

       Leg 5
       Leg 5 of the course: from Gate 3 to Gate 4 at the southern point of Texel.
          ● After passing through Gate 3, boats continue a southwesterly course
              towards the southern tip of the island.
          ● Boats are advised to keep red navigation buoys T10 and T8 to starboard,
              avoiding shallow hidden rocks located close to the coastline, which are
              also marked with cardinal buoys “Stenen Oost” and Stenen Zuid”.
          ● Boats are advised to respect the cardinal buoys T-BW-O (east mark) and T-
              BW-Z (south mark), located just before the Veerhaven (ferry port). These
              marks indicate the location of the tide energy generators between navigation
              buoy T8 and the Veerhaven.
          ● Boats shall be aware of the ferry route crossing their track about halfway
              this leg.
          ● At the southern point of the island a gate will be positioned. This Gate 4
              is formed by a colored inflatable mark attached to the yellow navigation
              buoy Mg-H on the starboard side, and a large colored cylindrical regatta
              buoy on the port side. Boats shall pass through this gate in a
              northwesterly direction.

       Leg 6
       Leg 6 of the course: from Gate 4 to Finish.
          ● After Gate 4, at the entrance of the channel “Molengat” there are three
              yellow metal buoys to port side, named Nbw5, Nbw3 and Nbw1, marking
              the initial boundaries of the “Razende Bol”, another protected area. The
              entire line formed between these buoys shall be left to port (see also SI 9).
              Boats crossing the line, noticed by the RC, will be recorded and disqualified
              without a hearing.
          ● From Gate 4 towards the North Sea, the shore side of the Molengat is
              marked with yellow metal buoys. From the gate mark Mg-H onwards they
              are identified as Mg-G through Mg B. The entire line formed between these
              buoys Mg-H through Mg-B shall be left to starboard (see also SI 9) to avoid
              sailing into the protected areas along the shores and underwater
              breakwaters and bunkers. Boats crossing the line will be noticed by the RC
              and will be disqualified without a hearing.
          ● After passing Mg-B, on the way to the finish, boats should be aware of
              the numerous unmarked underwater breakwaters and bunkers close to
              the shore.
          ● The line between Paal 9 and the marks shall be left to starboard (see
              also SI 9).
          ● Approximately 500 meters before the finish line there is a small
              shipwreck just on the boundary of the surf.

Make sure that you do not sail through the finish line again after you have finished, as this
will cause disqualification (see also SI 13). Boats need to take caution of the breakwaters
close to the finish line.

8 MARKS
The marks that are used are large cylindrical regatta buoys and/or otherwise as

specifically described in SI 7.

9 AREAS THAT ARE OBSTRUCTIONS [DP][SP]
The course contains several restricted areas, also marked in attachment A:
a. “Hengst” (north of Gate 2)
b. “Vlakte van Kerken” (triangle to the west of VC buoy)
c. “Mokbaai” (after the Veerhaven)
d. “De Hors” (southern tip of the island)
e. The area between buoy line Mg-H up to Mg-B, and the shore
f. “Razende Bol” (area west of buoys WNB-1, WNB-3 and WNB-5)
The boundaries of the restricted areas mentioned in this SI 9.1 and further described in
SI 7.3 are considered obstructions in the sense of the “Definitions” of the RRS.

10 SIGNALS DISPLAYED AT SEA
Signals at sea will only be displayed by Race Committee boats.
Displaying a red flag without a sound signal during the race means that the time limit
has expired: boats shall leave the racing area and follow the instructions of the Race
Committee boats promptly. This changes RRS “Race Signals”.

Displaying flag ‘N’ without sound signals means that the Round Texel race has been
abandoned for safety reasons and will not be restarted. All boats have to sail to the
nearest beach or harbor immediately. This changes RRS “Race Signals”.

11 MEASUREMENTS
11.1 Each board must be an approved and registered World Sailing production Formula,
Slalom or Race Board. The top 5 finishers may be inspected upon finishing the race.

12 CLASSES AND STARTING SEQUENCE
12.1 There shall be one (1) class.
12.2 There is one (1) race

13 START
13.1 Race shall start as a Le Mans start after the passing of a 4*4 car combined with the
lowering of the green signal flag.
Le Mans start; all boards shall position themselves in front of the starting line on the beach.
After the starting signal, boards may cross the starting line on the beach and run to the
water after the passing of a 4*4 car.
The following starting procedure replaces RRS 26.

Competitors may start when the green flag is down and after the passing of a 4*4
car in front of them.
13.2 The starting line shall be between two beach flags placed on the beach in
the starting area.

14 CHANGE OF THE NEXT LEG OF THE COURSE
14.1 The course follows a fixed path as described in SI 9 No changes of legs will
be made and signaled while racing.

15 THE FINISH
15.1 The finishing line will be on the beach in front of the venue
near Paal 17.
15.2 The finishing line shall be between two beach flags.
15.3 A board, which has finished and re-crosses the line between the two beach
flags, shall be disqualified without a hearing by the race committee. This changes
RRS 63.1.
15.4 A board is finished if board, sail and competitor has passed the finishing line
completely.

16 PENALTY SYSTEM
For the boards competing in the Long Distance Race, RRS 44.1 is not changed. This change
the NoR.

17 TIME LIMITS AND TARGET TIMES
17.1 Time limit checkpoint no.1: Gate 1, near the long breakwater west of the lighthouse.
Boards failing to pass checkpoint no.1 in time shall abandon the race. They will be shown a
red flag from a RC boat and must return to the beach at Paal 17.
17.2 Time limit checkpoint no.2: Gate 2 is approximately 1 NM east-south-east of the
lighthouse. Boards failing to pass checkpoint no.2 in time shall abandon the race. They will
be shown a red flag from a RC boat and must return to the beach west of gate 2 near the
Lifeguard station.
17.3 Time limit checkpoint no.3: Gate 3 near Oudeschild. Boards failing to pass
checkpoint no.3 in time shall abandon the race. They will be shown a red flag from a RC
boat and must go ashore the small beach approximately 0.5 NM north of the harbor
entrance of Oudeschild.
17.4 If necessary (for safety reasons) other time limits will be announced ashore or at
sea. Establishing the time limits is at the discretion of the RC and will not be grounds for
redress. 17.5 No target times will be set for the Round Texel.

18 PROTESTS AND REQUESTS FOR REDRESS
18.1 A board intending to protest shall inform the other board at the first reasonable
opportunity. In order to protest, a board shall complete a protest form.
18.2 Protests shall be written on forms available at the Regatta Office and delivered
there within 45 minutes after the last board finishes. Protesters shall use the start
number as identification on the protest form.
18.3 The RC, intending to protest a board under RRS 60.2 (a), will comply with
RRS 61.1 (b) by informing her through the protest log on the notice board.
18.4 Protests will be heard at the jury office near the Regatta Office, in approximately
the order of receipt and as soon as possible.
18.5 The starting number of the protestors, the protestees and of the named witnesses
will be posted on the notice board within one hour after the time of the last finisher.
18.6 These witnesses (if any) will only be heard, if they are in calling distance of the jury
office at the time of the hearing concerned.
18.7 Start numbers of boards, disqualified without a hearing, will be posted on the
notice board within 30 minutes after the time of the last finisher. Boards concerned
may lodge a written request for a hearing within one hour of the time of the last
finisher.
18.8 A request for a written decision must be lodged within one hour after being

informed of the decision. This changes RRS 65.
18.9 The time limit in respect of lodging a request for reopening is set to one
hour after being informed of the decision. This change RRS 66
18.10 Breaches of sailing instructions 18.2-18.5, 21, 23 and 24 will not be grounds for a
protest by a board. This changesRRS 60.1(a). Penalties for these breaches may be less
than disqualification if the jury so decides. The scoring abbreviation for a discretionary
penalty imposed under this instruction will be DPI.
18.11 Decisions of the International Jury, appointed in accordance with RRS 91(b),
will be final as provided in RRS 70.5.

19 SCORING
19.1 The Round Texel final is one-race, so the series consists of one race. No specific
point scoring system is applied.
19.2 There will be an official Dutch Open Championship if there are; more than 16
boards-men and 8 boards-women competing in the qualifying series and the final.

20 SAFETY REGULATIONS
20.1 Safety regulations will apply as written in the Notice of Race (NOR 15). All the listed
safety requirements shall not be removed after finishing and arrival on the beach until it is
clear that the RC will stop the safety inspections.
20.2 Boards in distress: A board in distress, must ask for help, if necessary. However
committee or rescue boats take responsibility and assist if a board is unable to race again
within 10 minutes, or they will help earlier for safety reasons. If a committee or rescue
boats decides to assist a board in distress, this will be seen as help under RRS 41(a).
20.3 All boards shall sign off from the water at the Regatta Office within one hour after
their finishing time. The deposit of € 20 will be refunded after signing off and handing in
the starting permit. 20.4 Boards that do not start or finish have to sign off as soon as
possible.
20.5 Boards that do not sign off in time (except for compelling reasons), will be
disqualified without a hearing by the RC. This changes RRS 63.1. Their deposit will not be
refunded.

21 REPLACEMENT OF EQUIPMENT
21.1 Substitution of sail, board or damaged or lost equipment is not allowed.

22 EQUIPMENT AND MEASUREMENT CHECKS
22.1 A board or equipment may be inspected at any time for compliance with the class
rules and sailing instructions. On the water, a board may be instructed by the RC to
proceed immediately to a designated area for inspection.

23 ADVERTISING AND IDENTIFICATION
23.1 Boards shall display stickers for this event provided by the OA in 2022, on their
board and/or sail. 23.2 [SP] While racing, boats shall display sailing numbers. The
Organizing Authority will check these numbers. In case of similar numbers the Organizing
Authority will provide a extra number which must be placed due to the RRS appendix G.
23.3 If a board has lost one or both start numbers during the race, she must report
this to the Regatta Office within 30 minutes after finishing in order to avoid errors in the
finishing list and disqualification by the RC without a hearing. This changes RRS 63.1.
23.4 Boards shall carry an electronic position indicator / responder beacon. This will be
supplied by the OA and boards shall pay a deposit of € 50.
The deposit shall be refunded by the OA after the final if a board delivers the electronic
position indicator / responder beacon to the OA in the Regatta Office in working order.

24 OFFICIAL BOATS
24.1 Rescue boats will fly a colored streamer with the ‘Round Texel’ emblem. 24.2 Race
committee boats will fly a white flag with letters RC.
24.3 Competing boards shall not interfere with committee or rescue boats. Actions by
official boats or helicopters shall not be grounds for requesting redress by a board. This
changes RRS 60.1 (b).
24.4 SI 24.4 Boards shall carry an electronic position indicator / responder beacon. This
will be supplied by the OA see SI 2.4, 2.5, 2.6, 2.7, 2.8 and 2.9.

25 SUPPORT BOATS
25.1 Team leaders, coaches and other support personnel shall stay clear of all boats
and boards racing in the Round Texel - except in case of emergency from the time of
the first preparatory signal for the first class to start until all boats and boards have
finished or retired or the RC signals a postponement or abandonment.

26 TRASH DISPOSAL
26.1 Trash may be placed aboard support and RC boats. A penalty for breaking RRS
47 may be less than disqualification if the protest committee so decides. This changes
RRS 64.1.

27 RADIO COMMUNICATION & ELECTRONIC EQUIPMENT
27.1 Except in an emergency, a board shall neither make radio transmissions while
racing nor receive radio communications not available to all boards. This restriction also
applies to mobile phones.
27.2 Except for timing equipment and electronic compasses, a board shall not have any
electronic equipment aboard while racing.

28 PRIZES
28.1 The winning board of men and women acquire the titles of Dutch Champion and a
blue pennant.
28.2 Medals will be awarded to each board placed first, second and third in each Class.
Other prizes will be awarded according to the Notice of Race.

29 DISCLAIMER OF LIABILITY
29.1 RRS 4 states: “The responsibility for a boat’s decision to participate in a race or
continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore
inherently involves an element of risk. By taking part in the event each competitor agrees
and acknowledges that:
       a.      They are aware of the inherent element of risk involved in the sport and
       accept responsibility for the exposure of themselves, their crew and their boat to
       such inherent risk whilst taking part in the event;
       b.      They are responsible for the safety of themselves, their crew, their
       boat and their other property whether afloat or ashore;
       c.      They accept responsibility for any injury, damage or loss to the extent
       caused by their own actions or omission;
       d.      Their boat is in good order, equipped to sail in the event and they are fit to
       participate;
       e.      The provision of a race management team, patrol boats and other officials
       and volunteers by the event organizers does not relieve them of their own
       responsibilities;
       f.      The fact that race officials may conduct inspections of a boat
       does not reduce the responsibilities of each competitor set out in this
       Notice of Race.

g.      Competitors participate in the regatta entirely at their own risk. See RRS 4.

30 INSURANCE
30.1 Each board has to have a valid third party liability insurance policy, racing on
the North Sea included and with a minimum coverage of € 1.5 million per incident.
30.2 In case a board has caused damage to another board and has been disqualified,
relevant info of that boards insurance policy will be made available to the other board.
30.3 Coaches and support boat drivers shall also have valid third party liability
insurance with a minimum cover of €1.5 million.

31 STORAGE
31.1 On completion of registration and continuing until the end of the event, when ashore
(other than when launching and retrieving), all boards and sails shall be kept in their assigned
places. Access to boards and sails in the assigned area during certain hours, including hours
of darkness may be restricted.
31.2 Unless otherwise directed by the OA, all competing boards and equipment shall be
launched and retrieved from the designated area.
31.3 Equipment shall be removed from the venue on the Departure Day as defined in
the Schedule. 31.4 The OA will not be responsible or liable for loss, theft or damage of
boards, sails and any other windsurfing equipment.

32 RIGHT TO USE NAME AND LIKENESS
32.1 By participating in the (events of) Texel Sailing Week, a competitor automatically
grants the Organizing Authority and the sponsors of the Texel Sailing Week the right to, in
perpetuity, make, use and show, from time to time and at their discretion, any (still)
motion pictures, live, taped or filmed television and other reproductions of the competitor
and its material, during and after the Sailing Week without any compensation.
