Important Note In accordance to the announcement by the Multi-Ministry Taskforce on the commencement of Phase Three on 28 December 2020, and the SportSG advisory issued on 24 December 2020, the Singapore Canoe Federation (SCF) will reactivate its kayaking and canoeing competitions and championships. This document provides operational guidance on the safety management measures to all affiliates, athletes and coaches on how they could progressively return to races, in line with Government timescales, as safely as possible. Sport Singapore (SportSG) has been engaging the Singapore Canoe Federation (SCF) on the safe management measures for kayaking and canoeing. This document is guided by current MOH guidelines, SportSG’s Advisory for resumption of sport and physical exercise activity for Phase Three, as well as kayaking and canoeing industry and expert input. All individuals are to follow these safe management measures strictly for their wellbeing. SCF aims to deliver safe management and operation procedures to guide the sport. The Paddle Lodge @ MacRitchie Reservoir will be closed for the event on 17 & 18 April 2021. Booking of paddling time slots will be unavailable during the period of time as stated. 2

Objectives • The aim of a Canoe Sprint competition is for people to race each other in kayaks and canoes over a clearly defined unobstructed course in the shortest possible time according to the rules. • To provide opportunities for student paddlers to compete at the inter-tertiary level. • To identify young talents in the discipline of Canoe Sprint for development of future National Athletes. 6
Competition Rules All races shall be held in accordance with these Rules and Regulations, and the current version of the International Canoe Federation (“ICF”) Canoe Sprint Competition Rules (refer to link below). Race Concept & Format • In order to control and minimise the number of people congregating at the venue, the race duration will be segregated into 4 competition time blocks (limiting to a maximum of 50 pax per time block at the competition venue). • Once the participants complete the race, they will leave the venue immediately. • No spectators/parents will be allowed in the competition venue. • 1 representative (teacher in charge/coach/team manager) from each organisation is allowed to enter the competition venue. The representatives must wear masks at all times. 8
Competitors & Entries • Each competitor must represent only one Organisation. • Competitors who represent more than one Organisation will be disqualified. • Entry Limit: Tertiary categories - maximum entry of 2 boats. • There will be a maximum of 2 categories that each athlete can take part. • Races will start as per start time and will not wait for any back-to-back races or equipment sharing on the part of the participant. • Entry fee (per person per category): $25/- 9

Race Progression The division of the competitors into heats shall be determined by the drawing of lots. Beam/ cm --- --- --- --- --- • The length of a kayak or a canoe must be measured between the extremes of the bow and the stern. • All boats should carry a boat number. It is a vertical plate, made of non-transparent material, marked with black numbers on a white background. • All kayaks must have seats and rudder. • No foreign substance may be added to the surface of the boats which can give the athlete an unfair advantage. The use of hull lubricants is not permitted. • No part of the boat (including the seat and the footrest) may have moving parts which can be used to help propel the boat in a way which would give competitors an unfair advantage (existing moving seat systems already in use are accepted). 15
Specification for Canoe and Kayaks • A boat or an athlete may be equipped with a device which provides real time feedback on performance for use by television or sport presentation. The device may be used by the athlete for analysis following a race but in no circumstances may the device be used to provide real time feedback to the athlete during a race. • The athletes are responsible to ensure the boats conform to the technical requirements for the competition. • Movement of the boats to MacRitchie Reservoir must be done on 16 April 2021 (Friday). • All boats and equipment are stored at the race site at the owner’s risk. • Competitors are strongly advised to don PFDs that are ISO-certified or US Coast Guard and they are to ensure that all buckles are always fastened. • The Organisers are not responsible for any loss or damage of boats or equipment at the race site. • The Organisers reserve the right to select at random any boats for Boat Control. • Any accessories of canoe or kayak, and/or added weight, if dropped from boat at the Boat Control, will not be considered as part of the boat. 16
Alternations in entries and withdrawals • No alteration of entries will be allowed after the Team Managers’ Meeting. • Any team who has withdrawn from one category may be allowed to enter any other category for which they have not registered during the initial submission, subjected to Organisers’ approval. 17
Protest and Appeal • All protests will be deliberated by the Competition Committee, whose decision shall be subjected to appeal only in accordance with these Rules and Regulations. In the absence of any appeal in accordance with these Rules and Regulations, the decision of the Competition Committee shall be final. • An appeal against the protest outcome for a race must be lodged by only the Team Manager within 60 minutes after the release of the protest result of the event. • For all protests or appeals, Team Managers shall submit the protest form via email to event@scf.org.sg or to the Official Tent with a bank transfer fee of $100. • All appeals will be deliberated by the Appeal Committee, whose decision shall be final. • The appeal / protest fee will be refunded only if the appeal or protest is upheld. 18

Important Note to Competitors – Race Day Action Plan a. Come in your racing attire. b. Be on time. To arrive 30mins before the start of your race. Any early or late comers are not allowed to enter the competition venue. c. 1 representative (teacher in charge/ coach/ team manager) from each organisation is allowed to enter the competition venue. d. Report to the Reporting Tent, SCF will issue a coloured wrist band to every person entering the competition venue. e. Proceed to the allocated Athletes’ Tent to keep your belongings. f. Collect and prepare boat. g. Follow the Event Officials’ instructions. h. Proceed to pontoon to launch, do not linger (estimate 15 mins before the start of your race). i. Follow and comply with Race Officials’ instructions. j. After race, quickly disembark. k. Return and disinfect boat. l. Recover your belongings in Athletes’ Tent. m. Exit the competition venue immediately, do not linger. 27
Instruction for Competitors • All competitors must have attained at least the One Star Award. • The onus will be on the Team Managers and/or Coaches to ensure that all their competitors meet the above pre-requisite. • For the purpose of boat rental from the Organisers, only competitors with verified recent paddling ability are eligible. • Buoyancy vests must be worn at all times when paddling on water, before entering the launch pontoon. • Before the start of the race, race instructions including the following information shall be disseminated: ✓ Reporting time ✓ Starting time ✓ Starting lane (where applicable) 28
Instruction for Competitors • There will be no boat holders. • The lanes are marked with buoys or floats, competitors must pass in between the buoys corresponding to their lane. Paddling across other lanes can entail disqualification from the race. • Competitors moving to the start line must keep a minimum distance of 5 metres from the race course, and stop when the boats of race in progress are passing by in the race course. Competitors must keep to the right of all pontoons. Failure to do so may entail disqualification from the race. • Competitors must respect the space between the Finish Judge and the Finish line and must not pass between them at any time. Only competitors of race are to pass the finish line during active race hours. 29
Medals • The Championships medals shall be given to top three positions (Gold, Silver, Bronze), competitor(s) who have won championship races at the finals. • Results will be posted online after every race is completed. • There will be no victory ceremony, medal collection will be arranged separately. Collection will be at Registration tent after the event. • Team Managers to send the picture of the competitor(s) who have won the championships races at the finals (Gold, Silver, Bronze) to event@scf.org.sg latest by 19 Apr 2021. 30
Wet Weather Plan • In the event of bad weather, the Organisers reserve the right to delay the commencement or cancel the race, on the basis of prolonged bad weather conditions, without refund. • Heats that are affected by Cat 1 will instead take place during the scheduled finals, and no finals will take place for that category. Competitors will be ranked by Heats’ performance. • Finals that are affected by Cat 1 will not be rescheduled. Competitors will be ranked by Heats’ performance. 31

Evacuation Plan for Suspected Cases • Anyone who is feeling unwell or showing symptoms of illness must report to the Safe Management Officer (SMO) at the Reporting Tent, leave the venue and consult a doctor immediately, even if symptoms may appear mild. • For incapacitated or unconscious individuals – clear the area of other personnel and administer aid immediately. • SMO to call 995 for an emergency ambulance to transport the individual to the nearest hospital and inform the individual’s next of kin. • SMO to inform relevant key stakeholders on details of the suspected case. Follow-up Plan in the Event of a Confirmed COVID-19 Case • Shall temporarily stop all races entirely. • Immediately vacate and cordon off the immediate section of the premises where the confirmed case has accessed. • SMO to inform relevant key stakeholders on details of the confirmed case. • SCF to carry out thorough cleaning and disinfect all relevant on-site areas and assets exposed to confirmed cases, in accordance to NEA guidelines.
