NATO UNCLASSIFIED EH Engine Recertification and O/H Version 1.1 11 Mar 2021 1. Background 1.1. NATO Support and Procurement Agency (NSPA) purchased from German Ministry of Defence (MoD), among other stuff, an EuroHawk (EH) Aircraft Engine (Model/Type AE3007H) with the intention to use it on the North Atlantic Treaty Organization (NATO) Alliance Ground Surveillance (AGS) Unmanned Aerial Vehicle (UAV). This engine has been identified as of direct use to NATO AGS UAV based on Model/type, Part Number (P/N) and Nato Stock Number (NSN) commonality. 1.2. The above engine has been purchased from the German MoD as spare engine for the EH aircraft in new/unused condition and within the original shipment packaging of the Original Equipment Manufacturer (OEM). The engine received by the German MoD in Airworthiness (AW) condition for use on the EH UAV and since the receipt was stored for a long period (at least 6 years, in average) in controlled warehousing environment (e.g.: temperature, humidity, EMI/EMC protection, etc…) however, without any kind of inspection / test performed in the meanwhile. 1.3. Although this engine is identified being the same configuration (Model/type, P/N, MFC, NSN) of the NATO AGS UAV, it is operating under Computer Software control, which may has undergone updates/revisions. In addition, due to long storage time there is a possibility that the OEM has issued improvements, which have to be considered before releasing it to service for the NATO AGS UAV. 1.4. Therefore, the engine above has to run the process of recertification / Overhaul (O/H), by the System Design Responsible (SDR) or the OEM, in order to be declared serviceable and approved / released for use on NATO AGS UAV configuration. 2. Purpose 2.1. This Statement of Work (SOW) provides for recertification / O/H requirements for the EH engine purchased by NSPA for use on NATO AGS UAV and the implementation of it, as required. 3. Scope 3.1. This SOW applies to the EH engine identified as follows:Model/type AE3007H; P/N 23065502, MFC 63005; S/N CAE380066; NSN 2840-01-507-6569 4. Applicable Documentation 4.1. AER(EP).P-145 (Annex 1 and 2) 4.2. AER(EP).P-2005 (EN) 4.3. AQAP 2070 V3, Aug 2015 4.4. STANAG 4281 Edition 3, 4 Oct 2016 NATO UNCLASSIFIED Page 4 of 8
NATO UNCLASSIFIED EH Engine Recertification and O/H Version 1.1 11 Mar 2021 5. Control 5.1. Service validation 5.1.1. NSPA shall validate that all contract requirements have been met, through analysis of Contractor reports, customer feedback, NSPA audits (if and as needed) and observations. 5.1.2. Specifically regarding the acceptance of a certified part, this shall be considered completed, based on the approval by NSPA of the relevant part certification documentation. 5.1.3. NSPA reserves the right to request approval by DAAA of the relevant part certification documentation. 5.1.4. In the event of contractual disagreement between the Contractor and NSPA (or other Contractors), both NSPA and the Contractor shall document the nature and details of the disagreement and both parties shall endeavour to implement remedial action (if appropriate) as soon as possible. Should the matter not be resolved in this manner, it shall be referred to the CO as a Contract(s) issue for resolution according to the Terms and Conditions of the Contract. 6. Contractor Services Requirement 6.1. The Contractor shall prepare and submit a project plan, which shall include the following (as a minimum): 6.1.1. The procedures / method to be implemented for the recertification of the engine identified in para. 3 of the SOW, considering the provisions of para. 1.3 and 1.4, with references to the applicable technical documentation. 6.1.2. The individual recertification tasks (if any) to be performed on items assembled with the engine, thus being one part with it, considering the item category, configuration status, and functionality. 6.1.3. A time scheduled plan, including the certification process steps for the engine (e.g.: induction for certification date, required maintenance actions, expected certification completion date). 6.1.4. The template of the certification document (Certificate of Conformity - CoC), which shall be issued and signed by the Contractor for the engine, after the completion of the required work. This template shall match the structure of the CoC template of the AQAP 2070 V3, Aug 2015, 6.1.5. The Contractor personnel assigned to that project (roles and responsibilities) as well as data for communication. 6.2. The Contractor shall re-certify the engine according to the agreed Project Plan and issue a CoC or EASA Form one, or FAA 8130-3 form, which declares for the engine serviceable and approved / released for use on NATO AGS UAV. The CoC shall be signed by the NATO AGS SDR or by the OEM for that engine, but in case the EASA Form or FAA form is provided it shall be properly completed and signed. The certification process may also include an O/H, if required to complete the certification process. In such a case, the O/H requirement shall be properly justified and documented by the Contractor prior to implementation. The SDR and the OEM are specified as follows: NATO UNCLASSIFIED Page 5 of 8

The Contractor shall implement all pending Service Bulletins in accordance with the Technical Documentation issued by the OEM. 6.4. The Contractor shall document all the activities performed in the Engine Log Book that will be accompanying the Engine. 6.5. When the Contractor identifies cases where the engine cannot be either processed at all for certification, or it fails / cannot complete the certification process, the Contractor shall report (properly justified) that to NSPA for getting further evaluation and advice. 6.6. In case NSPA, after having received Contractor's justification, decides for the engine's disposal, the Contractor shall be notified to ship the engine back to NSPA for disposal action. 6.7. Disposal in Contractor’s premises might be mutually agreed, subject to a supplemental agreement. In this case, a certificate of disposal shall be issued by the Contractor. 7. Packaging, Handling, Storage and Transportation (PHST) 7.1. NSPA shall deliver the engine identified in para. 2 of the SOW to the Contractor premises, with the original packaging as they have been received from the German MoD. 7.2. The Contractor shall acknowledge the receipt of the engine to NSPA, within one (1) week, after it reaches Contractor's premises stating any discrepancies / Non- conformities found out. 7.3. The Contractor shall crate/pack the engine after certification is completed using its original packaging (as received by him) if possible, otherwise he shall pack it in a way to assure the engine safe storage and condition during shipment and transportation with the provided means, to the final destination as foreseen in OEM's publications for storage and shipment. 7.4. The Contractor shall enclose in engine's packing a copy of the required certification documents (see para. 6.2) and send the originals by mail to NSPA’s TO. 7.5. The Contractor shall notify NSPA well in advance (but not less than 2 weeks) for the forthcoming shipment of the engine to NSPA, in order to allow for transportation arrangements. 7.6. The Contractor shall identify the relevant applicable classification, and identify specific special transportation requirement. 7.7. Labelling of the engine after certification shall comply with the provisions of STANAG 4281. 7.8. Transportation to the Contractor 7.8.1. NSPA shall inform the Contractor about the forthcoming arrival of the engine NATO UNCLASSIFIED Page 6 of 8

NSPA Freight Forwarder shall perform all required customs formalities for temporary import, in accordance with the contract terms and conditions. 7.9. Transportation from the Contractor 7.9.1. NSPA will provide its freight forwarder details with shipping instructions (information copy to the Contractor), upon receipt of Contractor’s notification that the engine is ready for dispatch. 7.9.2. The NSPA freight forwarder shall pick up the engine at the Contractor’s point of dispatch set forth in the Contract Schedule and will forward the consignment to the final destination. 7.9.3. The NSPA freight forwarder shall perform all customs formalities iaw the contract terms and conditions. 8. Reporting Requirements 8.1. Non-Certifiable part report: 8.1.1. The Contractor shall report to NSPA in case of non-certifiable engine, within one (1) week after the engine is inducted for certification. 8.1.2. The report shall justify the reasons for which the Contractor cannot proceed in engine's certification and proposal for further use on the engine. 9. Meetings / Progress Reviews N/A 10.
