Continued Life Cycle Support (LCS) for the In-Fill

1   PROGRAM BACKGROUND

The Department of Homeland Security (DHS) / Customs and Border Protection (CBP) / Air and
Marine Operations (AMO) / Long Range Radar Joint Program Office (LRR JPO) is charged with
preserving the integrity of the DHS’s ground-based surveillance capability by ensuring a reliable
primary long range radar system and associated air navigation, surveillance, and communications
systems are maintained in order to provide airspace security throughout the continental US and
adjacent regions as required by National Security authorities.

In 2017, EFW, Inc. was awarded a contract to install a C-Speed Light Wave Radar (LWR) system
and erect a 50-foot tower for the antenna on a prepared site in Webb County, TX. Additionally,
the contract called for one year of Life Cycle Support (LCS) following government acceptance of
the completed system. EFW, Inc. provided a LCS Plan, which included the following elements:

    a.   Equipment and Tower Warranty
    b.   The maintenance of operational availability
    c.   Sparing
    d.   Obsolescence Management
    e.   24/7 System Monitoring
    f.   Routine Maintenance
    g.   Engineering and system restoration in the event of a failure

A contract modification also provided for the installation of a Government Furnished Equipment
(GFE) router and support to connect to a Virtual Private Network (VPN) with the Air and Marine
Operations Surveillance System (AMOSS).

The contract was completed, and the government formally accepted the system from the contractor
January 19, 2018. The LCS period began on that date, and it is set to expire January 18, 2019.

2   SCOPE

The following service requirements to be included in this LCS contract:

    a. Preventative maintenance
    b. Corrective maintenance and system restoration

The contractor shall provide a Life Cycle Support Plan (LCSP) for the radar and tower system
installed by EFW, Inc. in 2018. The LCSP shall address the requirements stated under Section 3,
Specific Tasks.

3   APPLICABLE DOCUMENTS

3.1 IN-FILL RADAR INDENTURED BOM.XLS

4   SPECIFIC TASKS

4.1 PREVENTIVE MAINTENANCE

As part of the LCSP, the contractor shall include a preventative maintenance plan for COR
approval to include a general annual schedule, planned activities, and an estimate of all associated
costs. The preventative maintenance plan shall be updated and submitted to the COR at least 30
calendar days prior to the expected dates of travel.

4.2 CORRECTIVE MAINTENANCE

As required, the contractor shall do the following:

    a. Upon identification or notification of a problem or suspected problem (not an outage) with
       the radar, the contractor shall notify the COR via email. As soon as possible, develop and
       deliver via email a corrective action plan to the COR for approval prior to implementing
       corrective action. The corrective action plan shall be submitted electronically and include
       the following (at a minimum):

       1.   A description of the problem
       2.   A list of possible causes (if applicable)
       3.   Estimated time to repair upon plan approval
       4.   A detailed estimate of total costs for travel (if required), parts, labor, and other
            miscellaneous expenses

    b. Upon identification or notification that the radar is down (not operating), the contractor
       shall notify the COR via email and phone call with as much information as is available.
       The contractor does not need to gain approval to begin troubleshooting and preparations to
       restore the system but shall keep the COR updated as often as is practicable. The contractor
       is authorized to make repairs without COR approval not to exceed $20,000. If repairs are
       expected to exceed $20,000, the contractor shall provide a description of the problem,
       estimated cost, and estimated time to repair for COR approval. The contractor shall return
       the radar to service as soon as possible and after system restoration, provide to the COR
       via email a description of the problem, actions taken, restoration time table, and a cost
       breakdown.

    c. Support for the Government Furnished Equipment (GFE) router, Virtual Private Network
       (VPN), and Air and Marine Operations Surveillance System (AMOSS) connectivity as
       required.

       1. In the event the router needs to be replaced, the contractor shall notify the COR with the
          relevant details, to include a cost estimate, and provide a replacement router as soon as
          possible after approval.

4.3 IDENTIFICATION OF A REPORTING PROTOCOL

As part of the LCS plan, the contractor shall identify a reporting protocol for government
officials to report system outages or degradations to include:

   a.   Points of contact
   b.   Telephone numbers and email addresses
   c.   Terminology to be used to identify the radar
   d.   Responsibilities of contractor personnel with regards to response times, customer
        notifications, expected plans of action, follow on preventative measures (if applicable),
        follow up on resolution of the issue

4.4 LIFE CYCLE SUPPORT PLAN CHANGES

The contractor shall update the LCS plan as necessary to keep it current and accurate. Changes
shall be made as required but at least annually at the renewal of an option period.

4.5 CONNECTIONS (POWER AND DATA JUNCTION BOXES)

The contractor shall be responsible for connections up to the power and data junction boxes but
will not be responsible for the junction boxes installed on the site by Javelina Wind Energy, LLC.

4.6 UPDATE THE SYSTEM FOR NEW WIND TURBINES

The contractor shall provide support to the government to update the system for new wind turbines
upon a written government request.

4.7 SEMI-ANNUAL REVIEW

The contractor shall convene semi-annual review meetings. The first one shall be in conjunction
with the kick-off meeting, and upon execution of each option year shall be within thirty (30)
calendar days of award. The purpose is to ensure that all stakeholders are fully informed of the
activities and are provided an opportunity to engage with the contractor on a wide range of items
as identified below:

   a.   Outages or other issues
   b.   Action Items Status
   c.   Significant Activities and Accomplishments
   d.   Problems and Corrective Actions Taken
   e.   Major Projected Action Items
   f.   Projected Activities
   g.   Hardware degradation
   h.   Use of spare parts
   i.   Generator operating time and fuel remaining
   j.   Risks, opportunities , issues, Concerns
   k.   Staffing Summary

l. Financial Data, including a funding summary, expenditure summary, hours expenditure
         summary, expenditure projection, hours projection, and burn rate analysis
      m. System performance summary
      n. Additional items as mutually agreed

5. DELIVERABLES AND DELIVERY SCHEDULE
This section describes the products and tangible results expected from each task contained in the
previous sections, the date each deliverable is due, and the Government acceptance criteria. All
documentation is in contractor format.

The Contractor shall provide one electronic copy of all draft and final deliverable documents in
both editable (MS Office format) and non-editable (Adobe Acrobat .pdf format).

All deliverables produced as a result o f this SOW shall become the property of the
Government.

6. GOVERNMENT FURNISHED EQUIPMENT / INFORMATION AND PROPERTY

The only GFE is the router used to establish the VPN with the AMOSS. It is located in the radar
equipment cabinet on site.

6.1 Government Furnished Property

All work products produced within the scope of this SOW, whether completed or not, are the
property of the CBP. All CBP property must be delivered to CBP in accordance with this Statement
of Work or as requested by CBP.

7. PLACE OF PERFORMANCE

The place of performance will be at the Contractor facilities and the in-fill radar site, Webb County,
TX (27o 16′ 19.6″ N / 099o 02′ 34.7″ W) as required.

8. PERIOD OF PERFORMANCE

The estimated period of performance for this effort is:

9. INSPECTION AND ACCEPTANCE

The contractor shall submit all deliverables to the Contracting Officer (CO) and Contracting
Officer Representative (COR) for acceptance.

10. DELIVERY

10.1.1 Delivery Period: CBP anticipates awarding a cost reimbursable contract to be awarded
       January 2019. This date is subject to change.

11. SECURITY

The work is unclassified. There is no requirement for background investigations or DD 254.
