Tax Forms TAX FORMS / TAX FREE SHOPPING Please ensure that you check the NSE Office Board for the most up to date information and any amendments which have been made RATION CARDS Cigarettes, alcohol and coffee are rationed if you are buying them tax free. You will be issued with a ration card by our HNLO when you arrive which will allow you to purchase the rationed items from the NAAFI. You can buy these items in the local shops but you won’t be able to get them tax free. TAX FORMS Tax forms are one of the most tangible benefits of a European posting and can be used to purchase a variety of items. There are currently two types of forms which may be used. BRITISH TAX FORMS The first and most straight forward way is by using the British tax form (“Abwicklungsschein”) which can be obtained from the NSE Ulm office on request. There is a €3.00 administration fee per form. This way is simple as when taken to the shop the tax is taken off straight away with payment being taken on the spot. A draw back to this system is that the form is not always nor does it have to be accepted by the retailer so you should always check with the retailer before you shop, to see if the British Tax Form is accepted. Here is a selection of shops in Ulm where the British tax form (“Abwicklungsschein”) is being accepted provided you spend a minimum gross amount of €50 and bring your valid identification proving your NATO-assignment:

These forms can be obtained from the tax office in Kalkar Kaserne. This system requires registering your German bank account with the tax office. In order to get a form, you have to inform the tax office where you intend to shop and roughly how much you will be spending and a form will be issued. When you go to make your purchase do not pay any money directly yourself; the shop should take the form and charge the tax office at Kalkar who will then in turn take the money out of the account you have registered with them and an invoice will be sent. Although more long-winded, the advantage of this is that under the SOFA agreement shops should be obliged to honour the form and so it can be used in a wider variety of places.
NAAFI NAAFI - FUTURE TAX-FREE PURCHASE PROVISION - NAAFI OFFICAL PROCUREMENT AGENCY (OPA) TRANSITIONAL ARRANGEMENTS TO BFGSO 5203 Overview NAAFI will operate an Official Procurement Agency (OPA) on behalf of the GEO. This will enable entitled personnel over the age of eighteen to make tax free purchases from German suppliers (goods and services) and to relieve VAT on online purchases. The facility is provided in accordance with current Standing Order 5203. All personnel using the facility should ensure that they are familiar with the restrictions specified in the order. Location/Opening hours The OPA will operate from the Finance Office to the rear of Sennelager NAAFI Complex on Otto- Hahn Strasse. It will be signposted for the customer as they enter the NAAFI. Opening hours are; 09:00 to 17:00 Monday to |Friday E-mail: opa@naafi.co.uk German Tax-Free Purchases Under €2,500 in value The Payment at Point of Sale System (PPSS) for purchases under €2,500 will still apply. Entitled personnel may purchase the documentation needed to relieve German tax and pay for the item(s) at the time of purchase. The process for making a purchase is as follows: Each entitled person may buy up to 5x Local Purchase Order (LPOs) forms (Antrag/Auftrag) and the document for the German Tax authorities (Abwicklungsscheine) at a cost of €3.00 each. You will need your ID and NAAFI Shopping permit (BFG Form 55) as proof of entitlement. You will be issued with two copies of the Antrag/Auftrag and an Abwicklungscheine(ABW). The documents should be presented to the shop at point of purchase (PPSS). The shop will take one (Red) copy of the ABW and the Embossed copy of the LPO. They will stamp your (Green) copy of the ABW & 2nd LPO and give you a receipt/invoice. You must return the stamped documents and a copy of the receipt/invoice to the NAAFI OPA. You are advised to retain a copy of the original receipt for guarantee purposes. Copying facilities are not available at the OPA, therefore complete in advance. Documents are valid for six months. You will not be able to buy more purchase order forms until you have returned stamped copies and invoices for those already issued to you.
NAAFI All purchases will be audited monthly by Customs & Immigration, any inconsistencies may require the tax to be paid back to the German Authorities. Disciplinary Action may be taken against any abuses of the system. Purchases Over €2,500 in value Purchases must be paid for from the OPA bank account. The process for making a purchase over €2,500 is as follows; Ask the NAAFI OPA for a Local Purchase Order (LPO). You will need to know details of your supplier and the item/service you are purchasing. The NAAFI OPA will give you a Local Purchase Order (LPO) which needs to be handed to your supplier before you sign any documents with them. If the bill is dated before the LPO has been purchased, it will not be valid, i.e. no invoice dated before the LPO date. You will need to pay the NAAFI OPA the administration fee of €3.00 and the price of the item/service. Payments may be made by cash or bank transfer to the account below using your OPA Account as a reference number. Please note that the OPA will not accept a payment of more than €5,000 in cash for any one purchase. Bank transfers must be made from a bank account in the name of the person making the purchase. Payment from a cash transfer service will not be accepted. NAAFI Funds can be transferred direct from your UK account into this account. Your bank will be able to tell you what their current exchange rate is for the transfer. You will in effect be using sterling to buy euros at the bank rate current at the time of the transaction. You can also transfer funds direct from your German account. Please note that there may be bank charges involved which you should check with your bank. Your supplier gives you an invoice (Rechnung) for the item. The invoice must be made out to “NAAFI OPA” and must show: Your name The OPA Local Purchase Order number The price without tax NAAFI OPA will pay your supplier when they have received: An original invoice. Full payment for the item and the administration fee. A copy of your BFG Form 80 (Import License). Required only for goods. ABW will be sent to the supplier. You can arrange for the goods to be delivered to your address. Admin fee for Vehicle Purchase. The current process will remain extant. A charge of €50 per vehicle purchase will be charged as an administration fee. REMOTE PURCHASING It is recognised that not all personnel live within easy reach of the OPA Office. Procedures have been developed to allow remotely based personnel to use the OPA. The majority of procedures are the same as the desk service with the following exceptions: Remote Purchases (Under €2,500) If you haven’t made a purchase before; E-mail your request to opa@naafi.co.uk including the following details: Your full name Your Service/UKBC ID Card No Your entitlement will be verified by HQ GEO G1. Once confirmation has been received, we will e- mail you your account number and a request for the further information that we will need to open your account. Once set up Order Auftrags/Antrags via the e-mail you used to set up your account. Pay the admin fee (€3.00 per LPO) to our bank account including your account number as a reference. Your documents will be posted within two working days of your payment clearing our bank account.
NAAFI Online Once you have completed your purchase post the customers copy of the Auftrag/Antrag and a copy of the receipt to the NAAFI OPA (address details will be included on the email). Remote Purchase (Over €2,500) If you haven’t made a purchase before; E-mail your request to opa@naafi.co.uk including the following details: Your full name Your Service/UKBC ID Card No Your entitlement will be verified by HQ GSU G1. Once confirmation has been received, we will e-mail you your account number and a request for the further information that we will need to open your account. Once set up The process is essentially the same as for desk service, but you will need to scan copies of documents needed to release funds and post the originals to the OPA. Purchases in the UK and outside Germany Any items (not services) purchased tax-free in the UK or outside Germany must be formally imported iaw Article 151. This form can be obtained on request from the NAAFI OPA for an administrative charge of €3.00. Any purchases over €1000 require a Form 80 Import License, advice can be sought through the NAAFI OPA. General Additional Notes: Article 151 provision (purchases) may cease if the UK departs the EU. To purchase items with a value in excess of €2500, you must have at least 6mths remaining to serve in Germany. Germany Home owners. Purchases made for items/services in excess of €2500 must have prior approval from SO2 C&I. NAAFI MONTHLY ONLINE ORDER & DELIVERY As part of NAAFI’s commitment to provide support to the UK Armed Forces and their families, they have established an online service and delivery to most South Germany based communities, including Ulm. The monthly online order form is to be completed on the first week of the month and delivery on the second week. Delivery takes place at the Wilhelmsburg Kaserne and payment is by cash only, to be made to the NAAFI staff at this point. If you wish to take advantage of this NAAFI service, please speak with the NSE staff on arrival, they will provide you with the required registration paperwork and an online order form.
