"Before the COVID-19-catalysed lockdown in March, our research indicated that Indian
cities were to see new supply of around 54 new malls in 2020 spread over nearly 22.2 million
square feet area," Anuj Kejriwal, CEO & MD of Anarock Retail said.

Mumbai, Severely impacted by Covid-19 outbreak, Indian cities in 2020 saw the addition of just
five new malls as against 54 expected before the coronavirus hit the nation, said an Anarock
report on Monday.

Among the cities that added the new mall supply are Gurugram, Delhi, Lucknow and Bengaluru.
The supply is far less than the previously predicted numbers, it noted.

"Before the COVID-19-catalysed lockdown in March, our research indicated that Indian cities
were to see new supply of around 54 new malls in 2020 spread over nearly 22.2 million square
feet area," Anuj Kejriwal, CEO & MD of Anarock Retail said.

Of this, the top 7 cities were to see new supply of nearly 35 malls spread over around 14.6 million
square feet while tier 2 and 3 cities were to see new supply of 19 new malls over 7.6 million
square feet, he said.

"COVID-19 added enormous pressure to the already delicately-poised Indian retail sector. The
anticipated new mall supply was severely hit this year and most of it will spill over to 2021 and
beyond. New completions have been deferred and leasing activity has been delayed," Kejriwal
said.

As per the report, latest data indicates that 14 new malls spread over 5.9 million square feet area
will get operational by 2021-end across Indian cities, and fit-outs are underway in at least 10 of
them.

Among the cities that will see the maximum new supply in 2021 are Mumbai, with likely supply
of at least six new malls, followed by Bengaluru, Lucknow, Hyderabad, Thiruvananthapuram and
Rourkela (Odisha).

       New building permission system 'TS-bPASS' launched in
                             Telangana
Under the Telangana State Building Permission Approval and Self-Certification System
(TS-bPASS), no permission was required for constructing a house in plots area up to 75
square yards and building height up to 7 meters.

A new online single window system for sanctioning approvals to new buildings based on self-
certification by the applicants was launched in Telangana on Monday by Municipal
Administration             Minister K              T              Rama                Rao.

Under the Telangana State Building Permission Approval and Self-Certification System (TS-
bPASS), no permission was required for constructing a house in plots area up to 75 square yards
and          building          height            up           to            7           meters.

Instant approval for buildings will be provided for plots of above 75 square yards land and up to
600 square yards land, based on self-certification, an official release said here.

Rama Rao, son of Chief Minister K Chandrasekhar Rao, said the government has launched TS-
bPASS exclusively for building approvals, similar to TS-iPASS a single window approval system
for                                                                                industries.

The government with complete trust in citizens has brought in the self-certification system in
place, he said appealing to the people not to break it by registering illegal or encroached
constructions. He said TS-bPASS will stand as the best initiative in the country when it comes to
construction                                   of                                      buildings.

He asked the citizens and real estate sectors to utilise this initiative, adding amendments could be
made         to         the          system           based            on         the     feedback.

The TRS government has brought in various progressive policies and reforms and the Central and
other state governments have emulated such schemes and policies, he said.

The chief minister has introduced these reforms to develop infrastructure in urban spaces and at
the same time ensuring decentralisation of administrative power for the welfare of people living
in rural areas, the minister said. He said that about 43 per cent population in Telangana lived in
towns                                            and                                        cities.

The urban population will only increase in the coming five years, he said adding and TS-bPASS
will be of a great opportunity to them. At the launch, he handed over building permission to some
citizens who availed the services of TS-bPASS.

Housing board to team up with builders to develop 60,700 sq meter
                         in North Goa
The land at Colvale, Tivim, Curca and Penha de Franca is already with GHB and the state
is open to the idea of residential and commercial projects.

 The Goa Housing Board (GHB) intends to develop 60,700 sqm of land in North Goa through a
joint partnership with reputed national or international builders. To ensure it gets maximum bang
for its buck, the board is looking for a property consultant to develop a viable business model and
conduct          a       market         study        on Goa’s        real        estate      sector.

The land at Colvale, Tivim, Curca and Penha de Franca is already with GHB and the state is open
to       the       idea       of       residential       and        commercial        projects.

GHB hopes that by appointing a transaction advisor, who will be paid approximately one per cent
of the project cost, it will be able to maximise revenue and create a self-sustaining business model.

The consultant will provide transaction advisory services for selection of a private developer,
conduct a market study, carry out site analysis and identify infrastructure facilities. The consultant
will also have to develop financial models, including the possible revenue stream for each project.

“The state is always on the radar of investors across the world seeking to invest in the real estate
market here or seeking second or third homes,” said a GHB official. “There are few projects
owned and developed by GHB, whose construction has been completed more than two decades
ago and which are under-utilised as per existing demand potential. These properties may attract
reputed        developers      looking        at      constructing       signature       projects.”

The possibility of creating a special purpose vehicle for joint development of the four projects
also remains on the table, but a final decision will be taken after evaluating the pros and cons for
GHB         and         the        developer,         said        the        project       proposal.

GHB has already floated a tender to pick the transaction advisor, who will join the already
empanelled consultants that the board has. The transaction advisor will have to conduct the bid
process to pick private developers and will remain on board till the joint partnership between
GHB                and              the              builder              is             inked.

“The consultant shall evaluate the available data and information with a view to preparing a
reasonable estimation of the likely revenues of the private developer from the user charges likely
to be collected from the project,” said a GHB official.

the properties sealed for violation of regulations by a special committee of the Supreme Court. It
is expected that these drives will lead to 3,000 units being unfettered across Delhi, most of them
in                                         residential                                       areas.

The reopening exercise was prompted by the Supreme Court saying only commercial properties
could be sealed, not residential ones. Nirmal Jain, mayor of East Delhi Municipal Corporation,
said 559 properties had been de-sealed in Shahdara South, and the process is on to reopen 284
more                    in                   the                  same                  zone.

“Most of these were sealed for violating building regulations in residential areas, such as misuse
of stilt parking and construction of an extra room. We have granted them relief and more
properties sealed by the monitoring committee will be identified for reopening,” Jain declared.

His counterpart in the north corporation, Jai Prakash, had similarly said that close to 1,000
properties of the identified 1,400 sealed ones had been unlocked and almost all will be available
to                  their                 owners                 before                  Diwali.

He said, “235 of these are in Karol Bagh zone alone. SDMC too is allowing relief to over 600
sealed property owners.” SDMC mayor Anamika confirmed that 569 units had been freed and
the       target      of       612       would        be    met        before        Diwali.

The desealing drive will help many commercial areas and shopping centres get back on
track, which is important at a time of economic slowdown. But this should not become an
excuse to let major offenders go unpunished. Short-term gains cannot come at the cost of
fundamental principles.Times View
On August 14, the Supreme Court ruled that the monitoring committee had the mandate to act
only against commercial properties, not residential ones. The municipal councillors have since
been pushing the executive wing to extend the de-sealing order to commercial areas and local
shopping                                                                               centres.

Responding to the demands of the councillors, the law department of SDMC has clearly pointed
out that the law does not permit it to use August 14 order on residential properties to open
commercial ones. The law officers have stated that the shop-cum-residence plots are not covered
by                                           the                                           judgment
Alarmed by the de-sealing spree, the monitoring committee has submitted a report to the court
that rues the undoing of all its work over 14 years. In its 10-page report, the committee expressed
grave       concerns      at      its    work       coming        to     a       “grinding     halt”.

All actions to restore the confidence of the public in the rule of law had come to a naught and

Delhi was reverting to the pre-2006 days when “adherence to regulations had been given a
complete                go-by”,              the               report               says.

Citing the “frantic” activity of de-sealing of properties that were sealed for unauthorised
construction, misuse and allied illegal activities, the committee’s report concluded that these
developments had “created an undesirable atmosphere of free-for-all”. The committee stated it
was a “mere bystander” to these irregularities being perpetuated with impunity.

demolished more than 15 shops and sealed two residential buildings and six shops running
illegally in DLF-2, DLF-5 and Suncity.

District town planner (enforcement) RS Batth said the enforcement team had visited the area last
week after complaints of encroachment from DLF-2 residents. The officials had also carried out
videography      of    the    area   to    maintain     a    record   of    the      violations.

“On Monday, a demolition drive was carried out at Dakshin Marg in DLF-2 with the help of an
earthmover in the presence of around 50 police personnel. Around 15 illegal shops, dhabas and
kiosks running without permission on residential plots were demolished. Apart from this, several
kiosks placed illegally in the commercial complex in common areas were also removed,” Batth
added.

Residents of these areas have been complaining to DTCP about illegal dhabas in the area, which
are not only violating building norms and causing traffic woes, but are also raising concerns over
safety and security. The department had earlier issued notices to the property owners in the past,
but        they         did        not      stop          the       commercial           activities.

The enforcement team also sealed three illegal shops running in the DLF-5’s Westend Heights
residential society the same day. “These shops were running in the space designated for fire and
electrical shafts in the stilt area of the complex,” said the official.

Batth also visited Suncity township, where the residents had complained about illegal
construction by property owners after procuring occupation certificates from the DTCP.

“We have sealed two buildings in Suncity. The department has also recommended filing of FIRs
against               the                  violators,”                he                said.

Apart from residential buildings, the enforcement team also sealed three shops in Suncity. DTCP
had earlier cleared encroachment in corridors of the commercial area of the township, but some
shopkeepers still violated norms and extended their shops in an illegal manner.
