Program revisions

JSTUC: News on changes to existing GTO/ERS programs and how those impact GOs?
Early Release Science programs
• ERS programs need to execute early in Cycle 1
• Programs have already been revised to taken account of the change in launch date from
   10/2018 to spring 2019
• ERS leads will be given an opportunity to adjust targets once the new schedule is known
      •   Some programs may revert to the original targets
GTO programs
• As a matter of fairness, GTO programs should be given a chance to re-assess targets
      •   Some solar system GTO targets will be inaccessible under the new launch schedule
Both GTO and ERS programs need to be defined well in advance of the GO Call being re-
issued
• NASA policy 11 sets the schedule as “no later than 7 months prior to the call for Cycle 1
   GO proposals”
Guestimated timeline

JSTUC: Current thinking on date of Cycle 1 call given hypothetical May 2020 launch
• Assume JWST launch in May 2020
• TAC meets 6-7 months prior to launch (October-November)
• Proposal deadline ~2.5 months prior to TAC (July-August)
• Call re-opened ~3 months prior to deadline (April-May)
      •   Coincides with APT/ETC/documentation freeze
      •   No supplemental Call
• Change in launch date may impact observability of some GTO and ERS targets
      •   Proposals can be assessed once NASA announces the revised schedule
• NASA policy #11 requires GTO proposals to be submitted no later than 7 months prior to
  the GO Call being issued
      •   Target revisions will need to be submitted by September-October 2019
      •   ERS proposals should be finalised by the same deadline
      •   STScI will update the associated web-based documentation
      •   GO proposers can check for duplications using the MAST tool (no spreadsheets)

ERS Status

JSTUC: Discuss ERS pre-funding given the slip
Extended period prior to launch places additional stress on proposal teams
• Need to maintain momentum through to launch
Funding
• We have collected estimates of the likely level of FY19 funding from each team
      •   Deadline was May 5th
• We will work with the Project to meet those requests, as far as possible
• Budget submission schedule will be defined
Momentum
• We are working with the ERS teams to support AAS 232 and Vienna IAU
      •   We’ll coordinate plans for future meetings, including AAS in 2019
• We are establishing regular (~quarterly) ERS team telecons
      •   Enables direct community with STScI & cross-communication within the teams
Cycle 1 Proposal Process - overheads

Cycle 1 re-boot allows us to re-consider several issues
JSTUC: Discuss how to deal with “psychological penalty” of huge overhead on short exposures
• Some observations with JWST will be scientifically vital, but dominated by overheads
      •   E.g. observations of bright targets, coronagraphy
• We want the TAC to select the most interesting & important science, not the most
  efficient programs
• We will instruct the TAC to focus on the science, but JWST proposals currently list
  “science time” and “charged time” on the front page
      •   That makes it easy to compute the “efficiency” for any proposal
• The TAC requires the total time to match against the panel allocation
      •   But it doesn’t need the science time  adjust proposal format to eliminate
• We’ll still instruct the TAC to focus on the science
      •   And that we will work with proposers to maximise the efficiencies
Cycle 1 Proposal Process – keywords

• Science keywords
     • Used to match proposals and reviewers
     • Current set was developed in conjunction with GSFC JWST science team
         •   Based primarily on HST and Spitzer heritage
         •   Input from HST STUC
     • Some feedback on survey that keywords could be better tuned to IR astronomy
• Request to JSTUC

Cycle 2 will be in 2022, but the Call will be issued in mid-2021
    • It’s not too early to start considering how we might structure the call

Summary

• Science timeline
       • Cycle 1 GO proposal deadline likely to be in summer 2019 for a May 2020 JWST launch
       • No supplemental Call
       • GTO and ERS proposers will have a chance to revisit proposals with autumn 2018 deadline
•    ERS update
       • We will work with ERS teams and JWST Project to try to provide sustaining funding through
         the launch delay
       • We will establish regular communications with the teams
•    Proposal process
       • We will de-emphasise the science time component on proposals & emphasise the focus on
         science impact to the TAC
       • We ask the JSTUC for input on science keywords and science categories
       • We suggest that the JSTUC start considering the program balance for Cycle 2 and future
         cycles
