OVERVIEW This Safety Management Plan sets out the framework of a safe management guidelines to be applied when staging SSA’s Water Polo matches / competitions. The aim is to lower the risk as far as possible by applying these guidelines and taking into consideration the existing guidelines set by the Multi-Ministry Taskforce. • In resuming aquatics competition / event, the objective of the SSA remains the safety of all participants and to ensure the risk of communal infections are minimised. • In this regard, the SSA will work with our stakeholders and authorities to ensure the measures adopted satisfy all requirements of the authorities and meet the SSA’s objectives. • These guidelines shall be adopted by all participants and workforce involved in the event without compromise. • All participants, officials are expected to undertake the highest levels of personal hygiene in their personal and space. Given the overall situation and the conditions which may occur during in the coming months this guideline may be revised and adapted to any changes SSA is subject to provisions and other guidelines issued by the Multi-Ministry Taskforce.
GENERAL MEASURES FOR COMPETITION / EVENT All participants, team officials, deck officials and workforce who display any symptoms of respiratory illness such as flu, cough or shortness of breath and/or having a fever (38 degrees Celsius or higher), or have any members in the same household who display any of the above symptoms, shall not participate in any form of activity until they are fully recovered. All participants, team officials, deck officials and workforce who had been in recent contact with any individual/s who had tested positive for covid-19 or placed under quarantine order over the last 14 days prior, shall not participate in any form of activity. MEASURES FOR COMPETITION SETUP All team officials and personnel assigned for setup duty shall not display any symptoms of respiratory illnesses. Team Officials and personnel shall be assigned to the their group and designated zone for setup and duty and at any point of time shall there be a cross mixing of group of 8 during the duration of setup. Mask to be work at all times for on deck setup, however can be removed if required to enter the pool for field of play setup i.e. lane lines and goal post which will then required to be put on immediately upon exiting the water. No shaking of hands or sharing of equipment Highly recommend to sanitise all equipment, team chairs and items before the arrival of the first team – to continue sanitising at every transition of the session
ARRIVAL / DEPARTURE The arrival of each team and the match officials will be staggered to avoid mixing and crowding at the entry point and the corridors. A minimum 3m distance from each team must be maintained. Players are advised to wear their swimming attire under their clothes to avoid going to the changing room unless necessary. Similarly when leaving, players are strongly encouraged to wipe dry, change and leave the venue immediately with the team. No showering is allowed in the changing rooms. Teams are permitted to enter the venue with a group of a maximum of 6 persons for each match. This allocation would include players and officials. Teams are only allowed to enter at their allocated time/match slot, together with valid accreditation passes issued by Singapore Water Polo (SWP). MATCH-DAY PROTOCOL All matches will be played behind closed doors with only essential match-day personnel to be present onsite. This includes players and team officials from participating clubs, match referees, SWP officials, home and away club officials, medical personnel, match-day operations personnel, and broadcast and media personnel. All match-day personnel will be required to mask up for the entire duration of time they are at the venue, with the exclusion of players and match referees when they are in action during the match and warm-up activities.
SAFE MANAGEMENT MEASURES • All participants, team officials, table officials, referees and workforce shall download and use the SafeEntry and/or TraceTogether app in compliance with the respective venue requirements. • All participants, team officials, table officials, referees and workforce shall wear a mask at all times except when in water • Reporting time for All participants, team officials, deck officials and workforce will be staggered. • Only essential people are to attend match sessions (registered players, table officials, referees and table officials including the designated safe management officer). • Team officials are responsible for ensuring that their players adhere to social distancing at all times. MANAGEMENT OF TEAMS • The water polo pool shall not admit more than 6 pax per team (4 players, 1 coach, 1 TM) • Must not create unnecessary risk of players, and team officials congregating. • All individuals shall leave the venue immediately after match session to prevent unnecessary crowding • The emphasis within the current restrictions is on group management to limit co-mingling and to allow for targeted contact tracing with the least amount of impact to the event and community.
IN SUMMARY • Players, team officials, referees or personnel who are unwell, on Stay Home Notice (SHN) or Quarantined Order are to comply with the order • Arrive alone. Also arrive as close as possible to your entry time • Do self-monitor yourself for at least 14 days prior to visiting venue for any symptoms • Furnish SSA a letter from your doctor if you had COVID-19 and is now cleared to resume physical activity • Wear a face mask when you are outside or heading to the venue • Bring your own hand sanitizer and/or sanitizing wipes • Practice proper hygiene such as wash/sanitize your hands regularly • Avoid touching your eyes, face and mouth with your hands • When coughing or sneezing, cover your mouth/nose with your tissue/towel • Practice social distancing of 2m at all times • Bring your own drink bottles and towels, do not share with others • Bring your own water and food. Do not share with others • Bring your own equipment if possible • Be prepared for competition prior to arrival at venue (Arrive dressed and ready to swim). No idling
COMPETITION AGE GROUP • 11 Under | FOP: 10m x 15m • 13 Under | FOP: 10m x 15m • 15 Under | FOP: 10m x 18m • 17 Under (Girls) | FOP: 10m x 18m • 17 Under (Boys) | FOP: 10m x 20m • Open (Men / Women) | FOP: 10m x 20m COMPETITION FORMAT • Duration: 2 halves x 6mins with 3 mins break in between halves (include goal stop timing and running time) • NO Timeouts • 2 matches will be played concurrently • Clubs will nominate Divisions to play in. SSA competition committee to ratify • Actual format may vary depending on number of teams • Minimum 3 players to start • Forfeit will be called 5 minutes before game time, if less than 3 players are present • Result will be 0-5 to present team • Fines for forfeit are at discretion of the competition committee • Fines of $100 for NO SHOW
COMPETITION RULES • Each team can only have a maximum of 6 pax per team (4 players / 2 team officials) • 4 v 4 format, No substitutes/reserves • Players able to play their age group or older but limited to only 1 age group per league series (e.g. Player A (11YO) can choose to play in the 13U category for this league • Players are not allowed to play for more than 1 team • Players are to arrive and exit venue together as a team • No intermixing with other teams at all times • No limit to number of teams taking part from the same club

MATCH DAY OPERATIONS • No technical meetings are allowed. Officials will be briefed via Zoom prior to Competition • Deck/Table officials are stationed with no more than 10 pax (with mask on at all times) with safe distancing of 1 meter apart • Medical staff must donned on PPE as prescribed by the local authorities and follow the government health regulations for any emergencies rendered during the competition. • No pre-game presentation of introducing the teams and referees • The players are solely responsible for handling team equipment • Players and referees must maintain at least 1 m distance between each person at any time on the pool deck • No handshakes between teams or with the referees • No changing of benches at half time. • Officials on the bench are advised not to speak without wearing a mask and are required to maintain social distancing at all times. Individual labelled drinks bottles must be organised by each team for each persons.
CONTROLLED ACCESS TO VENUE • The particulars of all participants, referee, deck officials, team officials, & staff will be documented for the purpose of contact tracing via event declaration form and venue safe entry records • Maximum limit of 50 pax* at water polo pool at any 1 time • 16 x Players (4 players per team) • 8 x Team Officials (2 per team) • 4 x Referees • 8 x Table Officials • 2 x Technical Delegate • 1 x Competition Manager • 1 x Tournament Director • 10 x SSA / SWP Staff (National and NYDS coaches, staff, SMM Ambassador) • First Aid – There will be 2 paramedics deployed at any one time

EVERYONE HAS A PART TO PLAY • Please ensure you are keeping a 2-metre distance during the event to the extent possible • All personnel are reminded to check-in and check-out of the event to comply with contact tracing requirements • Team officials are responsible for ensuring their players are seated in their designated areas and are practicing physical distancing accordingly. • SSA reserves the right to remove anyone who is not doing the right thing and following the COVID related measures in place • We have a shared responsibility to ensure the safe running of events. We appreciate your support in making this happen • Hosting a COVID safe event is a team effort and we need your help. All attendees are responsible for: • Keeping 2-metre distance between yourself and others • Adhering to all designated venue flow, entry and exit points as per event maps • Not attending the event and seeking testing if you have symptoms or are unwell • Washing hands often and covering coughs and sneezes • Not sharing food, drink, or sporting equipment with others
